What to Do if a Bridge Closure Disrupts Deliveries or Contractor Access

A practical response to bridge closures: verify the notice, confirm an authorized route for your vehicle and destination, coordinate access, and track changes.

When a bridge closure disrupts a delivery or job-site visit, first verify the official closure notice and whether it covers your vehicle, load, destination and travel time. Use only an authorized detour, and confirm any local or contractor access directly with the road authority or project contact. Then coordinate a revised delivery or work plan and keep checking official updates; reopening dates and access conditions can change.

Start by establishing exactly what is closed

A bridge closure is not one uniform restriction. It may apply all day or only overnight, prohibit through traffic while allowing some local access, restrict vehicles by weight or size, or limit entry to a work zone. These distinctions determine whether a delivery vehicle can reach the bridge, the site entrance or the intended unloading point.

Check the current notice from the transportation authority or project team responsible for the road. Record the bridge and road segment, closure dates and hours, expected reopening, affected road users, stated detour and contact or alert channel. Recheck for updates before dispatch: construction conditions and weather can alter a planned schedule. WSDOT warned that heavy rain could delay the expected reopening in its September 24, 2026 notice for the SR 536 Skagit River Bridge (WSDOT closure notice).

When reading the notice, separate what is confirmed from what is only expected. The stated end time may be a target rather than a guarantee, while a restriction may apply only to certain hours or users. Note whether the closure is a full bridge shutdown, a temporary overnight restriction, a vehicle-weight limit or a work-zone access limit. If the wording is unclear, contact the issuing authority or project team rather than interpreting a map symbol or general advisory as permission to proceed.

Read the access categories carefully. A temporary route for pedestrians, emergency responders or local traffic does not necessarily permit a delivery truck or contractor vehicle. For example, WSDOT’s US 101 Hoh River Bridge notice said temporary pedestrian access during overnight work was for emergency responders only, not the public. The bridge’s reported traffic volume—about 1,400 vehicles daily—describes that particular bridge, not the likely impact of a closure elsewhere (WSDOT Hoh River Bridge project page).

Check the detour against your vehicle, load and destination

Do not treat a passenger-car route as an approved route for a heavy goods vehicle, an over-dimension load or another restricted vehicle. Check the notice for weight, height, width and vehicle-class restrictions, then confirm that the detour is authorized for the actual vehicle and load. Where the notice directs operators to a permit office or carrier contact, use it before dispatch.

ODOT’s August 28, 2026 I-5 southbound closure reminder directs motor carriers to an authorized alternate and refers over-dimension operators to its permit unit for route questions (ODOT closure reminder). National Highways’ M48 Severn Bridge example sets a specific 7.5-tonne threshold and directs affected HGVs to the M4 Prince of Wales Bridge (National Highways M48 restriction information). These examples show why both the vehicle class and the exact restriction matter; they do not establish a route for another bridge or jurisdiction.

Before choosing among alternatives, compare more than distance. An alternate must be authorized for the vehicle and load, connect to the actual entrance, and be usable at the time the trip is planned. Consider whether the longer route creates congestion or affects a booked delivery window, and whether there is a safe, agreed place to unload or stage if the site cannot be approached directly. Check the permitted hours: a route or access arrangement that is available during the day may not apply during overnight bridge work.

Also check that the approved alternate actually reaches the delivery point or site entrance. A route that avoids the closed bridge may still leave a truck on the wrong side of a restricted approach, with no suitable unloading or staging area. Before committing, compare alternatives on:

  • Whether the authority approves the route for the vehicle and load.
  • Whether it reaches the specific entrance, delivery point and unloading area.
  • Permitted access hours and any gate, escort or staging requirements.
  • Expected travel time, congestion and safe loading or unloading arrangements.
  • How workable the plan remains if weather or construction extends the closure.

This comparison is an operational planning aid, not a universal agency standard. The responsible authority’s restrictions take precedence. If no confirmed route works for the vehicle and destination, pause dispatch and coordinate a revised plan; do not substitute a route that is merely convenient or suitable for a smaller vehicle.

Do not assume “local access” includes your contractor or delivery

Some closures preserve access for people who live or do business nearby while directing freight and regional traffic elsewhere. That distinction is not an automatic exception for every business, address or vehicle. PBOT’s July 7, 2026 NE Lombard Street bridge-work advisory, for instance, said local access to nearby homes and businesses remained available while freight and regional traffic were directed to a detour (PBOT traffic advisory). It does not establish access to every individual property or work site.

If a site appears reachable, contact the road authority or project representative and confirm the permitted approach for your exact vehicle and destination. Ask whether access is allowed at the required time and whether a gate, escort, loading point or staging arrangement applies. Get confirmation before sending a crew or vehicle into the area. Make sure the person confirming access understands whether you are asking about a passenger vehicle, a delivery truck or a particular load, since access for one category should not be assumed to cover another.

Temporary access may be planned and controlled. Transport Scotland’s Forth Replacement Crossing project statement discusses the suitability of temporary access and coordination with relevant road authorities and police (Transport Scotland project statement). That is project-specific guidance, not a universal permission process. Do not enter a closed bridge or work area based on an informal assumption, a pedestrian route or an emergency-access arrangement. The applicable permission process and any contractual access rights depend on the jurisdiction, project and contract.

