A city, county, or private contractor may serve an address that uses a different mailing city. The notice should tell you whether to leave material at the curb, move it back, or wait for a revised route. If no delay instruction applies, check the normal collection calendar and report the apparent miss through the provider’s official service-request channel.
Keep the material accessible but out of the way of sidewalks, travel lanes, storm drains, hydrants, utility poles, and emergency routes. Storm-generated debris often follows a separate program with different categories, reporting requirements, and timing.

Start with the provider and the exact address
Do not assume that the agency named on a neighborhood sign, utility bill, or mailing address is the one responsible for yard waste. Municipal boundaries and waste-service areas can differ. Use the provider’s address lookup, collection-calendar tool, or 311 page to confirm whether the property is served by the city, county, or a contracted hauler.
Orlando’s missed-pickup guidance makes this check explicit: residents must confirm that the address receives City of Orlando Solid Waste service before filing a request. If the property is outside that service area, the city cannot dispatch a crew, even if the address has an Orlando mailing designation. Start at the city’s missed trash, recycling, or yard-waste page and follow its service-area instructions.

Have the following information ready before contacting anyone:
- Street address, apartment or unit number, and ZIP code.
- Collection type (loose yard waste, cart, paper bags, bundled limbs, or storm debris).
- Scheduled collection day and the date the material was set out.
- A description of the material and its approximate amount.
- A clear photo of the set-out when the provider accepts or requests one.
Follow the current delay notice before changing the set-out
A delay notice overrides assumptions based on the regular calendar. It may direct residents to leave material at the curb while crews catch up, or it may require residents to hold material until a new date. Follow the wording for your service area and the collection type.
Example: Rockville’s staffing delay
Rockville, Maryland, currently tells residents, “Please leave yard waste at the curb for collection.” Its notice says crews will collect as soon as possible, including delayed Friday and Saturday routes. That instruction applies to Rockville’s specific service notice; it is not a nationwide rule. The same page lists other reasons a crew might not collect, including a holiday delay, nonaccepted contents, material that was not set out, or a cart that is too heavy or has a lid problem. Rockville states a maximum cart weight of 165 pounds. Read the current Rockville guidance for the active notice and any changed conditions.

If the provider has not announced a delay, compare the set-out with the normal calendar and set-out rules. Do not leave a pile indefinitely merely because a neighboring route is late. Submit a missed-collection request when the local reporting window opens, and keep the material in the approved location until the provider tells you otherwise.

Report a missed pickup within your locality’s window
There is no universal deadline. Agencies use different windows, and missing one can push a request to the next collection day or require another disposal method. These dated local examples show why you must read your own provider’s page.

When filing, save the confirmation number, submission time, and any photo. If a request form rejects the address, stop and verify the provider rather than submitting repeated requests to the wrong agency.
Check whether the set-out can be corrected
A missed pile is not always a delayed route. Crews can skip material that is outside the program or cannot be handled safely. Before escalating, check these conditions against the provider’s current rules:

- Accepted material: Yard trimmings, leaves, branches, soil, rocks, construction debris, household garbage, and storm debris may belong to different programs. Do not combine categories unless the agency expressly allows it.
- Container or bundle: The program may require a city-issued cart, biodegradable paper bags, or tied small-limb bundles. A loose pile can be refused when a container is required.
- Bag material: Raleigh’s yard-waste FAQ accepts a city-issued yard-waste bin and biodegradable paper bags, but not plastic bags because they do not break down in that composting process. This is a Raleigh rule, not a universal requirement. Read the Raleigh FAQ or your own provider’s equivalent before buying or using a bag.
- Weight and lid position: A cart that is too heavy or cannot close may be rejected. Rockville’s stated maximum is 165 pounds; other jurisdictions can set different limits.
- Set-out timing: Material placed after the route passed, or on the wrong day, may appear to be a miss. Confirm the calendar and any holiday shift.
- Access: Parked vehicles, fences, snow, landscaping, utility work, or blocked gates can prevent a truck from reaching the material.
- Rejection tag: Read any tag or notice left by the crew. Montgomery County, for example, tells residents to check for an orange rejection tag before reporting.
Correct the issue only if the provider’s rule allows it. Rebagging material, moving a cart, or separating branches after a crew has visited may require a new collection request.

