What to Include in a School Expansion Project Brief

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A school expansion project brief should define the educational need, evidence of demand, proposed scope, affected buildings and site, schedule, budget, governance, approvals, procurement route, and the effect of construction on school operations. It is the document that turns a pressure for more space into a project that a board, funder, design team, and approving authority can evaluate.

Start with the education and operational case, then set clear boundaries for delivery. Use local authority requirements for the final template: a Ministry-funded project in New Zealand, an England project, and a California School Facility Program submission follow different approval paths.

1. State the purpose and educational case

Open with the problem the expansion must solve, not with a preferred building solution. Explain how the shortage affects teaching, learning, student support, safety, accessibility, specialist provision, or day-to-day operations. Connect the proposal to the school’s education program and to any wider property or facilities plan.

Define the intended outcomes

Write outcomes that can be checked later. Examples include providing enough general classrooms for a projected intake, creating a science or technology facility that the current timetable cannot support, replacing space that is unsafe or unsuitable, or consolidating scattered services so staff and students can use them effectively. Distinguish the outcome from the intervention: “provide six additional teaching spaces by 2030” is an outcome; “build a two-storey block” is one possible response.

Use an education-led planning framework

The National Center on School Infrastructure describes the purpose of an educational facility master plan as putting education back in the formula. Its page says, “An Educational Facility Master Plan puts education back in the formula,” aligning facilities with teaching, learning, and the education program. Use that principle to test every proposed room and site decision against actual educational use.

For a broader planning exercise, a master plan typically looks 10 years ahead, according to the National Center on School Infrastructure (page accessed 2026). Treat that as a planning horizon, not a universal rule; your authority, funding agreement, or demographic conditions may require a different period.

2. Prove demand with capacity and enrollment evidence

The brief should show why existing space cannot meet the need and when the shortfall becomes material. Include the current roll, projected enrollment by year, existing design capacity, actual utilization, and the planning horizon used for the forecast.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Evidence to include

  • Current enrollment by year group or program, with the date of the count.
  • Forecast enrollment and the assumptions behind it, such as housing growth, catchment changes, migration, or program expansion.
  • Existing capacity, room schedules, utilization rates, and any spaces being used temporarily for teaching.
  • Specialist, support, administration, dining, sports, storage, circulation, and accessibility requirements that a simple classroom count would miss.
  • The date by which additional accommodation is needed and the consequence of delaying it.

Explain whether the need is permanent, phased, seasonal, or dependent on a specific development. If the forecast is uncertain, show a base case and credible high and low cases rather than presenting one number as fact.

Test alternatives before committing

Show that expansion is being considered alongside other capital or real-estate decisions. Possible responses may include reconfiguring underused rooms, leasing nearby space, changing the timetable, refurbishing an existing building, or adding new accommodation. The brief does not need a full business case, but it should identify the options examined and why the preferred direction best fits the educational requirement, timing, cost, site, and approvals.

3. Describe existing facilities and the site

Give reviewers enough context to understand what will be changed, retained, or constrained. Name the buildings, wings, external areas, services, and access routes affected by the proposal.

Facility baseline

  • Building names or identifiers and the functions they currently contain.
  • Condition, compliance, suitability, accessibility, and known maintenance issues.
  • Rooms or facilities that will be demolished, altered, decanted, or retained.
  • Existing utilities, fire access, safeguarding arrangements, traffic routes, play areas, and shared community facilities.
  • Planned projects that could affect the scope, sequencing, or available capacity.

Site constraints and opportunities

Record the available footprint, boundaries, topography, drainage, trees, heritage or environmental constraints, neighboring properties, easements, and service corridors. Note whether construction can occur while the school remains open. A simple annotated site plan and photographs can prevent an apparently feasible addition from failing at concept stage.

Connect site planning to capacity, assessed condition, program space, and construction effects. The National Center on School Infrastructure’s master-planning guidance treats these as linked decisions rather than separate technical exercises.

4. Set the scope, boundaries, and exclusions

New Zealand Ministry of Education guidance gives a useful short-form baseline: “Write a project brief that outlines:” the scope and affected buildings, timeframes, and budget. Use that as a minimum, then add the detail needed for your project’s risk and approval route. The guidance is available at Planning a school property project.

