The most reliable way to compare energy-efficient homes is to combine evidence about the property with evidence about how it has actually operated. Ask for a current asset-based assessment such as the U.S. Department of Energy’s Home Energy Score, collect 12 months of utility bills, and inspect the envelope, heating and cooling systems, water heater, climate fit, comfort problems and likely upgrade costs.

A high rating alone does not guarantee low bills, and low bills alone may reflect unusually low occupancy or conservative thermostat settings. Treat the home as a system, compare like with like, and verify important claims with a qualified assessor or HVAC professional.

Start with two kinds of energy evidence

Energy comparisons become much more useful when you separate a home’s physical capability from its occupants’ behavior. A modeled rating examines the building and equipment under standardized assumptions. Utility history shows what people actually consumed, but also reflects schedules, thermostat settings, household size, weather and energy prices.

Home Energy Score: an asset-based view

The DOE Home Energy Score rates a home from 1 to 10, with 10 representing the most efficient end of the scale. A trained assessor records roughly 50 inputs, including insulation and window characteristics, then evaluates the envelope, heating, cooling and hot-water systems. The report estimates energy use and identifies potential efficiency improvements.

Request the complete report, not just the number in a listing. Check the assessment date, assessor and whether the home’s current equipment and condition match what was recorded. A score made before a furnace replacement, renovation, air-sealing project or window change may not describe the house you are buying. DOE reported more than 314,000 scores completed as of October 4, 2026, but that program total does not mean every listing has a score or that one is available in every market.

ENERGY STAR Home Energy Yardstick: an operating-history view

The ENERGY STAR Home Energy Yardstick uses the previous 12 months of actual energy use and compares it with similar homes. Its comparison adjusts for local weather, home size and the number of occupants. A score of 10 means lower use than comparable homes; a score of 1 means higher use.

Ask the seller for every electricity and fuel bill covering the latest full year, plus the utility rate or tariff. Confirm whether the bills include all fuels, whether solar generation or a wood stove changes the totals, and whether the household changed during the period. Yardstick results may not provide a valid comparison for apartments, and ENERGY STAR states that the tool is not a substitute for a professional audit.

When the rating and the bills disagree

Do not automatically choose one source. A well-insulated house may have high bills because a large family heats every room to a high temperature; a less efficient house may show low bills after a vacant winter or very limited air-conditioning use. Compare occupancy, thermostat settings, billing periods, fuel types and unusual weather first. If the difference remains material, commission an on-site assessment rather than guessing which number is “right.”

Use a consistent comparison worksheet

Record the same information for every home. The following framework keeps a visually impressive appliance from overshadowing a leaky envelope or an unsuitable heating system.

Comparison area Collect or ask for How to interpret it
Rating and assessment Home Energy Score report, assessment date, assessor and modeled improvement options The 1–10 score estimates performance from the property’s characteristics. Confirm that it describes the home in its current condition.
Actual energy use Last 12 months of electricity and fuel bills, rates, occupancy and major changes Yardstick adjusts for weather, size and occupants, while bills still reflect behavior and operating habits.
Envelope Attic and wall insulation, air leaks, windows, foundation condition and drafts Insulation and windows reduce heat exchange; air leakage can increase costs and create comfort problems.
Heating and cooling Equipment age and condition, fuel, seasonal ratings, duct leakage, service records and climate suitability Efficiency depends on the equipment, sizing, installation and whether it is designed for local temperatures.
Hot water Water-heater type, age, efficiency, location and maintenance history Water heating is a major household energy use. A high-efficiency replacement may be valuable when the existing unit is near the end of its life.
Cost and upgrade path Purchase premium, likely repairs, local rates, incentives and expected holding period Compare lifetime cost in the local market rather than transferring a national example directly to one property.
Comfort and health Uneven temperatures, drafts, moisture, ventilation and indoor-air concerns A rating is not a complete building-condition or indoor-air assessment. Investigate warning signs separately.

