Stop the decision long enough to identify the exact supplier claim that is missing, outdated, inconsistent or suspect. Ask the supplier for a correction and supporting evidence, verify material claims independently, record every check and unresolved risk, then choose whether to proceed, pause, mitigate or decline in line with the procurement rules that govern your project. In construction, this prevents an attractive quotation from becoming an identity, capacity, compliance or delivery failure.
Why unreliable supplier data needs a controlled response
A blank, contradictory or stale field is not merely an administrative nuisance. It can affect whether you know who you are contracting with, whether the business is eligible, whether it has the financial and technical capacity to perform, or whether a promised delivery can be relied upon. The right response is a documented verification process, not an automatic rejection and not a silent assumption that the information is correct.

A discrepancy in a low-value, easily replaceable purchase may justify a short clarification. The same discrepancy in a critical subcontract, long-lead material or information-and-communications-technology (ICT) service may require independent checks, additional controls or a decision not to award. The legal effect also depends on the jurisdiction, solicitation, contract terms and applicable procurement rules.
Official guidance uses different procedures in the United Kingdom, Canada, New Zealand and Western Australia. Treat those sources as jurisdiction-specific guidance rather than interchangeable law. NIST SP 1326 is specifically about ICT supplier due diligence, not every category of construction supplier.

Start by defining the exact gap
Replace a general label such as “supplier information incomplete” with a precise issue that another reviewer can understand. Record what you asked for, what arrived, what conflicts, and why the difference matters.
- Field or claim: identify the precise item, such as a legal entity name, ownership declaration, certification, insurance evidence, capacity statement, reference, bank detail or delivery commitment.
- Requested information: quote the requirement from the tender, prequalification questionnaire, purchase process or contract.
- Information supplied: note the document title, version, date, issuer and the supplier’s wording.
- Discrepancy: state whether the item is missing, expired, internally inconsistent, unverifiable, inaccurate or potentially misleading.
- Decision relevance: explain whether it affects identity, eligibility, financial capacity, technical capability, programme, safety, security or another contractual requirement.
- Deadline and owner: assign a responsible buyer and a date for resolution, consistent with the procurement timetable.
The UK Cabinet Office’s supplier-selection material expressly addresses information that is “inaccurate, incomplete or misleading.” That framing is useful for construction teams: the question is not simply whether a box is filled, but whether the record is accurate enough for the decision being made.

Send one written, time-bounded request that is specific enough to answer without guesswork. Tie every request to the procurement requirement and state acceptable forms of evidence. Ask the supplier to correct the original record as well as explaining the discrepancy, so the final file does not contain conflicting versions.
- Describe the gap. Identify the field, document or statement and quote the relevant requirement.
- Explain the impact. Say why the issue must be resolved—for example, it affects eligibility, the ability to resource a package or the reliability of a delivery date.
- Specify evidence. Request an attributable, current document or third-party confirmation appropriate to the claim. Do not demand irrelevant material.
- Set a deadline. Give a date and time that fits the tender or onboarding timetable, allowing a reasonable opportunity to respond.
- Require confirmation of the record. Ask the supplier to state what should be changed and to confirm that the submitted information is complete and up to date.
- Preserve the exchange. Save the request, response, attachments and receipt details in the procurement file.
For suppliers using the UK Central Digital Platform, Cabinet Office guidance describes confirmation that required information has been submitted, updated or corrected and shared with the authority. Follow the platform and procedure that apply to your procurement; do not assume that a process from another jurisdiction or system is available.
Corroborate claims that could change the award
A supplier’s explanation may resolve a clerical error, but a material claim should not rest solely on the supplier’s own statement. Compare it with independent and relevant evidence. New Zealand Government Procurement’s due-diligence guidance recommends verifying information from more than one source.

Match the check to the claim
- Identity and authority: compare the contracting name and registration details with an authoritative business register or the records required by your procurement rules. Confirm that the person responding is authorised to bind the supplier.
- Financial capacity: check current financial information or an appropriate independent report where the contract’s value and exposure justify it. A supplier’s assurance alone may not reveal a recent deterioration.
- Capability and experience: contact references directly, verify that the cited work is attributable to the supplier and check that the scope and dates match the submission.
- Certifications and audits: confirm the issuer, validity period, scope and entity named on the certificate. An expired or differently scoped certificate is not equivalent to current coverage.
- Delivery and resilience: test important promises against production, logistics or resource evidence and, where appropriate, independent confirmation. Record assumptions about dates, quantities and dependencies.
- ICT and cyber risk: for software, connected equipment or digital services, use a due-diligence approach suited to ICT suppliers. NIST SP 1326 is a useful reference for that limited scope, not a universal supplier rule.
Independence is a matter of degree. A public register, an issuing body or a reference contacted through independently obtained details generally provides stronger corroboration than an unverified document forwarded by the supplier. Record why the source is considered independent and current.

