What to compare when choosing between an under-construction and ready-to-move apartment

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Which is better—under-construction or ready-to-move—depends on the cost of waiting, the certainty of possession, what you can inspect, and your tolerance for project risk. Compare equivalent apartments on an all-in, same-date basis. Include taxes, registration and transaction charges, financing, rent during any wait, maintenance, and fit-out or repair costs. Then verify the legal status and delivery evidence before treating an advertised price as a bargain.

The short answer: compare certainty against the cost of waiting

An under-construction apartment is a future delivery promise. You may receive a construction-linked payment schedule and the chance to choose from available inventory, but the finished apartment, common areas and neighborhood experience cannot yet be fully observed. A ready-to-move apartment lets you inspect the actual asset and may allow earlier occupation or rental, subject to completion documents and the transaction closing.

As an Amazon Associate I earn from qualifying purchases.

Neither category is automatically cheaper or safer. A lower quoted price can disappear after rent, loan interest, taxes, registration, maintenance and delay costs are included. A ready apartment may require more immediate funding and repairs, while an apartment still being built may expose you to months of overlapping rent and loan payments if handover slips.

  • Choose to investigate ready inventory first when you have a firm move-in date, need rental income soon, or place a high value on seeing the finished unit.
  • Consider under-construction inventory only when you can wait, can fund a delay, and have verified the project, promoter, approvals, agreement and payment schedule.
  • Reject either option if the seller will not provide an itemized all-in cost or the documents needed for independent legal review.

Make the comparison genuinely equivalent

Price comparisons fail when the apartments are not matched. Compare units in the same micro-market and record the details that change both value and livability:

  • carpet area rather than a headline area measure;

  • parking rights and whether parking is actually included in the quoted amount;
  • construction specifications, fixtures, appliances and promised handover condition;
  • amenities, access roads, utilities and the state of common facilities;
  • maintenance obligations, association arrangements and any outstanding dues.

Use the same valuation date. An under-construction payment spread over time and a ready apartment requiring immediate payment are different cash-flow propositions even when their quoted prices match.

Compare the complete cost, not the advertised price

Request an itemized statement from each seller and build your own calculation. The relevant total is the money required to acquire, finance, occupy and make the apartment usable.

Cost item Under-construction apartment Ready-to-move apartment How to compare
Purchase consideration May be paid in construction-linked stages. May require a larger immediate payment. Match carpet area, floor, orientation, parking, specifications and amenities.
Taxes and transaction charges Tax treatment depends on the project and transaction facts. Completion status can affect tax treatment. Confirm current rules for the exact unit with a qualified tax professional.
Financing Loan disbursements and interest can continue during construction. Earlier disbursement can increase immediate interest, but occupation may begin sooner. Model the timing of every drawdown, interest payment and repayment.
Housing while waiting Rent or other accommodation may overlap with loan payments until lawful possession. Usually shorter, if the unit is legally occupiable and the transaction completes. Use your actual monthly housing cost and a delay scenario rather than a generic delay statistic.
Maintenance and repairs Future maintenance and promised specifications are not yet observable. Existing dues, defects, common-area condition and immediate repairs can be checked. Obtain written estimates and inspect before committing.

Do not assume a universal discount for unfinished construction or a universal premium for completion. Market conditions, location, unit attributes and seller terms determine the price difference. The useful question is: after all costs and the value of time are included, what do I pay for a finished, usable home?

Possession timing and cash-flow risk

Set your real housing deadline

Write down the date by which you must move, stop renting, enroll children near the home, or begin a planned tenancy. Compare that date with the contractual possession date, not a sales representative’s informal estimate. For a project under construction, also compare the agreement date with the current progress and the relevant regulator’s filings.

Model on-time and delayed handover

Create a month-by-month schedule containing rent, loan interest, principal payments, taxes, maintenance and one-time transaction costs. Run at least two cases: possession on the contractual date and possession several months later. Replace “several” with a period that would materially affect your household budget. If the delayed case would exhaust your emergency fund or force expensive borrowing, the advertised saving is not affordable risk.

