When a cement delivery is late, first establish exactly what is delayed, when it can realistically arrive, and which approved work is affected. Then communicate the change, protect cement already on site, check approved alternate supply, and preserve the records and contract notices needed to manage time and cost.

“Cement delivery” can mean bags for on-site batching or cementitious material needed by a ready-mixed concrete producer. The response is different in each case, so confirm which situation you have before changing a pour, mix, sequence, or supplier.

Take these actions in the first hour

  1. Call the supplier and obtain a reliable update. Confirm the outstanding quantity, the reason for the delay, the earliest realistic arrival time, and whether a partial delivery is possible. Ask for the update in writing.
  2. Tell the people who can be affected immediately. Notify the site manager, scheduler, concrete or masonry supervisors, testing personnel, and trades whose work depends on the placement. Do not allow crews to mobilise for a pour based on an unconfirmed promise.
  3. Identify the material category. Decide whether you are waiting for bagged cement for site batching or for a ready-mix producer’s cementitious component and concrete delivery. Check the approved specification, mix design, and required records for that category.
  4. Compare the delay with the approved programme and lookahead. Mark the activities that cannot start, the activities that can proceed independently, and any work that becomes unsafe, inefficient, or likely to require rework if the sequence changes.
  5. Start a contemporaneous delay record. Log the order date, promised delivery, revised commitment, quantity, supplier messages, affected activities, labour and equipment consequences, and every mitigation attempt.
  6. Protect material already on site. Move bagged cement onto raised platforms in a dry location and protect it from weather and moisture. Keep material acceptance and manufacturer instructions in force; a cover alone does not make damp cement acceptable.

Confirm what is actually late

Bagged cement for site batching

For bagged cement, determine how many bags are physically available, how much approved work that quantity can support, and whether partial batching would create a cold joint, an inconsistent mix, or an unplanned change in sequence. Check the cement type and lot information against the project specification before using a partial shipment. Cement that has been exposed to moisture may be compromised; quarantine questionable bags and ask the responsible technical representative how they must be assessed or rejected.

Cementitious material for ready-mixed concrete

If the ready-mix producer is waiting for cement or another cementitious component, the problem may appear on site as a cancelled or shortened concrete delivery rather than as a shipment of bags. Confirm the approved mix design, the producer’s revised slot, truck availability, access route, placing capacity, and the delivery information the project requires. Caltrans concrete guidance emphasises verifying that the specified mix design arrives with the required documentation. Do not substitute a different cement type, mix, or producer merely because a truck is available.

Get a delivery commitment you can plan around

A supplier’s first estimate is often not a schedule. Ask specific questions and record the answers:

  • What quantity is outstanding, and what quantity can ship first?
  • What caused the delay: production, transport, allocation, site access, or an order error?
  • What is the earliest realistic arrival window, not merely the original target?
  • Can the supplier split the delivery without compromising traceability or the specification?
  • Will the revised shipment include the certificates, batch information, or delivery records required by the project?
  • Who is the named contact responsible for confirming the next update?

Send the confirmed information to the site manager, scheduler, affected crews, and dependent trades. The NRMCA/ASCC pre-construction checklist collection includes a checklist for ordering and scheduling ready-mixed concrete; its practical lesson is that order details, access, timing, and responsibilities need to be coordinated rather than assumed.

Check alternatives without creating a technical or contractual breach

Ask whether another approved source can meet the specification and schedule. Before ordering, verify the proposed source, cement type, strength class, admixtures, batching controls, testing arrangements, and traceability requirements with the designer, engineer, owner, or contract administrator as the contract requires.

Do not change the cement type, mix design, or ready-mix supplier on a site-level decision. A material that appears equivalent commercially may not be equivalent under the approved design, local standards, durability requirements, or testing plan. Obtain written approval before the change and retain it with the delivery and quality records.

In delay cases where the contractor’s order was timely, Caltrans guidance calls for evidence of efforts to obtain material from alternate sources that normally supply projects in the area. That guidance applies to the situations and public-works procedures it addresses; it is not a universal entitlement or a direction to buy unapproved material.

Compare feasible responses

Response Use it when Controls required
Wait for the revised shipment The arrival time is credible and the affected work is not controlling the completion date Update the lookahead, keep the crew informed, and protect stored material
Partial delivery The quantity can support a complete, technically acceptable work package Confirm batch quantities, continuity, traceability, and testing before starting
Approved alternate source The original source cannot meet the required window Obtain design or contract approval and verify mix, quality records, and logistics
Resequence work Another work front can proceed without unsafe access, rework, or damage Revise the programme, coordinate trades, and preserve dependencies
Acceleration The contract and responsible parties authorise recovery measures Agree the method, cost responsibility, safety controls, and revised sequence in writing

Measure the real schedule impact

A late delivery is not automatically a late completion. Compare the revised arrival with the approved construction schedule and the near-term lookahead. Identify the affected activity, its planned start and finish, available float, predecessor and successor relationships, and whether it lies on the controlling or critical path.