Inspect the building envelope before shopping for equipment

The envelope controls how quickly heat enters or leaves the home. Equipment can be labeled efficient yet operate frequently if the attic, walls, windows, foundation or ducts allow substantial heat transfer.

Insulation

Ask where insulation is installed, what material it is, its approximate depth or documented R-value, and whether it is continuous. Look in the attic for thin areas, compressed batts, gaps around penetrations and signs of moisture. In walls and floors, look for missing sections, exposed cavities or renovation patches. An assessor can identify areas that are difficult to see without opening finishes.

Air leakage and drafts

Common leakage points include attic hatches, plumbing and electrical penetrations, recessed lights, chimney or flue openings, sill plates and poorly sealed windows and doors. Feel for drafts during a visit, but do not treat a calm-day walk-through as proof of airtightness. Ask whether the home has had blower-door testing or documented air-sealing work.

Windows, foundation and moisture

Inspect window condition, operation, weatherstripping and visible condensation. Window replacement may improve comfort, but a house with major attic leakage can need air sealing before new windows deliver their expected benefit. Check crawlspaces, basements and foundation walls for dampness, staining or musty odors. Moisture and ventilation concerns require appropriate inspection; energy ratings do not certify indoor-air quality.

Evaluate heating and cooling as a system

Compare the fuel, equipment age, capacity, maintenance records, distribution system and installation quality. Obtain model and serial numbers where possible, then verify the published efficiency rating for that exact model rather than relying on a generic “high efficiency” description.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Heat pumps and climate suitability

Heat pumps move heat from surrounding air rather than creating it, which is why they can provide efficient heating and cooling. DOE’s Federal Energy Management Program guidance for specified single-phase residential air-source equipment under 65,000 Btu/hour separates ENERGY STAR criteria into Southeast, Southwest and Northern regions. The guidance uses SEER2 for cooling and HSPF2 for heating, the nomenclature in effect since January 1, 2023.

Cold-climate homes need equipment specifically designed to operate at lower outdoor temperatures before switching to resistance heat. Confirm the model’s cold-weather capability, the balance-point strategy and the backup heat source with a qualified contractor. A standard heat pump selected without regard to local design temperatures can produce disappointing bills or comfort.

Installation matters as much as the label

DOE warns that oversizing, improper refrigerant charging and leaky ducts can reduce efficiency, create uneven temperatures and shorten equipment life. Ask for commissioning or service records, duct-sealing documentation and evidence that the system was sized from a load calculation rather than matched to the old unit by capacity alone. Check whether supply and return ducts run through unconditioned spaces and whether they are insulated and sealed.

These figures come from DOE’s Federal Energy Management Program purchasing example, with guidance updated in December 2024 and the page dated July 27, 2026. The 11¢/kWh assumption was the average federal-facility electricity price as of July 2024. It is a 15-year procurement model, not a forecast for a particular house. Actual savings vary with climate, rates, load, use and installation.

Thermostat and backup-heat operation

If a home has a heat pump, verify that the thermostat is compatible with it. DOE advises minimizing unnecessary resistance-heat operation and using a heat-pump thermostat that raises the temperature gradually. Ask how the system handles defrost cycles, auxiliary heat and emergency mode, and obtain the installer’s operating instructions.

Do not overlook water heating

Record the water heater’s fuel, tank or tankless design, age, capacity, efficiency rating and location. A unit near the end of its expected service life represents a near-term capital decision, while a newer efficient unit may reduce operating costs but still require electrical, plumbing or ventilation changes.

ENERGY STAR says certified heat-pump water heaters use 70% less energy on average and can save a family of four more than $550 per year compared with a standard electric water heater. Those are source-specific averages, not guaranteed savings for your household; results depend on water use, incoming-water temperature, electricity rates and the installed model. See ENERGY STAR’s energy-efficiency guidance for the qualification context.

