If you suspect your home may be unstable or someone could be in danger, leave immediately and call your local emergency number. Otherwise, photograph the damage, note when it appeared and how it changes, notify the neighboring owner or contractor in writing, and arrange an independent professional assessment if the damage is significant or progressing. Local reporting and legal procedures vary.
What should you do first if cracks appear during nearby construction?
Leave if there may be immediate danger
Do not stay inside to investigate if you fear a collapse or other immediate hazard. Get occupants to safety and contact emergency services. Philadelphia’s Department of Licenses and Inspections (L&I) specifically advises residents concerned that adjoining construction may cause a collapse to leave and call 911; use the appropriate emergency number where you live.

Document the damage before anything is changed
Take photographs of each affected area: include wide views that show where the damage is, then close views that show the crack, gap, or displacement. Preserve the original files and timestamps. Write down when you first noticed the damage, what construction activity was underway, and whether the condition appears to change. Keep copies of messages and any inspection or repair records. Philadelphia L&I recommends timestamped photographs to document property condition.

Do not patch, paint over, or otherwise alter the affected area before recording it, unless urgent work is needed to protect people or prevent further damage. If you must arrange emergency work, keep photographs and records of what was done.

Notify the neighboring owner or contractor in writing
Send a clear, dated message identifying the affected rooms or areas, what you observed, and when you noticed it. Ask for a prompt inspection and the contractor’s liability-insurance information. Save your message and any reply. Philadelphia L&I’s guidance puts it plainly: “If a construction project causes damage, notify the property owner or contractor.” That is Philadelphia guidance, not a universal claims procedure.
Who should you contact about construction-related damage?
Local building or inspection authority
If you suspect unsafe work, a permit problem, or a code violation, contact the building-control or inspection authority for the property’s location. Philadelphia residents can report suspected code or permit issues to 311, according to L&I. A municipal inspection can address compliance with local requirements; it may not determine who is responsible for paying a private repair claim.
A structural engineer or qualified building surveyor
For significant, changing, or unexplained damage, seek an assessment from a professional experienced in structural movement and construction next door. Ask whether the proposed service includes an on-site inspection, a written record of condition, an opinion on possible causes, and advice on whether further investigation or repairs are appropriate. Credentials and regulated titles differ by location, so confirm qualifications relevant to your jurisdiction.

A party-wall surveyor where the local process calls for one
A party-wall surveyor’s role is distinct from a general structural assessment. In England and Wales, a surveyor may help resolve qualifying disputes under the Party Wall etc. Act 1996. Whether that process applies depends on the work and location; it is not a universal route for damage claims.
How do you choose an independent professional?
Before hiring someone, clarify the purpose of the assignment. An engineer or building surveyor may be asked to inspect and document condition, assess possible causes, or advise on repair scope; those are related but distinct tasks. Consider asking:
- What experience do you have with structural movement and damage associated with adjacent excavation or building work?
- Will you inspect the property in person and provide a written report, photographs, or monitoring recommendations?
- Are you independent of the contractor and any insurer involved?
- What is included in the scope and fee, and what would require additional work?
- Does local law or the circumstances require a separate party-wall surveyor?
The cited local guidance does not establish one credential or fee that applies everywhere. Check the professional’s qualifications and scope against local requirements.

Can a crack gauge help you monitor movement?
A crack gauge can record changes in crack width over time, but a reading cannot establish what caused the crack, who is responsible, or whether a building is safe. Do not use a consumer gauge reading as a safety threshold or as a substitute for professional advice.

That supports their use as a monitoring instrument in that project context, not as a stand-alone diagnosis. Ask a qualified professional whether a gauge is suitable for your crack and material, how it should be installed, and what monitoring plan makes sense.

Philadelphia
Philadelphia L&I says contractors must protect adjoining property and occupants and recommends timestamped photographs of property condition before construction. Its FAQ says to notify the property owner or contractor if a project damages your property. For building applications filed on or after January 1, 2023, Philadelphia requires the owner or developer to provide adjoining owners a copy of the contractor’s general-liability certificate. This requirement is specific to Philadelphia and does not establish that a particular policy will cover a particular loss.

Kensington and Chelsea, England
The Royal Borough of Kensington and Chelsea advises contractors to check nearby structures, use a structural engineer where needed, manage vibration and ground movement, and create a photographic condition record before work. It says a follow-up survey may be needed after construction is complete, potentially up to two years after occupation, and recommends advice from a chartered surveyor or engineer where party-wall issues are likely. This is local guidance, not a universal standard.
Party Wall etc. Act 1996 in England and Wales
The government’s explanatory booklet describes the Act as applying in England and Wales, not Scotland or Northern Ireland. For certain excavation work, it describes notice requirements where work is within 3 metres and below a neighbor’s foundations, or within 6 metres and below a 45-degree line drawn from foundation level. For work covered by the Act, the building owner must protect the neighbor’s property and fix or pay for damage caused; surveyors can resolve qualifying disputes. The booklet was published in 2016, so confirm current law and obtain local advice before relying on it.
What can and cannot be concluded from a crack?
A crack appearing during nearby work is a reason to document and investigate, but timing alone does not prove the construction caused it. The sources cited here do not establish the cause of a particular crack, a contractor’s liability, coverage under a specific insurance policy, repair costs, or remedies for an unspecified location. Those questions depend on inspection findings, records, policy terms, and the applicable local rules.
No general statistic is established here for how often nearby construction causes cracks or how often related claims succeed. Treat an individual property on its evidence rather than relying on a broad percentage.