Then test practical alternatives:

  • Can excavation, formwork, reinforcement, embedded items, curing-area preparation, surveying, inspection preparation, or another independent work front continue?
  • Will moving another crew create congestion, unsafe interfaces, double handling, or a later bottleneck?
  • Does a partial shipment allow a complete pour or masonry section, or would it leave an unacceptable interruption?
  • Will the revised sequence block another trade or change inspection and testing availability?

Federal construction scheduling guidance identifies material and equipment availability among the factors relevant to construction contract time. The Philippine construction FAQ describes approved schedules and meetings to determine the causes of slippage. Use those principles as planning disciplines, while applying the schedule and contract procedures that govern your project.

Resequence work safely and recover only with approval

Update the lookahead

Show the delayed activity, the revised delivery window, the work that will move forward, and the new dependencies. Issue the update to supervisors and affected trades so that labour, plant, inspections, and access are coordinated against one version of the plan.

Preserve quality while waiting

Do not start a concrete or masonry operation simply to keep a crew busy if the missing cement will force an unplanned joint, incomplete placement, or nonconforming mix. Confirm placing capacity, finishing resources, curing arrangements, testing, and access before the revised delivery arrives.

Control acceleration

Extra shifts, additional crews, split deliveries, substitute materials, and changed sequences can recover time but can also create safety, quality, and cost exposure. Follow the contract’s approval process. The Philippine FAQ’s examples of schedule adjustment and acceleration are jurisdiction-specific and do not create a general right to accelerate or to recover its cost.

Give contractual notice and build the evidence file

Notify the owner or contract administrator promptly in the form and within the deadlines stated in the contract. A useful notice states the order and promised delivery dates, the supplier’s revised commitment, the affected work, the current schedule assessment, and the mitigation being attempted. It should reserve whatever notice rights the contract provides without asserting an entitlement that has not been established.

Maintain one chronological file containing:

  • purchase order, approved source, specification, and required quantity;
  • supplier confirmations, revised dates, call notes, emails, and transport updates;
  • daily reports showing labour, plant, weather, access, and work actually performed;
  • lookahead and programme revisions identifying affected activities and dependencies;
  • records of alternate-source enquiries, quotations, approvals, and reasons for rejection;
  • photographs of stored cement and any moisture exposure or quarantine;
  • delivery tickets, batch details, certificates, test results, inspection records, and rejection decisions; and
  • measured cost or time effects, including idle resources and approved recovery work.

FHWA guidance on construction contract time describes progress schedules and project records as useful for documenting progress and analysing delay. Record facts as they occur rather than reconstructing them weeks later.

Protect cement already delivered

Store bagged cement on platforms or other raised supports, off the ground, in a dry area protected from weather and moisture. Keep the storage arrangement consistent with the project specification and the manufacturer’s instructions. Use a weatherproof cover as supplementary protection, but do not rely on a tarpaulin to correct poor drainage, condensation, wall leaks, or ground contact.

Inspect the bags and storage area after rain or flooding. Separate bags that are torn, hardened, lumpy, visibly damp, or otherwise suspect. Do not blend questionable material into a batch to avoid waste. Ask the project’s responsible technical representative whether testing, downgrading, or rejection is required, and document the decision.

Apply the project specification’s acceptance, testing, transport, and placement requirements. Caltrans Section 90 guidance addresses mix verification, documentation, transport, and quality controls; NRMCA/ASCC planning checklists address ordering and scheduling. Neither establishes a universal delivery-time limit or rejection rule for every jurisdiction. Use the requirements written into your contract and specification.

Can a delayed cement delivery justify more time or money?

Possibly, but the answer depends on the contract and the facts. Check who was responsible for procurement, whether the order was timely, whether the supplier’s delay was outside the contractor’s control, whether an approved alternate source was reasonably available, whether the delay affected controlling work, and what notice clause applies.

Also check how the contract treats excusable delay, extensions of time, acceleration, and additional cost. The Construction Industry Authority of the Philippines FAQ describes particular contract provisions, including examples involving schedule adjustment and material delivery. Caltrans describes documentation of alternate-source efforts in applicable public-works delay situations. Those sources do not establish a universal right to an extension or compensation. The governing contract, specifications, and local law control.

A practical decision record for the project meeting

For each proposed response, write down six decisions: specification and approval compliance; realistic arrival or recovery time; effect on critical and dependent activities; safety and quality risk; additional cost and contractual responsibility; and the quality and traceability records the supplier can provide. This gives the project team a defensible basis for choosing whether to wait, accept a partial shipment, source elsewhere, resequence, or seek authorised acceleration.

The strongest response is usually the one that keeps compliant work moving while preserving quality and evidence—not the one that merely produces the fastest truck arrival.
