drying a flooded house

What to do after a home floods: cleanup, drying, and repairs

After a flood, do not rush to clean or switch the power back on. Wait for an official or qualified safety clearance, keep people out of contaminated areas, document the damage, remove water and unsalvageable materials, then clean and dry the structure completely before repairing or reoccupying it. Drying should begin as soon as conditions are safe—ideally within 24–48 hours—but a flooded house can take days or weeks to dry internally.

1. Make sure the house is safe before entering

Wait for clearance and assume hidden hazards

Follow current instructions from local emergency officials, utility companies, and qualified responders before returning. Floodwater can hide unstable floors, damaged foundations, exposed wiring, sewage, fuel, pesticides, cleaning chemicals, sharp debris, and disease-causing microorganisms. A building that has been closed for several days should be treated as potentially moldy and sewage-contaminated.

Use a battery-powered flashlight. Do not use candles, torches, or gas lanterns, which can ignite leaked fuel or other vapors. If you see sagging ceilings, shifted walls, cracked masonry, unusual odors, damaged utility lines, or water around electrical equipment, leave and call the appropriate qualified professional.

Handle electricity from a dry location only

If standing water is present, CDC reentry guidance says to shut off the main power only if the switch can be reached from a dry location. Never step into water to reach a panel. Have an electrician determine whether power can be restored safely, and do not return flooded appliances, outlets, switches, furnaces, or other equipment to service until they have fully dried and been evaluated. Water-damaged electrical components may remain dangerous after the surface looks dry.

Use engines outdoors

Generators, pumps, pressure washers, and other fuel-powered equipment produce carbon monoxide. Operate them outdoors, at least 20 feet from doors, windows, and vents, and never in a house, garage, basement, crawlspace, or partly enclosed area. Carbon monoxide is odorless and can kill without warning. Follow the generator manufacturer’s connection instructions; unsafe backfeeding can injure utility workers and damage the house.

Air out a closed house

If the property has been shut for several days, CDC advises entering briefly to open doors and windows and letting it air out for at least 30 minutes before staying inside for any length of time. Leave if you develop dizziness, breathing difficulty, headache, nausea, or irritation.

2. Protect people and document the damage

Keep vulnerable people away

Children and pregnant people should not participate in flood or mold cleanup. People with asthma or weakened immune systems should stay away from moldy areas. Floodwater may contain sewage and chemicals in addition to mold, so keep pets out as well.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Wear appropriate protective equipment

For cleanup work, use an N95 respirator, goggles without vent holes, protective gloves, long sleeves, long pants, and waterproof boots or work shoes. The CDC cleanup shopping list identifies these items. Wash your hands, shower, and change clothes after working in a contaminated or moldy area. A respirator must fit correctly to provide protection; facial hair can prevent a proper seal.

Photograph before disturbing anything

Photograph rooms, waterlines, structural damage, damaged belongings, serial numbers, and discarded materials before cleanup when it is safe to do so. Contact your insurer as soon as practical and keep receipts, contractor proposals, moisture readings, laboratory or inspection reports, and disposal records. Coverage, notice rules, and claim deadlines depend on your policy and jurisdiction, so confirm them with your insurer rather than relying on a general deadline.

Do not disturb lead or asbestos materials

Older homes may contain lead paint, asbestos-containing flooring, insulation, pipe wrap, siding, or other materials. Flood damage can make these materials fragile. Do not sand, cut, sweep, or remove suspect materials until a qualified specialist has assessed them and you understand applicable state and local requirements.

3. Remove standing water and sort what can be saved

Choose water-removal equipment safely

A wet/dry vacuum, water-transfer pump, or sump pump can remove standing water only when the electrical supply and equipment are safe. Use rubber boots and keep cords, plugs, and motors out of water. If utility power is unavailable or unsafe, a generator may power equipment only when it is operated outdoors with the required separation from openings and when connections are made safely.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Stop pumping and obtain structural advice if removing water could destabilize walls, floors, retaining structures, or a basement. Local authorities may also specify where contaminated water may be discharged.

