A hotel renovation is a controlled sequence of investigation, design, approvals, procurement, construction, testing and handover—not simply a series of cosmetic upgrades. Work may extend from the façade and roof to guest rooms, public areas, kitchens and the mechanical, electrical and plumbing (MEP) systems that serve them.
The exact order, duration, permissions and cost depend on the building, location, scope and whether guests remain in residence. The guide below explains the usual stages, how exterior and interior work interface, and what must happen before a renovated area can safely reopen.

The five broad phases of a hotel renovation
Most projects can be understood as five connected phases: assessment and feasibility; design and approvals; procurement and preconstruction; construction and fit-out; and commissioning, defect correction and turnover. These phases overlap. For example, long-lead equipment may be ordered while design details are still being finalized, and enabling work may begin in one wing while another is being designed.
| Phase | Typical activities | Key output before moving on |
|---|---|---|
| Assessment and feasibility | Inspect the existing building, define objectives, identify constraints and decide whether the project is a refresh or a broader refurbishment. | A defined scope, condition information, budget basis and operating strategy. |
| Design and approvals | Develop architecture, interiors and MEP coordination; obtain owner, operator or brand decisions and the approvals required for the actual property. | Coordinated drawings, specifications, approvals and a buildable package. |
| Procurement and preconstruction | Price the work, order materials and equipment, appoint trades, plan logistics and establish phasing, protection and access. | A resourced programme and a site ready to work safely. |
| Construction and fit-out | Complete envelope, services, partitions, finishes, fixtures and equipment, with inspections and coordination throughout. | Physically complete areas that can be tested and inspected. |
| Commissioning and turnover | Test systems, correct defects, clean, document and obtain operator acceptance before releasing an area. | An accepted, safe and operational area with handover records. |
No single sequence applies to every hotel. Existing conditions, access, local rules, occupied areas and material availability can change the order.

1. Assess the existing hotel and define the scope
Inspect before drawing
The first task is to understand what is already there. A project team normally surveys the structure, façade, roof, windows, waterproofing, finishes and room layouts, while engineers investigate electrical capacity, plumbing, drainage, heating, ventilation, air-conditioning, fire systems, lifts and controls. Records may be incomplete, so opening up selected areas can reveal concealed conditions that affect the design.
The inspection should identify life-safety issues, water ingress, corrosion, hazardous materials, accessibility shortcomings, obsolete equipment and areas where existing services cannot support the proposed rooms or amenities. It should also record how guests, staff, deliveries and emergency responders currently move through the building.
Decide what “renovation” means for this property
A targeted refresh might replace finishes and furniture in selected rooms. A broader refurbishment can involve reconfigured bathrooms, new public spaces, upgraded kitchens, replacement plant, façade repairs or a change in room count. Define the affected floors, wings and back-of-house areas, not just the visible guest spaces. A new bathroom layout, for instance, may require drainage changes below the floor and additional electrical capacity.
At this point the owner and operator should agree on priorities, service standards, operational constraints, funding limits and the desired reopening sequence. The result is a written scope that distinguishes mandatory work from optional enhancements and states what will remain untouched.
2. Develop the design and secure approvals
Coordinate architecture, interiors and MEP
Hotel design is an interface exercise. Interior layouts set the locations of beds, bathrooms, bars, kitchens, lighting and equipment; those decisions drive walls, ceilings, power, ventilation, water, drainage and fire protection. Façade decisions affect insulation, moisture control, window details and the rooms behind the envelope.
Designers should resolve typical rooms and repeated details early, then test unusual conditions such as corner rooms, accessible rooms, penthouses, plant rooms and service shafts. A coordinated model or drawing set helps trades see where ducts, pipes, cable trays, sprinklers, lighting and ceiling features compete for the same space.

Hospitality projects often require approvals for room standards, public-area appearance, signage, furniture, operating equipment and guest technology. Those decisions can affect procurement and should be scheduled rather than left to site discussions.
Check the jurisdiction-specific requirements
Permits, building and fire provisions, accessibility rules, energy requirements, façade restrictions, heritage controls, food-service approvals and inspection procedures vary by location. A general renovation sequence cannot tell you which applications or certificates a particular hotel needs. The project’s architect, engineers and local authorities must confirm the applicable requirements before construction starts.

