First confirm which material is late—bagged cement, bulk cement, or ready-mixed concrete—then obtain a realistic revised arrival window from the supplier, notify everyone affected, protect any cement already on site, and resequence only work that the plans and specifications permit. A bag of cement can be protected and stored; a ready-mix truck cannot be put aside as inventory. Record the original commitment, every update, the actual arrival and the schedule or cost effect, and follow your contract’s notice procedure.
Identify what is actually delayed
“Cement delivery” can describe three different products. Handling the wrong one can damage material or create a quality and safety problem.

| Material | What it is | Correct response to a delay |
|---|---|---|
| Bagged cement | Dry cement in paper or composite bags, intended for storage before mixing. | Keep existing bags dry, raised and stable; ask whether a partial shipment or new delivery window is possible. |
| Bulk cement | Powder delivered to a silo or other approved bulk-storage system. | Use the designed, weather-tight storage system and follow silo safety procedures. Do not improvise entry or flow-clearing work. |
| Ready-mixed concrete | Concrete batched at a central plant and delivered fresh in a truck. | Reschedule the pour with the producer and placement crew. It is perishable and is not material that can simply be stored for later. |
If the purchase order, dispatch message or delivery ticket is unclear, ask the supplier to identify the product, mix or grade, quantity and intended placement before changing the plan.

- Call the supplier or dispatcher. Ask what caused the delay, the earliest realistic arrival window, whether a partial delivery is possible, and when you will receive the next update. Partial delivery is not guaranteed; treat it as a question, not an assumption.
- Confirm the revised plan in writing. Send an email or message that states the order number, material, quantity, original promised time, new estimate and the next check-in time. Written confirmation prevents different crews from working to different information.
- Notify the site team immediately. Tell the superintendent, foreperson, concrete crew, pump or placing-equipment operator, testing and inspection personnel, and any trade whose work follows the placement. NRMCA guidance advises notifying the producer promptly about schedule changes or work stoppages; the same discipline should be used internally.
- Map the impact. Identify tasks, labor, equipment, inspections, access arrangements and follow-on trades that depend on the missing material. Mark which activities are on the critical path and which are independent; the actual critical path is specific to your project.
- Protect what is already on site. Move packaged cement to suitable storage, check for moisture damage and secure stacks. For bulk material, verify silo status without entering or modifying the system.
- Choose a permitted resequence. Advance only work that is independent of the delayed material and allowed by the drawings, specifications, method statements and inspection plan. Tell the superintendent and affected parties before changing the sequence.
- Start a contemporaneous record. Log each call, message, revised estimate, notification, arrival time, labor or equipment idle time and mitigation decision.
Protecting bagged cement already on site
Keep bags raised, dry and ventilated
Use the manufacturer’s product sheet for the exact cement. A packaged mortar-cement sheet from Holcim directs users to place bags above ground on pallets or another support that permits airflow, use tarps or polyethylene sheeting to limit contact with moisture, precipitation and high humidity, and avoid storing bags directly against walls. The same principles protect other packaged cement, but the product instructions control if they differ.

- Put pallets on a sound, level surface away from standing water and splash zones.
- Leave airflow around the stack; do not press bags against a wall or seal damp air inside an enclosure.
- Use a water-resistant polyethylene tarp when the material is not being handled. Cover the top and sides while leaving enough ventilation to avoid trapping condensation.
- Inspect bags before use. Lumps, torn packaging, damp patches or other signs of moisture exposure require a decision under the product instructions and project quality requirements; a tarp does not make compromised cement acceptable.
- Keep the storage area separated from washout, chemicals, fuel and other contamination sources.
Stack safely
Under United States OSHA construction rules, bagged materials must be stacked by stepping back layers and cross-keying the bags at least every 10 bags high. Stored materials must be secured against sliding, falling or collapse. Follow your site’s stricter limits, lifting plan and manual-handling procedures, particularly where bags are heavy or access is restricted.
Do not build a taller stack simply because a delay leaves more bags on site. Reduce the stack or relocate it if the base, pallet, access route or weather protection is no longer reliable.
Bulk cement: use the approved system only
Bulk cement belongs in the silo, bin or other storage system designed for it. The American Cement Association’s roller-compacted-concrete guide describes a dry, weather-tight and properly ventilated structure, but its example capacity and temperature provisions are project-specific examples, not universal requirements for every cement delivery.

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque
- Both the DEWALT impact driver and drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Do not climb into a silo, enter a bin or attempt to break a bridge or blockage with improvised tools. OSHA provisions for silo and bin work require shutdown, lockout and tagging before entry into a storage facility. Only trained, authorized personnel using the project’s confined-space and energy-control procedures should perform that work. If the delay creates a flow problem, call the equipment owner or qualified service provider and follow the approved procedure.
When the delayed load is ready-mixed concrete
Reschedule the entire placement operation
Ready-mixed concrete is produced at a central plant and delivered in a plastic, fresh condition. It is not interchangeable with dry bagged cement and cannot be kept on site as ordinary inventory. NRMCA advises that the crew be ready when the truck arrives because concrete is perishable, and that the producer be told promptly about schedule changes or stoppages.
Agree a new delivery time with both the producer and the placement team. Confirm the approved mix, quantity, placement location, access route, planned delivery rate, pump or crane arrangement, finishing crew, testing personnel and weather or protection measures. If the pour is split, stopped or moved, obtain approval from the responsible project professional where the plans or specifications require it.

