Before completing a form, identify whether you are applying through a local Public Housing Agency (PHA) for public housing or a Housing Choice Voucher, or directly through a property manager for a subsidized multifamily or Low-Income Housing Tax Credit (LIHTC) apartment. Each route has its own income limits, documents, screening rules, openings and waitlists.
Start by identifying the right housing route
The organization that accepts your application depends on the type of assistance. The U.S. Department of Housing and Urban Development (HUD) provides general guidance and locator tools, but it does not manage every property’s application or waitlist.

Public housing
Public housing consists of apartments operated by a local housing authority or PHA. Apply through the PHA serving the area where you want to live. Ask whether its public-housing list is open, which developments are covered, and whether separate applications are required for different properties.
Housing Choice Voucher (commonly called Section 8)
A Housing Choice Voucher is rental assistance used in eligible private-market housing; it is not an application for one specific public-housing apartment. The PHA reviews your household, income and status, then determines eligibility and assistance. Ask whether the PHA is accepting voucher applications, whether a waitlist is open and whether it has preferences that affect selection.

Subsidized multifamily or LIHTC apartments
For a privately operated subsidized building or a LIHTC property, contact the property manager or owner named in the listing. HUD’s California housing guidance illustrates the key principle: eligibility is tied to the income limit for the particular unit. A locator entry does not prove that a unit is vacant or that applications are being accepted.
Check eligibility for the specific program and location
Do not rely on a single national income number. Limits vary by location, household size, program and, for some properties, unit designation. Obtain the current limit from the PHA or property manager before submitting sensitive records.
Income and household composition
Public housing and vouchers generally consider annual household income and family size. The agency may also review who will live with you, household composition and assets. A LIHTC or other income-restricted unit has its own household-size and income limit, which may differ from a nearby program.

Citizenship or eligible immigration status
HUD’s public-housing and voucher guidance includes citizenship or eligible non-citizen status requirements. Ask the receiving agency exactly which documents it accepts and how status is evaluated for every household member.
Age, disability and other preferences
Some public-housing communities identify older-adult or disability eligibility. PHAs and properties may also apply local preferences, such as targeting certain households or serving a defined area. A preference can affect selection order, but it does not replace the underlying income and program requirements.

Gather records before the application window opens
Use the current checklist from the PHA or property rather than assuming that a previous application’s documents will be enough. HUD commonly lists the following records for public-housing and voucher applicants:
- Recent income records, including pay stubs and bank information.
- Public-assistance paperwork, such as SSI or SNAP records, when applicable.
- Proof of citizenship or eligible status.
- Social Security cards or Social Security information for household members.
- Names, birth dates and other household-composition details.
- Information about assets and other sources of income.
Requirements differ by agency and property. Keep copies, note the date each record was issued, and ask whether documents must be uploaded, mailed, delivered in person or shown during an appointment. Because these records contain sensitive information, ask how the organization protects and receives them; do not email documents to an unverified address.

Use this sequence for public housing or a Housing Choice Voucher. The PHA’s instructions control if they differ from this general process.
- Find the local PHA. Use HUD’s housing-assistance resources or local government information to identify the agency serving the area.
- Confirm the program. Ask whether the open list is for public housing, vouchers or both. A voucher list does not place you directly into a particular apartment.
- Ask about the current income limit. Provide household size and location so the agency can give the relevant limit rather than a generic figure.
- Request the document checklist and application method. Confirm acceptable proof of income, assets, status and household members, along with any deadline or fee stated by the agency.
- Submit one complete application. Save the confirmation number, receipt or other proof of submission and record the date.
- Ask about preferences and selection. Find out whether local preferences apply, how the agency orders applicants and how it will notify you.
- Track and update your application. Ask how to check status and report changes. Keep your mailing address, phone number, email, household size and other required information current.
HUD notes that applicants may apply to multiple PHA voucher waitlists. Each PHA has its own rules, so verify whether an agency permits multiple applications and whether a separate application is needed for each list.
How to apply directly to a property
For a subsidized multifamily or LIHTC apartment, the property manager—not HUD—usually receives the application.

