If a supplier’s GST data does not match your purchase records or the credit shown in GSTR-2B, do not claim or reverse the amount automatically. First reconcile the invoice, purchase register, GSTR-2B and Invoice Management System (IMS). Then ask the supplier to file or correct the outward-supply record, take the appropriate IMS action, recompute GSTR-2B when required, and test the credit against every section 16 condition before filing GSTR-3B.
A missing invoice is often a filing, timing or data-entry problem rather than a permanent loss of credit. However, an entry in GSTR-2B is not conclusive proof that ITC is legally available. The business receiving the supply remains responsible for self-assessment and for retaining evidence, which is particularly important for construction projects with large material and subcontractor invoices.

Before changing your GSTR-3B, identify the return period involved and whether your GSTR-2B has already been generated or your GSTR-3B has already been filed. GSTN guidance describes draft GSTR-2B generation on the 14th of the subsequent month, but portal scheduling can change, so verify the current status in the portal.
- Place the supplier invoice beside the purchase-register entry, GSTR-2B record and IMS record.
- Mark the exact difference: missing record, wrong GSTIN, invoice-number or date error, value or tax mismatch, wrong tax type, wrong place of supply, or a period/timing difference.
- Check that the goods or services were received by the GST registration claiming the credit and that the invoice is genuine and properly recorded.
- Send the supplier a written correction request with the invoice and the precise fields that need attention.
- Use IMS to accept, reject or keep the record pending where the option is available.
- If you act in IMS after GSTR-2B generation, recompute GSTR-2B before filing GSTR-3B. Once that GSTR-3B is filed, recipient action for that month is unavailable.
Do not use a blanket rule such as “claim everything and wait” or “a missing 2B entry destroys the credit.” The correct treatment depends on the cause, the return timetable and the statutory eligibility conditions.

Diagnose what the mismatch actually means
| What you see | Likely explanation to investigate | First response |
|---|---|---|
| Invoice is absent from GSTR-2B and IMS | The supplier may not have filed GSTR-1, may have filed after the relevant cut-off, or may have used the wrong recipient GSTIN. | Ask the supplier for filing details and request addition or correction through the route available for that period. |
| Invoice appears, but a number, date, value or tax amount differs | A transposed invoice number, data-entry error, amendment or genuine commercial/tax dispute. | Compare the source invoice with the supplier’s reported fields and request a specific amendment. |
| Supplier says it corrected the return, but your statement is unchanged | The amendment may flow into the next period’s GSTR-2B rather than an already generated statement. | Check the next-period statement and keep the supplier’s filing evidence with your reconciliation. |
| Record is in IMS with an action already taken | A recipient acceptance, rejection or pending decision affects subsequent 2B population. | Review the action and recompute GSTR-2B if it was changed after generation. |
| Record is present and technically correct, but credit still seems restricted | A separate section 16 condition, payment issue or other statutory restriction may apply. | Perform an independent eligibility review rather than relying on 2B status. |
Reconcile every field before contacting the supplier
Use a line-by-line reconciliation for each invoice, not just a total comparison. At minimum, check:
- Supplier GSTIN and the GSTIN of the registration receiving the supply.
- Invoice number, invoice date and document type.
- Taxable value.
- CGST, SGST/UTGST and IGST amounts, including whether the tax type is appropriate.
- Place of supply.
- Return period and the period in which an amendment is expected to appear.
- Receipt of the goods or services and the project, site or cost code to which the invoice belongs.
For a construction business, a purchase-register line should also be tied to the work order, delivery record, measurement or completion record, subcontractor certification, and payment trail used by your internal controls. Those documents do not cure an incorrect GST return, but they help establish what was bought, received and recorded when eligibility is reviewed.

A useful status list is missing supplier filing, wrong recipient details, supplier amendment awaited, recipient IMS action required, timing difference and substantive eligibility issue. Send a correction request the supplier can act on
A vague message saying “2B is not matching” creates delays. Send the invoice copy and a short mismatch schedule containing:
- Invoice number and date.
- Your GSTIN and the supplier’s GSTIN.
- Taxable value and each tax component as reported and as expected.
- The return period in which you expected the document.
- The exact field that must be added or corrected.
- A request to confirm whether the document was filed, filed under another GSTIN, amended, or still awaiting filing.
Ask the supplier to confirm the correction route and expected period of visibility. Preserve the email, portal acknowledgement, invoice, purchase-register extract and any revised document in the same reconciliation record. This practical audit trail is especially valuable when a supplier handles several construction sites or invoices your head office under one registration while supplies belong to another.