Define what the project includes

  • New buildings, extensions, refurbishment, demolition, and temporary accommodation.
  • Room types, approximate areas, capacity, adjacencies, and specialist equipment requirements.
  • External works such as play areas, sports surfaces, landscaping, parking, drop-off, pedestrian routes, security, and drainage.
  • Utility upgrades, information technology, furniture, fixtures, and equipment where they are part of the funding request.
  • Decanting, enabling works, surveys, testing, commissioning, and handover activities.

Write explicit exclusions

List work that is not included, such as unrelated maintenance, a future phase, off-site transport improvements, or equipment funded separately. Exclusions prevent scope creep and make later change requests visible. Identify interfaces with other projects so that “not included” does not become “nobody owns it.”

5. Explain the schedule and how the school will operate during works

Give a realistic sequence from approval to occupation. At minimum, show the decision points for brief approval, surveys and concept design, planning or building consent, funding confirmation, procurement, construction, commissioning, and handover.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use milestones with owners

Milestone What the brief should state
Need and option approval Decision-maker, required evidence, and target date.
Design and consent Design stage, surveys, statutory submissions, review periods, and dependencies.
Procurement Route, tender or quotation period, evaluation authority, and contract award date.
Construction Planned start, key phases, school-calendar constraints, and completion target.
Occupation Commissioning, inspections, training, defects process, and planned opening.

State whether dates are fixed, indicative, or dependent on funding, consent, enrollment, or land acquisition. Include float for surveys, approvals, and weather where relevant; an apparently short program can become unachievable if those dependencies are hidden.

Plan for a live school

Describe how students, staff, families, neighbors, deliveries, emergency services, and contractors will move around the site. Address segregation, safeguarding, noise, dust, vibration, hazardous materials, outages, fire routes, accessible access, parking, sports and play areas, and exam or event periods. Explain whether the school will remain open, partially relocate, or use temporary accommodation. The design and project team should develop the detailed construction-management plan, but the brief must make these operational constraints visible from the outset.

6. Establish the budget and funding assumptions

State the approved or working budget, the currency and date, and what the figure includes. Separate construction, professional fees, surveys, statutory charges, furniture and equipment, temporary accommodation, decanting, inflation, taxes, and contingency where your authority requires it.

Make the estimate decision-ready

  • Identify the estimate basis: area, elemental estimate, cost plan, or supplier pricing.
  • Show the assumptions about floor area, specification, phasing, inflation, and site conditions.
  • Identify funding source, grant conditions, local contribution, and the approval still required.
  • State the contingency approach and who may authorize its use.
  • Explain the consequence of a funding shortfall: reduced scope, later phase, alternative specification, or a different option.

Do not present a preliminary estimate as a guaranteed contract value. Update the cost plan as surveys, design, procurement, and market conditions change, and record the approval for each material movement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Name the people, governance, and delegated decisions

A brief should make accountability unambiguous. Identify the sponsor, project manager, school leadership representative, board or governing-body representative, property or facilities lead, finance lead, and any steering or control group.

Create a decision-rights table

Decision Required authority to identify
Approve the project brief Board, governing body, owner, or funding authority.
Approve design and scope changes Named design authority and variation threshold.
Approve procurement route and contract award Delegated procurement or governing authority.
Authorize payments and contingency Budget holder and required financial controls.
Accept completion and open the facility Client representative, school leader, and relevant certifier.

Record delegated limits, escalation routes, meeting cadence, reporting format, and the person who maintains the risk, issue, decision, and change logs. New Zealand Ministry guidance describes board approvals throughout a project and requires a formal resolution and written notice when powers are delegated; apply that requirement only to projects governed by that framework.

8. List standards, consents, and risk checks

Identify every approval that could prevent work from starting or the building from being occupied. The exact list depends on location, school type, land ownership, funding route, and project scale.

Typical approval categories

  • Education-property standards, room schedules, accessibility, safeguarding, and curriculum requirements.
  • Building-code compliance, planning permission, building or development consent, fire and environmental approvals.
  • Land, utility, traffic, drainage, heritage, ecology, and neighboring-property permissions.
  • Funding-body gateway approvals, business-case requirements, procurement rules, and reporting forms.
  • Health and safety, asbestos or hazardous-material surveys, and construction-phase controls.

For England, use the Department for Education’s current employer’s-requirements documents, published 11 February 2026. They include technical design standards, schedules of places and spaces, a project-brief spreadsheet, and refurbishment scope-of-works documentation: Design standards: employer’s requirements. Do not substitute a New Zealand or other jurisdiction’s template.