Separate cleanable and absorbent materials

Hard, nonabsorbent items such as some metal, glass, and solid plastic can often be cleaned. Materials that absorbed substantial water and cannot be cleaned and dried completely—many drywall sections, insulation, carpet padding, upholstered furnishings, particleboard, and some cabinetry—usually need removal. The EPA flooded-homes guidance recommends discarding absorbent materials that cannot be restored safely.

Some clothing, curtains, and other washable fabrics can be laundered. Valuable or sentimental belongings may warrant a specialist who handles document, textile, art, or furniture restoration. Sort debris according to local collection and hazardous-waste rules; do not burn flood debris or place chemicals, fuel, or asbestos-containing waste in ordinary trash.

4. Clean first, then disinfect where appropriate

Remove contamination without spreading it

Use clean water and detergent to remove mud, sediment, and organic material from surfaces. Work gently and keep contaminants from becoming airborne. EPA’s instruction is to “Use cleaning methods that keep contaminants from getting into the air.” Avoid dry sweeping, dry brushing, compressed air, and aggressive sanding in contaminated areas.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use disinfectants only on suitable surfaces

After cleaning a hard, nonporous surface, an EPA-registered disinfectant may be appropriate if its label lists the surface and the intended use. Follow the label’s dilution, contact time, ventilation, and personal-protection instructions. Disinfectant does not replace cleaning, and many products are not designed for absorbent materials such as drywall, carpet, insulation, or upholstered furniture.

Never mix cleaning products. In particular, never add bleach to ammonia, acids, toilet cleaners, or another chemical. Mixing can release poisonous gases. Store products in their original containers and provide ventilation without blowing contaminated dust through the house.

5. Start drying immediately, but use equipment only when safe

Target the first 24–48 hours

Mold can grow on wood, drywall, carpet, and furniture when they remain wet for more than 24 hours. CDC and EPA advise drying the house and belongings as rapidly as possible—ideally within 24–48 hours. That is a target, not a guarantee: saturated framing, concrete, insulation, and enclosed cavities commonly take several days or weeks.

Expose hidden wet areas

When it is safe, open doors, windows, cabinets, and drawers. Remove drawers and shelves, detach toe-kicks, and move built-in furniture away from walls so air can reach wet surfaces. Do not close up wall cavities or cover floors simply because the visible face feels dry. Water can remain behind baseboards, under cabinets, beneath flooring, and inside insulation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Balance ventilation and dehumidification

When outdoor air is reasonably dry, cross-ventilation through open doors and windows can help. If outdoor air is hot and humid, closing exterior openings and running dehumidifiers may remove moisture more effectively. Fans can increase evaporation, but first gently clean visible mold so air movement does not spread spores or contaminated dust.

Use fans and dehumidifiers only after an electrician or utility authority has confirmed that power is safe. Empty dehumidifier reservoirs frequently, keep equipment away from standing water, and provide a path for drainage that does not spread contamination.

6. Check moisture inside walls, cabinets, floors, and slabs

Use a moisture meter as a guide

A building-material moisture meter can compare wet areas with unaffected areas in walls, cabinets, framing, and flooring. EPA’s current guidance uses a reading of 15% or less as a benchmark for materials ready for refinishing. Treat that number as a decision aid, not a certificate that the entire structure is dry: take readings in multiple locations and depths, and investigate differences between the surface and the interior.

Test a concrete slab before replacing flooring

For EPA’s simple slab check, tape clear plastic tightly to the concrete, wait approximately 16 hours, and inspect beneath it. Visible moisture under the plastic means the slab is still too wet for replacement flooring. A dry-looking surface can still release moisture that damages adhesive, flooring, or mold-sensitive underlayment.

Do not seal moisture in

Do not paint, apply sealant, install insulation, close a wall cavity, or lay replacement flooring until the underlying materials are completely dry. Covering wet materials traps moisture and can cause concealed mold, swelling, odors, and later failure that is more expensive to correct.

7. Have flood-affected HVAC systems checked

Do not use a furnace, air conditioner, heat pump, ductwork, air handler, or other HVAC component that was touched by floodwater to dry the house. CDC says a service professional experienced in mold cleanup should inspect and clean affected systems before operation. EPA likewise advises professional cleaning of affected HVAC equipment. Ducts and air handlers can distribute mold, sewage residue, and chemical contamination throughout otherwise clean rooms.

