If road construction blocks your driveway or farm entrance, first confirm what access is closed and when, then contact the project team and the agency responsible for the road. Ask for a safe, authorized route and a written plan that addresses your household, farm vehicles, deliveries, and emergency access. Do not move barricades or enter an active work zone.
1. Confirm what is blocked and document the impact
From a safe location, check whether access is completely blocked, restricted to certain hours or vehicle types, or available from a different entrance. Save construction notices and take photographs of signs, barriers, and the affected entrance without entering the work zone. Record dates and the practical effects: whether household members can get in and out, farm machinery can pass, animals can be cared for, deliveries can arrive, or emergency responders can reach the property.
Those details help the project team assess access needs. Federal Highway Administration (FHWA) work-zone training recommends keeping residents informed, maintaining access where possible, and limiting the duration of significant neighborhood-access impacts. This is planning guidance, not a guarantee that every property will have uninterrupted access.
2. Contact the project team and request a specific access plan
Look for a project sign, mailed notice, agency website, or road-agency phone number. Ask to speak with the construction manager or resident engineer and the agency’s public-information contact. Describe the location, what is blocked, when it began, and the vehicles or services affected. Then ask:

- What is the safe, authorized route to and from the property?
- Will there be a temporary entrance, and when will it be usable?
- Are there access hours, vehicle restrictions, or changes in entrance location?
- Can the route accommodate farm equipment, animal care, deliveries, and emergency responders?
- How will residents be notified before work phases change?
- Who should be contacted if the agreed route is blocked or unusable?
FHWA work-zone guidance identifies temporary entrances, signs, and advance notice of phase changes as possible ways to manage access impacts. The particular measures depend on the project; they are not guaranteed entitlements. See FHWA work-zone training resources.
3. Compare the route by safety, fit, and availability
A proposed route is useful only if it is approved for use and works for the people and vehicles that need it. Ask the project team to explain the route and any limits in concrete terms rather than relying on a general assurance that access will be maintained.

- Approval and safety: Is the route authorized, signed, and separated from active work as needed?
- Vehicle fit: Can the largest vehicle that regularly needs access—including farm machinery—use it?
- Hours and continuity: When is it open, and what happens during work or phase changes?
- Essential access: How will emergency response, deliveries, employees, and animal care be handled?
- Duration and notice: How long is the arrangement expected to last, and how will changes be communicated?
FHWA materials describe temporary access, relocated access, signs, and detours as project planning options. A road closure may help provide workers access to a facility and route traffic elsewhere, but FHWA notes that full closure is not suitable for every construction situation. 4. Escalate unresolved access problems to the road agency
If the contractor or on-site contact cannot resolve the problem, contact the agency responsible for the road. Depending on the location, that may be a city, county, or state transportation department. Give the agency the project name, property location, dates, photographs or notices, the access problem, and a record of your earlier contacts. Request an agency response and a written access plan.

There is no single national complaint chain or response deadline in the FHWA materials. Public and business involvement is part of access-management implementation, but the right contact and escalation route depend on the local agency. See FHWA access-management resources.
5. Keep people out of the work zone and treat emergencies urgently
Do not cross barricades, follow construction vehicles through controlled areas, move signs, or create an unapproved entrance. Ask the agency for an approved route instead. If an emergency responder cannot reach the property, call emergency services using the local emergency system and explain the closure; also alert the project team and road agency. Local emergency-routing procedures vary, so ask the agency how responders are meant to access the property during the work.

6. Get local legal advice for a prolonged or serious cutoff
If there is no practical route, access remains unavailable, or the consequences are substantial, consult a locally licensed property-rights or land-use attorney. Bring property records, any recorded easements, project notices, photographs, a dated timeline, and correspondence with the project team and agency.
Do not assume that a temporary access restriction automatically proves an unlawful taking or entitles you to damages. Access-management measures can include closing, consolidating, relocating, or restricting driveways, but FHWA guidance does not determine whether a particular project action is lawful under a specific state’s law or a deed, easement, permit, or project agreement. Useful questions for the agency or your attorney include who owns and maintains the road; whether the route is public, private, or covered by a recorded easement; whether access is entirely unavailable or simply changed; what the project plan or written notices say; and how long the restriction is expected to last. FHWA’s access-management materials explain general safety and operations strategies, not the legal answer for an individual property.
