What to Check Before Choosing a Site for an AI Data Center

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose an AI data-center site by proving that it can receive the required power on schedule, support the planned cooling system and water demand, accommodate the physical facility, survive local hazards, obtain every permit, and operate without unacceptable effects on nearby communities. A transmission line, large parcel, or favorable tax offer is only an initial screen.

Start with one documented workload and phased-load scenario, then test every candidate against the same power, land, cooling, resilience, permitting, environmental, and community assumptions. Validate the shortlist with written utility studies, geotechnical and environmental investigations, engineering models, and jurisdiction-specific legal advice.

1. Define the facility you are actually siting

Site requirements depend on the workload rather than on the label “AI data center.” Before comparing parcels, write a project brief that fixes the assumptions used in every estimate.

Record the load and operating case

  • IT load at each phase, including the initial build, expansion stages, and ultimate capacity.
  • Total facility load, including cooling, pumps, power conversion, lighting, security, and offices.
  • Ramp schedule and the date each tranche of power must be energized.
  • Availability and redundancy objectives for utility feeds, substations, generators, UPS systems, and cooling equipment.
  • Training, inference, storage, and networking profiles, because their utilization and thermal patterns can differ.
  • Cooling architecture, water assumptions, heat-recovery plans, and any restrictions on water use.
  • Primary, backup, and possible islanded generation, including fuel storage and operating hours.
  • Expected tariff class, demand charges, curtailment terms, and the treatment of standby or exported power.

The U.S. Department of Energy’s April 2025 request for information (RFI) treats development approach, technology, operating model, economics, utility tariffs, and energy supply as connected site questions. Use one consistent model; otherwise a site can appear cheaper simply because its power or cooling assumptions are less demanding.

2. Prove power delivery instead of measuring map distance

Being close to a high-voltage line or substation does not establish that a utility can deliver your load. The decisive evidence is a written interconnection and transmission assessment.

Questions for the serving utility and transmission provider

  • How many megawatts are deliverable at the required energization dates, by phase?
  • Where is the project in the interconnection queue, and which studies are complete?
  • What network, substation, protection, or transmission upgrades are required?
  • What is the expected in-service date, and which milestones can move it?
  • Which tariff applies, including demand charges, minimum bills, power-factor requirements, standby charges, and any large-load provisions?
  • Are curtailment, interruptibility, or ramp limits part of the service?
  • What redundancy is available: dual utility feeds, separate substations, diverse transmission paths, or only duplicated equipment behind one corridor?
  • Which party pays for customer facilities, utility upgrades, studies, and cost overruns?
  • What restoration priority and estimated repair times apply after a fault or regional outage?

Federal screening criteria prioritize proximity to high-capacity transmission with unused capacity and fewer required transmission developments. Those criteria are a screen, not a capacity reservation. A nearby corridor can be fully subscribed, require years of upgrades, or have a tariff that changes the project’s economics. Keep the provider’s study status, assumptions, cost allocation, and delivery date in the investment record.

Model phased and resilient supply

Compare the first energized phase with the final build. A parcel may support 50 megawatts initially but lack a credible path to 300 megawatts. Test N, N+1, and other redundancy targets against actual utility topology and planned maintenance, not just the number of incoming cables. If on-site generation is proposed, model fuel logistics, synchronisation or islanding controls, emissions equipment, noise, water use, and the time needed to obtain permits.

3. Establish a physically and legally developable site envelope

Gross acreage is not buildable acreage. Map the area that can hold buildings, substations, generators, cooling plants, water and sewer connections, roads, fire access, stormwater controls, security setbacks, construction staging, and future expansion.

Physical checks

  • Parcel boundaries, title or control, easements, rights of way, and acquisition conditions.
  • Terrain, grades, cut-and-fill requirements, soil bearing capacity, groundwater, liquefaction potential, and geotechnical risks.
  • Floodplain, drainage, wetlands, streams, protected waters, and space for detention or treatment.
  • Road weight limits, turning radii, bridge restrictions, rail or port access, and routes for transformers and other oversized equipment.
  • Communications routes, diverse fiber paths, carrier availability, and protection from a single shared duct or crossing.
  • Height, setback, lot-coverage, noise, lighting, fencing, and appearance limits.
  • Construction laydown, worker access, fire-service access, and room for electrical and cooling expansion.

