Ask the authority for a written permit application status, resolve every comment in one traceable resubmission, revise the project schedule, and escalate only through remedies available for that approval and jurisdiction. Do not start work that legally requires an unissued permit.
Start with the facts, not assumptions
“The permit is delayed” can describe several different situations: an intake clerk has not accepted the file, a technical reviewer has issued corrections, another department is reviewing a related approval, fees remain unpaid, or the authority has finished its technical review but has not issued the permit. Each situation has a different solution.

Identify the approval that is actually stuck. It might be a building permit, planning permission, zoning clearance, grading approval, environmental authorization, demolition permit, utility approval, or a condition imposed by another agency. A building permit cannot substitute for a planning or environmental decision, and a favorable technical review is not the same as permit issuance.
Assemble a dated project record
- Application or permit number and project address.
- Submission date and any intake, prescreening, or completeness confirmation.
- Fee receipts and proof of payment.
- Portal status screenshots or downloaded status notices.
- Every correction letter, reviewer comment, and request for additional information.
- Dates and revision numbers for each resubmission.
- The name, division, or outside agency responsible for each open item.
- Any written extension, waiver, agreed determination period, or appeal notice.
Keep the authority’s portal record as the official file. A separate construction project log book can help coordinate people and follow-up dates, but it is not an official application record and cannot replace portal submissions or receipts.

Find out which review stage is causing the delay
Ask the authority to classify the application’s current stage. Municipal processes often separate setup, first technical review, correction review, and issuance. San Diego’s Development Services Department, for example, publishes separate approximate snapshots for setup, first review, recheck after resubmission, and issuance. Its page states: “The data is presented in calendar days and reflects data from the day prior.” Such figures are operational snapshots, not a promise for another project or date.
| Stage | What may be happening | Who can usually act | Evidence to request |
|---|---|---|---|
| Intake or completeness | Required drawings, forms, zoning material, signatures, fees, or prescreening are missing. | Applicant and intake staff | Written list of missing items and the date the file will be treated as complete. |
| First technical review | Plans are being checked for code, zoning, grading, fire, accessibility, or other requirements. | Assigned reviewers and design professionals | Reviewer names, disciplines, open comments, and expected first response. |
| Correction or recheck | The authority is deciding whether revised plans answer prior comments. | Applicant’s design team and reviewing department | Comment-by-comment disposition and confirmation that the resubmission was received. |
| Interdepartmental or outside-agency review | A planning, utility, environmental, transportation, or other agency has a separate decision. | Responsible agency, with applicant coordination | Which agency is holding the item and what it still needs. |
| Fees or issuance | Technical work may be complete, but fees, signatures, conditions, or final documents remain. | Applicant and issuing office | Outstanding payment or issuance requirement and the expected release step. |
Ask a narrow status question
A broad email asking when the permit will be approved often produces a broad answer. Send a short, written request through the assigned reviewer or the authority’s published customer-service channel. Ask these questions in order:
- Is the application formally complete under this department’s rules? If not, what exact item prevents completeness?
- Which review remains open: intake, first review, correction review, another department, an outside agency, fees, or issuance?
- Is any information missing from the applicant, another city department, or an outside agency?
- What exact document, plan revision, payment, or decision is needed next?
- Who owns that action, and what is the current expected response date?
- If that date passes, what supervisor, complaint, escalation, or statutory process applies?
Request a written response and attach the application number. Ottawa’s permit guidance indicates that staff can advise on projected first-response timing; Toronto and San Diego provide status or timeline information through their municipal systems. A status conversation is useful only when it identifies the open requirement and the next accountable person.

Many published review periods apply only after a local definition of “complete” has been met. Orlando’s guidance says the specified timeline begins after required documents, drawings, fees, and prescreening are complete. Toronto states that, for the stream described on its page, an application missing the required zoning certificate is incomplete and has no review timeframe.

Do not calculate an appeal or escalation deadline from the upload date unless the authority confirms that date is the completeness date. Ask for the formal completeness determination, the review stream, and any accepted extension or waiver. Keep those details next to every quoted timeline.
Examples of local targets
| Authority and location | Published timing information | Important qualification |
|---|---|---|
| Orlando, Florida | For specified complete permit classes, the city lists local review periods such as 30 or 60 business days and a 10-business-day applicant correction period. | These periods apply only to the listed Orlando processes and project categories. The city’s page also describes possible timeline waivers and denial or resubmission consequences. |
| Toronto, Ontario | Targets include 10 business days for complete applications in some streams and 20 or 30 business days for certain large or complex buildings. | Targets depend on the review category and required materials; an incomplete file does not receive the stated timeframe in the described stream. |
| San Diego, California | The city publishes changing approximate snapshots for setup, first review, recheck, and issuance. | The figures are operational data in calendar days and should be checked on the live municipal page. |
Build a precise permit resubmission
When comments arrive, treat the response as a controlled package rather than a series of informal emails. Ottawa notes that missing clarification or identified deficiencies delay issuance until the requested information is received and compliance is determined. Toronto describes an online tool for resubmitting revised plans and documents.
Use a comment-response matrix
| Column | What to enter |
|---|---|
| Comment ID | Quote the authority’s comment or identify its page and item number. |
| Response | State exactly how the requirement is satisfied, or explain the proposed correction. |
| Document location | Give the drawing number, specification section, calculation, form, or attachment. |
| Revision | Record the revision letter or number and date. |
| Clarification needed | Flag any point that requires the reviewer’s interpretation instead of guessing. |
Coordinate the architect, engineer, surveyor, and specialist consultants before uploading. A change to a plan, calculation, or specification can create a contradiction in another discipline. Submit through the required portal or channel, save the upload confirmation, and ask the authority to confirm receipt if the system does not provide one. Do not send undocumented design changes that make the next review harder to follow.

