What to Expect During a New-Home Construction Timeline

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A new-home build progresses through a recognizable order: plans and approvals, site work and foundation, framing and enclosure, mechanical rough-ins, insulation and drywall, finishes, inspections, corrections, and closing. The order is more dependable than any promised number of weeks. Local approvals, weather, labor, materials, financing, design changes, and site conditions can move individual dates.

Use your builder’s written schedule as the controlling plan. Ask what each milestone means, which event triggers an inspection or payment, what must be complete before occupancy, and how delays are documented. The outline below explains what normally happens and where your local code, contract, lender, or building program may change the sequence.

The timeline at a glance

Most detached-home projects follow these broad phases, although activities overlap and the exact inspection points depend on the jurisdiction and the home’s financing or certification program.

Phase Typical work Milestone to verify
Plans and approvals Finalize drawings, specifications, selections, financing conditions, site requirements, and permits. Permit issued, plans approved, and a written start or site-work date.
Site and foundation Prepare the lot, excavate, install footings, and construct the foundation. Foundation or footing inspection and confirmation that excavation has begun.
Framing and enclosure Build the structural frame; install roof, windows, doors, and exterior weather barriers. Framing inspection where required and a weather-tight shell.
Rough-ins and close-in Install plumbing, electrical, and heating, ventilation, and air-conditioning systems before walls are closed. Required rough inspections accepted before insulation and drywall.
Finishes and site completion Install insulation, drywall, cabinets, flooring, fixtures, appliances, utilities, grading, drainage, and other site work. Selections installed, utilities functioning, and exterior work meeting the contract and local requirements.
Final checks and handover Final inspection, corrections, cleanup, walkthrough, punch list, warranty transfer, closing, and key delivery. Certificate of occupancy or equivalent approval and a documented handover.

What “start” means—and what it does not mean

People use “start date” to mean several different events. The National Association of Home Builders (NAHB) defines a single-family housing start as the point when excavation begins for the home’s footings or foundation. Signing a contract, receiving a permit, breaking ground for temporary access, or completing the home are different milestones.

NAHB reports that nearly half of single-family homes begin construction in the same month the permit is issued and that more than 90% start within two months. Those statistics describe permit-to-start timing, not the time from excavation to completion. They also do not predict the schedule for a particular lot, municipality, builder, or custom design.

Before work begins, ask your builder to label the date tied to each promise: permit issuance, site mobilization, excavation, foundation completion, framing, substantial completion, certificate of occupancy, closing, and possession. A schedule with unlabelled “start” or “complete” dates is difficult to enforce or compare.

Phase 1: Plans, selections, financing, and permits

Finalize the documents that control the build

Architectural drawings, structural details, specifications, allowances, appliance selections, energy requirements, and site plans should be consistent before construction accelerates. Confirm who is responsible for engineering revisions, utility applications, surveys, and responding to plan-review comments. A late decision about windows, cabinets, electrical outlets, or finishes can affect procurement and force work to be undone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Understand local approval timing

Permit review and inspection capacity vary by city, county, and state. HUD’s March 2026 best-practices material recommends that jurisdictions streamline reviews and establish timing targets as policy measures; those recommendations are not a guarantee that your permit or inspection will be completed within a set number of days. Your building department can tell you which permits, trade permits, plan revisions, and inspections apply.

Set decision deadlines

Get written dates for selections, change orders, and lender conditions. Ask whether a missed selection deadline permits the builder to choose a standard item, charge a restocking or redesign fee, or extend the schedule. Keep approvals, allowances, and revisions in one dated record.

Phase 2: Site preparation and foundation

Prepare the lot

Site work can include clearing, erosion controls, temporary access, excavation, utility trenches, retaining measures, and preparation for drainage. Soil, rock, groundwater, steep grades, protected trees, and easements may require additional engineering or work. Confirm which site conditions are included in the contract and which are treated as allowances or owner costs.

Build and inspect the foundation

Crews excavate for footings, place reinforcing steel where designed, pour concrete, construct foundation walls or a slab, install waterproofing and drainage, and backfill. The NAHB definition of a housing start is met when excavation for the footings or foundation begins. That definition is useful for understanding statistics; it is not a promise that the house will be ready by a particular later date.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask what must be approved before backfill, framing, or underground work proceeds. Keep copies of inspection approvals, concrete or soil reports if supplied, and any change order caused by unexpected ground conditions.

