What to Know Before Buying a Condo in Coconut Grove

Before buying a Coconut Grove condo, investigate two things at the same time: the individual unit and the building, parcel, and condominium association that support it. Request the association’s milestone inspection, Structural Integrity Reserve Study (SIRS), reserve schedule, budget, financial statements, minutes, insurance information, and assessment history. Then arrange a professional unit inspection and separately check Miami-Dade and City of Miami records for permits, violations, zoning, recertification, flood status, taxes, and planned work.

A clean-looking unit or a seller’s current tax bill cannot establish that the building is financially sound, fully permitted, adequately insured, or free of future assessments. The following process is designed to evaluate the actual address and folio rather than rely on the Coconut Grove name or a listing description.

Why a Coconut Grove condo requires building-level due diligence

Condominium ownership divides responsibility. You control the interior of your unit, but the association generally maintains shared structural and building components under the declaration and Florida condominium law. A problem with the roof, waterproofing, plumbing risers, electrical systems, windows, exterior walls, fire protection, or other common elements can therefore become an owner expense even when your unit appears well maintained.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The association’s finances matter just as much. Deferred work, inadequate reserves, an insurance renewal problem, or a borrowing plan can produce higher dues, a special assessment, or both. The seller’s answers are useful, but association records and government records are the evidence you need before committing.

Request the association records before you make an irreversible commitment

Ask the seller or association for a complete, current package. Florida’s Department of Business and Professional Regulation (DBPR) identifies structural inspection reports and reserve studies as association official records that must be provided to prospective purchasers. Obtain the complete documents, not only a cover letter or summary.

Core documents to request

  • The latest milestone inspection report, including appendices, photographs, engineer or architect qualifications, recommendations, and proof of submission or compliance where applicable.
  • The latest SIRS, component inventory, useful-life assumptions, condition ratings, projected replacement dates, and funding schedule.
  • The current board-approved budget, prior budgets, recent financial statements, bank or investment account information supplied to owners, and the most recent reserve disclosures.
  • Board and membership meeting minutes for at least the period covering inspection findings, major projects, insurance renewals, litigation, loans, and assessment discussions.
  • Notices of approved, proposed, or discussed special assessments; loan or line-of-credit documents; and payment schedules.
  • The declaration, bylaws, rules, amendments, leasing and pet policies, alteration procedures, parking and storage assignments, and guest-access requirements.
  • The association’s master insurance declarations, deductibles, exclusions, claims history supplied to owners, and the description of what the master policy does and does not cover.
  • Records of open construction projects, warranties, contractor disputes, engineering recommendations, unresolved owner complaints, and pending litigation or insurance claims.

How to read the package

Match every recommendation in the milestone report and SIRS to the budget, reserve schedule, contracts, and minutes. Look for a named project, estimated cost, funding source, approval date, and completion target. A report that says work is recommended is not proof that work has been funded. Conversely, a budget line with a broad label such as “repairs” may not cover a major structural or waterproofing project.

Ask whether the current budget funds the SIRS schedule in full, partially, or under a permitted waiver or reduction. Identify assumptions about inflation, investment returns, component life, and the timing of work. If the schedule relies on a future assessment or borrowing, model that payment separately from ordinary monthly dues.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Understand the milestone inspection and the SIRS as different checks

Milestone inspection

DBPR describes a milestone inspection as a structural inspection of load-bearing elements. Residential condominium and cooperative buildings that are at least three habitable stories tall generally require an initial inspection at 30 years and another every 10 years thereafter. A local enforcement agency may require the first inspection at 25 years when local circumstances justify it. Building age is measured from the certificate of occupancy, not from the date a unit was resold or renovated.

A licensed architect or engineer, or a professional team with an architect or engineer responsible, performs the inspection. Confirm the building’s number of habitable stories, certificate-of-occupancy date, local enforcement agency, inspection deadline, report date, and compliance status. Do not assume every Coconut Grove building follows the same schedule.

Read the findings and any phase-two recommendations, repair descriptions, photographs, engineer qualifications, and notices sent to owners. Ask what remains open and whether a government agency has required additional action. The existence of a report does not guarantee that defects are absent or that recommended work has been completed.

