Wait for local emergency-management officials to clear your area before returning. Once re-entry is authorized, you may make a cautious visual check from a safe position, but a flashlight and a careful look do not prove that a storm-damaged house is safe. Stay out when you see structural instability, floodwater, electrical danger, a gas odor, or a sounding carbon-monoxide alarm. Photograph what you can see, notify your insurer, and arrange qualified professional inspection before cleanup or repairs.
1. Confirm that returning is permitted
Re-entry decisions belong to local authorities, not individual homeowners. Check your county or city emergency-management office, law-enforcement alerts, utility notices, and evacuation instructions before traveling back. Roads may still be blocked, power systems may be unsafe, and emergency crews may need unrestricted access.

If officials have not announced that residents may return, wait. Do not treat a property that looks intact from the street as safe. Hurricane-force winds can damage roof framing, walls, chimneys, gas lines, electrical service, and trees without producing an obvious collapse. FEMA guidance advises professional inspection of damaged property before cleanup or repair.

Even after an official clearance, do not enter if the building appears shifted, partially collapsed, surrounded by floodwater, or struck by a fallen utility line. Move to a safe location and request help from the appropriate emergency service, utility, building department, or qualified inspector.

2. Make a hazard check before crossing the threshold
Stay outside or at the edge of the property until you have checked for hazards that require immediate withdrawal. Use a battery-powered flashlight if you need to see indoors; never use a match, lighter, candle, or open flame to investigate a dark house.
- Look and listen from a safe position. Watch for leaning walls, sagging roof areas, broken supports, large new cracks, displaced chimneys, dangling fixtures, hissing sounds, or water entering the structure.
- Check for a gas odor. If you smell gas, do not enter, operate electrical switches, start a vehicle near the building, or use a phone inside. Leave immediately for fresh air, then call emergency services or the gas utility from outside. Wait for emergency personnel and have the gas system inspected by qualified professionals.
- Respond to a carbon-monoxide alarm. A sounding alarm requires everyone to move into fresh air and remain there while calling for help. Do not re-enter to silence the alarm or search for its source.
- Identify electrical and water hazards. Stay away from downed power lines and anything they may have energized, including fences, puddles, vehicles, and tree limbs. Do not touch wet electrical equipment, electrical panels, appliances, cords, or outlets, and do not handle electrical equipment while standing in water.
- Stop when the property is visibly unstable. A homeowner should not attempt to determine whether a damaged wall, roof, floor, or foundation can carry load. Leave structural diagnosis to a qualified professional.
3. Treat floodwater as a separate, serious danger
Floodwater can conceal holes, sharp debris, displaced animals, sewage, chemicals, and energized electrical components. It can also enter a building even when wind damage seems minor. Do not walk or drive through it, wade to reach the house, or assume that shallow water is harmless. Underground and downed lines can energize surrounding water.
If water is inside, keep people and pets out and request an assessment from emergency responders, the utility company, and qualified building or restoration professionals. Do not turn power on or off while standing in water, and do not remove electrical equipment yourself. The fact that water has receded does not establish that wiring, outlets, or building materials are safe.

4. Perform only a cautious visual inspection
A visual check is for observing and documenting conditions from a safe position. It is not a structural inspection, a utility test, or permission to begin demolition.
Exterior observations from the ground
- Look at roof edges, gutters, flashing, vents, shingles, and visible framing without climbing. Missing coverings or exposed decking can indicate water entry, but the roof should be examined by a qualified professional.
- Check whether walls, porches, decks, balconies, stairs, chimneys, and attached structures lean, separate, or sag.
- Look for broken windows, doors that no longer align, displaced siding, damaged garage doors, and tree limbs resting on the structure.
- Observe service masts, meter bases, overhead wires, and utility connections from a distance. Do not approach, move, or repair them.
- Note standing water, mud lines, damaged drainage features, and debris paths without entering contaminated areas.
Interior observations only when conditions are clearly safe
If there is no gas odor, no carbon-monoxide alarm, no floodwater or wet electrical equipment, no downed line, and no obvious instability, use a flashlight to make a brief visual pass. Stay near a safe exit, avoid touching surfaces unnecessarily, and leave if conditions change.
- Look for ceiling bulges, new cracks, separated joints, bowed walls, damaged stairs, and floors that feel or appear uneven.
- Look for water around outlets, panels, appliances, furnaces, water heaters, and other electrical equipment. Do not touch any of it.
- Watch for broken glass, nails, splintered wood, loose ceiling materials, and items that could fall when a door or cabinet is opened.
- Do not climb into attics, crawl spaces, or onto roofs to investigate. A concealed framing or utility failure can turn a visual check into an entrapment or fall hazard.
Leave immediately if you hear shifting, see movement, smell gas, hear an alarm, encounter water, or lose a reliable exit route. A flashlight improves visibility; it does not make a damaged structure safe.

