First, get the supplier’s revised quantity and delivery date in writing, then map that date against the activities that actually control completion. Protect safety and specification compliance while you compare recovery, alternate supply, resequencing and formally approved technical changes. A late cement delivery does not automatically mean the project finish date has moved.
Stabilize the situation before changing the plan
A delivery promise made by telephone is not a recovery plan. Establish one written record of what was ordered, what remains outstanding and when it can realistically arrive. Use the same information for the site team, scheduler, owner and commercial team.

Obtain a written supplier commitment
- Ask for the quantity still outstanding and the cement type, grade or other product description covered by the order.
- Record the cause of the delay if the supplier can identify it, without treating an unverified explanation as an established fact.
- Request the earliest deliverable date, whether a partial load is possible and whether the date is firm, probable or subject to another confirmation.
- Put the original order date and promised delivery beside every revised commitment. Keep the purchase order, amendments and correspondence together.
Ask for a specific next-confirmation time. A date that changes repeatedly should be treated as a planning risk, not as a dependable input to the programme.

Stop unsafe or non-compliant workarounds
Do not begin a pour, close up work or mobilize follow-on trades simply to show progress if the operation cannot be completed safely, inspected or cured to the project requirements. Review formwork, reinforcement, access, plant, labour, testing, inspection and curing with the responsible site and technical leads. A schedule response that creates defective or unsafe work is not recovery.

Map the shortage to the real schedule
Determine whether the cement-dependent activity controls completion or has usable float. Compare the written delivery date with both the current look-ahead and the baseline or approved update. Include the time needed to receive, inspect, test and make the material work-ready; “arrives at the gate” is not always the same as “ready for the planned operation.”
Build a short impact record
- Identify every pour or work package requiring the delayed cement.
- List predecessor conditions, inspection points, plant, crews and follow-on trades.
- Show the planned start, planned finish, available float and the latest date that preserves each milestone.
- Mark activities that can proceed independently and those that become inaccessible if the affected work is postponed.
- Record assumptions, including the supplier’s confidence in its revised date.
Caltrans material-shortage guidance uses this kind of analysis: it asks whether unavailability affects a controlling activity and requests proof of the order and confirmation dates. That is a useful process model, not a rule that applies to every contract or jurisdiction.
Separate delay to one activity from delay to completion
A late footing pour may delay the structure, but a delayed slab may be absorbed if another work front can proceed without creating access or interface problems. Conversely, an activity with apparent float can become controlling when crews, cranes, inspections or follow-on trades are committed to a fixed window. Recalculate the controlling path after each credible delivery update rather than assuming either outcome.

Leave the meeting with an owner, due date and acceptance test for each action. For example, procurement can confirm alternate-source capacity, the scheduler can issue an impact view, and the engineer can state what technical information is required before considering a change. Put decisions and unresolved questions in a dated log.
Compare the practical mitigation options
Assess options against the same criteria rather than choosing the first supplier who offers a different date. The relevant comparison is the earliest credible work-ready date, not merely the earliest promise.
| Option | What to verify | When it can help | Main risk |
|---|---|---|---|
| Recover the original delivery | Confirmed quantity, product compliance, transport capacity and reliability of the revised date | The supplier can meet the controlling activity without disrupting other work | A repeated promise leaves crews and plant waiting |
| Split or prioritize the shipment | Whether the partial quantity matches the design and actual sequence; continuity of supply for the remainder | A critical pour can be completed with a useful partial load | A partial load is unusable, creates extra handling or leaves the next operation exposed |
| Use another qualified source | Type or grade, quantity, test evidence, approvals, delivery capacity, price and terms | The alternate’s credible date is earlier than the original supplier’s recovery | Switching takes longer, costs more or introduces approval and traceability problems |
| Resequence work | Access, interfaces, labour, plant, inspections and follow-on trade effects | Independent work fronts can proceed without consuming the delayed activity’s access | The apparent gain creates congestion or makes the delayed work harder later |
| Approved material or method change | Design authority, specification, testing, approvals and contract change process | The technical team confirms an equivalent, buildable solution | An informal substitution causes nonconformance, rework or entitlement disputes |
| Temporary storage or earlier buying | Handling, weather protection, shelf life, site space, safe access, cash flow and quality controls | Future demand is predictable and the site can preserve the material correctly | Damage, deterioration, blocked access or unnecessary working capital |
Ask the original supplier for a recovery that matches the sequence
Find out whether the supplier can prioritize the schedule-critical pour or deliver in useful stages. Confirm that the proposed quantity is sufficient for the design and that the remaining quantity has a dependable date. A partial delivery that cannot complete a planned operation may only move the problem.
Test alternate suppliers without assuming they are faster
Contact sources that normally serve the project area and ask for stock, specified type or grade, available quantity, delivery capacity, lead time and commercial terms. Request evidence of approvals and traceability required by the project. Compare the alternate’s actual work-ready date with the original supplier’s recovery date. Caltrans guidance recommends seeking alternate sources after a timely order and recording when no source exists or an alternative would delay delivery further.