Structural Integrity Reserve Study

A SIRS is reserve planning, not a substitute for a physical inspection. DBPR lists components such as the roof, structural systems, fireproofing and fire-protection systems, plumbing, electrical systems, waterproofing and exterior painting, windows, and exterior doors, along with certain other costly components affecting structural integrity.

The study assigns a funding schedule to those components. If existing reserves are inadequate, the association may need to raise dues, levy an assessment, obtain a loan, or establish a line of credit. Compare the study’s recommended annual contributions with actual reserve transfers in the financial statements. A large reserve balance may still be insufficient if several expensive components are reaching the end of their useful lives at once.

Florida deadline and reserve-waiver details to verify

DBPR’s current guidance states that unit-owner-controlled associations existing on or before July 1, 2022 generally had to complete a SIRS by December 31, 2025. Where the milestone inspection is due on or before December 31, 2026, the association may have a pathway to complete the SIRS with that inspection, with the combined work completed by December 31, 2026.

DBPR also states that an association with a budget adopted on or before December 31, 2024 may vote by the required majority to waive or reduce certain SIRS reserves and must begin funding under the SIRS schedule on January 1, 2026. Budgets adopted on or after January 1, 2025 may not waive SIRS reserves. These dates and statutory details can change. Verify the current DBPR guidance, the governing statute, and the association’s applicable budget before relying on a deadline or reserve decision.

Use a unit inspection, then perform separate permit and violation checks

What the unit inspection can reveal

Hire a qualified inspector to examine the unit’s visible systems and conditions. Depending on the building and your intended use, ask whether additional specialists should evaluate electrical capacity, plumbing, HVAC, moisture intrusion, windows and doors, balcony interfaces, mold indicators, appliances, or renovations. An inspection is a condition assessment at a point in time; it is not a warranty and may exclude concealed or common elements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What it usually will not reveal

Miami-Dade County cautions: “Many home inspections do not check for illegal construction or outstanding building and zoning code violations.” Treat that warning as a separate workstream. Search county and city records for permits, expired or unresolved permits, code violations, zoning cases, notices of violation, and recertification records. Confirm that enclosed balconies, moved walls, plumbing relocations, electrical work, impact windows, and other alterations were permitted and closed where required.

The county’s Building Recertification Portal can be a starting point for the relevant building record. A portal result for a Coconut Grove condominium association is only an example of how the system displays records; it says nothing about another building. Verify the exact street address, folio, building status, inspection dates, submitted documents, and any outstanding requirements.

Questions when records conflict

  • If the seller says an alteration is original, ask for the permit history or a written determination from the relevant authority.
  • If a permit is open, ask who is responsible for closing it and whether the contract assigns that obligation before closing.
  • If a violation is listed as resolved, request the closure evidence rather than relying on a verbal statement.
  • If plans, unit numbers, or addresses do not match, pause and reconcile them with the property folio and condominium documents.

Check flood status and insurance for the actual parcel and building

“Coconut Grove” does not establish a unit’s flood-zone status, elevation, required coverage, or premium. Waterfront views, a nearby canal, and a listing description are not substitutes for a parcel-level determination.

Miami-Dade County requires full flood-zone disclosure for covered improved real estate in a Special Flood Hazard Area or Coastal High Hazard Area. Use the county’s flood-zone determination process for the exact address and ask an insurance professional to quote coverage using the building, unit, elevation information, lender requirements, deductibles, and policy terms.

Review the master policy

Request the association’s master policy and declarations. Identify the boundary between association coverage and unit-owner coverage, including ceilings, floors, wall finishes, fixtures, air-conditioning equipment, windows, balconies, and alterations. Ask which deductibles apply to wind, water, flood, named storms, and other losses, and how an assessment may be allocated after a claim.

The available evidence does not establish a universal insurance requirement, a standard Coconut Grove premium, or guaranteed availability of a particular flood policy. Underwriting depends on the property and the market at the time of purchase. Obtain a written quote early enough to satisfy your lender and contract deadlines.

Calculate taxes after the sale, not from the seller’s bill

Use the Miami-Dade Property Appraiser’s property search to confirm the folio, property record card, assessed data, and available sale history. The office also provides tools for property sales, tax estimation, tax comparison, homestead exemption information, and condominium declarations.

