Construction at a community water-treatment plant does not, by itself, mean tap water is unsafe or that service will stop. The correct response is to check your water utility’s current project notice and follow any instruction from the utility or local public-health authority. Those notices identify affected addresses, dates, pressure changes, outages, testing results, and whether a boil-water, do-not-drink, or do-not-use advisory is active.

Until an official notice says otherwise, do not boil water, install a special filter, or stockpile bottled water solely because construction is underway. If service changes, the water looks unusual, or an advisory is issued, use the decision steps below. This article follows U.S. Centers for Disease Control and Prevention (CDC) and Environmental Protection Agency (EPA) guidance; local instructions take priority because the hazard and plumbing conditions differ from one project to another.

Is tap water safe while the plant is being built?

There is no universal answer based only on the word “construction.” A treatment-plant project can be planned and operated while the existing system continues to supply water, or it can involve shutdowns, pressure changes, line work, disinfection, or an incident that requires special precautions. The project description alone does not establish which situation applies to your address.

When there is no advisory and service is normal

Use the utility’s construction updates for the current status. If your water service is normal and no official advisory covers your address, continue ordinary use. Do not assume that a home pitcher filter, bottled water, or boiling is required merely because equipment is being built or replaced.

When something changes at your tap

Contact the utility promptly if water service stops, pressure drops sharply, or the utility’s notice says your address is affected. A change in appearance, odor, or taste is also a reason to report the problem and check for an official update, but it is not by itself a reliable diagnosis of safety. Ask whether the change is expected during the work and whether a public-health instruction applies.

Check the official notice before deciding what to do

EPA emergency-response guidance says a drinking-water supplier should notify customers when there is a potential drinking-water problem. A utility notice is therefore more useful than assumptions based on the construction site, a social-media rumor, or a neighbor’s experience.

  1. Open the utility’s latest project or emergency notice. Use the utility website, customer-alert system, telephone line, or other channel the utility identifies.
  2. Confirm that your address is included. Service boundaries can stop at a street, building, pressure zone, or neighborhood. A notice for one area may not apply to every customer supplied by the plant.
  3. Read the dates and times. Note when work, an outage, an advisory, or a required precaution begins and when the utility expects to update customers.
  4. Identify the exact instruction. Look for the words boil-water advisory, do-not-drink advisory, do-not-use advisory, outage, or clearance. These are not interchangeable.
  5. Save the utility’s contact details. If conditions change, report the address, time, pressure, color, odor, and any visible debris. Do not rely on an old notice after the utility posts a newer one.

EPA’s customer FAQ on water decontamination explains that utilities should tell customers what precautions apply and what to do after an incident. The local notice may add directions for food preparation, bathing, handwashing, dishwashing, infants, pets, or other activities. Follow those details even when they are more specific than general CDC advice.

Know which water advisory was issued

CDC and EPA distinguish advisories by the type of risk. The allowed uses are different, so read the heading and the complete notice rather than treating every warning as a boil-water order.

Official notice What it means What residents should do What boiling can and cannot do
Boil-water advisory Germs may be present, or pressure or treatment conditions may have created a microbial risk. Use commercially bottled water or boil clear tap water as directed. Use safe water for drinking, cooking, brushing teeth, and every other use named by the notice. Boiling can kill germs. It does not remove toxic chemicals or other chemical contamination.
Do-not-drink advisory The water may contain chemicals, toxins, or another hazard that makes drinking unsafe. Use commercially bottled water for drinking and cooking, plus any additional uses listed by the local authority. Do not treat boiling as a solution. It does not remove harmful chemicals or toxins.
Do-not-use advisory Contact with the water itself may be dangerous. Do not use tap water for any purpose while the advisory is active. Follow the notice for bottled water, hygiene, and other arrangements. Boiling is not a remedy for a contact hazard and does not cancel the advisory.

If the notice uses different wording, follow the issuing authority’s definition and instructions. When the type or affected uses are unclear, call the utility or health department before using the water.

What to do during a boil-water advisory

Boil water correctly

CDC guidance says boiling is the best way to kill germs in water. Use clear tap water and bring it to a rolling boil for one minute. At elevations above 6,500 feet, boil for three minutes. Let the water cool before using it. A simmer, warm setting, or brief steaming period is not the same instruction.

If the water is cloudy, let particles settle and pour it through a clean cloth or paper filter before boiling, unless the local notice gives a different method. Do not add chemicals or combine treatment methods unless an official instruction tells you to.

Use safe water for the activities covered by the notice

Use boiled or commercially bottled water for drinking, making beverages and ice, cooking, preparing food, and brushing teeth when those uses are included in the advisory. Read the notice for directions about bathing, handwashing, washing dishes, preparing infant formula, and caring for people with medical needs. A boil-water advisory does not automatically have the same bathing or handwashing rules in every community.

