If nearby construction blocks your driveway or alley, first decide whether anyone faces immediate danger. Move away from falling debris, open excavations, suspected utility leaks, or collisions and call your local emergency number. If the problem is an obstruction without an immediate threat, read the construction notice, contact the named project representative, document the exact condition from a safe place, and report it to the local authority responsible for that location. Do not move barriers or drive through an active work area without authorization.
Start with safety, then classify the obstruction
The right response depends on both urgency and location. A vehicle parked across your private driveway, a permitted worksite occupying a public lane, and an unsafe building operation may be handled by different offices.

Immediate danger
Move people and vehicles away from the hazard. Examples include falling debris, a collision, exposed excavation, a suspected gas leak, live electrical equipment, or a blocked route needed by emergency responders. Call your local emergency number and describe the construction address, the hazard, and any person who may be trapped or injured. New York City guidance uses 911 for immediate dangers, but that number is not a universal rule; use the emergency service for your own jurisdiction.
Urgent access without a visible hazard
If a resident, caregiver, medical transport, or emergency vehicle needs prompt access, tell the project contact and emergency responders immediately. State that the route is blocked, identify the entrance, and explain the time-sensitive need. Do not create a second hazard by crossing barricades or entering an excavation.

Routine or planned restriction
For a scheduled closure, begin with the notice posted at the site, mailed to residents, or published by the city. It may identify the contractor, city department, project manager, work hours, expected dates, and an alternate parking or access arrangement.
Read the notice and contact the project representative
Construction notices often explain when driveway access will be restricted and who is responsible for questions. Toronto notices, for example, state that contractors will notify residents about temporary driveway restrictions; some notices describe alternate parking arrangements. Treat those details as project-specific rather than a guarantee that every city uses the same process.
Ask the named contact for four concrete answers:
- When will the restriction start, and when is the driveway or alley expected to reopen?
- Will access be fully blocked or available at specific times?
- What safe route, temporary parking area, loading point, or other arrangement is planned?
- Whom should you call if the agreed route becomes unusable or an urgent access problem occurs outside office hours?
If no contact is shown, look for the project name, contractor name, permit number, city department, inspector, or public-works logo on the sign. Record those details before contacting the city.

Document the condition without entering the work zone
Good details help the first recipient send the complaint to the correct team. From a sidewalk, your property, or another place where you are authorized to stand, record:
- the street address or nearest intersection;
- the date and time you observed the blockage;
- whether the affected entrance is a private driveway, shared driveway, alley, sidewalk, curb cut, or public roadway;
- whether access is completely blocked, narrowed, or available only at certain times;
- the project or contractor name, sign information, vehicle identification, and any visible permit number;
- whether the condition creates a safety risk or prevents emergency, disability-related, delivery, or essential access; and
- what you already asked for and the response you received.
Take photographs from a safe location, showing the entrance, barriers, signs, and the surrounding street layout. Keep copies of notices, emails, text messages, call dates, and case numbers. Do not step behind fencing, move cones, remove plates, or approach machinery to obtain a better image.

If a vehicle—not the construction operation itself—is blocking a private driveway, include its color, make, model, and license plate. New York City’s blocked-driveway reporting guidance specifically asks for those details.
Use the reporting route that matches the place and problem
Tell the first official you contact exactly what is blocked and where. Ask whether the matter belongs with transportation or public works, a 311-style service, building inspection, police, or the project owner.
| Situation | Likely first contact | Details to provide | Illustrative local practice |
|---|---|---|---|
| Immediate danger, injury, falling debris, or accident | Local emergency service | Exact location, hazard, injuries, and whether access for responders is blocked | New York City directs people to 911 for immediate dangers |
| Vehicle across a private driveway | Municipal service that handles blocked-driveway complaints | Vehicle color, make, model, license plate, address, and time | NYC311 has a distinct blocked-driveway report |
| Construction occupying a street, sidewalk, alley, or other public space | Transportation, public works, right-of-way, or 311 service | Location, obstruction, signs, project details, and effect on access | NYC separates street-construction permit matters from other complaints |
| Unsafe building activity or suspected code issue | Building inspection or the city construction-enforcement office | Address, observed work, danger, photos, and permit information if visible | NYC lists a separate building-construction complaint route |
The examples above describe New York City routing only. A different city may combine these functions, use a phone line or online portal, or assign the issue to another department. Ask for a report or case number and write it down.
Check whether the obstruction is on private property or public right-of-way
Ownership and regulation can change at the edge of a property. A private driveway, driveway apron or curb cut, sidewalk, alley, boulevard, and roadway may each have a different owner or permitting authority. That distinction determines which office can inspect the work and what permit rules apply.
Private driveway or private access lane
If construction equipment, materials, or a contractor’s vehicle occupies land you own or control, identify the project manager and ask for immediate removal or a safe, agreed access window. If the property is shared, notify the property manager, condominium or homeowners’ association, or other person responsible for the access agreement. A visible obstruction alone does not establish who has legal authority to remove it, so avoid confrontation and ask the local authority which process applies.