Resequence only after checking interfaces
List activities that do not need the delayed cement, then test each against access, temporary works, labour, plant, inspections and follow-on trades. A different work front may preserve productive time, but it is not automatically a net gain. The UK Programme and Project Partners strategy treats construction sequencing, constructability, schedule robustness and supplier engagement as linked supply-chain decisions.
Handle substitutions and method changes through technical control
Do not change cement type, concrete mix, strength class, admixture, curing approach or construction method because a supplier says it is available. Refer the proposal to the designer or engineer and follow the project specification, testing, approval and contract change procedures.
Information the technical reviewer may need
- Exact proposed product, manufacturer and source.
- Certificates, test data and evidence against the specified performance.
- Effects on batching, placing, finishing, curing, strength development and durability.
- Compatibility with reinforcement, admixtures, exposure requirements and existing work.
- Changes to inspection, hold points, programme, cost and responsibilities.
Obtain written approval before ordering or incorporating the alternative. If approval is refused or cannot arrive in time, return to the schedule and procurement options rather than treating silence as consent.
Use temporary storage only when it is controlled
Advance purchasing or on-site storage can reduce exposure for later demand, but the available guidance does not establish a universal storage quantity or duration for cement. Decide from the project’s specification and conditions.

- Confirm the material can be kept dry and protected from weather.
- Check shelf-life requirements and identify how stock will be labelled, rotated and traced.
- Provide safe access, stable handling arrangements and space that does not obstruct emergency routes or work fronts.
- Confirm that the purchase fits cash-flow, insurance and quality-control requirements.
- Agree who inspects and accepts stored material before use.
Choose an option with a documented decision test
For each option, record the following in the same format:
- Earliest credible work-ready date: include transport, receipt, inspection and any required testing.
- Specification compliance: confirm type, grade, approvals and continuity of supply.
- Schedule effect: show the controlling activities, float, milestones and downstream interfaces affected.
- Resource effect: identify changes to crews, plant, inspections, access and follow-on trades.
- Commercial effect: record delivered cost, payment terms, extra handling and potential abortive work.
- Quality and traceability: preserve batch, source and acceptance records.
- Contract control: identify required approvals, notices and change documentation.
These criteria are decision aids derived from public-works shortage and supply-chain guidance, not a universal scoring formula. The preferred option is the one that is credible, compliant and least damaging to the controlling plan—not necessarily the one with the lowest quoted price.
Protect your contractual and factual record
Maintain a contemporaneous file containing the purchase order, original commitment, revised promises, supplier correspondence, invoices or payment evidence, alternate-source enquiries, delivery tickets, daily reports, schedule versions, meeting minutes, mitigation decisions and resulting cost or time effects.

Caltrans’ manual illustrates why jurisdiction matters: for its contracts, it describes an RFI received no later than 15 days after a shortage first delays work and lists circumstances such as untimely ordering, nonpayment of a requested deposit or lack of credit that do not qualify under its guidance. That California state-agency process must not be generalized into a rule for private, federal or overseas projects.
Update the forecast after every reliable change
Once a supplier date or mitigation is credible, update the programme and decision log. Model effects on the controlling path, milestones, crews, equipment, inspections, cost and downstream work. Keep superseded schedule versions so the change can be understood later. Set the next confirmation checkpoint; an unreviewed optimistic date should not remain embedded in the look-ahead.
Prevent the next cement shortage from becoming a critical-path event
For remaining demand, turn the programme into a dated materials forecast. Confirm delivery windows before dependent work is mobilized and keep the supplier informed of upcoming needs. Evaluate whether a second qualified source, framework arrangement or staged ordering is technically and commercially suitable.
The UK Programme and Project Partners strategy identifies early market engagement, supply-chain visibility, early contractor involvement and review of procurement and construction sequencing as planning practices. They improve visibility but do not guarantee supply.
India’s Ministry of Road Transport & Highways described INAM-PRO in a 2015 release as a platform through which contractors and cement buyers could order from registered cement companies and coordinate requested delivery schedules. That announcement describes the portal at launch; it does not establish that the portal operates today or is available in every market.
What the published risk evidence does—and does not—show
Infrastructure Australia’s 2024 Industry Confidence Survey reported that respondents regarded concrete and cement as a threat to project delivery, after steel and timber among materials most often identified as high risk. The finding is qualitative, Australia-specific and dated to that survey. It is not a current global shortage statistic, a prediction for a particular project or a cement-specific percentage.
No reliable general delay rate or cost impact can be inferred from these sources. Local inventory, transport constraints, specification, contract wording and weather can produce very different outcomes.
