Compare it with the signed contract, plans and specifications; test accessible systems safely; record incomplete or faulty items in writing; and request the approvals and warranty documents that apply where the property is located. A walkthrough helps document visible condition, but it is not a structural survey or a guarantee that concealed work complies with building rules.
Prepare for the walkthrough
Bring the signed contract, floor plan, specifications, agreed options or upgrades, and any handover paperwork. Check each room and included item against what was agreed. Consumer Affairs Victoria describes contracted work as complete when it has been done to the agreed standard and major defects have been rectified; those are Victoria-specific completion criteria, not a universal legal test. - Ask the developer which areas and systems will be accessible and operating during the appointment.
- Find out how to report defects, who receives the list, and whether you can return to inspect repairs.
- Consider bringing an independent building consultant or qualified surveyor if you want professional help. Miami-Dade County recommends having someone knowledgeable in building trades accompany the buyer; UK government guidance also recognizes professional snagging surveys.
- Where it applies to your development, use the New Homes Quality Board’s apartment-specific pre-completion checklist. Its materials distinguish Code V2, applying to homes reserved from 2 March 2026, from Code V1, applying to homes reserved before that date. These code versions apply to covered developments, not every new apartment.
Miami-Dade County advises buyers to walk through a newly constructed home with the builder before signing closing documents. Consumer Affairs Victoria likewise recommends a thorough inspection before possession and recording issues on a handover sheet. The timing and legal effect of a walkthrough depend on your contract and local process.

Inspect the apartment room by room
Work methodically, making notes as you go. Test only systems that are available and safe to operate; do not open electrical panels or attempt specialist tests. Record the location and visible symptom rather than guessing at the cause.
Walls, ceilings, floors and finishes
- Look for scratches, chips, cracks, stains, uneven surfaces, incomplete finishes and other visible damage.
- Write down the exact room and position—for example, “living room, scratch beside the balcony door”—and take a photograph where useful.
- Consumer Affairs Victoria specifically recommends checking for scratches or marks before possession. A dated condition record can help distinguish pre-existing damage from damage that occurs later.
Doors and windows
- Open and close accessible doors and windows. Note binding, damage, missing hardware or visible gaps.
- Check that handles and locks you are expected to use are present and appear to operate normally.
These are practical prompts for a visible walkthrough; they are not a claim that every cited official checklist names each possible defect.
Kitchen, bathroom and plumbing
- Inspect visible fixtures and finishes for damage or incomplete installation.
- If water is connected, run taps and flush toilets. Watch for leaks, slow drainage or water appearing where it should not.
- Miami-Dade County’s new-construction walkthrough guidance calls out plumbing leaks and noisy water lines.
Electrical items and supplied appliances
- Check visible condition and basic operation only where safe and where power is available.
- Compare supplied appliances with the contract or options list; note missing items, damage or an appliance that does not start.
- Do not remove covers, open panels or attempt electrical testing. Miami-Dade advises buyers to check appliances furnished by the developer and collect their warranty documents.
Heating, cooling and ventilation
- Operate the controls if the systems are available. Note a system that does not start, unusual noise or visible condensation.
- Miami-Dade’s guidance includes checking heating and air-conditioning operation and condensation. A basic walkthrough does not certify the system’s performance or installation.
Storage, balcony, parking and other included spaces
- Check that you can access the spaces included in your agreement and that their locations match the plan or allocation you were given.
- Record missing keys, access credentials, or an apparent mismatch. Questions about ownership, common-area rights or parking entitlements are matters for your contract, conveyancer or relevant local authority.
Check shared facilities and access arrangements
Ask which shared facilities are ready for use, what keys or access credentials you should receive, and how to report a problem in a common area. Confirm your parking and storage allocation against the contract. Building handover arrangements and rights vary, so do not assume that a particular facility, access date or repair obligation is universal.
Make a note of any shared space you were told would be available but cannot yet access, and ask who handles reports about it. Your apartment checklist cannot determine whether the developer has met a legal obligation to complete a shared area; use your contract and local advice for that question.
Record defects and unfinished work clearly
In new-build guidance, GOV.UK defines snagging issues as “defects or unfinished pieces of work in a new build home.” A useful snag list is specific, factual and made while you can still point to each condition.

- Compact and Lightweight: Both tools are designed to fit into difficult to reach spaces. The 1/4" impact driver has a length of 5.55 in. and weighs just 2.8 lbs, while the 1/2" drill/driver measures only 7.5 in. and weighs 3.6 lbs

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
- Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure
- Identify the room or location.
- Describe what you can see or what happened when you safely operated the item. Avoid diagnosing the cause from a visual symptom.
- Photograph the issue where that helps show its location or condition.
- Mark whether the item appears damaged, faulty, missing or unfinished.
- Send the list promptly through the developer’s stated reporting process, keep a copy, and ask for written confirmation of the agreed action and proposed repair date.
- At handover, retain a signed or acknowledged copy of the defect list and any written repair commitments.
Keep the record organized: give each item a number and use the same number in the photograph filename or caption. If the developer disputes an item or says it has been fixed, note the response and date. When you return, check the item again and update your copy of the list. This creates a clearer trail than relying on a verbal conversation or a collection of unlabelled pictures.
Consumer Affairs Victoria advises buyers to make a list, discuss concerns promptly and send a written request for rectification. Its handover guidance explains that a pre-possession record can help prevent disputes about when damage arose. A written record does not itself establish what remedy you are legally entitled to; that depends on local law and your contract.

