What to Do if Concrete Test Results Fall Below the Specified Strength

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A low concrete strength result is a trigger for a controlled investigation—not proof that the structure is unsafe, and not an automatic instruction to remove concrete. First verify the test age, the defined strength-test calculation, specimen curing, placement records, and the code and contract requirements. Then send the complete report to the project’s licensed design professional (LDP), usually the structural engineer, and follow the building official’s and contract administrator’s process.

The correct response depends on whether the result is an early-age monitoring value or an acceptance-age test, whether specimens were standard- or field-cured, whether the laboratory and sampling records are sound, and whether calculations show a significant reduction in structural adequacy.

Start by determining what result is actually low

Do not treat the lowest cylinder printed on a laboratory report as automatically being the project’s strength test. Under the applicable specifications, a strength test has a defined sample, specimen count, testing age, and calculation. Confirm which cylinders came from the same concrete sample and how the laboratory calculated the reported strength-test value.

Check the test age

Specified compressive strength is generally based on 28-day results unless the construction documents state another age. Three- and seven-day cylinders are commonly used to monitor early strength gain. An early result below a 28-day target is not automatically a final acceptance failure; concrete may continue gaining strength. Conversely, a project specification can designate another acceptance age, so the drawings, specifications, and adopted code control.

Confirm specimen type and curing

Standard-cured cylinders are intended to represent concrete under standardized laboratory curing. Field-cured cylinders are kept in conditions intended to represent the concrete in the structure and can reveal inadequate protection or curing. A field-cured result and a standard-cured result answer different questions. Confirm the curing method, cylinder identification, casting date, testing date, and any report notation about temperature, handling, end preparation, or damage.

Verify the concrete and location

Match the report to the batch or truck ticket, concrete mix designation, specified strength, placement date, and exact member or area placed. A strength result cannot be evaluated correctly if the sample is assigned to the wrong pour or location. ASTM C39/C39M describes the cylinder compression method used for specification compliance and quality control; the project’s specified edition and procedures govern.

Notify the people who can make a structural decision

Send the laboratory report, batch tickets, placement and curing records, inspection notes, and any photographs to the LDP or structural engineer as soon as the apparent low result is identified. Follow the contract’s notice requirements and the local building official’s process. The engineer and authority having jurisdiction determine what investigation, restrictions, or acceptance decision is appropriate.

Do not declare the structure safe or unsafe from one number. If there is visible cracking, spalling, unusual deflection, formwork movement, honeycombing, or an immediate concern about loading, contact the responsible engineer and building official promptly. Only the responsible project professionals should direct a loading restriction, temporary shoring, access closure, or other emergency measure.

Use the governing code and project documents

The principal guidance discussed here is the American Concrete Institute’s technical FAQ summarizing ACI 318-19 construction-stage provisions. ACI 318-19 distinguishes this process from evaluation of an existing structure, which is addressed separately in Chapter 27. Do not transfer construction-stage criteria to an existing building, another code edition, a non-U.S. jurisdiction, or a project whose specifications establish a different procedure.

When an ACI 318-19 investigation is triggered

ACI’s FAQ states that steps are required to ensure structural adequacy is not jeopardized when a standard-cured-cylinder strength test is below the specified strength by more than the applicable acceptance limit, or when field-cured tests indicate inadequate protection or curing. Related ACI educational material summarizes the ACI 318-19 trigger as more than 500 psi below specified strength when the specified strength is 5,000 psi or less, or more than 10 percent below specified strength when it is above 5,000 psi. Those figures are edition-specific summaries, not a substitute for the adopted code and project specifications.

Follow a documented investigation sequence

  1. Assemble the records. Obtain the complete laboratory report, cylinder IDs, sample and truck numbers, batch tickets, mix information, specified strength, test age, curing classification, placement location, weather and curing logs, and the code and specification editions incorporated by the project.
  2. Ask the testing agency to clarify irregularities. Request written clarification of specimen handling, storage temperature, curing, end preparation, loading rate, equipment condition, cylinder dimensions, and any deviations noted by the technician. A clarification is not the same as assuming the laboratory made an error.
  3. Have the LDP compare the result with the acceptance criteria. The engineer should determine whether the reported value is the defined strength test, whether an early-age result is being mistaken for an acceptance-age result, and whether the applicable limit has actually been exceeded.
  4. Identify the concrete represented. Trace the sample to the member or pour and determine what structural elements could be affected. A single sample may not represent every placement made that day.
  5. Review structural calculations. The LDP evaluates the member using the actual design, loads, geometry, reinforcement, construction sequence, and credible concrete strength information. This determines whether structural adequacy could be significantly reduced.
  6. Obtain authorization before additional testing. If further investigation is warranted, the LDP and building official specify the method, locations, number of specimens, laboratory qualifications, and acceptance criteria. Do not drill or load-test a member on your own initiative.
  7. Record the resolution. Keep original reports, correspondence, calculations, core maps, test results, professional opinions, authority decisions, and any corrective-work records with the project closeout documents.