Move the approval milestone to the date the permit can actually be issued, not the date a reviewer appears satisfied. Keep technical approval, fee payment, conditions, and issuance as separate activities. Then update:

Review the actual construction contract for notice periods, extension-of-time language, delay-cost provisions, suspension rights, and mitigation duties. A government review timeline does not decide whether a contractor or owner is entitled to money or additional time. Give contractual notices promptly, even while the permit issue is still being investigated, and preserve the authority’s correspondence as supporting records.
Escalate in proportion to the problem
Escalation is most effective when the file is complete, the open issue is specific, and the requested remedy is realistic.
Routine administrative escalation
- Follow up with the assigned reviewer using the application number and a one-page timeline.
- Ask the published supervisor, building official, planning manager, or permit manager to confirm ownership of the outstanding item.
- Use the department’s formal complaint or ombuds process if ordinary contacts do not produce a status response.
- Request a meeting only when a written clarification cannot resolve the issue; send minutes and agreed actions afterward.
Keep the tone factual. State the submission date, completeness date if known, comments answered, current open item, schedule consequence, and exact decision or response you are requesting.

England’s planning guidance recognizes an appeal against non-determination after the period applicable to the application, or an agreed extension. The same guidance describes a planning-guarantee policy backstop of 26 weeks for major applications and 16 weeks for non-major applications after the relevant statutory period is exceeded, subject to its stated conditions. This is England planning guidance, not a building-permit rule elsewhere. UK appeal guidance also encourages applicants to consider re-engaging with the planning authority about possible proposal changes before appealing.

Official processes illustrate how much local rules differ:
| Jurisdiction | What the example shows | What not to assume |
|---|---|---|
| Orlando, Florida | Completeness screening, category-specific review periods, correction deadlines, possible waivers, and denial or resubmission consequences. | That Orlando’s periods apply to another city, permit type, or incomplete file. |
| Toronto, Ontario | Different review streams, required zoning and applicable-law material, fee requirements, status tools, and online resubmission. | That a submission date automatically starts a review clock. |
| San Diego, California | Separate setup, first review, recheck, and issuance stages, with approximate live snapshots. | That a favorable first review equals an issued permit or guarantees a date. |
| Ottawa, Ontario | Separate zoning, building-code, and grading considerations; unresolved information can hold issuance. | That answering one reviewer resolves every department’s requirement. |
| England | Category-specific planning determination periods and a possible non-determination appeal. | That planning appeal rules govern building permits in other countries. |
| North Carolina | A state statute addresses a defined subset of commercial and multifamily building applications with complete sealed plans and sufficient information, and may allow specified third-party review arrangements. | That the statute creates a general deadline for every construction permit or guarantees faster approval. |
Bring in qualified help when the issue is technical or multi-agency
Ask the architect or engineer responsible for the affected discipline to coordinate technical corrections. A locally experienced permitting consultant can help map several concurrent approvals, prepare status requests, and manage a resubmission. Verify the person’s credentials, experience with the authority and project type, scope of work, fees, conflicts, and who remains responsible for design decisions.

No consultant can guarantee that a government queue will move faster. North Carolina’s third-party review provisions apply only to the conditions set by that statute; they should not be treated as generally available. For legal deadlines, appeals, contract claims, or disputed responsibility, obtain advice from a qualified professional in the project’s jurisdiction.

Do not build ahead of authorization
Do not commence work that requires a permit while the permit is pending. Ottawa’s guidance states: “Only upon the issuance of the permit, are you legally permitted to commence construction, including any demolition of existing buildings.” Some jurisdictions allow defined early, phased, or foundation permits, but eligibility and risk are local. Obtain written confirmation from the authority and project professionals before relying on one.
Starting early can create stop-work orders, redesign, inspection problems, financing issues, enforcement exposure, and disputes over responsibility. Keep site preparation, procurement, and design coordination separate from physical work that the local rule treats as permitted construction.
A practical decision framework
| Cause of delay | Immediate response | Primary actor | Escalation trigger |
|---|---|---|---|
| Incomplete application | Obtain the missing-item list, supply it in the required format, and confirm the completeness date. | Applicant and design team | The authority will not confirm completeness after the corrected package is received. |
| Technical corrections | Use a comment matrix, coordinate disciplines, and resubmit once with clear revision references. | Architect, engineer, and applicant | Comments remain unclear or a promised recheck date passes. |
| Another department or agency | Identify the agency, its open requirement, and whether the applicant can provide anything directly. | Responsible agency, coordinated by applicant | No owner or response date can be identified. |
| Queue or staffing delay | Request the current projected response date and use the published supervisor or complaint route if it passes. | Authority | Routine status requests produce no accountable response. |
| Fees or issuance step | Confirm final payment, conditions, signatures, and document-release requirements. | Applicant and issuing office | All listed requirements are satisfied but issuance is not scheduled. |
Prevent the next approval delay
- Use the authority’s current checklist for the exact project category.
- Confirm zoning, applicable-law, grading, environmental, and utility dependencies before submission.
- Have each discipline perform an internal coordination review before uploading.
- Track completeness, first review, correction review, and issuance as separate milestones.
- Set a recurring status date and assign one person to maintain the record.
- Build realistic correction and recheck time into the baseline schedule.
- Write contract notices and extension procedures into the project controls plan.
The defensible next move is to obtain a written stage-and-deficiency answer, correct the file through the required channel, and adjust the project around the actual issuance milestone. Only after the local rules confirm a deadline or remedy should you consider formal escalation or an appeal.
