What to Know Before Renting an Apartment in Business Bay, Dubai

Renting in Business Bay is safest when you treat the apartment, the contract and the registration record as three separate things to verify. Before transferring money or moving in, match the exact unit to the lease, confirm the landlord or agent is authorised, put every cost and responsibility in writing, and agree who will complete Ejari registration. For renewal, rely on Dubai Land Department (DLD)'s official Rental Index with your apartment's actual details rather than a district-wide estimate.

Start with the exact apartment, not the advertisement

Business Bay contains many towers with different management companies, access rules, parking arrangements and maintenance procedures. A listing description is not a substitute for checking the specific apartment. During the viewing, record the building name, unit number, floor, bedroom count, furnishing status, appliances, parking bay and any storage allocation. Compare those details with the proposed lease before signing.

Photograph or video existing marks, damaged flooring, stains, cracked tiles, appliance faults and missing items. Send the record to the landlord or agent and ask for it to be attached to the handover report or acknowledged in writing. This evidence is particularly important when the landlord later assesses deductions from the security deposit.

Confirm who may lease the unit

Ask to see documents establishing the owner or the agent's authority to rent the apartment. The person collecting money should be identifiable in the contract and receipts. If an agent is acting for the owner, request written authority or the management documentation the agent relies on. Do not pay simply because a listing appears genuine; make the payment recipient, amount and purpose clear first.

Request a complete move-in cost sheet

Before committing, obtain an itemised statement covering rent, the security deposit, any agency commission, Ejari or registration charges, cheques or payment-plan requirements, and building move-in charges. Ask which amounts are refundable, who receives each payment and when a receipt will be issued. A general guide figure is not a quotation for a particular tower.

Read the written lease as the controlling record

Dubai tenancy law uses a written lease signed by both parties. The contract should identify the leased property, its purpose, the owner, land number and type, and the location. It should also state the practical commercial terms that determine what you will actually pay and what each party must do.

Check these commercial terms

  • Annual rent, instalment amounts, payment dates, payment method and the recipient of each payment.
  • Lease start and end dates, renewal procedure and the notice method and address.
  • Whether utilities, internet, cooling, parking, appliances, furniture or other services are included or billed separately.
  • Permitted occupants, permitted use, subletting restrictions and any limits imposed by the building.
  • Maintenance responsibilities, emergency contacts and the difference between routine consumables and major repairs.
  • Early-termination rights, notice periods, any agreed charges and the circumstances in which a landlord may recover costs.
  • Security-deposit amount, permitted deductions, inspection process and refund timing.

Do not rely on a verbal promise that is absent from the signed document. If an agent says a repair, appliance, parking space or fee waiver will be provided, have that commitment added to the lease or a signed annex.

Arrange Ejari before you move in

Ejari is Dubai's tenancy-registration mechanism. DLD provides channels to register or renew a contract through the Ejari system and Dubai REST. Application conditions can differ depending on who manages the property and whether the applicant is the tenant, owner or an authorised representative.

  1. Ask for the filing plan. Before paying, agree in writing who will submit the application, which documents each party must provide and the date by which the registered contract will be available.
  2. Check for an earlier contract. Ask whether the apartment has a current or previous tenancy that must be closed or cleared. DLD guidance indicates that an unregistered previous contract can prevent a new Ejari registration in some circumstances.
  3. Submit through an approved channel. Use the DLD Ejari service or the Dubai REST route agreed with the owner or authorised representative. Keep copies of the signed lease, identification documents, payment receipt and application reference.
  4. Review the registered details. When confirmation arrives, check the unit, parties, dates, rent and other key fields against the signed lease. Report discrepancies immediately rather than assuming they will be corrected later.
  5. Retain the record. Store the registered contract, receipts and all written notices in a place you can access throughout the tenancy and at renewal.

If the other party says registration can wait indefinitely, ask for a specific explanation and deadline. A registration problem may indicate an unresolved prior contract, an authority issue or missing documents; it should be resolved before you treat the tenancy as complete.

Budget the upfront costs conservatively

An Invest in Dubai real-estate guide gives a general security-deposit range of 5%–10% of annual rent and an approximate Ejari fee of about AED 220. These are indicative guide figures, not guaranteed current charges for every Business Bay tenancy. Confirm the live amount, payment recipient and refund terms in writing.

Cost What is established What to confirm for your apartment
Annual rent The amount and instalment schedule should appear in the signed lease. Payment dates, cheque or transfer requirements, late-payment consequences and the account receiving funds.
Security deposit A general guide describes 5%–10% of annual rent; DLD describes the deposit as security for proper maintenance during the contract. Exact amount, permitted deductions, inspection evidence, refund deadline and the person responsible for returning it.
Ejari A guide gives an approximate AED 220 figure. Current charge, whether service or typing fees apply, who submits and who pays.
Agency fee No universal Business Bay amount is established here. Whether a fee applies, its calculation, VAT treatment if applicable, payment date and refund conditions.
Building move-in charges No district-wide rule or amount is established. Move-in booking, lift protection, access cards, refundable deposits, parking activation and any management fee.