Request approvals, plans and warranty information
Ask for copies of documents applicable to the apartment and local rules. Names and requirements differ by jurisdiction: for example, Consumer Affairs Victoria refers to an Occupancy Permit for new homes in Victoria, while other places may use another approval or process.
- Occupancy or completion approval: request the document required for the dwelling where it is located.
- Certificates and inspection outcomes: ask which certificates apply and request copies. Victoria lists other required certificates such as glazing or termite protection; Miami-Dade County’s guidance also lists plans and certificates that may apply to a newly constructed home.
- Plans and product information: request the final or approved plan set, appliance manuals, contractor details and manufacturer warranties where applicable.
- Builder or developer protections: obtain the warranty or insurance details, claim contacts, exclusions and instructions for reporting defects, including any applicable deadlines.
- Handover records: keep the contract documents used for comparison, photographs, your defect list, the developer’s response and written repair commitments.
Document names are not interchangeable across jurisdictions. Victoria’s completion guidance refers to a Certificate of Final Inspection or Occupancy Permit, and its new-home checklist calls for an Occupancy Permit. Those are local examples, not a list of documents every buyer everywhere should expect. Ask the developer, conveyancer or relevant local authority which approval is required for your apartment and request the applicable record.
Do not assume that a general description of a warranty tells you what your apartment is covered for. Read the actual policy or contract, paying attention to covered elements, exclusions, who is responsible for a claim and how and when to report it.

Understand the limits of a walkthrough and your options
A buyer’s checklist is useful for visible condition and basic operation; it does not establish the condition of concealed work or certify compliance with building requirements. A mortgage valuation is not a home survey. UK government guidance recommends considering a trained professional for a survey and describes snagging surveys as something the buyer or a professional company can carry out. Miami-Dade County suggests bringing someone knowledgeable in building trades.
| Option | Useful when | What to confirm |
|---|---|---|
| Self-inspection | You want to document visible finishes, included items and basic operation yourself. | Use the contract and plans as your reference; ask whether a relevant apartment checklist is available; keep a written list and photographs. |
| Professional inspection | You want an experienced person to assess issues that may be outside your knowledge or the scope of a basic walkthrough. | Check the provider’s qualifications, inspection scope, timing, whether a written report and photographs are supplied, how follow-up repairs will be recorded, cost and local availability. |
The sources do not establish a universal ranking of inspectors or a standard inspection scope. Ask what the service will and will not assess, and whether the appointment can take place before completion or possession. There is no research-based universal price to quote: compare local fees and what is included rather than choosing on cost alone. A separate report can help document observations, but it does not replace your own comparison with the contract or determine your legal rights.
Do not assume defects automatically change payment or possession rights
Do not rely on a general checklist to decide whether to delay completion, withhold payment or refuse keys. These are contract- and jurisdiction-dependent questions. Consumer Affairs Victoria advises checking that contract items have been delivered and are working before final payment; UK government guidance says buyers should understand before committing what will and will not be fixed before completion. Neither statement creates a universal right to withhold payment or postpone handover. Check the purchase contract and get local legal advice before taking that step.
Warranty periods depend on location and policy
Warranty descriptions are not interchangeable across countries, developers or policies. GOV.UK says most new-build homes have a 10-year warranty for major structural problems and a 2-year warranty for general defects, while warning that cover may be limited and may not extend to the whole property or land. Check the actual policy and the rules applicable to the nation where the apartment is located.
Singapore’s Housing & Development Board describes a one-year defects liability period for its new flats and explains its rectification process. This applies to HDB new flats in Singapore; it should not be treated as the warranty for private apartments or homes elsewhere. In all cases, use the documents for your own property to establish the covered work, exclusions, reporting process and responsible party.

These examples are not a direct comparison of equivalent policies: they describe different local schemes and coverage. When reading your own documents, check which parts of the property are covered, what is excluded, whether the builder, developer, insurer or another party handles the claim, and any notice or claim deadlines. Keep the relevant contacts and instructions with your handover records so you can find them if an issue appears later.

What should I check before accepting my new apartment?
Compare the apartment and included items with the signed contract, plans, specifications and agreed options. Check visible finishes and safely test accessible fixtures, appliances and systems. Record incomplete or faulty items in writing, take useful photos and request the approvals and warranty documents that apply locally.
Can I inspect the apartment before taking the keys?
Ask to inspect before possession or completion if your contract and local process allow. Consumer Affairs Victoria recommends a thorough pre-possession inspection and handover record; Miami-Dade County advises a walkthrough with the builder before signing closing documents.