5. Photograph visible damage before moving anything
Photographs and video can help establish what happened and support an insurance claim. Record conditions from a safe location before cleanup, removal, or temporary repairs alter the evidence.
- Take wide images showing each affected elevation, room, roof area visible from the ground, detached structure, vehicle, and surrounding debris.
- Take closer images of broken windows, displaced materials, water lines, damaged equipment, fallen trees, and other visible details.
- Capture multiple angles and include undamaged areas when they help show the extent or location of the loss.
- Write down the date, approximate time, address or room, and a short description for each group of images. Keep the original files and make a backup.
- Do not put yourself in danger to obtain a better angle. Never climb a damaged roof, enter floodwater, stand beneath unstable debris, or approach a downed line for a photograph.
Photographs document visible conditions; they do not determine coverage or prove that hidden damage is absent.
6. Notify your insurer and preserve the claim record
Contact your insurer or claims representative as soon as practical and ask what documentation, emergency-mitigation steps, and inspection process your policy requires. Provide the photos, a written inventory of apparent damage, and receipts for reasonable emergency expenses that your policy or claims representative says are eligible.

Coverage depends on the language of your policy, deductibles, exclusions, endorsements, and the cause of loss. Do not promise yourself or anyone else that a particular item will be covered. FEMA’s 2020 hurricane-preparation publication notes that most standard property insurance policies do not cover flood losses; separate flood insurance may be needed for eligible flood damage. Wind-driven rain, storm surge, rising water, and sewer backup can be treated differently under different policies, so ask your insurer for a written explanation.
Keep copies of claim numbers, adjuster communications, photographs, receipts, inspection reports, and estimates. If the insurer requires an adjuster to see damage, ask before discarding damaged materials unless leaving them in place creates an immediate safety risk. Photograph any item that must be moved or removed and keep samples when the insurer or local authority advises doing so.

| Condition or question | Who should evaluate it | What to do meanwhile |
|---|---|---|
| Possible shifted walls, roof framing, foundation movement, chimney damage, or unsafe floors | A qualified structural engineer, building official, or appropriately licensed structural professional | Stay out of the affected area; do not brace, climb, or remove materials yourself. |
| Gas odor, damaged gas piping, or a gas appliance problem | Emergency responders and the gas utility or qualified gas professional | Move to fresh air and call from outside; do not operate switches or appliances. |
| Downed lines, wet panels, damaged meters, or water near electrical equipment | The electric utility and a licensed electrician, as directed by the utility | Keep people away; assume lines and equipment are energized. |
| Flooded rooms, contaminated water, or wet building materials | Local authorities and qualified water-damage or restoration professionals | Do not wade in or handle electrical equipment; follow local instructions. |
| Roof covering, flashing, windows, siding, or exterior envelope damage | A qualified roofing or building professional who can work safely at height | Observe from the ground and protect the area below from falling materials. |
Ask any contractor or inspector for relevant licensing, insurance, written findings, and a scope of work. Local licensing and service availability vary. An inspection should identify unsafe conditions and recommended repairs; it should not be confused with an insurer’s coverage decision.
8. Approach cleanup as a second safety decision
Do not begin cleanup merely because the wind has stopped or an adjuster has been notified. Start only after authorities and qualified professionals have addressed structural, electrical, gas, and flood hazards.
When cleanup is authorized, wear protective clothing appropriate to the work. FEMA identifies work gloves and waterproof boots; FEMA CERT also names eye protection and hard hats. Select equipment that fits properly and replace damaged protective gear. Keep children and pets away from debris, unstable materials, standing water, and operating equipment.

Leave large trees, heavy limbs, damaged chimneys, and structural components to trained crews. If you encounter another gas odor, alarm, electrical hazard, sudden movement, or rising water during cleanup, stop, leave, and call for help from a safe location.
9. Use generators and fuel-burning equipment safely
If power is out, generators, grills, and camp stoves must be used outdoors and at least 20 feet from building openings such as windows, doors, and garages, according to FEMA’s hurricane hazard sheet (FEMA V-1006). Never operate them inside a house, basement, garage, crawl space, shed, or attached porch, even when doors or windows are open. Keep exhaust directed away from openings and follow the equipment manufacturer’s connection instructions. Carbon monoxide can accumulate without a noticeable smell, so a generator is not a substitute for a safe location or a functioning alarm.
10. A practical stop-and-go checklist
- Go only when: local officials have authorized re-entry, roads and access routes are usable, and you can approach without crossing floodwater or getting near downed lines.
- Stay outside and call for help when: the building is visibly unstable, a gas odor is present, a carbon-monoxide alarm sounds, water reaches electrical equipment, or you cannot maintain a clear exit.
- Document when: the view is safe, using a phone or camera from the ground or another stable position.
- Notify when: you have the insurer’s claim instructions and can provide photographs, a written inventory, and the location of visible damage.
- Repair only when: qualified professionals have evaluated the structure and utilities, the insurer’s documentation requirements are understood, and the work area has been declared safe.
The safest post-hurricane inspection is deliberately limited: observe what can be seen without exposure, withdraw at the first warning sign, preserve useful evidence, and let trained professionals determine whether the home and its systems can be occupied, cleaned, or repaired.