A functioning, uncontaminated HVAC system may support drying, but it often cannot dehumidify a severely wet house by itself. Have the professional document what was affected, what was cleaned or replaced, and whether the system can be returned to service.

8. Decide when repairs and reoccupation are appropriate

Use a complete-readiness test

According to EPA’s flood cleanup and indoor-air guidance, a home is likely ready for safe reoccupation when:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Materials that cannot be cleaned and dried have been removed.
  • Essential equipment has been safely replaced or cleared for use.
  • The house and its contents are dry, including concealed areas.
  • Remaining surfaces and belongings have been cleaned.
  • There is no visible mold or persistent musty odor.

Before rebuilding, complete structural, electrical, plumbing, gas, and HVAC inspections required by your jurisdiction or insurer. Obtain permits where required. Keep wall cavities, subfloors, and concrete accessible until drying and inspections are complete.

Pay attention to symptoms after returning

If asthma, allergy, skin, eye, or throat symptoms worsen after reoccupation, leave the affected area and investigate mold, dust, chemicals, and the HVAC system. EPA says routine mold sampling is usually not recommended as a substitute for careful inspection and cleanup. Visible growth, moisture evidence, and odor generally provide more actionable information than a single air sample.

9. Choose between DIY cleanup and professional remediation

DIY work may be reasonable for a small, accessible area with no sewage, structural, electrical, HVAC, lead, or asbestos complications and with occupants who can use protective equipment correctly. Professional help is the safer choice when contamination is extensive, the building is structurally damaged, drying is not progressing, or vulnerable residents must return.

Decision factor DIY may fit Professional help is more appropriate
Water and contamination Small area with clean-water damage that can be removed, cleaned, and dried safely Sewage, chemical contamination, widespread mold, or water of uncertain origin
Building systems No affected electrical, structural, gas, or HVAC systems Flooded wiring, appliances, foundations, wall cavities, ducts, furnaces, or air handlers
Materials Accessible, nonabsorbent surfaces and ordinary washable contents Lead or asbestos concerns, extensive insulation or drywall removal, or valuable contents needing restoration
People at the property No children, pregnant people, asthma sufferers, or immunocompromised residents involved in the work Anyone vulnerable would otherwise be exposed to dust, mold, sewage, or chemicals
Documentation of drying You can monitor multiple locations and keep records The scope requires formal moisture mapping, containment, specialized drying, or clearance documentation

Screen a restoration contractor

Ask each provider about qualifications, training, flood and mold experience, references, written scope, drying methods, disposal practices, insurance, and who will inspect affected HVAC or structural components. EPA identifies NEHA, AIHA, IICRC, and ACAC as organizations with which a provider may be affiliated or certified. EPA does not certify contractors or maintain a contractor list, and licensing or training requirements can vary by state.

Request a written plan that identifies materials to remove, areas to be dried, equipment locations, moisture readings, cleaning methods, and the conditions required before repairs. Be cautious of anyone promising guaranteed mold removal, a fixed drying time regardless of building conditions, or immediate painting and reconstruction without moisture documentation.

10. A practical order for the work

  1. Obtain official or qualified clearance and identify electrical, structural, sewage, chemical, and utility hazards.
  2. Photograph damage, notify the insurer, and keep records before disposal.
  3. Keep vulnerable people and unprotected workers out; put on the required respirator, eye protection, gloves, clothing, and boots.
  4. Remove standing water with safe equipment and remove absorbent materials that cannot be restored.
  5. Clean with detergent and clean water, then disinfect appropriate nonporous surfaces according to the product label.
  6. Open concealed areas, ventilate or dehumidify according to outdoor conditions, and keep air moving after visible mold has been gently cleaned.
  7. Measure moisture in multiple locations, perform the plastic-sheet slab check when relevant, and keep drying until internal materials are ready.
  8. Have flood-affected HVAC, electrical, structural, gas, and plumbing systems inspected before use.
  9. Repair and reoccupy only after the house is dry, clean, free of visible mold and persistent musty odor, and cleared under applicable local requirements.

The CDC homeowners and renters mold-cleanup guide provides additional multi-agency guidance for disaster cleanup. Local emergency instructions and qualified professionals take priority whenever conditions at a specific property differ from general guidance.
