What to Do When a Construction Project Runs Out of Fuel

When a construction site runs out of fuel, stop affected equipment safely, alert the site lead, assess critical systems, and arrange approved resupply without improvising fuel handling.

Stop the affected equipment safely, notify the superintendent or designated site lead, and check whether the outage affects safety-critical systems or other crews. Then arrange a resupply using the project’s approved process. Do not improvise a container or transfer method to get work moving again.

Stabilize the site and assess what has stopped

  1. Stop affected equipment safely. Do not run machinery dry or attempt to refuel equipment while it is operating.
  2. Notify the superintendent or designated site lead. Follow the site’s shutdown and communication procedures.
  3. Check the wider impact. Identify whether the shortage affects temporary systems, site controls, or work that other crews depend on. A fuel outage does not by itself mean the entire project must close or evacuate; respond to the actual risks and the site’s emergency plan. OSHA advises planning for changing construction-site conditions in its Emergency Preparedness and Response: Getting Started guidance.

Confirm the fuel and resupply requirements

Before placing an order, determine the fuel type and quantity needed, which equipment needs it, and whether a supplier can safely access the site. Confirm the equipment’s requirements and the project’s approved supplier or contingency process. Do not assume that another fuel type or an improvised substitute is compatible.

Contact the regular supplier first. If the site’s procedures allow it, ask about qualified mobile refueling. The EPA identifies construction sites among settings where mobile refuelers may operate, but that does not establish that a particular vendor is available, suitable, or eligible for the job. See the EPA’s SPCC Rule Amendments: Streamlined Requirements for Mobile Refuelers. Delivery availability and timing depend on location and conditions.

Make fueling a controlled operation

Fuel delivery and transfer are safety-sensitive tasks. For U.S. construction work, OSHA’s 29 CFR 1926.152 addresses approved containers, transfer and dispensing methods, refueling areas, fire protection, and ignition sources. Apply the requirements to the fuel, quantity, equipment, and site setup; also follow site rules and applicable state and local fire, environmental, transport, and permitting requirements.

  • Keep smoking and open flames out of fueling areas and provide fire-extinguisher coverage as required for the actual operation.
  • Use only approved containers and transfer methods. OSHA prohibits applying air pressure to a container or portable tank to transfer fuel.
  • Do not treat a rule about one transfer situation as permission to ignore other safeguards. OSHA’s 2004 interpretation explains that bonding requirements apply to transfers between storage containers, not refueling for final use; other applicable requirements still matter. Read the OSHA interpretation on storage and handling of gasoline on a construction site.

Keep small-quantity cans separate from bulk supply

OSHA’s construction standard calls for approved safety cans or DOT-approved containers when handling and using 5 gallons or less of flammable liquid. OSHA’s interpretation describes a safety can as a closed container of no more than 5 gallons with a flash-arresting screen, spring-closing lid, and spout cover. Verify that a container is approved and compatible with the specific fuel and site requirements. A small safety can is not a bulk-fuel plan and does not replace the requirements for storing or supplying heavy equipment.

Escalate spills or conditions beyond the crew’s capability

Follow the site spill plan if fuel leaks or spills. OSHA requires covered flammable-liquid leakage or spillage to be dealt with promptly and safely. Keep workers away from hazards and contact trained responders when the situation exceeds the crew’s capability. Which standards apply to dispensing can depend on where, how, and in what quantity fuel is handled; OSHA’s interpretation on standards for dispensing flammable or combustible liquids emphasizes that circumstances matter.

Choose a resupply route that fits the job

Compare the regular supplier, an approved contingency source, or a mobile refueler against the needs of the operation—not just whether fuel can be found. Confirm the fuel and quantity, delivery window, site access, equipment requirements, safe transfer method, supplier qualifications, local rules, and whether the project’s approved plan permits the arrangement. Get current local information rather than assuming a response time, price, or service area.