Compare lifetime economics, not just the listing price

An efficient home may command a purchase premium, while a less efficient home may need immediate insulation, duct, HVAC or water-heater work. Build a property-specific estimate that includes:

  • Expected repairs and upgrades during the period you plan to own the home.
  • Local electricity, gas or delivered-fuel rates and likely fixed charges.
  • Available local, state or utility incentives, with eligibility confirmed before relying on them.
  • Financing costs for upgrades and the effect of improvements on maintenance.
  • Energy use under your expected occupancy, thermostat settings and schedule.

DOE defines cost effectiveness in relation to lifetime energy savings and the upfront price premium. That concept is useful, but a national or federal example cannot be transferred directly to a house with different rates, weather, equipment, usage or holding period. Request written bids for major work and compare the total cost over the years you expect to remain in the property.

Use comfort and condition as decision evidence

During a showing, test whether rooms feel substantially different in temperature, listen for unusually long equipment cycles and look for drafts, condensation or moisture damage. Ask occupants which rooms are uncomfortable and whether certain doors are kept closed. A comfortable afternoon does not prove year-round performance, so request seasonal utility history and service records.

Energy ratings do not evaluate every building defect, ventilation issue or indoor-air concern. If you see mold-like growth, persistent dampness, combustion-safety concerns, unexplained odors or severe temperature imbalance, make the purchase contingent on appropriate inspection by qualified professionals.

A practical comparison procedure

  1. Define your baseline. Record each home’s conditioned floor area, fuels, occupants, expected occupancy, local utility rates and climate region.
  2. Collect the paper trail. Request the complete Home Energy Score report if one exists, 12 months of bills, equipment invoices, maintenance records and permits for major work.
  3. Verify the current condition. Match the report and bills to the equipment, windows, insulation and occupancy you observe today.
  4. Score the envelope. Note insulation continuity, air-sealing evidence, window condition, foundation or crawlspace moisture and visible duct locations.
  5. Check HVAC fit. Record model numbers, SEER2/HSPF2 or other applicable ratings, capacity, age, service history, duct condition and cold-climate suitability where relevant.
  6. Evaluate hot water. Compare type, age, efficiency, capacity and replacement requirements.
  7. Price the gap. Obtain local estimates for urgent repairs and desirable upgrades; apply your own rates and expected holding period to operating-cost estimates.
  8. Escalate uncertainty. Arrange a professional energy assessment or qualified HVAC evaluation when ratings, bills, comfort or visible condition do not line up.

Questions to ask before making an offer

  • Who completed the energy assessment, and when?
  • What changes have been made since the assessment or the utility-bill period?
  • Do the bills include all fuels, and how many people lived in the home?
  • Were any months affected by vacancy, unusual weather, construction or equipment failure?
  • What are the age, model, capacity and service history of the heating, cooling and water-heating equipment?
  • Has duct leakage, air leakage or insulation been tested or documented?
  • For a heat pump, is the model intended for this climate, and how is backup heat controlled?
  • Which upgrades are urgent, which are comfort improvements and which have uncertain payback?
  • What local incentives are currently available, and what conditions must be met?

When to hire a professional

Use a professional assessment when you need a defensible picture of the home’s current condition or a prioritized upgrade plan. A DOE Home Energy Score assessor can produce the standardized asset-based report. A qualified local HVAC contractor can evaluate sizing, refrigerant charge, duct sealing, controls and climate suitability. The Yardstick can help organize bill data, but ENERGY STAR explicitly says it does not replace a professional audit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Availability, building codes, utility programs, rates and assessment options vary by location and housing type. Confirm local requirements and incentives rather than assuming that a program or rebate applies to the property.

Bottom line

Choose the home with the strongest verified combination of envelope performance, properly installed and climate-appropriate HVAC, efficient water heating, credible bill history and a manageable upgrade plan. Use the Home Energy Score to compare physical assets, the ENERGY STAR Yardstick and bills to understand actual operation, and professional inspections to resolve conflicts. The best choice is the one whose lifetime cost and comfort fit your climate, rates, household and time horizon—not simply the home with the highest label or the lowest last bill.