Have the lease or a signed receipt state how the deposit will be accounted for and returned. Keep proof of every transfer; a payment screenshot without the contract reference or recipient details can be difficult to use later.

Inspect building rules before signing

Business Bay building practices are not uniform, so ask the tower management for its current move-in and occupancy procedures. Confirm whether a move must be booked in advance, whether the service lift is available on weekends, whether protective materials are required, and whether management collects a refundable access or damage deposit.

Questions for management

  • How are resident access cards, parking permits and visitor access issued?
  • Are there restrictions on moving hours, delivery vehicles or lift use?
  • Does the building require tenant registration, insurance evidence or an emergency contact?
  • Which facilities are included with the unit and which require separate booking or fees?
  • How are leaks, air-conditioning faults, elevators and after-hours emergencies reported?
  • Are there building rules affecting pets, occupants, smoking, noise, short stays or alterations?

Obtain the rules in writing where possible. A building policy can affect your ability to move in or use a facility even when the apartment lease is otherwise valid.

Understand renewal and rent changes with the official Rental Index

DLD's Rental Index calculator estimates the applicable rental increase and average market rent from the contract expiry date, property type, area, number of rooms and current annual rent. The service is available through DLD, Dubai REST and DubaiNow, and its result is presented immediately according to the service information.

  1. Gather the expiry date shown on your registered contract.
  2. Enter the correct property type and Business Bay area.
  3. Enter the actual number of rooms and the current annual rent, not an advertised asking rent.
  4. Save the result with the date and inputs used.
  5. Use that record when discussing a proposed renewal and keep any written offer or counteroffer.

The Smart Rental Index announcement explains that increase percentages are based on the difference between the current rent and average market rent and refers to Decree No. 34 of 2013. Do not quote a percentage for your apartment without running its actual data through the live tool. A social-media estimate or a claim about an entire district cannot replace an apartment-specific calculation.

Separate rent-change notice from non-renewal notice

DLD's FAQ says that a party seeking to change contractual terms or reconsider rental value should generally notify the other party at least 90 days before expiry, unless both sides agree otherwise. This is guidance about a proposed change and should not be confused with a notice that the tenancy will end.

If you do not want to renew

DLD campaign guidance describes a tenant giving the landlord three months' notice when the tenant does not wish to renew. Send the notice through a method that creates a reliable record and retain proof of delivery.

If the landlord does not want to renew

The same guidance describes a landlord giving a full year of documented notice and stating the reason when the landlord does not wish to renew. Because individual disputes depend on the contract, timing, evidence and applicable law, treat the guidance as a framework and obtain qualified advice for a contested case.

Read your lease for any agreed notice method, email address or registered delivery requirement. Calendar the expiry date and the relevant notice dates when you sign, rather than waiting until the final month.

Protect the deposit at handover

The deposit exists to secure proper maintenance during the tenancy, but the exact deduction rules come from the signed documents and the apartment's documented condition. At handover, use a checklist covering walls, floors, ceilings, plumbing fixtures, air-conditioning, appliances, keys, access cards, remotes, furniture and meter readings. Record photographs with the date and send the completed checklist to the landlord or agent.

When leaving, request a joint inspection and a written statement of any proposed deduction. Ask for invoices, repair evidence or a contractual explanation for charges that are not ordinary wear and tear. Provide your bank details and forwarding address in writing and keep the final utility and access-card records.

Red flags and what to do

  • Pressure to transfer before seeing a contract: pause and request the signed lease, identity of the payment recipient and an itemised cost sheet.
  • Vague promises about registration: obtain the Ejari filing responsibility and deadline in writing, and ask whether a prior contract blocks registration.
  • Different unit details: stop signing until the address, unit number, rooms, furnishing and parking match the apartment inspected.
  • Unlisted charges: ask management and the agent to identify every fee and whether it is refundable before you pay.
  • Oral renewal assurances: rely on written notice and the official Rental Index calculation using your actual contract data.
  • Refusal to document condition: create your own dated record and send it immediately; do not assume silence means acceptance.

A practical signing-day checklist

  1. Revisit the apartment and match it to the lease description.
  2. Confirm ownership or leasing authority and the identity of the payment recipient.
  3. Read every clause on rent, dates, renewal, notice, maintenance, occupants, termination and deposit deductions.
  4. Attach the inventory and condition report, including appliances, furniture, keys and parking.
  5. Obtain an itemised statement of rent, deposit, agency, Ejari and building charges.
  6. Agree who files Ejari, check for a prior contract and set a registration deadline.
  7. Ask building management about move-in booking, access, parking and emergency maintenance.
  8. Pay only against documented instructions and retain signed receipts.
  9. Save the executed lease, Ejari confirmation, notices, photographs and payment records together.

No reliable current building-by-building rent, move-in fee, service arrangement or facility comparison is established across Business Bay. The responsible decision is therefore unit-specific: inspect the actual apartment, verify the tower's rules, document the contract and use DLD's tools for renewal questions.
