Sometimes you can install new flooring over an existing floor, but there is no universal yes-or-no rule. The old surface must be a stable, clean, dry and sufficiently flat base, and the new product’s installation method must allow that specific substrate. Floating floors generally should not be stacked over another floating floor. Check the current instructions for the exact flooring, adhesive and underlayment before committing; those instructions control warranty and acceptable preparation.
Start with the six checks that determine whether an overlay is safe
1. Identify both floors and the installation systems
Write down what is underneath and what you plan to install. Existing ceramic tile, resilient vinyl, hardwood, cork, linoleum, carpet and floating laminate each behave differently. The new floor may be glued, nailed, stapled or floated. A floor that is acceptable under a glue-down product may be prohibited under a floating product, and a substrate that works over wood may not work over concrete.

Read the installation guide for the exact model, not just a general flooring category. Product instructions can require removal of particular materials, limit the number of existing layers or specify a primer, patch or underlayment.

2. Confirm the old floor is firmly attached
Walk the entire room and look for movement, hollow spots, curling edges, loose tiles, broken boards, lifted seams and soft areas. An overlay does not stabilize a failing floor; it transfers movement into the new surface. Remove or repair loose material and correct the cause before installation. For wood flooring, the National Wood Flooring Association (NWFA) says existing resilient coverings should be well bonded and no more than two layers thick.

3. Measure flatness against the new product’s tolerance
Use the tolerance in the new floor’s instructions. NWFA guidance for wood installed over existing vinyl, resilient tile, cork or linoleum is 3/16 inch in 10 feet or 1/8 inch in 6 feet. That is wood-flooring guidance, not a universal tolerance for every product. A long straightedge, feeler gauges and a written map of high and low areas help identify where patching or grinding is required.
4. Check moisture and the location of the room
Determine whether the base is concrete or wood and whether the room is below grade, at grade or above grade. Test moisture as required by the new product and adhesive instructions. Armstrong cautions specifically against installing tile over tile below grade: the second tile layer can cover the old grout joints and impede moisture escape from the concrete. That warning is a location-specific example, not a moisture rule for every flooring assembly.
5. Calculate the finished height
Add the thickness of the existing floor, any patch or underlayment, the new flooring and adhesive. Check that doors open, appliances can be removed and reinstalled, stairs remain safe, and vents and toilet flanges are not left too low. Plan transitions where the new floor meets another surface. Shaw notes that removing old flooring may be necessary to accommodate doors and transitions; there is no single clearance measurement that applies to every room.
6. Protect the installation warranty
Keep the current installation guide for the flooring, adhesive and underlayment. Confirm that the proposed assembly is listed, including the permitted substrate, preparation, moisture limits and installation method. Armstrong maintains separate installation guidance for different flooring systems and substrates because preparation requirements are not interchangeable.
Which existing floors can accept a new floor?
| Existing surface | New floor or method | Conditions and limitations |
|---|---|---|
| Flat, clean, sound existing flooring | Vinyl plank or vinyl tile | Shaw says installation may be possible when the old surface is flat, clean and in good condition. Follow the exact product guide. |
| Existing floating wood floor | New wood floor | NWFA states: “Never install a new wood floor over an existing floating wood floor.” Remove the floating assembly or choose a method specifically approved for the actual base. |
| Glue-down wood floor | New wood floor | NWFA describes direct glue-down as an option. Nailing is possible only when the new floor’s thickness and the structure permit it. |
| Vinyl, resilient tile, cork or linoleum | Wood floor | Follow all manufacturers’ instructions. NWFA guidance calls for a well-bonded surface, no more than two existing layers, no more than 3/16 inch total covering thickness, and flatness of 3/16 inch in 10 feet or 1/8 inch in 6 feet. Remove loose areas; do not sand resilient products. |
| Ceramic tile, terrazzo, slate or marble | Wood floor | Glue-down or floating installation may be used after cleaning. Remove loose grout or tile. Fill grout joints and broken corners deeper than 3/16 inch with a suitable cementitious leveling compound and primer, then test adhesive bond and compatibility. |
| Ceramic tile, vinyl or hardwood | Laminate | Mohawk says some laminate products can be installed over these surfaces after inspection. It warns against floating one floor over another floating floor. |
| Firmly fixed approved surfaces | SolidTech resilient flooring | A retrieved legacy installation document permits several fixed surfaces but requires removal of carpet, needle felt, cushion vinyl, floating laminate and floating hardwood. Verify current instructions for the exact product because the document is identified as a 2017-era source. |
| Existing tile over below-grade concrete | New tile | Armstrong does not recommend this arrangement because the added layer can impede moisture escape through the original grout joints. |
| Two layers of vinyl over wood | New vinyl | Armstrong’s FAQ says new wood underlayment may be installed over the layers before new vinyl, subject to current product instructions. |
| Two layers of vinyl over concrete | New vinyl | Armstrong’s FAQ says the existing vinyl must be removed before installing new vinyl. Confirm the current guide for the product and substrate. |
How to inspect and prepare the existing floor
- Remove furniture and expose the whole surface. Do not judge suitability from a visible corner. Inspect under appliances and along walls where moisture or movement often starts.
- Identify every layer. Note the material, approximate thickness and whether each layer is glued, nailed or floating. If you cannot identify an old resilient material or adhesive, stop before scraping or sanding it.
- Clean without adding moisture. Remove dust, wax, grease, loose adhesive and debris using the method allowed by the new product. The base must be dry before patching, priming or installation.
- Repair movement and damage. Refasten loose wood, replace damaged sections, remove loose tile or grout and fill approved depressions. Do not bury a soft spot under an underlayment and assume it is fixed.
- Check flatness with a straightedge. Mark high and low areas, then compare measurements with the new floor’s tolerance. Use only compatible patching or leveling products and allow them to cure fully.
- Perform moisture testing. Use the test method and limits specified for the flooring and adhesive. A concrete slab that looks dry can still exceed a product’s permitted moisture level.
- Test compatibility when required. For wood over tile or stone, NWFA recommends testing adhesive bond and compatibility after cleaning and filling joints. A small test area can reveal bonding problems before the room is committed.
- Recheck height and transitions. Dry-fit a piece at doorways and adjacent floors. Confirm that transition profiles, reducers and baseboards will cover the finished edge without forcing the floor or blocking movement joints.
Material-specific installation decisions
Vinyl plank and vinyl tile
Vinyl is often an overlay candidate because many products are designed for installation over an existing hard surface. The old floor still has to be flat, clean and sound. Repair seams, chipped areas and depressions with materials approved for resilient flooring. Do not assume that a rigid plank will hide telegraphing; uneven joints and texture can show through the new surface.