Coordinate the change before the vehicle or crew sets out

Once you know what is permitted, tell the people whose plans depend on the route. Notify dispatch, the customer or supplier, the site manager, the contractor lead and affected crews. Give them the closure location and hours, the confirmed route or access instructions, and the likely effect on arrival time. Agree on a revised delivery window or another approved handoff or staging arrangement, including who will confirm that it is ready to use.

A useful operational handoff identifies the affected trip or task, the current closure information, the authority-confirmed route or access condition, and the next point at which the plan will be checked. Tell recipients what remains uncertain, such as a reopening estimate subject to weather, instead of presenting it as settled. Confirm that the recipient or site manager can actually support the revised time or handoff before dispatch changes the schedule.

If the closure prevents safe or authorized access, consider rescheduling the delivery or work, adjusting start or finish times, or arranging remote work where the task permits. PennDOT’s Commercial Street Bridge project toolkit recommends route planning, alerts and extra travel time, and identifies telework, adjusted shifts, carpooling and transit as options during its closure (PennDOT Commercial Street Bridge toolkit). Those are examples from that project; they are not requirements or options that every construction site can use.

Be specific when communicating a change. State which trip or work activity is affected, what has been confirmed, what remains uncertain, and when the next update will come. Do not describe a route as approved unless the relevant authority or project contact has confirmed it for the vehicle and access needed.

Monitor updates and keep the instructions with the work order

Sign up for the authority’s official alerts if available, and check the notice again before dispatch or departure. Share significant changes with everyone relying on the delivery or site visit. Keep the current closure notice and any authority or project-contact access instructions with the dispatch details or work order so the driver and site team are working from the same information.

Reopening estimates are not guarantees. WSDOT’s SR 536 notice included a weather contingency, illustrating why a plan needs a fallback if construction or conditions delay reopening. Do not resume the original route solely because the anticipated reopening time has passed; verify that the authority has reopened it and check whether restrictions remain.

PennDOT’s public-facing instruction for its Commercial Street Bridge project is direct: “Plan your route now, sign up for alerts and learn more at pa.gov/CommercialStBridge.” Apply the same basic discipline to a closure affecting your own route: rely on the responsible authority’s current information, not an old screenshot, a prior trip or an unverified message passed between drivers (PennDOT Commercial Street Bridge toolkit).

What the closure notices do—and do not—establish

Official notices can tell operators which roads are closed, which detours are designated, what vehicle restrictions apply and whether particular forms of access are available. They do not establish a universal contractor permit procedure, legal right of entry, reimbursement entitlement or guarantee that a site remains accessible. Those questions depend on the responsible authority, project arrangements, jurisdiction and contract. Confirm them with the road authority and the contract or project manager rather than inferring an entitlement from a general traffic advisory.

Closure impacts are location-specific. PBOT reported about 5,000 car trips a day on Portland’s NE 42nd Avenue Bridge in a July 15, 2025 closure advisory; that figure is context for that bridge, not a general estimate of traffic or delay during bridge closures elsewhere (PBOT NE 42nd Avenue Bridge advisory). WSDOT’s figure of about 1,400 vehicles daily for the US 101 Hoh River Bridge is likewise specific to that bridge. Use the current local notice, not a traffic-volume figure from another project, to plan the affected delivery or crew movement.

The examples in these notices come from different places and projects, including Washington, Oregon, Pennsylvania, Portland, Scotland and the UK’s M48. Their details illustrate how restrictions and access arrangements can differ; they are not interchangeable instructions. In particular, the 7.5-tonne M48 restriction and its diversion do not define the rules for another bridge, and a local-access statement in one city does not grant local access elsewhere.

Frequently Asked Questions

Can I use a local-access route to make a delivery or reach a job site?

Not without confirming that the access applies to your address, vehicle, load and travel time. Local access for nearby residents or businesses is not automatically contractor or freight access. Ask the responsible road authority or project contact about the permitted approach and any timing, gate, escort or staging rules.

Can a truck follow the detour shown for passenger cars?

Do not assume so. Check the notice’s weight, dimensions and vehicle-class limits and confirm that the alternate route is authorized for the actual truck and load. For over-dimension routing, use the authority’s designated permit or carrier contact where the notice provides one.

What should I do if a bridge is expected to reopen but the notice warns of delays?

Keep a fallback plan, monitor official alerts and verify that the authority has actually reopened the bridge before returning to the original route. Weather or construction can change the schedule, so an expected reopening time is not a guarantee.

Does a closure notice guarantee contractor access or compensation for disruption?

No universal contractor-access process, right of entry or reimbursement entitlement is established by these notices. Those questions depend on the local authority, project arrangements, jurisdiction and contract. Confirm them with the road authority and contract or project manager.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What information should dispatch share after a closure changes a trip?

Identify the affected trip or task, closure location and hours, confirmed route or access instructions, likely timing impact, unresolved uncertainties and when the next update will come. Coordinate the revised window or approved handoff with the customer or site manager before dispatching.

The Bottom Line

Verify the current closure and vehicle-specific restrictions, use only an authorized detour, and confirm local or contractor access for the exact destination before dispatch. Coordinate a workable revised plan with the site and delivery contacts, then keep checking official updates rather than relying on an estimated reopening.