Value earlier use correctly

A completed apartment can potentially be occupied or rented earlier, but only after the applicable completion or occupancy documentation, possession process and transaction requirements are satisfied. Do not treat physical completion, a sales claim that the building is ready, and lawful occupancy as interchangeable.

What you can inspect before buying

Under-construction: evidence is indirect

You can examine sanctioned plans, specifications, the sample unit, construction progress, project disclosures and promised amenities. You cannot yet test the final apartment’s actual light, ventilation, noise, workmanship, water pressure, lift operation or common-area finish. Record every promise in the sale agreement and its schedules; a brochure is not a substitute for contractual specifications.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ready-to-move: inspect the delivered asset

Visit at different times if possible. Check the apartment, corridors, lifts, fire exits, water supply, drainage, electrical points, windows, seepage, cracks, finishes, ventilation, parking access and noise. Walk the surrounding streets and test the practical route to work, school, transit, shops and emergency services. Ask for an independent inspection when the cost is justified; no particular provider is required, and the inspector should be independent of the seller.

Compare what you see with the agreement, approved plan and specifications. List defects, incomplete work and promised rectification dates in writing before signing or releasing the final payment.

Legal and project diligence for an under-construction apartment

  1. Verify registration and filings. Use the relevant state or local real-estate regulator to confirm the project’s registration, promoter details, sanctioned plans, declared completion date, updates and any orders or complaints that are publicly available. Registration is a compliance record, not a guarantee of on-time completion.
  2. Check land, title and approvals. Have an independent property lawyer review title, encumbrances, development rights, land-use permissions, building approvals and the approvals required for utilities and access.
  3. Compare dates. Put the agreement’s possession date beside the regulator’s recorded schedule and the actual construction progress. Ask the promoter to explain any discrepancy in writing.
  4. Read the sale agreement line by line. Check the unit and carpet area, specifications, parking, amenities, payment milestones, interest, cancellation, refund, possession, defect and delay provisions. Ensure promises made during the sale process appear in the contract or its annexures.
  5. Investigate the promoter’s record. Review completed projects, handover history, litigation or regulatory orders and the condition of delivered buildings. Treat verbal assurances about future infrastructure as unverified until supported by approvals or binding documents.
  6. Check the payment trigger. Construction-linked demands should correspond to the agreed milestones and applicable law. Keep receipts, correspondence, approvals and photographs in an organized file.

RERA and delayed possession

Section 18 of India’s Real Estate (Regulation and Development) Act, 2016 addresses failure to complete or give possession by the date in the sale agreement, and discontinuance of the promoter’s business. In the statutory framework, an allottee who withdraws may seek return of amounts received with prescribed interest and compensation under the Act. An allottee who remains may be entitled to interest for each month of delay until possession, at the prescribed rate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That provision is a legal remedy framework, not an automatic payment guarantee. The applicable state rules, the agreement, factual findings and the procedure for pursuing a claim all matter. Obtain advice on the specific project and your chosen remedy. Do not infer that RERA registration eliminates construction or enforcement risk.

Advance-payment limits: a Kerala example

Kerala RERA’s allottee guidance states that a promoter may not take an advance exceeding 10% of the apartment cost without the prescribed written and registered agreement for sale. This is a Kerala-specific example, not a nationwide rule. Check the law and current rules in the state where the apartment is located before making a substantial payment.

GST and completion status

CBIC material links construction-related GST treatment to factors including completion certification or first occupation and transaction timing. There is no safe universal statement that a ready apartment always saves a particular tax amount. Confirm the current treatment for the exact unit, project and transaction with a tax professional, and obtain the relevant completion or occupancy evidence.

