It should show how the company will prevent work-related harm, make support easy to reach, train workers and supervisors, respond to immediate danger, and support people after a serious event. It also needs named owners, jobsite-friendly procedures, privacy boundaries, and a review process. Adapt legal wording, emergency contacts, privacy rules, and accommodation procedures to the country and workforce covered by the policy.
What a construction mental health policy must accomplish
Mental health belongs in the same worker-health-and-safety system as physical hazards. A useful policy connects leadership commitment with daily decisions about scheduling, supervision, communication, training, reporting, and emergency response. It should apply on active jobsites, in offices, during travel between sites, and wherever company work creates relevant risks.

The policy should state that the company will:
- Prevent or reduce work conditions that can cause harmful stress.
- Make confidential support and referral routes easy to find.
- Encourage workers to raise concerns without stigma or retaliation.
- Train supervisors to listen, respond, refer, and escalate; supervisors are not expected to diagnose or provide therapy.
- Provide appropriate workplace adjustments while protecting private health information.
- Respond quickly when someone may be in immediate danger.
- Support coworkers and managers after a suicide or other serious event.
- Measure whether the arrangements are known, accessible, and working.
Construction companies should not copy a generic office policy unchanged. Crews may work long shifts, move between projects, lack regular access to email, or include employees, agency workers, and subcontractors under different employment arrangements. The final document should explain how people on each site can actually use it.

Purpose, scope, and accountability
State the commitment and boundaries
Open with a plain-language commitment that mental health is part of worker health and safety. Say that the company supports prevention, early help-seeking, recovery, and respectful treatment. Explain that the policy complements, rather than replaces, physical hazard controls, incident reporting, anti-harassment rules, substance-use procedures, disability or accommodation processes, and employee benefits.

Do not promise absolute confidentiality or guaranteed outcomes. Instead, explain when information may need to be shared to protect someone from immediate harm, meet a legal duty, or arrange an adjustment, and identify who handles those decisions.
Define who is covered
Specify whether the policy covers employees, supervisors, apprentices, temporary workers, and office staff. Decide whether subcontractors and other workers on company-controlled sites can use the awareness materials, crisis pathway, or referral information. If coverage differs, state the difference and identify the responsible employer or site contact.
Assign named roles
A policy is easier to operate when every key task has an owner. Identify:
- Senior sponsor: provides visible leadership, resources, and accountability.
- Policy owner: maintains the document, contacts, training records, and review dates.
- Supervisors and forepersons: notice concerns, hold supportive conversations, make referrals, and follow emergency procedures.
- HR, safety, or occupational-health lead: coordinates adjustments, benefits information, incident follow-up, and privacy controls.
- Peer connectors: provide trained first-line listening and referral within defined boundaries.
- Referral navigators: help a worker reach qualified clinical or community care; they do not replace clinicians.
- Site and emergency leads: integrate a mental-health crisis response with site security, first aid, and emergency arrangements.
Where a workforce is unionized, describe the union’s role in consultation, training, representation, and post-event support. COMPASS also recommends visible leadership commitment, a readiness assessment, review of existing programs, and a postvention plan.
Identify and reduce construction-related psychosocial risks
Assess the work, not only the individual
A policy should require periodic review of psychosocial hazards using worker feedback, available safety and people data, and an appropriate assessment method. NIOSH identifies high demands, low control, inadequate support, job stress, and unrealistic expectations as relevant factors. These conditions can affect wellbeing and may also influence injury risk and other health outcomes.