3. Procure materials and prepare the project
Identify long-lead items
Guestroom casework, custom lighting, elevators, air-handling equipment, switchgear, windows, stone, specialist bathroom fittings and operating equipment may require procurement well ahead of installation. The contractor should create a schedule showing design release dates, approvals, manufacturing, shipping, storage and installation. Substituting a product late can affect dimensions, performance, warranties and approvals.
Plan access, logistics and temporary protection
Preconstruction planning establishes delivery routes, loading times, hoists, storage, waste removal, worker access, welfare facilities and emergency arrangements. In an operating hotel, these routes must be separated from guest paths wherever possible. Finished corridors, lifts, lobby surfaces and installed fixtures need physical protection, dust control and a defined cleaning regime.

Set the phasing plan
The programme should show which floors or zones are closed, when noisy or dusty work occurs, how services are isolated and when each area can be tested and released. It should include inspection points and contingency for concealed conditions, approvals and delayed materials rather than presenting an optimistic sequence as a guarantee.
4. What façade and envelope work involves
Survey, repair and weatherproof
Exterior work can include masonry or concrete repairs, joint replacement, sealants, cladding, insulation, roof membranes, flashing, windows, balconies and waterproofing. The team may need access towers, suspended platforms, cranes or street-side protection. Weather, wind restrictions and neighboring properties can affect the safe working window.
The envelope must be treated as a system. Replacing windows without resolving surrounding air and water seals can create leaks; adding insulation can alter condensation risk; repairing a parapet may require changes to roof drainage and interior finishes. Details at corners, slab edges, penetrations and transitions deserve the same attention as the broad façade surface.
Protect occupied rooms and public areas
Envelope work can transmit noise, vibration, dust and water into rooms. Temporary barriers, sealed openings, monitoring and weather contingency are necessary where interior spaces remain in use. A completed exterior appearance is not proof that the building is watertight; inspections and controlled testing are needed before adjacent finishes are closed up.
5. Mechanical, electrical and plumbing work is the hidden dependency
MEP work may be the largest source of coordination risk because it occupies ceilings, risers, plant rooms and service voids shared by many trades.
Mechanical systems
Renovation can involve chillers, boilers, heat pumps, air-handling units, ductwork, ventilation, controls, kitchen exhaust and domestic hot-water systems. Capacity, noise, access for maintenance and balancing all matter. A new restaurant exhaust route, for example, can affect roof penetrations, fire stopping and neighboring rooms.

Electrical and life-safety systems
New lighting, guest-room power, back-of-house equipment, emergency power, fire alarm, detection, access control, data networks and security systems must be coordinated with the existing supply and distribution. Isolation plans should identify what can be shut down, for how long and what temporary services are required.
Plumbing and drainage
Bathrooms, laundry, kitchens and spa facilities place heavy demands on water supply, drainage, hot water and grease management. Existing pipe routes may not align with the new layout. Pressure tests, leak checks, disinfection and drainage testing belong in the commissioning plan, not as an afterthought.

Strip-out and enabling work
After protection and isolation, contractors remove finishes, fixtures, partitions and redundant services. Selective demolition should be controlled so that structural elements, fire compartments and live services are not damaged. Hidden conditions discovered during strip-out may require a design decision before rebuilding.
Build the room and public-area layers
Typical fit-out progresses through framing and partitions, in-wall services, fire stopping, plasterboard or backing systems, ceilings, waterproofing, flooring, wall finishes, joinery, bathroom fixtures, lighting, furniture and operating equipment. The order changes where products require different tolerances or where a hotel is phased around occupied spaces.
Control repeatability and quality
One approved sample room or mock-up can establish the standard for hundreds of rooms. It should demonstrate interfaces such as bathroom waterproofing, door clearances, lighting levels, HVAC grilles, headboards, casework and cleaning access. Repetition makes small errors expensive, so inspections should occur before walls and ceilings are closed.
7. Keeping a hotel open during construction
An operating hotel needs an operational plan alongside the construction programme. Staying open is not automatically safer or cheaper; feasibility depends on the building layout, scope, occupancy, routes, local requirements and the operator’s tolerance for disruption.