Check supplier-master data and identity controls
Incomplete master data can signal that due diligence was never completed, or that a record is fictitious or duplicated. The Western Australian Auditor General’s Supplier Master Files – Better Practice Guide makes that point in the context of master-file controls. Apply it to record administration rather than treating it as a universal legal rule.
Before creating or changing a supplier record, test mandatory fields and investigate unusual conditions:
- duplicate legal names, addresses, tax identifiers or bank details;
- inactive or blocked records being selected for a new order;
- bank or contact changes that lack independent confirmation;
- documents attached to a different legal entity than the one named in the contract;
- missing approval, segregation-of-duties or change-history evidence.
Do not “complete” a field by copying an assumption from an old record. Keep the original value, the corrected value, the evidence and the person who approved the change.
Build an audit trail that another person can reconstruct
New Zealand guidance says due-diligence actions should be documented. Canadian supplier-integrity guidance likewise recommends documenting verification and responses to adverse information. A practical file should allow a contract manager, auditor or review panel to understand what was known at the decision date and why the response was proportionate.

Choose a proportionate response
Assess five questions before deciding what happens next: how material is the gap, how strong and independent is the evidence, how directly did the supplier respond, what is the consequence if the claim is wrong, and can effective controls reduce the residual risk? Also check the solicitation and procurement rules so comparable suppliers are treated consistently.
| Response | Use when | Controls to set |
|---|---|---|
| Proceed with conditions | The issue is limited, the evidence is substantially reliable and the remaining risk is controllable. | State the condition, owner, deadline, evidence trigger and contractual consequence for failure. |
| Request more evidence | The claim matters, but the supplier has not yet supplied enough current or independent support. | Ask a focused question, set a fair deadline and pause the affected decision if necessary. |
| Pause the process | The discrepancy could alter eligibility, scoring, identity or award and cannot be resolved within the current record. | Document the hold, protect equal treatment and obtain the required internal or legal advice. |
| Mitigate | The supplier remains viable but the exposure can be reduced through practical controls. | Use staged orders, additional inspection, security, guarantees, substitution rights, reporting or termination rights only where permitted and enforceable. |
| Do not award or exclude | The issue is serious, unresolved or incompatible with a mandatory requirement under the applicable rules. | Record the factual basis, process followed and review or notice requirements before communicating the outcome. |
UK Cabinet Office exclusions guidance calls for further due diligence particularly where contracts carry particular risks and says requests should be proportionate. New Zealand guidance similarly distinguishes serious issues that may justify exclusion or no award from less serious issues that may justify more information or mitigation. Those are decision principles, not permission to bypass the rules governing your procurement.

Recheck information during the contract
Some facts can change after selection: certifications expire, ownership or key personnel change, financial capacity weakens and delivery arrangements move. Use the applicable rules and contract terms to define update obligations, notification periods and review triggers. Canadian supplier-integrity guidance, for example, describes update responsibilities under its own policy; its timeframes and obligations are Canada-specific.
For a construction contract, set recheck points that reflect exposure rather than an arbitrary calendar. A long mobilisation, a critical specialist package, a major advance payment or a connected digital system may justify a check before a milestone, payment or renewal. Record the result in the same evidence register used at selection.
Specific UK platform-failure contingency
There is a narrow statutory contingency for a UK contracting authority covered by the relevant procedure: if a failure of the supplier platform prevents the authority from obtaining supplier confirmation during the tender period, the Procurement Regulations 2024 require the authority to obtain that confirmation as soon as practicable and before contract award. This does not create a general workaround for other platforms, private-sector buying, jurisdictions or procurement procedures. Confirm that the regulation and procedure apply to your case before relying on it.
A practical decision checklist for a construction procurement file
- Have we named the exact missing, outdated, inconsistent or suspect claim?
- Have we linked it to the requirement and explained the decision consequence?
- Did we give the supplier a clear request, acceptable evidence and a fair deadline?
- Was a material claim checked against an independent source or a second source?
- Do the legal entity, certificate scope, dates and records refer to the same supplier?
- Have we checked duplicate, inactive or unusual master-file records?
- Are requests, responses, evidence, checks, discrepancies and approvals preserved?
- Have we assessed materiality, evidence strength, cooperation, contract risk and mitigation?
- Are we applying the solicitation, contract and jurisdiction-specific rules consistently?
- Is there an owner and trigger for any later recheck?
Use the checklist as a control, not as a substitute for judgement. If the unresolved issue could change eligibility or expose the project to serious loss, pause the affected decision until the authorised decision-maker has considered the evidence and the applicable rules.