For a California-funded project, the Office of Public School Construction describes a master-plan submission condition for districts seeking participation in the School Facility Program, including a facilities, sites, and property inventory and updates for relevant changes. Check current rules and deadlines at Five-Year School Facilities Master Plans.

Turn unknowns into managed actions

Do not hide unresolved issues in optimistic prose. Put each one in a risk or investigation register with an owner, due date, decision required, potential effect on cost or time, and trigger for escalation. Typical early investigations include ground conditions, utilities, asbestos, traffic, flood risk, planning constraints, and the feasibility of maintaining safe school operations.

9. Define consultants and procurement approach

State the anticipated professional team and how it will be appointed, subject to local rules. A project may need a professional project manager, architect, engineer, quantity surveyor, cost consultant, surveyor, specialist education planner, or health-and-safety adviser.

The New Zealand Ministry says projects need a project manager and requires a professional project manager when building consent is needed; it also identifies an architect, engineer, or quantity surveyor as possible design consultants. That is a jurisdiction-specific requirement, not a universal staffing rule.

Describe the procurement decision

Explain whether the expected route is design-bid-build, design and build, construction management, a framework, or another permitted method. Record the reason in terms of scope certainty, design responsibility, risk allocation, market capacity, program, and school-operation constraints. Name the authority that will approve the route and contract award, but do not pre-select a supplier in the brief unless the applicable process permits it.

10. Assemble supporting records and next steps

Finish with a controlled document list and an action plan. Reviewers should be able to find the evidence behind the need, scope, cost, and risks without searching through email.

Suggested project-file contents

  • Approved brief and revision history.
  • Enrollment forecasts, capacity schedules, room data, and education-program requirements.
  • Site plans, surveys, condition reports, photographs, utility information, and hazardous-material records.
  • Options appraisals, cost plans, funding decisions, risk and issue registers, and board or authority resolutions.
  • Consultant appointments, designs, consent submissions, tender records, contracts, variations, payment approvals, commissioning records, warranties, and handover information.

Set immediate actions

  1. Appoint the sponsor and project manager and confirm delegated authority.
  2. Validate enrollment, capacity, condition, and program-space evidence.
  3. Commission the surveys needed to test site and cost assumptions.
  4. Confirm the applicable standards, consent pathway, funding conditions, and submission dates.
  5. Develop options on a common evidence base and record the preferred direction.
  6. Obtain formal approval of the brief before instructing design or procurement work beyond the authorized stage.

How to compare expansion options fairly

If the brief accompanies an options study, score every option against the same criteria and show the evidence, not just a preference. A useful comparison framework is:

Criterion Questions to answer
Educational fit Does it provide the required teaching, specialist, support, and community spaces?
Capacity and timing How much capacity arrives, in which phase, and before which enrollment milestone?
Existing-facility value Does it reuse adaptable space and address condition or compliance problems?
Site feasibility Can it fit without unacceptable effects on access, play, safety, neighbors, or services?
Operations and construction Can the school function safely during the works, and for how long?
Capital and funding What is the cost range, funding certainty, lifecycle implication, and phasing risk?
Approvals and delivery risk What consents, land issues, procurement risks, or dependencies could delay it?

Document rejected options and the reason they failed. This creates a defensible record if enrollment, funding, or site assumptions change.

Common brief-writing failures to avoid

  • Starting with a building shape: a design image cannot demonstrate educational need or capacity.
  • Using a single unexplained forecast: decision-makers cannot see how sensitive the project is to demographic change.
  • Leaving exclusions implicit: unrelated works then enter the project through informal requests.
  • Publishing a date without dependencies: consent, funding, procurement, and school-calendar constraints are treated as invisible.
  • Combining all costs into one number: reviewers cannot tell whether fees, equipment, inflation, tax, or contingency are covered.
  • Unclear authority: design changes, contracts, payments, and variations stall or are approved outside delegated limits.
  • Ignoring the live-school environment: safeguarding, access, noise, and temporary accommodation become late-stage emergencies.
  • Copying another jurisdiction’s template: local standards and funding conditions may not be met.

What an approval-ready brief looks like

An approval-ready brief lets a reader answer five questions quickly: What educational problem is being solved? What evidence proves the scale and timing? What exactly will be built or altered? What will it cost and when can it be delivered? Who has authority to approve and manage each stage?

It also makes uncertainty useful. Assumptions are dated, unknowns have owners, options are compared consistently, and the approval route is tied to the school’s jurisdiction and funding source. That combination gives the board, project team, designers, funders, and community a shared definition of the project before detailed design begins.