Know which supplier filing route applies
GSTR-1A for an addition or amendment in the same period
GST Portal guidance describes GSTR-1A as an optional facility available after the supplier has filed GSTR-1 or its due date has passed, whichever is later, and before the supplier files GSTR-3B for that period. It can be used to add a missed record or correct a record for that period. The recipient should generally expect those changes in the next tax period’s GSTR-2B, not assume that an already generated statement for the original period will be rewritten.
Subsequent GSTR-1 or IFF
GSTN’s IMS FAQ explains that, after a supplier has filed GSTR-1, a recipient rejection can be followed by supplier correction or addition through GSTR-1A or a subsequent GSTR-1/IFF. The amended record then becomes available for recipient action. The usable route depends on the tax period, the supplier’s filing status and whether the relevant return has already been filed.
Do not promise a supplier that GSTR-1A is available for every historical period. Confirm the period-specific facility in the portal. If the supplier has not filed at all, the immediate request is filing the outward supply correctly; an amendment facility cannot substitute for a return that the supplier has never submitted.
Use IMS deliberately
IMS is a document and reconciliation workflow, not an automatic legal approval of ITC. GSTN’s advisory describes three principal recipient actions:
| IMS action | Effect on the record | When it fits |
|---|---|---|
| Accept | The accepted record enters the available-ITC section of GSTR-2B, and the tax is auto-populated in GSTR-3B as eligible ITC. | The supplier data is correct, the supply was received and your independent eligibility checks are satisfied. |
| Reject | The record appears in the rejected section and is not auto-populated as ITC in GSTR-3B. | The invoice is incorrect, belongs to another registration, is duplicated, or otherwise should not be accepted. |
| Pending | The record stays out of that period’s GSTR-2B and GSTR-3B and remains on IMS for later action where pending is permitted. | You need the supplier to correct a material error and the pending option is available for that document. |
When GSTR-2B is generated, records on which the recipient has taken no action are treated as deemed accepted under the IMS guidance. That treatment does not remove the recipient’s responsibility to test legal eligibility. Review your pending and no-action queues before each GSTR-3B instead of allowing the portal’s default to make a commercial decision for you.

Recompute after a late IMS decision
Recipient actions remain possible after draft GSTR-2B generation until GSTR-3B is filed. If you accept, reject or otherwise change an IMS decision after generation, recompute GSTR-2B so the revised action is reflected before filing GSTR-3B. After GSTR-3B filing, you cannot take action for that month, so an unresolved item must be handled through the applicable later-period and correction process rather than an IMS click-back.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Check ITC eligibility separately from the portal match
The GST Portal’s GSTR-2B FAQ states: “Taxpayers would be eligible to avail input tax credit based on the ITC indicated in Form GSTR-2B, as per availability/ eligibility of ITC.” The qualification matters. Section 16 conditions still apply, including possession of a prescribed tax document, receipt of the goods or services, payment of tax to the government subject to the law, and furnishing the recipient’s return. Other provisions can deny or restrict credit even when an invoice is visible in GSTR-2B.
Apply an independent checklist before including the amount in GSTR-3B:
- Is the invoice addressed to the correct registered person and does it describe the supply actually received?
- Do your receipt and project records support the transaction?
- Are the tax type, place of supply and values consistent with the transaction?
- Has the supplier’s correction produced a reliable return record, rather than only an informal promise?
- Are any separate restrictions or reversals applicable to the particular supply?
- Has your business furnished the required return and retained the prescribed documents?
Section 16(4) time limit
The general section 16(4) cut-off is 30 November following the end of the financial year to which the invoice or debit note relates, or the date of furnishing the relevant annual return, whichever is earlier. Statutory exceptions and amendments exist, including provisions for specified cases. Confirm the current rule for the exact financial year and facts; do not apply the general date mechanically to every invoice.
180-day payment rule
Non-payment is separate from a supplier-return mismatch. Where the recipient avails credit but does not pay the supplier the value plus tax within 180 days from the invoice date, the applicable rules can require proportionate reversal with interest. Credit may be re-availed after payment under the relevant provisions. Track the invoice, tax amount, payment date and any reversal or re-availment in your ledger so that a return mismatch is not confused with a payment-based adjustment.

Use the separate process for imports and SEZ supplies
Importers and recipients of supplies from SEZs should not ask a domestic supplier to amend GSTR-1 for a missing Bill of Entry record. The GSTR-2B FAQ identifies a GST Portal self-service feature to search Bill of Entry details and fetch missing records from ICEGATE. Check the Bill of Entry number, date, port and tax details, then use that import-specific workflow and retain the customs documentation.
A practical decision path before GSTR-3B
- Invoice appears correctly in 2B and IMS: confirm receipt, documents, payment and all other eligibility conditions; then include only the eligible amount.
- Invoice is missing because the supplier has not filed: obtain a filing commitment, monitor the next available statement and do not treat an unfiled invoice as automatically eligible.
- Invoice contains an error: send the mismatch schedule, reject or keep pending in IMS where permitted, and wait for the corrected record before taking credit unless your adviser determines another lawful treatment.
- Supplier has corrected after 2B generation: take the appropriate IMS action and recompute GSTR-2B before filing GSTR-3B.
- GSTR-3B is already filed: IMS action for that month is closed; document the issue and follow the correction and later-period treatment permitted by the law and portal.
- Record is present but eligibility fails: omit or reverse the ineligible amount even if IMS or GSTR-2B would otherwise auto-populate it.
Keep a defensible reconciliation file
For every unresolved or corrected invoice, retain the original tax invoice, purchase-register line, GSTR-2B and IMS screenshots or downloads, supplier correspondence, correction acknowledgement, receipt evidence, payment evidence and the final GSTR-3B working paper. Record who reviewed the item, what action was taken, the date of recomputation and the period in which the credit was ultimately considered.
For large projects, reconcile by supplier and site as well as by return period. A supplier may correctly report an invoice to one GSTIN while your accounts team posts it to another. Separating registrations and project ledgers makes that error visible before it becomes a recurring month-end exception.
When professional advice is warranted
Consult a qualified Indian GST practitioner for a high-value dispute, suspected fake or duplicate invoices, repeated supplier refusal, a missed statutory cut-off, a transaction involving several registrations, or a proposed reversal with significant interest. The correct remedy depends on the period, filing history and facts; there is no single enforcement step that resolves every supplier mismatch.