The Property Appraiser’s estimator currently uses proposed 2026 millage rates and warns that its output is approximate, not an actual tax bill. Current or prior taxes may not forecast the following year. A seller’s Save Our Homes assessment limitation can be removed after a sale, with the property assessed at market value in the following year. Build your estimate from the expected post-sale assessed value and verify the final millage and exemptions that apply to your situation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For an eligible permanent residence, the Property Appraiser describes a $25,000 assessed-value reduction and a future annual assessed-value increase limitation of up to 3%. Eligibility, filing requirements, deadlines, and the application of these benefits depend on the buyer’s circumstances and current law. Do not treat the seller’s homestead status as transferable without confirmation.

Confirm Coconut Grove zoning and the rules for your planned changes

The City of Miami identifies Neighborhood Conservation District (NCD) 2 and NCD 3 overlays within Coconut Grove. These overlays add standards beyond the underlying zoning. NCD 2 is near the Douglas Road Metrorail Station; much of the remainder of Coconut Grove lies in NCD 3.

An overlay map does not answer what is allowed on a particular condominium parcel. If you plan to enclose a balcony, replace windows, install equipment, alter a façade, add a generator, change landscaping, or combine spaces, confirm the parcel’s underlying zoning, overlay requirements, condominium approval process, tree-protection rules, and city permits before making an offer contingent on that project.

Also investigate nearby approvals that could affect light, access, construction noise, parking, or views. A general neighborhood description is not evidence that a proposed change is permitted or that nearby development will not occur.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Read the condominium rules for ownership fit

Financial and structural diligence will not tell you whether the building suits your use. Review the declaration and rules for:

  • Minimum lease terms, rental caps, waiting periods, application fees, and association approval.
  • Pet limits, breed or weight rules, service-animal procedures, and move-in requirements.
  • Renovation hours, licensed-contractor requirements, deposits, architectural review, plumbing-stack restrictions, and insurance obligations.
  • Parking, storage, bicycle space, charging equipment, guest parking, and towing provisions.
  • Occupancy limits, short-term-rental prohibitions, guest access, package handling, and amenity reservations.
  • Responsibility for windows, doors, balconies, pipes, air-conditioning equipment, and damage caused by an owner’s alteration.

Ask the association to confirm in writing any rule that is central to your decision. Rules can be amended, and a marketing description may not reflect the current declaration or board policy.

Compare buildings with the same decision framework

When two or more units are under consideration, use identical categories and documents. The table below prevents a newer finish package from distracting you from an older reserve problem.

Decision area Evidence to compare What a buyer should determine
Building condition Milestone report, open recommendations, building age, recertification status, planned projects Which work is required, its urgency, funding source, and expected owner share
Financial resilience SIRS, reserve balances, budget, dues, assessment history, loans, insurance costs Whether ordinary dues support the funding schedule and how a shortfall would be handled
Ownership fit Lease, pet, renovation, parking, storage, accessibility, and approval rules Whether your intended occupancy and improvements are permitted
Unit and parcel risk Inspection, permits, violations, flood determination, insurance terms, zoning overlay Which risks are documented, insurable, correctable, or contract-contingent
Total cost Mortgage, post-sale taxes, dues, insurance, assessments, utilities, maintenance, closing costs Your realistic monthly and annual carrying cost, including a reserve for surprises
Resale considerations Transfer restrictions, pending work, financing or insurance constraints, realistic holding period Whether future buyers may face the same costs or approval barriers

No reliable Coconut Grove condo-specific market statistic, current inventory figure, or days-on-market dataset is established here. Obtain current closed sales and active listings for the target building and unit type instead of substituting a neighborhood-wide average.