When core testing is considered

For the ACI 318-19 construction-stage situation described in ACI’s FAQ, cores may be tested when an investigation confirms a likelihood of low-strength concrete and calculations indicate that structural adequacy is significantly reduced. The provision states that three cores are required for each strength test below the acceptance limit in the conditions covered by that section. Coring is therefore an authorized, planned investigation step—not an automatic response to every low cylinder.

ASTM C42/C42M provides procedures for obtaining, preparing, and testing cores to determine properties of in-place concrete. The project must use the edition and procedures required by its governing documents. A qualified concrete testing laboratory should coordinate sampling with the LDP so that core locations do not damage reinforcement, utilities, waterproofing, or critical load paths.

Why core results require careful interpretation

  • Location and orientation: A core from a congested joint, thin section, or area with unusual consolidation may not represent the same concrete as a core from the middle of a member.
  • Moisture condition: The moisture state at testing affects measured strength and must be controlled and reported according to the applicable method.
  • Geometry: Length-to-diameter ratio, diameter, and end preparation influence the result.
  • Concrete history: Placement temperature, curing, age, cracking, segregation, and exposure can change in-place properties.
  • Drilling and preparation: Damage during extraction or trimming can reduce the measured value.

Core strength is generally lower than the strength of a properly molded and cured cylinder, and no single conversion factor applies to every concrete or project. The engineer must interpret the results using the governing standard, the member’s conditions, and the structural analysis.

ACI 318-19 core criteria often quoted

For the construction-stage evaluation described by ACI’s FAQ, concrete represented by three cores is considered structurally adequate when the average of the three is at least 85 percent of the specified compressive strength and no individual core is below 75 percent. These values are not universal acceptance or repair rules; confirm the adopted code, project conditions, and whether the work concerns new construction or an existing structure.

Specified strength Required average of three cores Minimum individual core
4,000 psi At least 3,400 psi (85%) At least 3,000 psi (75%)

ASTM’s C42/C42M information presents the same 85-percent average and 75-percent individual values as an example of ACI criteria and emphasizes that the applicable code or contract may govern. If the governing documents do not establish core criteria, the specifier should establish them in the project specifications rather than importing a number from another job.

Possible outcomes after review

The outcome is project-specific. A review may conclude that the original test was an early-age monitoring value, that the defined strength test satisfies the acceptance criteria, or that a specimen or documentation problem requires clarification. If low in-place strength is credible, the engineer may request cores, additional structural analysis, nondestructive examinations used in conjunction with other evidence, load testing where permitted, or a combination of methods.

Depending on the evidence, the authority may accept the work without structural action, require monitoring or a use restriction, approve a designed strengthening scheme, require localized corrective work, or require removal and replacement. The cited ACI and ASTM material does not prescribe one remedy for an unknown structure. Repair compounds, strengthening materials, demolition, and generic “concrete test kits” should not be selected before the engineer identifies the failure mechanism and specifies the remedy.

Common mistakes and how to avoid them

  • Calling a seven-day cylinder a failed 28-day test: Check the specified acceptance age first.
  • Using the lowest individual cylinder as the strength test: Confirm the sample definition and calculation in the specification and report.
  • Assuming every low result is a laboratory error: Ask for documented clarification while preserving the original evidence.
  • Ordering cores without authorization: Core locations, number, moisture condition, and interpretation must be planned by the LDP and project authority.
  • Applying 85/75 criteria universally: Those figures are tied here to the ACI 318-19 construction-stage context and may not govern another edition, jurisdiction, contract, or existing-structure evaluation.
  • Making an independent safety declaration: A strength number alone does not account for member geometry, reinforcement, loads, curing history, or distress.
  • Losing the chain of records: Preserve reports, tickets, curing logs, calculations, core locations, results, and decisions in the project file.

Construction-stage concrete versus an existing structure

The ACI FAQ discussed here addresses construction-stage investigation under ACI 318-19. Evaluation of an existing structure is a separate code task under Chapter 27 and may use different assumptions, inspection methods, load histories, and acceptance criteria. If the concrete has been in service for years, do not apply the construction-stage 85/75 example or investigation trigger without the engineer confirming that the adopted provisions govern.

What information to give the structural engineer

  • The complete strength report, including all cylinders from the sample and any laboratory remarks.
  • Specified compressive strength, required test age, and the adopted code and specification editions.
  • Batch tickets, mix design identification, truck or load number, sample time, discharge time, and placement location.
  • Standard- or field-curing records, weather, protection, curing compounds, blankets, heaters, and any interruption.
  • Placement sequence, consolidation methods, finishing practices, water added on site, and observed segregation or cold joints.
  • Photographs and descriptions of cracking, honeycombing, spalling, deflection, formwork movement, or other distress.
  • Any notices from the testing agency, contractor, inspector, design professional, or building official.

Bottom line for a low concrete test

Verify the test before labeling it a failure, notify the project’s LDP and authority promptly, and let the governing code and contract determine the investigation. Under the ACI 318-19 construction-stage process summarized by ACI, the objective is to ensure that structural adequacy is not jeopardized; authorized core testing under ASTM C42 may be considered when low in-place strength is credible and calculations show a significant reduction. No universal rule says that concrete must be removed, that loading must stop, or that a particular repair is required without the project’s records and a qualified professional evaluation.