Phase 3: Framing and exterior enclosure

Raise the structure

Framers assemble floor systems, walls, stairs, roof structure, and sheathing. The crew then installs roofing, windows, exterior doors, flashing, weather barriers, and siding or masonry. A dry, secure shell allows interior trades to work with less exposure to weather.

Schedule the framing checkpoint

Some jurisdictions require a framing inspection before insulation and drywall; others combine or sequence inspections differently. Archived FHA guidance describes an initial, framing, and final inspection sequence for applicable proposed-construction cases, while allowing local-authority documentation in certain circumstances. Treat that as a program-specific example, not a nationwide code list. Ask your building department which inspection must pass before the next cover-up stage.

Phase 4: Mechanical, plumbing, and electrical rough-ins

Install systems before walls close

Plumbers run supply, drain, and vent lines; electricians install service equipment, wiring, boxes, and panels; HVAC contractors place ducts, equipment, refrigerant lines, and controls. Fire-safety devices, low-voltage wiring, gas piping, and special systems may be installed in this period as well.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the open-wall opportunity

Walk the home before insulation and drywall, if the builder permits it and site safety rules allow. Compare outlet, switch, lighting, plumbing, data, and equipment locations with the approved plans. Photograph concealed work for your records, but do not direct trades or request changes informally; route every change through the builder’s written process.

Confirm rough inspections

Required trade inspections generally occur before insulation or other materials conceal the work. The exact list, responsible party, notice process, and accepted documentation are local. Ask for the inspection results and a clear statement that unresolved corrections will not be covered by the next trade.

Phase 5: Insulation, drywall, and interior finishes

Close in the walls

After approved rough-ins, crews install insulation, air-sealing materials, drywall, joint compound, primer, paint, trim, doors, cabinets, countertops, tile, flooring, and hardware. These activities often overlap by room. Protect finished surfaces while remaining heavy work and appliance installation continue.

Coordinate selections and deliveries

Confirm that long-lead items—such as specialty windows, cabinets, appliances, stone, or light fixtures—are ordered against the approved specifications. A substitute may require a documented approval and could affect dimensions, electrical loads, or inspection results. Ask who bears storage, redelivery, and damage risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Phase 6: Utilities, exterior work, and practical completion

Finish the site as well as the house

A home is not necessarily complete when interior finishes look finished. Utility connections, driveway or walkway work, grading, drainage, retaining elements, landscaping required by the contract, wells, septic systems, fences, and accessory structures may remain. In archived FHA appraisal guidance, 100% completion includes functional utilities and finished site improvements, with attention to grading and drainage. Local rules, lender conditions, and your contract may define completion differently.

Check function, not just appearance

Before final acceptance, test doors, windows, locks, plumbing fixtures, hot water, heating and cooling, ventilation, appliances, electrical devices, smoke and carbon-monoxide alarms, drainage, exterior lighting, and irrigation if included. Record serial numbers, manuals, paint colors, filter sizes, shutoff locations, and maintenance requirements.

Inspections, corrections, and the certificate of occupancy

Separate public approval from your own review

The building department’s inspections determine compliance with applicable code and permit conditions. A lender or housing program may impose additional documentation or inspections. Your contract may also require builder quality checks. Ask who schedules each inspection, who pays reinspection fees, and how failed items are tracked.

Resolve deficiencies before handover

Request a written list of incomplete or nonconforming items, the person responsible, and a target date. A passed inspection does not automatically prove that every contractual finish, allowance, or workmanship item is complete. Conversely, a cosmetic punch-list item may not prevent a certificate of occupancy. Clarify which items must be finished before closing, which can be completed under a written agreement afterward, and what security or holdback protects the work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Verify occupancy authorization

Many jurisdictions issue a certificate of occupancy or an equivalent final approval. The name and prerequisites differ locally. Do not assume that a final builder walkthrough, lender appraisal, or utility connection substitutes for the document your municipality requires.

What happens after the new-construction inspection?