Legal and environmental checks

Confirm zoning, land-use designation, conditional-use requirements, deed restrictions, mineral rights, and any public-land conditions. Screen for wetlands and waters, protected species, contamination, historic properties, archaeological sites, and other cultural resources. The 2025 federal executive order on data-center permitting identifies suitable terrain and soils, reduced effects on natural and cultural resources, and distance from waters as relevant considerations.

When a brownfield is under consideration

An industrially zoned site with existing substations, roads, water lines, or buildings can reduce some construction work. EPA’s brownfield data-center guidance points stakeholders to its Redevelopment Mapper for initial screening. Reuse does not erase obligations: confirm cleanup standards, vapor or soil controls, groundwater conditions, institutional controls, and the inspection and maintenance needed to keep engineering controls effective. Treat a brownfield as a diligence pathway, not as a presumption that it is construction-ready.

4. Match cooling and water to the workload

Cooling is a site-and-workload decision. Compare air, evaporative, direct-liquid, and other designs only after modeling the IT environmental conditions and local weather that each design requires. The DOE Federal Energy Management Program’s July 26, 2024 design guide states: “No design guide can offer ‘the most energy-efficient’ data center design, but these guidelines can provide efficiency benefits for a wide variety of data center scenarios.”

Water and sewer diligence

  • Quantify daily, seasonal, peak, startup, blowdown, and make-up water demand.
  • Identify the source, legal allocation, quality, reliability, drought restrictions, and backup supply.
  • Obtain written confirmation of potable or reclaimed-water capacity and pressure.
  • Verify sewer or industrial-discharge capacity, pretreatment limits, discharge temperature, and connection schedule.
  • Model the effect of drought, heat waves, wildfire, contamination, or an interruption of the source.

Energy, heat, and indirect water effects

Compare cooling energy, fan and pump power, water treatment, chemical use, maintenance, and performance at design extremes. Include the indirect water implications of the proposed electricity supply when the project’s analysis can support a meaningful comparison. Evaluate whether recovered heat has a practical nearby use; a theoretical heat-reuse option is not a benefit unless a customer, temperature match, pipeline, and operating agreement exist.

DOE’s RFI specifically flags water and sewer availability, water use, noise, energy prices, and land footprint. It does not declare one cooling method universally best, so the design must follow the workload, climate, water constraints, and reliability target.

5. Test hazards and long-term resilience

Use location-specific studies rather than regional averages. At minimum, examine flood and drainage, extreme heat, drought, wildfire, severe storms, wind, seismic conditions, smoke, and any local hazards that could interrupt power, water, fuel, roads, or communications.

Resilience questions

  • Can the site remain accessible when the surrounding road network is flooded, snowed in, burned, or damaged?
  • What is the elevation of critical electrical and mechanical equipment relative to flood levels?
  • How does cooling perform during the hottest design hours and during a water restriction?
  • Can fuel deliveries reach the site during a regional emergency, and how many days of storage are justified?
  • Are utility restoration estimates and priority-service terms documented?
  • Do smoke, dust, salt, or extreme humidity require filtration or enclosure changes?
  • Are there single points of failure in fiber, substations, water mains, gas supply, or access roads?

The federal order identifies climate resilience, natural-hazard risks, community health, resource access, and air-quality conditions as site factors. A hazard score should therefore include both probability and the consequence of losing a required service.

Typical approvals to identify

  • Local zoning, site-plan, building, grading, road, fire, noise, lighting, and stormwater approvals.
  • State, Tribal, and federal environmental reviews where jurisdiction applies.
  • Water withdrawal, water-service, wastewater, industrial-discharge, and reclaimed-water permissions.
  • Wetlands or waters permits, species consultations, and cultural-resource reviews.
  • Construction permits and approvals for substations, transmission connections, fuel systems, tanks, and generators.
  • Air permits for stationary turbines or engines, plus applicable emissions standards and monitoring.

On-site generation requires configuration-specific advice

EPA says state and local air agencies issue most data-center air permits, and stationary turbines and engines must meet applicable emissions standards. Its Clean Air Act data-center resources identify 500 hours as an appropriate default assumption for estimating emergency-generator operation under worst-case conditions; alternatives may be justified case by case. That is a permitting assumption, not a prediction that a particular facility will run generators for 500 hours.

On July 27, 2026, EPA announced an interpretation concerning islanded facilities. It said facilities that are not connected to the public electricity grid, do not sell electricity, and do not have required Department of Energy generating-unit reporting are outside the Acid Rain Program under the stated interpretation. The announcement also says that a later grid connection may make the facility subject to that program. Confirm the actual configuration, current guidance, and every other applicable permit with the responsible agencies; an islanding label does not eliminate other air, fuel, water, noise, or construction requirements.

