What to Consider When Retrofitting an Existing Building as a Welcome Center

A welcome-center retrofit starts with a clear visitor program and a site-specific review of access, building condition, preservation, safety and operations.

Start by defining what the welcome center must do for visitors, then test whether the existing building can support those services safely, accessibly and within its preservation and operating constraints. The right design depends on the building, its proposed use, its jurisdiction and the services it will provide; there is no universal retrofit checklist that determines the answer for every property.

Define the welcome center’s purpose before designing the space

A welcome center is not simply a lobby with a new sign. It is a public-facing service point whose layout, systems, staffing and daily procedures need to support the experience the owner intends to provide. Decide first what visitors should be able to learn or do there, what information or interpretation the center will offer, and what role the building plays in the wider visitor experience.

The National Park Service’s visitor-center policy offers a useful planning example: it considers a visitor center when indoor media are an effective way to communicate major stories and a central public contact point is needed. It also makes clear that a visitor center does not replace interpretation at the places where stories and resources are experienced. That distinction matters when deciding whether the building should host a full interpretive program, provide basic orientation, or perform another defined role.

Choose services that match the purpose

Possible functions include visitor information, exhibits, audiovisual interpretation, educational or theme-related sales, programs, collection storage, restrooms and drinking fountains. These are options, not a package every project needs. Each added function affects space, staffing, equipment, maintenance and potentially the approvals needed for the proposed use.

  • Identify which services are essential at opening and which, if any, can be added later.
  • Decide how the center complements outdoor interpretation, nearby attractions or other public services.
  • Connect each proposed space or feature to a defined visitor or operational need.

This gives the project team a basis for deciding what the building must accommodate—and what it does not need to become.

Turn visitor needs into a facility program

Once the purpose is clear, translate it into a building program before choosing layouts or finishes. A program records what the facility must do and the conditions it needs to do it. NPS interpretive planning guidance identifies inputs such as goals and functions, location, appearance, relationships among activities, anticipated audience patterns and visitation, capacity, staffing, available budget, existing facility performance and support spaces.

For a retrofit, the program should make the connection between those needs and the actual property. A room that appears large enough on a plan may not work for its intended activity; a public service may be difficult to reach from the entrance; or the existing building may not support the operating responsibilities the proposed service creates. These are questions to resolve through project-specific investigation, not assumptions to settle by choosing a design concept first.

Record how the center will operate

Include the people and tasks needed to run the facility alongside the visitor-facing rooms. Consider staffing, opening hours, information updates, storage, cleaning, maintenance, security and responsibility for each service. Identify what visitors need to know before arriving, what signage they need on site, and how staff will support safety and comfort during opening hours. NPS visitor-readiness guidance emphasizes the importance of delivering the services promised to visitors, providing useful pre-visit information and signage, and attending to visitors with disabilities.

Operational assumptions should be specific enough to test. For instance, a program should identify whether staff will deliver scheduled programs, manage a sales function, care for stored collections or provide only basic information. Do not assume that a function is operationally simple just because it occupies little floor area.

Test the program against the building

Compare the intended services and their relationships with the building’s layout, access, condition and performance. The purpose is to identify constraints and unanswered questions early, while the program can still be adjusted. The available information does not establish a standard room list, visitor capacity, staffing level or budget for welcome centers; those values have to come from the project’s intended services and site-specific analysis.

Investigate the property and approval path early

An existing building carries conditions that cannot be resolved from its proposed floor plan alone. Arrange appropriate investigations of the building, site, systems, structure, hazardous materials and accessibility based on the property and planned work. Confirm the building’s current and proposed uses, its occupancy, ownership, historic designation or other preservation status, and the scope of alterations under consideration.

These investigations are prudent planning steps because code, safety and preservation decisions depend on the specific building and work. They are not a universal list of legally required consultants or permits. The applicable requirements depend on jurisdiction, building age, occupancy, ownership, historic status and project scope. Do not assume a particular code upgrade, permit list or construction cost before those facts are established.

Coordinate with the relevant authorities

Identify the authorities and review bodies that may have a role in the project. Depending on the property and jurisdiction, early coordination may involve building, fire, accessibility, planning, preservation or public-works officials. Ask which requirements apply to the proposed use and alterations, what review process is relevant, and what information the project team will need to provide. The exact agencies, approvals and code editions cannot be determined without a location and project description.

Bring qualified design professionals into this work early enough to evaluate constraints before the project becomes committed to a layout or scope. A building’s existing use does not by itself establish that a new public-facing use or a particular alteration can proceed without review.

Plan accessibility across the entire visit

Accessibility belongs in the initial program and design decisions, not as a final check on a nearly finished plan. Map the visitor journey from arrival—by parking, transit or another route—to the entrance, reception, information, exhibits, restrooms and every other public service. Look at the sequence as a whole: a usable entrance alone does not make the complete visit accessible if key services or information are out of reach.

