When a remodel exceeds its estimate or misses its completion date, stop making informal agreements and rebuild a written picture of the job. Start with the signed contract and every approved change, compare promised scope, price, payment milestones and dates with the work actually completed, then ask the contractor for an itemized cost explanation and a realistic, dated completion plan. Preserve the record, handle payments cautiously and escalate through the appropriate state or local channels if a direct resolution fails.
This is general U.S. consumer information, not legal advice. Contract rights, payment rules, lien protections and deadlines depend on your state, locality, agreement, payment method and the facts of the project.

First, stabilize the project
Before arguing about the final bill, determine whether anyone faces an immediate safety risk. If unfinished electrical, gas, structural, weatherproofing or water-control work could damage the home or endanger occupants, limit access to the area and obtain prompt advice from the relevant building department or a qualified professional. Do not conceal unsafe work or authorize a new contractor to demolish evidence before you have documented the condition.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsFor a cost or schedule dispute without an immediate hazard, pause new commitments while you reconcile the paperwork. Gather the signed contract, original estimate, specifications, allowances, approved change orders, invoices, receipts, payment records, permits, texts, emails and photographs. The Federal Trade Commission advises consumers to get promises in writing and keep records; the Consumer Financial Protection Bureau likewise recommends written estimates that identify materials, permits, dates, total price and the payment schedule. FTC consumer guidance and CFPB contractor guidance provide the underlying advice.

Do not accept a new price, completion date or scope solely in a phone call when your agreement has a written change process. You can listen and take notes, but send a written recap and request the contractor’s written confirmation before treating a new term as agreed.
Reconcile the contract with reality
Create one project ledger. The point is to separate an approved change in scope from an unexplained overrun, and a documented delay from a date that was never guaranteed.
| Item to reconcile | What the agreement or approved change says | What your current record should show |
|---|---|---|
| Scope | Rooms, tasks, materials, allowances, exclusions and finish standards | Work completed, incomplete items, defective work and any owner-approved additions |
| Price | Original contract price and each signed change amount | Invoices received, credits, disputed charges and total paid to date |
| Payments | Deposit, milestone amounts, retainage or final-payment terms | Payment date, method, amount and milestone the payment was intended to cover |
| Schedule | Start date, substantial-completion date, milestones and stated allowances for delays | Actual start, milestone dates, days with work on site and documented causes of delay |
| Responsibility | Who obtains permits, orders materials, coordinates inspections and supplies selections | Open decisions, missed inspections, back-ordered materials and the person assigned to each next step |
Mark each entry as one of three things: agreed, proposed or disputed. Keep the original documents unchanged and work from dated copies or a separate spreadsheet. If a contractor says a site condition required extra work, record when it was discovered, what evidence supports it, whether you authorized it and how it changed both cost and time.

Send a calm, factual message rather than an accusation. Request an itemized explanation for every increase and a schedule that names the remaining work. Ask the contractor to identify:
- Each cost increase, with the related scope change, allowance, material price or site condition.
- Work that is complete, partially complete, rejected or still awaiting an owner decision.
- The amount already paid, approved credits and the balance the contractor believes is due.
- Who is responsible for permits, inspections, selections, deliveries and corrections.
- A realistic sequence of remaining tasks, with target dates and the conditions that could change them.
Request a written change order before approving additional work. It should show the added or deleted scope, price effect, schedule effect and signatures or approvals required by your contract. A change-order format is practical documentation, not a universally mandated form; local law and your agreement control.

A useful message
Subject: Written status and completion plan for the renovation
“Please send an itemized statement identifying each amount above the original agreement, the related scope change or site condition, and whether I approved it. Please also list completed and incomplete work, open selections or permits, the amount paid and the remaining balance you calculate. I request a written schedule with target dates for each remaining task and a proposed change order showing any cost or time impact. Until we confirm those terms in writing, please do not proceed with additional chargeable work unless the contract requires immediate action.”
Keep the tone professional and give a reasonable response date. A clear written request creates a common set of facts without conceding that every charge or delay is valid.
Make the record usable
Record progress in a way someone outside the project can understand. Date each photograph and describe its location; retain delivery notices, inspection results and receipts; and keep a log of calls that notes who participated, what was said and what action was promised. After a phone conversation, send a short recap such as, “My understanding is that the cabinet delivery is expected on Tuesday and installation will follow within two working days; please correct this if inaccurate.”
Store contracts and changes in a read-only folder or another location where they will not be overwritten. Keep copies of letters, email headers and text-message exports. For a serious unresolved dispute, the FTC suggests following phone conversations with a letter sent by certified mail and requesting a return receipt. See the FTC’s home-improvement guidance.
Do not edit a photograph to make a condition look worse or better. If you correct a ledger entry, preserve the original and note the correction date. A reliable chronology is more persuasive than a large, disorganized pile of messages.

Handle payments and new paperwork carefully
Review the payment clause and local rules before deciding whether to pay, withhold, escrow or redirect money. Do not assume that “stop all payments” is safe: nonpayment can trigger contractual remedies, interest or a lien claim in some circumstances. Conversely, do not make the final payment before the work is complete and you are satisfied, and do not pay the full contract amount upfront. These are points in FTC consumer guidance, which also warns consumers not to sign blank documents. Some states limit contractor down payments, so check with your state or local consumer-protection agency. FTC guidance.