Armstrong lists a utility knife, carpenter’s square and 100-pound roller among tools that may be used for vinyl tile installation. Use those tools only when the product instructions call for them; click-lock plank, glue-down tile and sheet products have different procedures. Roll adhesive installations at the specified stage and pressure so the new floor bonds across the entire field.
Wood over existing wood
The key distinction is whether the old wood is floating or attached. NWFA expressly prohibits installing new wood over an existing floating wood floor. A glue-down existing wood floor can be a candidate for direct glue-down installation, while nailing depends on the new boards’ thickness and the structure beneath. Check plank orientation, fastener length, joist location and the manufacturer’s fastening schedule rather than relying on a generic rule.

Wood over resilient flooring
NWFA permits this only under defined conditions: the resilient material must be well bonded, the total existing covering must not exceed two layers or 3/16 inch, and the surface must meet the stated flatness guidance. Remove loose areas. Never sand resilient flooring as a shortcut; older flooring or adhesive may contain asbestos fibers. If asbestos is possible, leave the material undisturbed and obtain qualified local guidance before any removal or preparation.
Where an approved wood or wood-composite subfloor has a loose or damaged resilient covering, NWFA describes a conditional option of installing a minimum 11/32-inch (9.5 mm) panel overlay before the new wood floor. This is not a universal requirement and does not make an unsuitable concrete or moisture condition acceptable.
Wood over ceramic, terrazzo, slate or marble
Clean the surface, remove loose tile and grout, and fill grout joints or broken corners exceeding 3/16 inch with an appropriate cementitious leveling compound and primer. NWFA identifies glue-down and floating wood methods for these substrates. The adhesive must be approved for both the prepared surface and the wood product, and a bond test is prudent when compatibility is uncertain.