In the United States, the Access Board’s ADA Standards explain that applicable requirements apply to altered portions of existing facilities. Alterations that affect an area of primary function may also implicate the path of travel and amenities serving that area, subject to regulatory exceptions. This description is not a determination of what any particular project must do. The applicable legal provisions and scope need to be confirmed for the property, jurisdiction and work with qualified professionals and the authority having jurisdiction.

Include communication and interpretation

Physical routes are only part of an accessible visitor experience. For exhibits, programs and interpretive content, consider how visitors with different disabilities will obtain information and take part. NPS interpretive guidance recommends addressing accessibility during early planning, rather than relying on generic compliance language added later. Its planning recommendations include captioning, audio description, assistive listening, tactile access and input from people with disabilities.

Where a significant space cannot be physically accessed, consider an accessible alternative for the experience or information it contains. That is a planning approach, not a substitute for determining legal obligations. Requirements for the project—including applicable provisions for routes, services, communication and signage—must be checked separately. Tactile or Braille wayfinding may be relevant, but sign content, location and specifications must be verified against applicable requirements rather than assumed to comply by virtue of the sign type.

Balance a historic building’s significance with its new use

If the building is historic or otherwise subject to preservation review, document its important materials, features and spaces before shaping the alterations. The project team needs to understand what contributes to the building’s character in order to evaluate how the welcome center’s use and required changes can coexist with those features.

NPS rehabilitation guidance describes the objective as preserving character-defining features while enabling efficient contemporary use. It addresses alterations for new uses as well as additions, accessibility, health and safety considerations. This guidance is a planning model; it is not a universal building code, and it does not replace the preservation standards or review process that apply to a particular property.

Make preservation part of option development

Evaluate the likely effect of proposed changes on documented features and spaces while comparing alternatives. A design that accommodates a service may still require a different location or approach if it would harm an important feature. Conversely, preservation goals do not remove the need to resolve accessibility, safety or operational needs. The project team should test these factors together and coordinate with the relevant preservation authority where applicable.

Plan fire safety, daily operations and maintenance

Fire and life-safety planning has to reflect the actual premises and use. Assess fire risk, evacuation planning, alarms, suppression, occupant capacity and staff procedures against the building, its activities and local regulations. Do not treat a guide written for a different jurisdiction or a simpler building as a design basis for a more complex project.

The UK Home Office guide updated on 20 January 2025 is expressly for small, simple, low-risk non-domestic premises with simple layouts, limited hazards and few employees, customers and visitors. It is not a general guide for larger or complex buildings, nor does it establish requirements outside its jurisdiction. Use the applicable local guidance and review for the project instead.

Operations continue after construction. Decide who will maintain equipment and building systems, clean public and support areas, manage security and storage, update visitor information, and carry out staff procedures. Plan the services the center promises in a way that can be supported by its operating model. A facility that opens with features its team cannot reliably maintain may not deliver the intended visitor experience.

Compare alternatives using the same decision criteria

There is not enough project-specific information to recommend a particular layout or design. When the team develops alternatives, compare them consistently rather than judging one option by appearance and another by cost alone. The following criteria draw on visitor-service, accessibility, preservation, planning and safety considerations; they are decision axes, not a sourced ranking or cost model.

Decision area Question to test
Visitor-service fit Does the option support the defined services and appropriate relationships among visitor and support activities?
Accessibility Can visitors access the complete visit, including arrival, public routes, information, exhibits, restrooms and other services?
Preservation impact How does the option affect documented character-defining features, materials and spaces?
Life safety and code feasibility Can the proposed use and alterations be reviewed and resolved under the requirements applicable to this property and jurisdiction?
Building condition and systems What do site-specific investigations show about the building’s ability to support the program?
Capital and operating cost What are the project-specific costs to deliver and operate the option? No typical budget or cost percentage is established here.
Staffing and maintenance Can the operating team support the services, spaces, equipment and procedures the option entails?
Phasing If the center must remain in operation during construction, can the work be phased without undermining visitor services or safety?

For each alternative, document the evidence behind the assessment and the unresolved decisions. If the team lacks information on an item—such as systems capacity, cost or approval feasibility—record it as an open investigation rather than quietly treating it as favorable or unfavorable.

Set the project up for a sound early decision

A useful early decision is not simply whether to keep or change a particular room. It is whether the defined visitor program, the building’s known conditions and the project’s approval and operating constraints can be brought into alignment. Establish that basis before fixing the design, scope or budget. The jurisdiction, owner, existing and proposed occupancy, historic status, building condition, intended services, expected visitation and operating model are all material to determining the work required; none is established for this project.