Documents to verify for a completed apartment

  • title documents, encumbrance information and the seller’s authority to transfer;
  • sanctioned plans, approvals and any amendments;
  • the applicable occupancy or completion certificate and evidence that the building can lawfully be occupied;
  • utility connections, property-tax records and maintenance or association dues;
  • conveyance, association or common-area status, where applicable;
  • parking rights, floor plan, carpet area and the list of included fixtures;
  • records of defects, repairs, warranties and any disputes affecting the unit or building.

Document names and approval requirements vary by jurisdiction. A local property lawyer should confirm which documents are required and whether the copies supplied are current, authentic and sufficient for transfer.

Build a decision using weighted priorities

Score each option against the factors that actually control your decision. A simple worksheet can use a 1–5 score for each factor and a weight reflecting its importance.

Decision factor Questions to answer Give greater weight to
Move-in deadline What happens if possession is late by several months? Ready inventory when the deadline is firm.
Cash-flow capacity Can you carry rent plus loan costs during a delay? Ready inventory when overlap would be unmanageable; otherwise a well-diligenced staged payment may fit.
Inspection value Do you need to see light, noise, workmanship and common areas before buying? Ready inventory.
Project and legal evidence Are registration, approvals, title, milestones and agreement terms independently verified? Only an option with a complete evidence file.
Risk tolerance Can you absorb delay, specification changes or a dispute? Ready inventory for low tolerance; under-construction only with a meaningful financial cushion.
Use of the property Do you need immediate occupation or rental? Ready inventory, subject to lawful occupancy and closing.

Do not let one attractive feature, such as a lower headline price or a furnished show apartment, override a failed legal or cash-flow check. A “yes” decision requires both an acceptable risk-adjusted cost and evidence that the seller can deliver the promised legal and physical asset.

Questions to ask before signing

Ask the under-construction seller

  • What is the contractual possession date, and what events can extend it?
  • Which approvals, plans, specifications and amenities are incorporated into the agreement?
  • What milestone supports each payment demand?
  • What are the cancellation, refund, delay-interest and defect procedures?
  • What is the current construction stage, and when were the regulator filings last updated?
  • Which taxes, registration costs, utility charges, maintenance deposits and other amounts are excluded from the quoted price?

Ask the ready-property seller

  • Which occupancy or completion document applies, and can it be independently verified?
  • Are there unpaid dues, mortgages, disputes, notices or pending approvals?
  • What defects, repairs or alterations have occurred, and who will rectify them?
  • What exactly transfers with the apartment: parking, fixtures, storage, access cards and warranties?
  • What are the association’s current maintenance charges and planned major works?

Put answers in writing. If an answer changes the price, possession date, legal usability or scope of work, it belongs in the agreement or a signed annexure—not only in email or conversation.

Common mistakes and how to avoid them

Comparing a base price with an all-in price

Ask both sellers for the same cost categories and calculate the total yourself. Exclude no item merely because it is described as a “charge,” “deposit” or “optional” feature until you know whether you need to pay it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using an unsupported average delay

There is no reliable universal delay period for all projects. Use the project’s documents, progress and your own budget to test a delay scenario. The appropriate scenario is the one that would change your decision, not a number copied from another market.

Treating a sample flat as the delivered product

Record dimensions, materials, fittings and exclusions. The sample may contain upgrades or styling that are not part of the contracted specification.

Assuming registration or a certificate solves every risk

Regulatory registration, an occupancy document and a clear title each answer different questions. Verify all of them, along with the agreement, dues, physical condition and transfer process.

Paying a large advance before legal review

Have an independent lawyer review title, approvals and the agreement before a payment that would be difficult to recover. In India, also check the applicable state rule on advance payments; the Kerala 10% example is not a universal limit.

A practical final test

Choose the ready-to-move apartment when earlier lawful use, inspectability and schedule certainty outweigh any verified price difference. Choose the under-construction apartment only when the project evidence is strong, the contract protects your position, and your cash-flow model remains comfortable if handover is delayed. In both cases, compare equivalent units, verify documents independently and judge the risk-adjusted total cost—not the brochure price.