Keep delayed material safe and accessible
Place material where the truck can reach it without creating a public hazard. Keep sidewalks passable for pedestrians and mobility devices, keep travel lanes clear, and leave storm drains, hydrants, utility poles, mailboxes, and emergency access unobstructed. Do not move a heavy cart into the street or onto a drain to make it more visible.
Weather changes the safe choice. Wind can scatter loose leaves and branches; rain can wash soil and clippings into drains; heat can accelerate odors and decomposition. If the provider has not told you to leave material out, use a secure on-property holding area that remains accessible for inspection and pickup. Never cover a pile in a way that hides prohibited material or creates a trip hazard.
Photograph the set-out from the street and from the property side. The images should show the address context, the container or bundle, and clearance from obstacles. Keep the photos with your service-request confirmation in case the provider asks for proof of timing or placement.
Separate ordinary yard waste from storm debris
Storm cleanup is often a distinct operation, not an accelerated version of weekly yard-waste service. A storm program can use different crews, routes, material categories, reporting forms, and collection estimates. Follow the storm page even if the debris would normally fit your weekly rules.

Orlando’s storm-debris categories
Orlando asks residents to report storm debris so crews can route through the city and avoid missing properties. Its program separates bagged or bundled yard waste, large vegetation, construction debris, and appliances. Mixed household garbage is not collected under that storm program. Keep piles away from sidewalks and streets, hydrants, storm drains, and utility poles. The city estimates storm-debris collection within about six weeks; that is a program-specific estimate, not a general promise for ordinary yard-waste routes. Hurricane watches and warnings
Emergency instructions can prohibit curb placement even when a routine collection is overdue. In a June 12, 2026 release, Miami-Dade County stated: “For public safety, debris should not be placed at the curb once a Hurricane Watch or Warning is issued, as it can block drainage and endanger public safety.” During an active watch or warning, follow the county’s emergency direction over your normal set-out habit. Its notice is available at Miami-Dade’s hurricane-debris guidance.

Do not hire a private hauler or move debris to another public area simply because a route is late. Verify legal disposal, access, and any local restrictions first.

Troubleshoot common delay scenarios
The whole neighborhood was skipped
Look for a route-wide alert, holiday change, severe-weather notice, or staffing update. If the notice says to leave material out, follow it and submit a request only when the local page says requests are accepted. If there is no notice, file within the provider’s window and include the scheduled day.
Only your property was skipped
Inspect the cart, bags, bundles, and access path. Compare the material with the accepted list and look for a rejection tag. A photo can help the provider determine whether the issue was placement or route failure.
The crew emptied the cart but left loose material
Check whether loose material is excluded when a cart or paper bag is required. Separate prohibited items and place accepted material in the approved container only if the provider permits a later set-out. Do not assume that a partial collection means the remaining material will be collected automatically.

A storm is approaching while debris is waiting
Stop routine set-out and read emergency instructions. If a watch or warning prohibits curb placement, move material to a secure location that does not obstruct drainage or emergency access. Resume only when the responsible agency says it is safe and gives a set-out direction.
You missed the reporting deadline
Submit the next available request and read the agency’s fallback instruction. Montgomery County says a late report is handled on the next collection day or that residents may use the transfer station. Other jurisdictions may have different remedies.
Escalate with a complete record
If the provider does not respond after the stated window, contact the same agency through its 311 or service-request channel rather than opening duplicate cases with unrelated departments. Provide the confirmation number, collection date, material type, photos, and any rejection notice. Ask which action is authorized: leave the material, move it back, wait for the next route, arrange a special load, or use an approved disposal site.
Keep each instruction tied to its locality and date. The examples above—Rockville’s 165-pound cart limit, Raleigh’s 5 p.m. to noon reporting window, Montgomery County’s two-business-day window, and Orlando’s approximately six-week storm estimate—are local operating details, not national standards. No nationwide statistic establishes how often yard-waste routes are delayed or how long an average delay lasts, so your provider’s current alert remains the controlling source.