- Identify the property and contact. Use a housing locator or local housing resource to find the management office, then use the phone number or website supplied by that provider.
- Ask whether applications are open. A building may have no vacancy, an active waitlist or a limited application window even when it appears in a directory.
- Confirm the unit’s limits. Ask which household sizes are accepted, the income limit for the exact unit and whether income is calculated under a particular program rule.
- Ask for the rent and utility arrangement. Confirm the current rent, which utilities you pay, and whether utility allowances affect the calculation.
- Request the selection policy. Ask what screening, preference or documentation rules apply and how the property communicates decisions.
- Submit and document the application. Keep a copy of every page, the submission date, the staff contact and any instructions for updating your information.
A HUD Minnesota affordable-housing guide published in 2020 gives examples of property-level checks such as meeting the unit’s income limit, documenting income and agreeing to pay the established rent. That guide is older and is not a universal or current rule, so rely on the property’s present written policy.
Understand rent, utilities and the real cost
For a voucher, ask about gross rent, which includes the rent plus utilities paid by the tenant. A unit that appears inexpensive can require a larger household payment when you are responsible for electricity, gas, water or other services. Ask the PHA how it evaluates the proposed rent and utility costs.
For a property-based unit, ask the manager for the current rent and a written list of tenant-paid utilities. Also ask about any application or other charges before submitting; there is no single nationwide fee rule established for every affordable-housing program. Do not assume that two properties with similar advertised rents have the same total monthly cost.
Prepare for a waitlist instead of an immediate move-in
Submitting an application may only place your household on a list. HUD says wait times can be long, and selection can depend on available vouchers, the date or order of application and local preferences. The cited federal guidance does not provide a reliable nationwide wait-time estimate.
Questions to ask when you apply
- Is the list currently open, and is it for a specific property, bedroom size or program?
- How will the organization notify applicants?
- How can you check your position or application status?
- Which changes must be reported, and how quickly?
- Does the list close when it reaches a certain number of applicants?
Keep your application active
Update your address, phone number, email and household information whenever they change. HUD warns that failing to update a PHA about contact or household-size changes can result in removal from a waitlist. Keep confirmation emails, letters and notes of every call so you can show that you responded to requests.

Verify a unit before relying on a listing
HUD’s Resource Locator helps people find housing resources, but it does not show vacancies or provide waitlist information. HUD states: “HUD does not have information about vacancies, waitlists, or how to apply.” Contact the property manager directly to verify whether a unit is available, whether the list is open, how to apply and who handles accessibility requests.
Ask about the unit’s bedroom size, accessibility features, parking or other conditions that matter to your household. If you need a disability-related accommodation, explain the request to the PHA or property manager and ask for the organization’s process and required forms.
Compare programs or properties using the same checklist
When you have more than one realistic option, compare each one with the same facts. Record the answers in writing because a directory entry may not contain current program details.
| Comparison point | Questions to ask | Why it matters |
|---|---|---|
| Eligibility | What are the household-size and income limits? Are status requirements or preferences involved? | A household can qualify for one program or unit and not another. |
| Availability and timing | Is the application window open? Is there a vacancy or waitlist? How are updates and selections handled? | An eligible applicant may still face a closed list or extended wait. |
| Total housing cost | What is the rent? Which utilities and other charges does the tenant pay? How is gross rent handled for a voucher? | Monthly cost depends on more than the advertised base rent. |
| Location and access | Does the unit size, location and accessibility meet your needs? How are accommodation requests made? | A technically eligible unit may not work for your household. |
| Application control | Who receives the form, which records are required and how are decisions communicated? | Sending documents to the wrong office can delay or invalidate an application. |
Common mistakes and how to prevent them
Applying to the wrong office
A PHA handles public housing and vouchers; a property manager generally handles a subsidized multifamily or LIHTC apartment. Confirm the receiving office before sharing documents.

Using an outdated income limit
Limits depend on location, household size and program. Request the current figure for the exact unit or PHA instead of relying on an old flyer or a nearby property’s limit.
Submitting incomplete or unverifiable records
Missing pay stubs, status evidence or household details can delay review. Use the receiving organization’s checklist, label files clearly and retain proof of submission.
Letting contact information lapse
Failure to update a PHA can lead to removal from a waitlist. Report address, phone and household changes through the method the agency specifies and keep confirmation.
A practical question list for your first call
- Which program or unit is this application for?
- Is the application open today, and is there a waitlist?
- What is the current income limit for my household size?
- Which documents are required, and how should I submit them securely?
- Are there preferences, accessibility procedures or property-specific screening rules?
- What rent and utilities would the tenant pay?
- How will I receive a decision or status update?
- What changes must I report after applying?
When to seek individualized help
If you cannot determine which program fits your household, HUD directs people seeking tailored housing advice toward HUD-approved housing counselors. A counselor can help you understand local choices and prepare questions, but the PHA or property manager still controls its own application, eligibility review and waitlist.