Ask crews what makes work harder to manage and look for patterns by project, shift, trade, supervisor, or employment arrangement. Useful inputs can include listening sessions, anonymous surveys, turnover and absence patterns, overtime records, near-miss discussions, grievance themes, and findings from safety walks. Low disclosure does not prove that no problem exists; fear, stigma, language barriers, and lack of trust can suppress reporting.
List the stressors the company will address
The policy should name foreseeable construction pressures rather than referring only to “stress.” Consider:

- High demands, unrealistic production targets, low control over sequencing, or frequent last-minute changes.
- Poor supervisor support, unclear instructions, weak communication, or inconsistent expectations.
- Bullying, harassment, discrimination, intimidation, and exclusion from the crew.
- Job insecurity, irregular income, benefit gaps, travel demands, and work-life imbalance.
- Disruptive organizational changes, project shutdowns, layoffs, or relocation.
- Access barriers for workers who do not use company email, speak another language, or work away from a central office.
Commit to feasible controls
For each material risk, state that the company will investigate and make practical changes where feasible. Examples include reviewing workload and shift plans, improving notice of schedule changes, strengthening supervisor communication, providing a private route to report bullying or discrimination, allowing reasonable time for counseling or medical appointments, and checking whether wages, benefits, or job-security practices are contributing to harm. Mental-health controls should sit alongside, never instead of, controls for falls, struck-by hazards, machinery, exposure, and other physical risks.
Make support and workplace adjustments reachable
Publish an access map
Replace vague wording such as “talk to someone” with a current access map. List the actual Employee Assistance Program or Member Assistance Program, health-plan mental-health benefits, occupational-health service, HR contact, and relevant community or clinical services. For each route, include the phone number or intranet path, operating hours, eligibility, language options, expected response time if known, and what information is confidential.
Post the information at site offices, induction points, rest areas, noticeboards, payroll or benefits portals, and worker apps where used. Give supervisors a pocket or phone-ready version. Provide translated or low-literacy formats where the workforce needs them. Review every number and link whenever a provider, plan, or contact changes.

Explain adjustments without exposing private details
Tell workers how to request time for counseling, medical appointments, treatment, return-to-work planning, or other appropriate adjustments. Identify the person who receives the request, the information that is necessary, how decisions are documented, and who may see it. Examples can include temporary schedule changes, predictable appointment time, modified duties where medically appropriate, or a supported return after leave. The policy should promise a fair, prompt consideration consistent with applicable law, not an automatic approval of every request.
Use a non-judgmental first conversation
Encourage a private check-in when a supervisor or coworker notices a concerning change. A useful opening is: “I have noticed you seem under pressure. How are you doing, and what support would help?” Listen without arguing, avoid promises about secrecy that cannot be kept, and offer the named routes to help. Do not investigate a person’s diagnosis or ask for unnecessary medical detail.
Train workers, supervisors, and peer responders
General awareness for everyone
Provide basic awareness training to the whole workforce and refresh it through induction, toolbox talks, or other jobsite-accessible formats. COMPASS describes either a one-hour awareness session or five short toolbox talks. Cover common warning signs, how to start a respectful conversation, how to find company and community support, confidentiality limits, and the emergency route. Make clear that asking for help is encouraged and does not by itself indicate poor performance or lack of fitness for work.
Supervisor training
Supervisors need practice, not only a policy handout. Train them to recognize concerning changes, choose a private setting, listen, document only what is necessary, refer to qualified help, and escalate immediate danger. Include scenarios involving fatigue, grief, conflict, substance use, a worker refusing help, and a subcontractor on a company-controlled site. Supervisors should understand when to involve HR, occupational health, safety, emergency services, or a crisis line.
Peer connectors and navigators
If the company establishes a peer network, define selection, volunteer status, training, supervision, referral, and boundaries. COMPASS describes four-hour safeTALK training for volunteer peer connectors and ASIST-trained navigators for a smaller group. The reviewed COMPASS material does not state an ASIST duration, so the policy should identify the provider’s current course details rather than invent a time commitment.

