Choose an in-building mobile coverage system only after you know where service fails, which operators and devices must work, and whether the problem is weak signal, insufficient capacity, or both. Building size alone cannot select the right architecture. A small office with a reliable outdoor signal may need a compliant repeater; a stadium, campus or multi-tenant tower may need a designed distributed antenna system (DAS), shared small cells, a neutral-host network, or a hybrid public/private network.
The buying decision should therefore cover radio performance, operator participation, source signal or backhaul, local approvals, physical protection, acceptance testing and who will operate the system for its entire life.

Map the places and activities that fail
Walk the building at different times and record dead zones, dropped calls, failed emergency calls, slow data and indoor areas where devices repeatedly switch between networks. Mark basements, lift lobbies, stair cores, plant rooms, loading bays, parking levels and rooms with coated glass or dense concrete. A heat map from a qualified radio survey is more useful than a floor-area estimate.
Record whether the requirement is voice, ordinary data, high-throughput data, low-latency applications, public-safety communications or all of these. A system that makes a weak signal usable may still lack the radio resources needed at a busy event or shift change.

List operators, bands and devices
Write down every mobile operator whose customers, tenants or staff must connect. Include the technologies and bands in use locally, roaming expectations, private-network handsets, scanners, tablets, IoT modules and any devices that cannot use a particular band. “Indoor coverage” is not one universal radio target; it is a defined set of operator, band and device requirements.
Separate coverage from capacity
Coverage means a usable radio signal reaches the required spaces. Capacity means the system can serve the expected number of simultaneous users and their traffic without unacceptable contention. A repeater can improve signal level while leaving the outdoor cell’s capacity unchanged. A venue with full bars but unusable data at peak occupancy has a capacity problem, not simply a signal problem.
Check the outdoor signal or network source
Measure the donor signal at likely equipment locations and at each relevant band. If no usable outdoor signal exists, a passive or active repeater has nothing reliable to amplify. A designed DAS may take signal from a third-party base station, while small cells generally require a suitable wired or wireless backhaul and an operator or neutral-host service. A private LTE/5G design may instead use locally authorised spectrum and its own core network.
Compare architectures against the building and operating model
The following comparison uses the same decision axes for each approach. “Supported operators” and bands are project-specific; obtain a written scope rather than assuming that a system is multi-operator.
| Architecture | Building scale and area | Coverage versus capacity | Operators, technologies, bands and devices | Signal source or backhaul | Coordination and evidence | Compliance, protection and lifecycle |
|---|---|---|---|---|---|---|
| DAS | Distributed coverage for large commercial buildings, venues, campuses and complex floor plates. | Passive DAS mainly distributes available radio energy; active or digital DAS can add controlled capacity when designed for it. | Can carry multiple operators and bands, but every operator, radio and device requirement must be engineered and approved. | Typically takes RF from a standard third-party cellular base station and distributes it through active or passive equipment, cabling and remote antennas. | Requires operator or neutral-host coordination, RF design, cable and antenna schedules, commissioning data and acceptance tests. | Requires engineered grounding, cable routing, fire and structural coordination, monitoring and a defined owner for repairs and upgrades. |
| Small cells / neutral host | Localized radio zones; scalable across floors, buildings or a campus when a managed shared service is available. | Adds local radio capacity as well as coverage, subject to backhaul and operator configuration. | Check the exact participating operators, radio access technologies, bands, handset support and sharing model. | Needs operator connectivity and usually wired backhaul, power and a managed core or hosted RAN arrangement. | Obtain the applicable operator specification, architecture description, acceptance criteria and operating-process documents. | Multiple parties may own radios, transport and monitoring; contracts must allocate faults, access, upgrades and compliance duties. |
| Private LTE/5G or hybrid | Useful for an enterprise area, industrial process, logistics site or a public-plus-private design spanning selected zones. | Can provide dedicated capacity and predictable application performance, while a hybrid can retain public-operator service for ordinary users. | Device certification, SIM/eSIM policy, spectrum rights, roaming and interoperability must be verified locally. | Uses a private radio/core and backhaul; hybrid designs may also connect to public operator infrastructure. | Requires an integration design, spectrum and security evidence, application testing and a clear boundary between private and public operations. | Local licensing, cybersecurity, electrical and radio rules apply; the enterprise or its managed service provider normally owns operational decisions. |
| Repeater | Small premises or a limited area where a strong outdoor donor signal is available. | Primarily improves reach; it does not create new macro-cell capacity and can cause interference if poorly designed. | Only the bands, operators and device classes covered by the approved equipment; verify the current local status before purchase. | Needs a measured outdoor donor signal and correctly positioned donor and indoor antennas. | Simple installations may be owner-managed; complex or weak-signal sites need professional design and testing. | Must meet jurisdiction-specific technical rules; provide safe power, isolation, access for maintenance and a replacement plan. |
DAS for distributed coverage
The FCC describes DAS as taking RF signal from a standard third-party cellular base station and distributing it through active or passive network elements and cabling to lower-power antennas in a building, venue or campus. It is therefore an infrastructure design, not a plug-in consumer product. Specify antenna locations, riser routes, head-end rooms, remote units, fibre or coaxial media, operator interfaces and spare capacity in the design package.
For a shared deployment in the UK, ask the designer to address the current Mobile UK Joint Operators Technical Specification (JOTS) requirements for DAS. JOTS covers the performance, coverage and reliability expectations for systems shared by mobile operators. Mobile UK states: “The aim of the JOTS forum is to specify the performance, coverage and reliability of wireless systems that are shared by mobile operators.” See Mobile UK’s JOTS information.