Communicate changes
Staff need current information about closed corridors, temporary reception points, lift changes, delivery routes, emergency procedures and room availability. Guests should receive accurate notice of affected amenities and access, without promising that construction will be invisible.
Release finished areas in stages
A floor or wing should be cleaned, tested, inspected and accepted before it is returned to operation. Do not move guests into a visually finished room while unresolved leaks, alarms, ventilation, hot water, access-control or life-safety defects remain.

Test systems, not just finishes
Commissioning verifies that installed systems perform together. Depending on the scope, this can include air and water balancing, controls sequences, electrical tests, emergency power, fire alarm and sprinkler interfaces, domestic-water temperature, drainage, lifts, access control, lighting controls, kitchen equipment and guest-room technology.
Compile and close the defects list
Walk each area with the contractor, design team and operator. Record incomplete work, damaged finishes, incorrect settings, missing labels, access problems and documentation gaps. Assign responsibility and a close-out date, then reinspect rather than assuming a contractor’s notification means the item is resolved.
Clean and document
Final cleaning removes construction dust from rooms, ducts, plant spaces, kitchens and public areas. Handover information should include as-built drawings, equipment schedules, warranties, test certificates, operation and maintenance manuals, keys, access credentials, spare materials and training records.
Obtain operator acceptance
The operator or owner should formally accept the area against agreed criteria. That acceptance is the point at which responsibility, room inventory and maintenance obligations can transfer; it is not the same as a contractor declaring practical completion.
9. Common problems and how projects prevent them
- Unknown existing conditions: survey more thoroughly, use targeted opening-up and carry a decision process for discoveries.
- Late design changes: approve room standards and interfaces before bulk procurement or repeated installation.
- Material delays: identify long-lead items early, track submittals and approve acceptable alternatives without bypassing performance requirements.
- MEP clashes: coordinate builders’ work openings, ceiling zones, risers and plant access before installation.
- Guest disruption: zone routes, isolate noisy tasks, protect completed work and publish a live communication plan.
- Premature reopening: require testing, cleaning, defect closure and documented acceptance for every released area.
- Unclear legal obligations: confirm local permits, inspections and fire, accessibility, energy and heritage requirements with qualified professionals.
10. Choosing between phased work and a full closure
There is no universal winner. Phased renovation can preserve some revenue and operational continuity, but it adds temporary routes, repeated mobilization, protection, noise management and interfaces between old and new areas. A full closure may simplify access, sequencing and commissioning, yet it removes operating income and requires a clear reopening plan.
Compare the options against the actual property:
- Can construction be physically separated from guests and emergency routes?
- Can water, power, ventilation, fire protection and lifts be isolated without compromising occupied areas?
- Are there enough rooms and back-of-house facilities to operate the remaining hotel?
- Will façade access, deliveries or structural work affect the whole building?
- Do local approvals or the operator’s standards require a particular closure or inspection sequence?
- Which option gives the commissioning team enough time to test systems before occupancy?
The answer should be documented in the feasibility and phasing plan, not assumed from another hotel’s schedule.
What the owner or operator should request before work starts
- A condition survey that records building, envelope and MEP risks.
- A scope matrix showing included, excluded and optional work by area.
- Coordinated design information and a list of required owner, operator and authority approvals.
- A procurement register for long-lead materials, equipment and approvals.
- A logistics and phasing plan covering guests, staff, deliveries, protection, dust, noise and emergency access.
- An inspection and testing plan tied to each system and release area.
- A turnover checklist covering cleaning, defects, documentation, training and operator acceptance.
- A communication process with named owners for staff, guests, neighbors and authorities.
The practical takeaway
Expect a hotel renovation to move from evidence gathering and scope definition through coordinated design, approvals, procurement, construction and fit-out, then into testing and formal turnover. Façade work, interiors and MEP systems are connected packages whose interfaces must be designed for the specific building. If the hotel remains open, route protection, phased release and communication are construction requirements, not optional hospitality extras. The project is complete only when the finished areas work, have been tested and accepted—not when the last visible finish is installed.