Address treaty rights, reserved rights, cultural resources, ecological effects, air quality, water access, cumulative impacts, and emergency planning with the appropriate governments. EPA links responsible brownfield reuse to planning and engagement, while DOE’s RFI specifically asks about local authorities, Tribal governments, surrounding communities, and cultural resources.

8. Compare candidates on one decision matrix

Score every parcel using identical workload, phased-load, reliability, cooling, and financial assumptions. Keep known facts, modeled results, and unresolved uncertainties in separate columns.

Decision axis Evidence to require Typical decision question
Deliverable power Utility letter, interconnection studies, queue position, upgrade scope, energization milestones Can each phase receive firm power when promised?
Power cost and terms Tariff, demand charges, standby or curtailment terms, cost allocation What is the total delivered-cost exposure under the workload model?
Resilience Topology, redundancy, restoration estimates, fuel and access plans What fails together, and how long can operations continue?
Land and expansion Survey, geotechnical report, title, zoning, usable-acreage plan Is there room for equipment, setbacks, staging, and later phases?
Water and cooling Source allocation, drought case, sewer confirmation, thermal model Can the cooling design meet performance and water limits year-round?
Environmental constraints Wetland, species, contamination, cultural-resource, air-quality, and hazard studies Which constraints can delay, redesign, or prevent construction?
Permits and schedule Authority map, application prerequisites, comment periods, critical path Is the promised in-service date compatible with approvals?
Community and Tribal effects Engagement record, impact analysis, mitigation commitments Are concerns understood, addressable, and funded?
Workforce and operations Labor availability, training, emergency services, logistics Can the facility be built, staffed, secured, and maintained?

Weight the axes according to the actual workload and uptime objective. A site with low land cost should not outrank a site with credible power delivery if the project cannot operate without the latter.

9. A practical diligence sequence

  1. Freeze the reference case. Document IT and total load by phase, uptime target, cooling design, water demand, generation plan, tariff assumptions, and required dates.
  2. Run a desktop fatal-flaw screen. Eliminate parcels without control, access, usable envelope, a plausible power path, or an acceptable environmental and hazard profile.
  3. Request utility evidence. Obtain capacity, queue, study, upgrade, tariff, redundancy, cost-allocation, and energization information in writing.
  4. Survey the envelope. Commission boundary, topographic, geotechnical, drainage, flood, communications, and construction-logistics studies.
  5. Model cooling and utilities. Validate water, sewer, thermal performance, energy, heat rejection, heat reuse, and drought cases.
  6. Open the permit file. Meet each authority, confirm prerequisites and public processes, and put air, water, wetlands, cultural, and zoning reviews on the critical path.
  7. Complete environmental and cultural diligence. Investigate contamination, species, habitat, air quality, noise, hazards, and cultural resources at parcel scale.
  8. Engage affected governments and communities. Present the realistic phased project and document mitigations, commitments, and unresolved objections.
  9. Score and challenge the shortlist. Have independent power, engineering, environmental, and legal reviewers test the highest-weight assumptions and downside cases.
  10. Set decision gates. Do not close on land or authorize detailed design until power delivery, permits, cooling water, critical hazards, and material community constraints have owners, evidence, and schedule contingencies.

10. Keep official figures in their proper context

The DOE AI Infrastructure on DOE Lands program page describes 16 potential federal sites and a target of commencing AI-infrastructure operations at selected DOE sites by the end of 2027. Those are program-specific figures, not universal acreage, power, or construction-duration thresholds. Likewise, EPA’s 500-hour figure applies to a cited emergency-generator estimating approach, not to every facility’s operating plan.

No published general statistic establishes that a parcel is suitable for every AI workload. Suitability remains a site-specific conclusion based on utility and interconnection studies, surveys, cooling and water analysis, environmental and cultural-resource review, permit advice, and documented local and Tribal engagement.

What the final approval should demonstrate

Approve a site only when the evidence shows a deliverable and resilient power path; a physically and legally buildable envelope; cooling and water capacity under normal and stressed conditions; a credible permit and energization schedule; manageable hazards; and a documented response to community, Tribal, environmental, and resource impacts. If any of those proofs is still an assumption, label it as a risk with a named owner, cost, and decision date rather than treating the parcel as ready.