Small cells and neutral-host systems
A small cell is a localised radio access point or base station. In a neutral-host arrangement, infrastructure can be shared while participating operators retain defined responsibilities for their radio service. Ask which operators have actually committed to the building, whether radios are shared or separately hosted, how traffic is transported, and who can approve a future operator.
In the UK, JOTS has a separate neutral-host in-building small-cell (NHIB) specification family. Request the current NHIB requirements, radio parameters, acceptance tests and operational contacts instead of treating a generic small-cell datasheet as approval. Neutral-host leasing and operation are also addressed in Egypt’s NTRA framework, illustrating that the legal model is jurisdiction-specific rather than global.
Private or hybrid LTE/5G
Small Cell Forum identifies private LTE/5G, edge systems, DAS, small cells and relays as enterprise approaches. Choose a private or hybrid design when the brief includes dedicated industrial applications, deterministic access, local data handling or a separate tenant network. Confirm spectrum rights, core-network location, SIM provisioning, device support, cybersecurity, emergency calling and how users move between private and public coverage. The available guidance does not establish one universally preferred architecture.
Repeaters for a narrow, small-premises case
Ofcom says repeaters “work best when there is a good outdoor signal that can be boosted indoors.” Put the donor antenna where that signal is received, keep indoor and donor antennas sufficiently isolated, and test every required band. A complex installation or one with a very weak donor signal may need a professional. A repeater is not a general substitute for a coordinated multi-operator system in a large building.

Demand a design and acceptance evidence package
Make the following deliverables contractual, not optional sales promises:
- Site survey: floor-by-floor signal measurements, serving-cell information, interference observations, occupancy assumptions and a list of excluded areas.
- Radio design: predicted received levels, quality targets, traffic and user-density assumptions, antenna and radio locations, cable losses, isolation calculations and expansion allowance.
- Operator scope: named operators, technologies, bands, carriers, roaming limitations and the party responsible for operator approval.
- Infrastructure drawings: head-end and equipment-room layouts, riser and tray routes, power, cooling, fibre or coaxial paths, fire stopping and access clearances.
- Acceptance plan: test locations, drive or walk-test method, voice and data cases, peak-load or capacity tests, alarm checks, pass/fail thresholds and the format of as-built records.
- Operations plan: monitoring platform, alarm response, spares, firmware and configuration control, preventive maintenance, site access, outage communications and escalation contacts.
For a shared system, ask for written confirmation that the design meets the applicable operator specification. A supplier’s statement that equipment is “carrier ready” is not equivalent to operator acceptance.

United Kingdom repeater rules
Ofcom says only repeaters that meet its technical requirements are licence-exempt. Its guidance includes a list it understands meets the regime, based on testing by an accredited test house, and explicitly says the list is not an endorsement. Check the current guidance and list immediately before purchase because approval status and available models can change: Ofcom’s repeater guidance. Confirm the country, bands, operators and installation conditions; UK compliance does not establish legality elsewhere.
Operator specifications and local codes
Mobile-operator requirements, spectrum licences, planning rules, electrical standards, fire stopping, structural loading, emergency communications and access rules vary by country and building class. Hong Kong’s OFCA, for example, publishes a code of practice with minimum mobile-access-facility requirements for specified buildings. That example should not be generalised to other jurisdictions.