Peer responders must not be presented as therapists, emergency clinicians, or substitutes for professional care. Give them a supervisor, a debrief route, clear availability limits, and permission to escalate.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Set out the crisis and suicide-response pathway
Immediate danger
The policy should use a short, memorable sequence: stay with the person, get help, and contact the emergency resource for the worksite. OSHA’s 2024 construction poster states, “If someone is in crisis, stay with them and get help.” In the United States, OSHA advises contacting emergency services or calling or texting 988, the Suicide & Crisis Lifeline, when a coworker is at immediate risk. Verify the equivalent emergency and crisis routes for worksites in other countries.
- Move to a reasonably private, safe location while maintaining site safety.
- Stay with the person; do not leave them alone when immediate danger is suspected.
- Alert the designated supervisor, site emergency lead, or other trained responder.
- Contact emergency services or the applicable crisis line, giving the location and relevant safety information.
- Remove or secure hazards only if it can be done safely and without escalating the situation.
- Record the response through the company’s emergency or incident process, limiting health details to what is necessary.
Non-immediate concerns
For a worker who is distressed but not in immediate danger, arrange a private, compassionate conversation and offer the EAP or MAP, HR, occupational health, health-plan provider, or a qualified mental-health professional. Ask what route feels workable, help with a call or appointment if requested, and agree on a safe follow-up time. Do not pressure the person to disclose a diagnosis or promise that a supervisor can keep information entirely secret.
Integrate the response with site controls
Identify who controls access, transport, first aid, communications, and family or emergency-contact notification under local rules. A crisis procedure must not conflict with lone-worker arrangements, visitor controls, drug-and-alcohol procedures, or the site’s emergency action plan. Train relief supervisors so the route still works during nights, weekends, remote work, and shift changes.

Support the affected workforce
Make EAP, occupational health, counseling, and other appropriate support visible to workers and managers. Check privately on people who worked closely with the deceased or were present at a traumatic event; do not assume that only the closest team is affected. Offer managers guidance because they may be grieving while also handling attendance, safety, and communication duties.
Review and improve
After the immediate response, review the mental-health and work-stress risk assessment, the crisis pathway, communication, supervision, and access to care. Record practical improvements without placing private health details in general safety files. NIOSH’s COMPASS framework includes reviewing a postvention plan, while HSE recommends using a suicide or serious event to revisit risk assessments and available support.
Monitor, review, and keep the policy usable
Use privacy-conscious measures
Track whether workers know where to get help, whether required training is reaching each shift and site, whether contacts remain current, whether referrals can be made promptly, and whether requested adjustments are handled consistently. Combine anonymized data with worker conversations and supervisor feedback. Avoid publishing small-group data that could identify a person.
Set a routine and trigger-based review
Choose a regular review date and state additional triggers: a suicide or serious event, major reorganization, a new project or shift pattern, repeated concerns about bullying or workload, changes to benefits or providers, or evidence that a crisis number is no longer current. Consult workers and, where relevant, unions or subcontractor representatives before material changes take effect.
Give every worker a one-page version
The full policy can contain governance and privacy detail, but each worker should also receive a short field guide with the support contacts, the supervisor route, the immediate-risk instruction, and the location of the complete policy. Include it in induction and reissue it after any change to contacts or emergency procedures.
A practical policy-building sequence
- Map the workforce and sites: list shifts, remote locations, subcontractor arrangements, languages, and current access barriers.
- Review existing systems: compare safety, incident, anti-harassment, substance-use, accommodation, benefits, and emergency documents.
- Assess psychosocial risks: gather worker input and identify demands, control, support, fatigue, bullying, discrimination, insecurity, and change-related pressures.
- Choose support routes: verify EAP or MAP, health-plan, occupational-health, HR, community, clinical, emergency, and crisis contacts for each jurisdiction.
- Assign and train roles: name sponsors, owners, supervisors, peer connectors, navigators, and postvention leads; provide the level of training each role needs.
- Write the jobsite procedures: include private conversations, adjustments, immediate-risk response, documentation, escalation, and after-event support.
- Consult and communicate: test the wording with workers and supervisors, then use inductions, toolbox talks, noticeboards, and digital channels.
- Test the pathway: run a tabletop exercise for a remote or out-of-hours scenario and correct gaps before a real crisis.
- Monitor and revise: review access, training, referrals, worker feedback, and risk controls on the stated schedule and after trigger events.
Because legal duties, emergency numbers, privacy rules, accommodation rights, benefits, and clinical services differ by location, a company should have its final policy checked against the jurisdictions in which it operates. The policy is strongest when workers can understand it, reach help during a shift, and see that the company changes unsafe work conditions as well as responding to individual distress.
