What to Do if Water Pressure Drops During a Power Outage

First, identify whether your home uses municipal water or a private electric well, then check your water utility and local health authority for an outage notice. A pressure drop on a public system may be linked to a main break or power loss and can trigger a boil-water or do-not-use advisory. On a private well, the pump may have stopped; opening faucets can depressurize the system and increase contamination risk.

Until you know which situation applies, conserve water, use commercially bottled water for drinking and food preparation, and follow the exact boundaries and instructions in any local notice. When power returns, restore and check pumps and treatment equipment. If a private well lost all pressure or produced no water, arrange water testing before drinking from it.

Determine which water system you have

The correct response depends on the source of your water. A municipal customer may still have water at low pressure, while a private-well owner can lose all flow when the pump loses electricity.

Situation Main concern Immediate action Recovery
Municipal supply Pressure loss can follow a main break, power loss, construction or maintenance. A pressure drop can permit contamination in some incidents. Check the utility and local health authority for an affected-area notice. Follow any boil-water or do-not-use instruction. Use the water normally only after the utility or health authority lifts the advisory.
Private electric well The pump and treatment equipment may stop. Drawing water can depressurize the system and increase the chance of contamination. Avoid opening faucets, showering or flushing toilets where possible. Use a safe alternate supply. Verify the pump and treatment equipment, flush lines as directed, and test water after total pressure loss or no flow.

Do not assume that every low-pressure customer is affected by the same incident. Portland Water Bureau guidance notes that pressure loss can result from “a main break or loss of power, or because of construction or maintenance activities.” Its precautionary notices apply only to the properties and boundaries identified in the notice.

What to do while pressure is dropping

1. Check official outage information

  1. Look up your water utility’s outage map, emergency page or recorded phone message.
  2. Check your city, county, provincial or state health authority for a boil-water or do-not-use notice.
  3. Compare your address with the notice’s affected-area map or boundary list. Do not apply a neighboring area’s advisory automatically.
  4. Follow the most restrictive current instruction until the issuing authority says it has ended.

Utilities may issue a precautionary boil-water advisory after pressure is lost even when no contamination has been confirmed. A do-not-use notice is different: it may prohibit using tap water for bathing, washing dishes or other contact, not just drinking. Read the notice rather than relying on the appearance of the water or on pressure returning.

2. If you have a private well, conserve system pressure

An electric well pump normally refills the pressure tank and maintains pressure in the plumbing. When the pump has no power, every faucet opening draws down the stored water and pressure. Health Canada’s emergency guidance says: “During a power outage, do not: open faucets; take showers; flush toilets.” Follow that approach where practical until you have another safe supply or the pump is operating.

Make water safe for drinking and cooking

When a boil-water advisory applies

Use commercially bottled water, or boil tap water exactly as the local authority instructs. California public-health guidance describes bringing water to a rolling boil for one minute to kill most organisms; an incident-specific instruction can differ, so the local notice controls.

Use bottled or boiled water for:

  • Drinking and preparing beverages
  • Cooking and preparing food
  • Brushing teeth
  • Making ice
  • Preparing infant formula or pet water

Do not assume that a refrigerator filter, pitcher filter or ordinary taste-and-odor cartridge disinfects water. Such filters are not a substitute for boiling or another treatment method specified by public-health officials.

If you cannot boil

Virginia emergency guidance identifies reliable bottled water, household bleach that meets its specified concentration and dosing directions, or water-purification tablets used according to their label as alternatives. Do not copy a bleach dose from an unrelated source: concentration, water clarity and contact time affect the result. Chlorine treatment is not a solution for suspected chemical contamination, fuel, sewage chemicals or other non-microbial hazards. In those cases, use bottled water and follow the health authority’s instructions.

Do not judge safety by appearance

Michigan emergency information warns that contaminated water may look, smell and taste normal. Cloudiness, discoloration or an odor is a reason to stop using the water, but clear water is not proof that it is safe. An advisory, test result or official clearance is more reliable than your senses.