ITU-T Recommendation K.158, version 1.0 approved on 2025-07-29, addresses protection of indoor mobile distribution systems in large buildings, including DAS and digital distribution systems. It discusses locating host equipment centrally or low in the building, bonding metal enclosures and coaxial cable, separating distribution cabling from lightning-protection and mains cabling where required, and assessing lightning-related risks. National law and regulations take precedence. A qualified local designer must verify the applicable electrical, fire, structural, RF and radio-licensing rules.
Include physical protection and maintainability in the specification
Reserve secure, ventilated equipment space with working clearance, lifting and replacement access, reliable power and any required standby supply. Coordinate every penetration and cable route with fire compartments, smoke control, waterproofing and structural loading. Bond and earth metalwork according to the approved design; do not improvise connections to lightning-protection conductors.
Require labelled cables, documented patching, accessible test points, spare fibres or ports where justified, and an inventory of radio, power and environmental alarms. Define who can enter landlord and tenant areas, how an outage is reported, and how a failed remote unit is replaced without shutting down unrelated floors.

For a neutral-host service, identify the term, renewal conditions, operator onboarding process and what happens if an operator withdraws. For an owner-operated DAS, budget engineering expertise and test equipment for the system’s life rather than stopping at handover.
Build a defensible cost and capacity case
Do not rank architectures by assumed universal price. Current comparable cost figures are not established for this decision, and a proposal depends on building geometry, operator count, bands, capacity, civil works, power, backhaul and service term. Request an itemised, site-specific proposal separating survey and design, equipment, cabling and containment, installation, operator integration, testing, permits, monitoring, maintenance, spares and future expansion.
Compare total ownership over the intended term. Include energy, equipment-room space, leased backhaul, access visits, software or managed-service fees, replacement cycles and the cost of an outage. Ask each bidder to state the user and traffic assumptions behind capacity numbers and to model a busy period, not only an empty-building walk test.
Use a building-type decision check
Small office, shop or workshop
Start with an outdoor donor survey and the operator and band list. If one or a few rooms are affected and the donor signal is strong, a compliant repeater may be proportionate. If the donor is poor or several operators are required, obtain a professional design rather than adding more amplification.

Hotel, hospital, school or multi-tenant commercial building
Expect varied users, several operators, complex fire compartments and a continuing need for monitoring. Compare a multi-operator DAS with neutral-host small cells, and make operator acceptance, emergency communications and maintenance access part of the tender.
Venue, transport hub or campus
Model peak occupancy, queues, event traffic and outdoor-to-indoor handover. A coverage-only solution can fail when thousands of devices attach simultaneously. Require capacity modelling, load testing, resilient backhaul and an incident process for event days.
Industrial or mission-specific site
Decide whether public service is sufficient or whether private or hybrid LTE/5G is needed for machines, vehicles or controlled applications. Verify spectrum, device certification, local safety rules and how emergency and contractor devices will connect.
Common failure modes and recovery steps
- Bars improve but data remains slow: investigate cell capacity, backhaul and scheduler load; a stronger repeater signal alone will not add macro-cell capacity.
- Only one operator works: compare the installed radio and band schedule with the contracted operator list and obtain missing operator approvals.
- Oscillation or interference alarms: check donor/indoor antenna isolation, cable faults, gain settings and antenna placement; suspend the affected channel until a qualified engineer corrects it.
- Coverage disappears after a fit-out: resurvey after new partitions, coated glass, racks or mechanical equipment are installed and update the RF design.
- Frequent outages: review power quality, cooling, water ingress, lightning exposure, alarm paths and remote-unit spares, then test failover under controlled conditions.
- No one can fix faults: enforce the responsibility matrix, asset register, access permissions and escalation contacts agreed at acceptance.
The right system is the one whose radio architecture, operator scope, source network, compliance evidence and lifecycle ownership match the building’s actual use. Treat those as acceptance criteria before approving equipment or construction work.