A practical due-diligence sequence

  1. Identify the property precisely. Record the legal address, unit number, folio, building name, association name, and certificate-of-occupancy information available from public records.
  2. Make the association-record request. Ask for the milestone inspection, SIRS, budget, financial statements, minutes, assessments, insurance, governing documents, and open-project information.
  3. Screen for immediate financial exposure. Reconcile reserve recommendations with actual funding, identify approved or discussed assessments, and ask about loans, litigation, claims, and insurance renewals.
  4. Arrange the physical inspection. Have the inspector document unit conditions and identify specialist evaluations warranted by age, renovations, moisture, or intended use.
  5. Search government records separately. Check permits, violations, zoning cases, recertification, and building status with Miami-Dade and the City of Miami. Do not assume the unit inspection covered these records.
  6. Obtain parcel-level flood information. Request the county determination and written insurance quotes for both the unit-owner policy and any required or advisable flood coverage.
  7. Estimate post-sale taxes. Use the folio and expected purchase price, account for removal of the seller’s assessment limitation, and evaluate homestead eligibility and filing timing.
  8. Test your intended use. Obtain written answers on leasing, pets, renovations, parking, storage, guests, accessibility, and any zoning or overlay approval needed.
  9. Put unresolved risks into the contract. Discuss inspection, document-review, financing, insurance, title, permit, and assessment contingencies with a Florida real-estate professional before signing.
  10. Recheck shortly before closing. Ask whether any assessment, insurance change, inspection finding, violation, litigation, or board action occurred after your initial review.

Red flags that warrant a pause

  • The association will not provide official records or supplies only selected pages.
  • A milestone report identifies structural or waterproofing work without a funded scope and schedule.
  • The SIRS assumes reserve contributions that do not appear in the adopted budget.
  • Minutes repeatedly mention assessments, borrowing, insurance cancellations, or unresolved violations.
  • Open permits or alterations do not match the unit’s current layout.
  • Flood-zone information is unavailable, inconsistent, or materially different from the listing.
  • The seller’s tax bill is used as the sole projection for your first full year of ownership.
  • The declaration prohibits your intended lease, pet, renovation, occupancy, or parking arrangement.
  • Insurance quotes arrive late, contain large deductibles, or exclude coverage your lender requires.

Build a complete ownership budget

Prepare a monthly and annual worksheet before deciding what the unit can cost. Include each item below and use written figures where possible.

Questions to ask before approving the purchase

  • What is the latest milestone inspection date, and which recommendations remain open?
  • What is the latest SIRS date, and does the adopted budget fund its schedule?
  • Has the board approved, discussed, or borrowed for an assessment or major project?
  • Which master-policy deductibles and exclusions could be allocated to unit owners?
  • Are there open permits, code violations, recertification issues, litigation, or insurance claims?
  • What rules apply to leasing, pets, renovations, parking, storage, guests, and move-ins?
  • What flood-zone determination applies to the folio, and what coverage does the lender require?
  • What will the property taxes likely be after the seller’s assessment limitation is removed?
  • Does the parcel’s zoning and any NCD overlay permit the changes you plan to make?

When the evidence is incomplete

Do not fill missing records with assumptions about Coconut Grove, the building’s age, or the seller’s experience. Ask for the missing document, obtain a written answer from the responsible agency or professional, or make the contract conditional on receiving and approving it. A favorable listing, attractive renovation, or low current dues cannot compensate for an unknown structural, financial, insurance, tax, or permit risk.

The right purchase decision is the one you can explain from records tied to the specific unit, building, association, and parcel. Use current DBPR, Miami-Dade County, City of Miami, and Property Appraiser information immediately before publication or closing because inspection rules, reserve deadlines, proposed millage, insurance terms, and association circumstances can change.

Frequently Asked Questions

Does a milestone inspection mean the building has no defects?

No. It is a structural inspection of specified load-bearing elements. Read the findings, recommendations, repairs, and compliance records, and confirm whether work remains open or unfunded.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I rely on a home inspection to find unpermitted work?

No. Miami-Dade warns that many home inspections do not check illegal construction or outstanding building and zoning violations. Arrange separate county and city record searches.

Will the seller’s property-tax bill show my future taxes?

Not necessarily. A sale can remove the seller’s assessment limitation and lead to a market-value assessment in the following year. Use the Property Appraiser’s tools as estimates and verify your own eligibility for exemptions.

Does the name Coconut Grove tell me whether a condo is in a flood zone?

No. Flood status and disclosure depend on the exact parcel. Obtain a county flood-zone determination and written insurance quotes for the building and unit.