Do not sign a blank form or a document that leaves price, scope or dates to be filled in later. If the contractor offers financing, compare its total cost, rate, fees, payment schedule and cancellation terms independently; a financing offer does not prove that the underlying charge is correct.
When a substantial amount is at stake, a threatened lien is mentioned, the contractor has abandoned the site or the work is unsafe, obtain prompt advice from a local construction attorney or consumer office before taking an irreversible step such as hiring someone to destroy or cover disputed work.
Diagnose the overrun and delay before choosing a remedy
Agreed scope change
If you requested a larger room, upgraded fixtures or a different finish and approved the price or method of calculating it, that increase is different from a charge appearing without authorization. Reconcile the change order with the invoice and confirm whether its schedule effect was disclosed.
Allowance or selection change
An allowance may change when the selected material costs more than the amount built into the estimate. Check the allowance, selection date, supplier quote and labor effect. Ask for the calculation rather than treating the entire difference as unexplained.

Unforeseen site condition
Hidden damage, code requirements or inaccessible utilities can affect cost and time. Ask for photographs, inspection reports or other contemporaneous evidence, the proposed corrective work and the contract clause that addresses changed conditions. You can request a change order without conceding that the contractor handled the condition correctly.
Contractor performance problem
Repeated missed mobilizations, uncorrected defects, poor coordination or unexplained labor gaps may indicate a performance issue. Compare the missed commitment with the contract’s notice, cure and delay provisions. Record the impact on other trades and household use of the property.
Owner-caused or mutually caused delay
Late selections, access restrictions or an agreed pause can move the schedule. Record the date of the request, the contractor’s acknowledgment and the revised milestone. A credible reset should distinguish these days from delays caused by procurement, staffing or coordination.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Evaluate a revised plan or replacement contractor on equal terms
If the current contractor proposes a reset or you seek another contractor, compare the same remaining scope rather than comparing headline totals. The FTC recommends multiple estimates and says a written estimate should describe the work, materials, completion date and price. The CFPB also recommends comparing written estimates and recording materials, permits, dates, total price and payment schedule. FTC guidance and CFPB guidance support this approach.

| Comparison point | Questions to answer |
|---|---|
| Remaining scope | Does each proposal include demolition, protection, cleanup, corrections and closeout? |
| Materials and allowances | Are brands, grades, quantities, lead times and allowance amounts comparable? |
| Price breakdown | Which labor, materials, permits, taxes, overhead and contingencies are included? |
| Payment milestones | What event earns each payment, and what amount remains until completion? |
| Completion date | Is the date credible given permits, deliveries, staffing and inspection availability? |
| Responsibility assignments | Who obtains permits, orders materials, coordinates trades and fixes defective work? |
| Warranty and closeout | What warranty is written, and what documents or approvals are delivered at completion? |
| Licensing and insurance | Can you verify the contractor’s required license and insurance status locally? |
Before terminating one contractor or hiring another, check your agreement for notice, cure, termination and dispute provisions. Ask how the existing contractor’s stored materials, permits, warranties and unfinished work will be handled. A lower replacement quote may omit correction, protection or permit costs, so compare line by line.

If the contractor stops responding or abandons the job
- Send a dated written request listing the unanswered questions, incomplete work and a reasonable deadline for a response.
- Use the contract’s notice method, such as email plus certified mail, and keep delivery proof.
- Protect the property from preventable damage without altering disputed work more than necessary; document emergency measures and invoices.
- Check permit status and inspection requirements with the local building department before another contractor performs regulated work.
- Obtain local legal or consumer-protection advice before termination, replacement hiring or any action involving a potential lien.
The correct remedy depends on the agreement and location. Generic advice cannot determine whether you may terminate, recover delay damages, withhold a particular amount or require correction.
Escalate when direct resolution fails
The FTC says, “First try to resolve it with the contractor. Many disputes can be resolved at this level.” If a documented written request does not produce a workable response, choose an outside route that actually exists in your state or locality. Possible contacts include:
- Your state attorney general or local consumer-protection office.
- The state or local agency that licenses or regulates contractors.
- A local home builders association, if it offers a complaint or dispute-resolution program.
- A court-connected or private mediation or arbitration program that fits the contract.
- A lawyer experienced in construction contracts, payment disputes and liens.
The FTC lists state and local consumer offices, home builders associations, media Call For Action lines and dispute-resolution programs as possible sources of help; the CFPB also mentions the contractor licensing agency and consulting a lawyer. Availability and authority vary, so verify the program before relying on it. FTC guidance and CFPB guidance.
Understand credit-card and open-end-credit disputes
If you paid by credit card or another open-end credit account, do not assume every contractor complaint is a billing error. The CFPB’s Regulation Z commentary describes some situations in which services were not delivered as agreed, including late delivery, but says the rule does not apply to a dispute about the quality of services the consumer accepted. Whether the rule applies turns on the payment method and facts. Review the official interpretation and follow the issuer’s documented dispute process or seek advice. CFPB Regulation Z interpretation.
Prevent the next budget or schedule surprise
- Use a written scope with materials, allowances, exclusions, completion date and payment milestones.
- Require written approval showing both price and schedule effects before extra work begins.
- Keep selections, permits, delivery commitments and owner decisions in a dated log.
- Make progress payments match verifiable milestones rather than calendar dates alone.
- Retain a clear final-payment condition tied to completion and your inspection, subject to the contract and local law.
- Verify licensing, insurance and references through the appropriate local sources before signing.
A simple renovation planner or budget-and-schedule notebook can help organize costs, milestones, change orders and progress notes. It is an organizational aid, not a substitute for the contract, legal advice or a government complaint process.