Laminate and other floating floors
Floating systems need a rigid, stable base and an approved underlayment. Mohawk’s laminate guidance allows some ceramic tile, vinyl and hardwood substrates after inspection but warns against floating new flooring over another floating floor. Remove the old floating assembly unless the current product guide explicitly permits the combination. Carpet, cushion vinyl and other compressible layers are common removal requirements because they allow movement and can damage joints.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsTile over tile
Tile-over-tile can create a height and moisture problem, especially below grade. Armstrong’s specific warning concerns covering grout joints over concrete, which can reduce pathways for moisture to escape. If considering any tile overlay, verify slab moisture, tile bond, surface flatness, movement joints, mortar compatibility and finished height. A local assessment is appropriate when the slab history or moisture condition is unknown.
When removing the old floor is the better choice
- The existing floor is floating, loose, swollen, cracked, badly warped or water-damaged.
- The proposed product instructions require removal of the old material, carpet, cushion vinyl or another compressible layer.
- Stacked layers would interfere with doors, appliances, stairs, vents, toilet flanges or transition profiles.
- Moisture testing fails, especially where an added layer could trap moisture in a below-grade assembly.
- The old surface contains unknown resilient material or adhesive that would need sanding, grinding or aggressive scraping.
- Repairing flatness and bonding defects would cost more time and material than exposing and preparing the structural subfloor.
Removal also gives you an opportunity to inspect the subfloor, joists and slab for rot, movement, mold or cracking. Do not proceed with an overlay merely because demolition is inconvenient; the new floor cannot correct a structural or moisture defect.

New planks separate or click joints break
The usual causes are movement in a floating layer, an uneven base, insufficient expansion space or moisture. Stop installation, identify the moving layer and compare the assembly with the product guide. Replacing isolated planks will not solve a substrate problem.
Tile cracks or grout reopens
Cracks often reflect movement, loose tile, an unstable slab or unfilled joints beneath the new installation. Remove the affected area, correct the base and use the specified mortar, primer and movement-joint details. Do not bridge a moving joint with a rigid finish unless the system is designed for it.

Adhesive fails to bond
Contamination, incompatible old finishes, residual wax, moisture or an unsuitable primer can all prevent adhesion. Follow the adhesive manufacturer’s preparation and open-time requirements, and perform a test bond where the guide calls for one. A clean-looking surface is not proof of chemical compatibility.
Doors or transitions no longer fit
Measure the complete assembly before installation, including underlayment and adhesive. If the height is excessive, removal may be safer than trimming multiple doors or forcing a transition. Choose a reducer or transition profile only after the final elevations are known.
Tools, records and professional help
At minimum, plan for a straightedge, measuring tools, cleaning supplies and the cutting, rolling, fastening or adhesive tools specified by the product guide. Keep photographs of the existing layers, moisture-test results, patching products, batch numbers and installation instructions. These records help diagnose a failure and demonstrate that preparation followed the required system.
Arrange an in-person assessment when the floor has unexplained movement, water history, questionable asbestos-containing material, extensive damage, uncertain moisture or multiple incompatible layers. A qualified installer can evaluate the substrate and confirm whether removal, an approved panel overlay or a different flooring system is the safer path.
A final decision checklist
- The exact new product and installation method are identified.
- The existing floor is attached, dry, clean and within the product’s flatness tolerance.
- Loose, damaged and compressible materials have been removed or repaired as required.
- Moisture limits have been tested for the actual concrete or wood substrate.
- No floating floor is being placed over another floating floor unless the current guide expressly permits it.
- Resilient flooring has not been sanded, and possible asbestos has been handled through qualified local guidance.
- Door clearances, appliances, stairs, vents and transitions have been checked at the planned finished height.
- Flooring, adhesive and underlayment instructions agree on the proposed assembly.
If any item is unresolved, pause before ordering materials or spreading adhesive. The correct choice may be an overlay, a panel underlayment or full removal, but that choice should follow the substrate evidence and the current instructions for the exact floor.