  1. Review the result. Obtain the inspection report or approval record and identify every correction, reinspection, and document still required.
  2. Correct the work. The builder schedules the responsible trades, supplies access, and updates the completion list. Ask for evidence when a concealed or safety-related item is corrected.
  3. Complete final cleanup and site work. Remove construction debris, finish grading and drainage, and make sure utilities and required improvements function.
  4. Obtain final approval. Confirm that the local final inspection and any program-specific documentation are accepted.
  5. Walk the home. Compare rooms, finishes, equipment, and included items with the contract and approved selections. Photograph unresolved items and note locations precisely.
  6. Close the punch list. Agree in writing on remaining work, access dates, warranty treatment, and any funds retained until completion.
  7. Transfer warranties and insurance. Collect builder and manufacturer warranties, service contacts, manuals, and confirmation that final homeowner insurance is active.
  8. Close and receive keys. Complete the final closing documents, verify possession terms, receive keys and access devices, and record meter readings.

NAHB’s completion and closing checklist includes final cleanup, local final inspection, correction of deficiencies, a certificate of occupancy, the homeowner walkthrough, punch-list completion, warranty transfer, final closing, key delivery, and move-in. It also identifies well and septic checks and a final survey where applicable.

How to manage a schedule without guessing the finish date

Track milestone evidence

  • Keep the current schedule, selections, change orders, permits, inspection approvals, invoices, and meeting notes together.
  • Record the date each milestone is actually achieved, not merely forecast.
  • Mark dependencies, such as “drywall after rough approval” or “closing after occupancy approval.”
  • Ask for a revised schedule when a decision, inspection, delivery, or site condition changes the critical path.
  • Confirm how many days’ notice you will receive for access, walkthroughs, inspections, and closing.

Use a home-construction planner carefully

A paper planner or checklist can help track questions, selections, inspection records, and walkthrough items. It is a record-keeping aid, not a substitute for the builder’s contract, municipal approvals, or written change-order process.

Comparing a production builder, custom build, or contract schedule

When evaluating alternatives, compare the documents rather than relying on a headline completion month.

Question Why it matters
What event starts and ends the schedule? “Permit,” “construction start,” “substantial completion,” and “closing” can be different dates.
When do selections and change orders close? Late decisions can affect price, procurement, rework, and extensions.
Who coordinates permits and inspections? Responsibility determines who receives notices, corrects failures, and pays reinspection costs.
How are delays documented? Weather, material shortages, owner changes, and government delays may be treated differently by the contract.
What does “complete” include? Clarify utilities, grading, drainage, landscaping, appliances, cleanup, certificates, and punch-list items.
What must be finished before closing or occupancy? Align the contract, lender conditions, municipal rules, and your possession expectations.

These are contract-review questions, not legal conclusions. The signed agreement and local requirements control; obtain professional advice if a disputed term or major delay affects your rights.

Common delay points and practical responses

Permit or plan-review delay

Ask what comment remains open, who must respond, and whether a partial permit or resequencing is legally allowed. Do not treat a policy target as an entitlement to approval.

Selection or change-order delay

Request the last date for a decision, the cost and schedule effect, and the approved substitute in writing. A verbal “same as before” instruction is difficult to verify later.

Inspection failure

Get the failed item, code or plan reference, responsible trade, correction date, and reinspection date. Confirm that subsequent work will not conceal the correction.

Free tools Windows power users keep installed

One-click scans. No signup required.

Site or utility problem

Ask for updated engineering, a priced change order, and the effect on drainage, access, utilities, and the critical path. Keep decisions separate from unrelated finish selections.

Incomplete work near closing

Compare the outstanding list with the occupancy approval and contract. If closing is proposed before every item is finished, document the scope, deadlines, access rights, warranty start, and financial protection before agreeing.

Questions to ask at each meeting

  • Which milestone was completed since the last meeting, and what evidence confirms it?
  • What work is on the critical path for the next milestone?
  • Which inspection or approval is next, and who scheduled it?
  • What decision or delivery is needed from me, by what date?
  • Has any change affected price, sequence, or the projected closing date?
  • What remains outside the house—grading, drainage, utilities, well, septic, survey, or cleanup?
  • What documents will I receive at handover?

Bottom line

Expect a sequence of administrative, physical-building, inspection, and handover milestones rather than one reliable universal duration. Define “start” as the event your schedule names, track approvals and dependencies, and insist that changes and delays are written down. A home is ready for move-in only when required inspections and corrections, functional utilities, site obligations, closing documents, warranties, and key handover are all addressed.