Use the delivery ticket and approved specification
NRMCA’s 2026 specification guide says ready-mixed concrete should be batched, mixed and delivered in accordance with ASTM C94/C94M and furnished with a delivery ticket. Keep the ticket with the project records and check that it identifies the required mix and load information. The ticket does not replace the project’s acceptance criteria or inspection requirements.
Never add water, alter mix proportions, extend working time or change acceptance criteria on your own to compensate for a late truck. Any adjustment must be authorized by the supplier and the responsible project professional under the contract documents. If a truck arrives outside the permitted time or condition, ask the testing and quality personnel how the load is to be handled rather than guessing.
Protect people during the revised pour
Fresh concrete can cause severe skin and eye burns. The American Cement Association recommends protective clothing and eye protection, prompt rinsing after exposure and medical attention for serious injury. Reconfirm wash facilities, emergency access and the crew’s protective equipment when the pour is moved to a different time or location.

Keep the project moving without creating a second problem
Build a short look-ahead plan
Update a one- to two-week look-ahead, or the project’s normal short-term planning horizon, around the revised delivery. For each affected activity, record its predecessor, required inspection or hold point, crew, equipment, access and successor. Then classify it:
- Proceed: independent work that the plans and specifications allow without the cement.
- Prepare: work such as form, reinforcement, subgrade, access or protection checks that can be completed without placing concrete, provided the inspection sequence remains valid.
- Hold: work that depends on the missing material, an approval, a test or a placement window.
- Reschedule: labor, pump, testing, traffic control or follow-on trades whose booked time will no longer work.
Pre-construction checklists from NRMCA and the American Society of Concrete Contractors are intended to assign responsibilities and improve communication. They support coordination but do not replace your contract schedule, drawings or specifications.

Coordinate the new sequence
Before crews begin a resequenced task, verify that it will not block truck access, damage prepared work, invalidate an inspection or create an unplanned cold joint or construction joint. Issue the revised sequence to the superintendent, subcontractors, inspectors and supplier. A verbal agreement at the gate is not enough for a change that affects quality or contract time.

Document the delay and protect your contractual position
Keep one chronological file containing:
- Purchase order, order confirmation and the original promised delivery time.
- Supplier emails, messages, call notes, revised estimates and the name of the person providing each update.
- Delivery tickets, actual arrival time, quantity, mix identification and any rejected or returned load record.
- Site diary entries showing weather, access, crew and equipment status, inspections and work actually performed.
- The updated look-ahead or schedule, notifications to affected trades, and each mitigation decision.
- Measured labor, equipment, standby, remobilization and other impacts, with supporting records.
Check the contract for notice deadlines, required forms, superintendent or architect notifications, force-majeure language, delay allocation and record-keeping rules. Whether a late delivery supports extra time, payment or another remedy depends on the contract, governing law, cause and demonstrated impact. No general rule guarantees entitlement, so send any required notice promptly even while the supplier is investigating.
Prevent avoidable delivery surprises
Set a communication protocol
At the pre-construction meeting, assign who orders, who confirms the delivery window, who can authorize a change, who updates the schedule and who contacts testing and inspection staff. Define how far in advance the producer must be told about a stoppage or change and where delivery tickets and call records will be stored.
Use status tools where available
Some suppliers offer order and tracking tools. Holcim describes ConcreteDirect as a free smartphone app for managing orders and tracking deliveries. Heidelberg Materials describes digital delivery insight through Command Alkon Load Assurance. Availability depends on the supplier, geography, account and program; verify that your producer supports the service rather than assuming an app will show every load.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteConfirm site readiness the day before
Recheck access, turning space, forms, reinforcement, subgrade, pump setup, lighting, washout, testing arrangements, weather protection and crew availability. A delivery window is useful only if the site can receive and place the material safely.
Message template for a delayed delivery
Use a concise written update and adapt it to your contract:
Subject: Revised cement/concrete delivery – [project] – [order number]
- Material, mix or product and quantity:
- Original delivery date and time:
- Supplier’s current estimate and stated cause, if known:
- Next supplier update due:
- Activities, crews, equipment and inspections affected:
- Approved resequencing or work stoppage:
- People notified and time notified:
- Required contract notice or form:
- Next site decision and owner:
Common mistakes to avoid
- Covering damp bags and calling them protected: a cover limits new moisture but cannot reverse contamination or hardening.
- Treating ready-mix like bagged cement: a truck delay requires coordination with the producer and placement team, not storage on site.
- Changing the mix to save the pour: unauthorized water or proportion changes can breach the approved specification and affect acceptance.
- Resequencing without checking dependencies: work that appears independent may block access, remove an inspection opportunity or damage preparation.
- Relying on a phone call alone: without a time-stamped record, it is difficult to establish what was promised, when the project reacted or what the delay cost.
- Entering a silo to clear a blockage: shutdown, lockout, tagging and the site’s authorized-entry procedure are mandatory safeguards.
The Bottom Line
Confirm the material, get a written revised window, protect stored bags or use the approved bulk system, reschedule ready-mix with the producer and placement crew, resequence only permitted independent work, and document every impact under the contract’s notice rules.