Driveway apron, curb cut, sidewalk, alley, or street
These areas may be city property or a regulated right-of-way even when they serve your home. Toronto requires a street-work permit for specified driveway changes crossing city property and notes that temporary occupation of a boulevard, sidewalk, roadway, or public lane may need additional permits. Ottawa requires an access permit for specified construction or alteration of access in a city right-of-way. Detroit states that permits are necessary for certain work in streets, alleys, sidewalks, and other rights-of-way and that emergency access can be considered during permit review.

A permit may authorize work in a public area without answering how your particular access will be maintained.
Request a safe temporary access arrangement
Ask for a specific, workable plan instead of a general promise that access will be restored soon. Explain the size and type of vehicle involved, the hours when you need access, and any essential deliveries or care duties. Possible arrangements include scheduled entry windows, a temporary loading point, alternate parking, a signed pedestrian route, or a protected crossing approved by the responsible authority.
Do not assume that an alternate route across another person’s land, a sidewalk, or a newly placed curb cut is automatically permitted. Ottawa materials indicate that some temporary construction-related access arrangements may require a temporary access permit and, in some circumstances, consent to enter. Confirm the arrangement with the project owner and the city before using it.
For disability-related or essential access needs, tell the city and project owner exactly what barrier prevents access and what accommodation is needed. The available municipal guidance does not establish one universal response deadline or remedy, so obtain the responsible office’s instructions and keep them in writing.

Follow up in writing and escalate methodically
After a call, send a short email or online message that states the address, dates, obstruction, safety impact, and the solution requested. Include the project or case number. Written follow-up creates a clear record without requiring you to argue about blame.
- Contact the project representative named on the notice or sign.
- Report the condition to the city service responsible for the affected place and issue.
- Ask which permit, inspector, or project office governs the work.
- Request the expected access schedule and any approved temporary arrangement in writing.
- If the response does not resolve the blockage, use the listed supervisor, inspection escalation, or municipal complaint channel and reference the existing case number.
If the project contact and city office disagree about responsibility, send both the same factual summary and ask which office will own the next action. Keep the tone factual: identify the obstruction, describe its effect, and request a safe access solution.
What not to do
- Do not move barricades, plates, fencing, vehicles, or construction materials yourself.
- Do not drive through an excavation, freshly placed concrete, lifting operation, or any area marked for workers.
- Do not enter a work zone to confront a crew or inspect a permit.
- Do not assume that inconvenience proves the contractor lacks a permit or that a permit authorizes every method of blocking access.
- Do not promise yourself a particular towing result, compensation, response time, or legal remedy; those outcomes depend on local law, property documents, permits, and project facts.

How city examples should guide—not replace—local instructions
Toronto
Toronto construction notices illustrate the value of checking the named contractor contact and asking about alternate parking when driveway access will be restricted. Toronto’s street-work guidance also distinguishes work crossing city property from work on private land and notes additional permits for temporary occupation of public areas.
New York City
NYC illustrates separate reporting paths: 911 for immediate dangers, a blocked-driveway report for a vehicle, street-construction permit information for public-space work, and building-construction complaints for building activity. These are city-specific channels, not a national template.
Ottawa
Ottawa’s access guidance demonstrates that a temporary construction-related route may require an access permit and possibly consent to enter. Confirm authorization before using a route across public or private property.

Detroit
Detroit’s right-of-way guidance shows that streets, alleys, sidewalks, and similar areas can have permit requirements and that emergency access may be considered during permit review.
Quick decision checklist
- Is there an immediate threat to people or property? Move to safety and call the local emergency service.
- What exactly is blocked: private driveway, public alley, sidewalk, curb cut, or street?
- What do the posted notice and project signs say about dates, contacts, permits, and alternate access?
- Have you recorded the address, time, photos, contractor details, and degree of blockage from a safe place?
- Have you reported the issue to the office responsible for that place and type of complaint?
- Have you requested a specific, authorized temporary route, parking location, or access window?
- Do you have the project contact’s reply and the city case number in writing?
If the blockage remains unresolved after those steps, consult the relevant municipal office, review your property and access documents, or obtain advice from a qualified professional in your jurisdiction. The correct remedy depends on local rules and the project’s permits and agreements.