Do not rely on a household filter

CDC advises that water passed through a home filter or pitcher should still be boiled during a boil-water advisory. Consumer filters are not interchangeable with disinfection, and the appropriate response depends on the hazard the utility is addressing.

Handle ice and connected appliances carefully

Do not use ice made by a refrigerator, ice machine, or other appliance connected to the water line unless the local notice specifically says it is safe. CDC says not to use water or ice from connected appliances during an advisory unless local directions say otherwise. Follow the utility’s instructions for discarding ice, replacing filters, and restarting equipment after clearance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Store boiled water safely

Cool boiled water and place it in clean, sanitized, food-grade containers with tight-fitting covers. Label the container with the date and keep it protected from recontamination. Stored water is for the advisory period; it does not make an unsafe source safe if it was filled before treatment.

What to do during a do-not-drink advisory

Use commercially bottled water for drinking and cooking and for every other purpose named in the notice. Do-not-drink advisories commonly address a chemical or toxic concern, so boiling is not a substitute. Heating can leave the contaminant in the water and, depending on the substance, may increase exposure through vapors.

Read the local directions for brushing teeth, making ice, preparing infant formula, washing produce, bathing, and washing dishes. Keep bottled water separate from containers used for untreated tap water, and ask the utility how to handle appliances or plumbing that were filled while the advisory was active.

What to do during a do-not-use advisory

A do-not-use advisory is the broadest restriction in this set. Do not use tap water for drinking, cooking, brushing teeth, bathing, handwashing, dishwashing, laundry, ice, cleaning, or any other purpose unless the issuing authority explicitly permits it. CDC explains that this type of notice is used when contact itself may be dangerous.

Follow the notice for hygiene and emergency supplies. If you need water for a medical device, a child, an older adult, or another person who cannot safely follow the standard arrangement, tell the utility or local emergency-management office when you ask for help.

If construction causes a service interruption

When water stops, ask the utility or local emergency-management office whether safe water is being distributed, where it is available, who can access it, what containers are accepted, and how long the interruption is expected to last. EPA’s emergency drinking-water guidance helps utilities and state agencies plan supplies, but it does not establish a distribution site or eligibility rules for a particular community.

  • Ask whether the interruption affects your address or only a nearby work zone.
  • Ask whether a boil-water or other advisory is active in addition to the outage.
  • Confirm pickup locations, hours, quantity limits, delivery options, and accommodations for people who cannot travel.
  • Ask whether the utility wants customers to close fixtures, shut off water heaters, or take another plumbing step.
  • Record the next update time and use the utility’s official channel for changes.

If you have safe water before the outage, store only what you can keep in clean, covered containers. Buying bottled water is most important when service is interrupted or an advisory requires it; construction alone is not a reason every household must purchase it.

What to do when the advisory ends

Do not resume normal use solely because the scheduled construction window has passed. Wait for the utility or health authority to announce clearance. The announcement may require customers to flush faucets, discard ice, clean appliances, or take another step before drinking.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Flushing instructions vary with building plumbing, pipe materials, fixtures, and the part of the system affected. EPA notes that the utility should explain whether flushing is needed and how to do it. Follow its sequence and duration instead of using a generic internet procedure. If water remains discolored, has an unusual odor, or pressure is not restored after the utility says service is safe, report the condition and ask whether additional flushing is appropriate.

Household checklist while the project continues

  • Subscribe to the utility’s construction and emergency alerts.
  • Keep the project hotline and local public-health contact available.
  • Know where the main shutoff and water-heater controls are, but change them only when the utility directs you.
  • Keep a few clean, covered containers available for water that officials have confirmed is safe to store.
  • Do not pre-boil large quantities unless an advisory or utility instruction makes that necessary.
  • Tell household members, caregivers, tenants, and visitors which notice applies and where updates are posted.
  • For a business, school, or care facility, follow its regulatory water-safety plan as well as the public notice.

Common mistakes and the safer correction

Assuming construction equals contamination

Correction: Check the current notice. Construction status alone does not establish that tap water is unsafe.

Boiling during a chemical advisory

Correction: Use bottled water or the source named by officials during a do-not-drink or do-not-use advisory. Boiling addresses germs, not toxic chemicals.

Questions to ask the utility

When the notice is incomplete or your circumstances are unusual, ask:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Is my exact address in the affected area?
  • Is this a construction update, an outage, or a health advisory?
  • Which advisory type applies, and which activities are restricted?
  • Is the concern microbial, chemical, or unknown?
  • Are bottled-water supplies or distribution points available, and what are the access rules?
  • Should I discard ice, drain a water heater, replace an appliance filter, or flush fixtures?
  • What event will trigger clearance, and where will that clearance be posted?