What to do when power returns

Municipal water

  1. Keep following the boil-water or do-not-use notice even if pressure seems normal.
  2. Wait for the utility or health authority to announce that the notice has been lifted.
  3. After clearance, follow any flushing instructions. The utility may tell customers to run cold water from specific taps or for a specified time.
  4. Discard ice made while the advisory was active and clean any equipment the notice identifies.

Pressure restoration alone does not end an advisory. Only the issuing utility or health authority can confirm that the affected system has been checked and the notice is over.

Private well

  1. Confirm that the well pump has power and is cycling normally. Do not open electrical equipment if it is wet; use a qualified professional.
  2. Check treatment equipment, such as filtration, ultraviolet or other disinfection units, and verify that alarms or bypass valves are not indicating a fault.
  3. Inspect visible plumbing, the pressure tank and storage tanks for damage or leaks.
  4. Run water for a few minutes to flush lines, unless local officials or the equipment manufacturer specify another procedure. Ottawa Public Health gives a local recommendation of five minutes at each tap.
  5. If the system lost all pressure or no water came from faucets, arrange appropriate bacterial testing before drinking the water.

Health Canada recommends flushing after an outage, while Washington State guidance advises professional sampling and inspection of the pump, electrical connections, pressure tank, storage tanks and related equipment when a well has been affected by an emergency. Local instructions and your system manufacturer’s directions take priority because well designs differ.

When a private well needs testing or service

Arrange testing before drinking if any of these conditions occurred:

  • The pressure tank emptied completely or faucets stopped producing water.
  • Floodwater, heavy runoff or storm debris reached the wellhead or nearby ground.
  • The pump, wiring, controls or treatment equipment was submerged, damaged or repeatedly tripped.
  • Water remains cloudy, unusually colored or has a new odor after flushing.
  • A local health authority advises testing after the event.

Use a professional water laboratory for sampling instructions and bacterial analysis. A pump contractor may need to inspect the pump, pressure tank, electrical connections and storage tanks. Do not treat a failed pressure switch, exposed wiring or flooded control box as a do-it-yourself repair.

If pressure stays low after the outage

Municipal customers

  • Check whether the utility still lists an incident in your area.
  • Ask neighbors whether they have the same symptom; widespread low pressure points toward a utility event, while a problem limited to one property may be inside the building.
  • Look for a closed main shutoff, a leaking service line or a damaged pressure-reducing device only if you can inspect safely.
  • Report persistent low pressure to the utility and mention whether the water is discolored or absent entirely.

Private-well owners

  • Check the electrical panel for a tripped breaker only if the area is dry and safe.
  • Observe whether the pump runs continuously, fails to start or cycles unusually; these symptoms warrant a qualified well technician.
  • Do not bypass protective controls or repeatedly reset a breaker.
  • Keep using alternate safe water until flow, treatment and test results are satisfactory.

Prepare safe water before the next outage

Keep commercially bottled drinking water available for an outage and store treated water in clean, covered containers. These supplies provide an alternate source; they do not restore household pressure and do not override a utility’s safety instruction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Store containers where heat, freezing and chemicals will not damage them.
  • Keep a manual can opener and a way to heat water if authorities instruct you to boil.
  • Know whether your home is on municipal water or a private well, and save the utility and local health authority contact details.
  • Private-well owners should know the location of the pump disconnect, pressure tank and treatment equipment, but should not open wet electrical equipment.
  • After severe weather, plan for laboratory testing and professional inspection rather than assuming that restored electricity means restored water safety.

A simple decision path

  1. Pressure is low: identify municipal versus private-well supply.
  2. Municipal: check the affected-area notice and follow any boil-water or do-not-use instruction.
  3. Private well: conserve pressure, avoid opening fixtures and obtain alternate safe water.
  4. Advisory or uncertainty: use bottled or properly boiled water for drinking, cooking, brushing teeth and ice.
  5. Power restored: verify pumps and treatment equipment, flush as directed and wait for official clearance.
  6. Total pressure loss, no flow or storm damage: obtain professional inspection and bacterial testing before drinking.
