Keep cement in a dry, weatherproof building or an approved bin, and raise every bag above soil and damp floors. For a short, unavoidable outdoor stay, use a stable raised platform plus a fully weatherproof cover that prevents rain, splash and runoff from reaching the stack. Before mixing, inspect bags and powder for wet patches, clumps, hardening and excessive age. Stack heights, storage periods, retesting and acceptance rules depend on the product instructions and the governing project or jurisdiction.
Cement is moisture-sensitive even when a sack appears intact. The U.S. Bureau of Standards warned in Circular of the Bureau of Standards no. 70: Materials for the Household: “Cement should not be stored in a damp place nor exposed to the weather, as it readily absorbs moisture and hardens in the sack.” The practical checks below help prevent that damage and identify questionable material before it goes into concrete, mortar or grout.

Why moisture control matters
Cement reacts with water. Unwanted moisture inside a bag can start hydration before you add the cement to a mix. The powder may form soft clumps, hard lumps or a partly hardened mass, reducing the material that can disperse properly and making the delivered mix less predictable. Moisture can enter through a torn sack, condensation, a damp floor, wind-driven rain, splash from a roof edge or water moving through soil.

Choose the storage place first
Preferred: a dry, weatherproof building
Use an enclosed building with a sound roof, walls that keep out rain and ground splash, and a floor that stays dry. The City of Portland, Texas, sidewalk-improvement specification requires cement to be stored in “well ventilated weatherproof buildings or approved bins, which will protect it from dampness or absorption of moisture.” Ventilation matters where the applicable specification calls for it because it helps limit condensation; it does not make a leaking or humid building suitable.
- Inspect the roof, doors, walls and floor before bringing cement inside.
- Keep the stack away from exterior walls or plumbing where leaks or condensation could occur.
- Do not store sacks in a basement or other area that periodically becomes damp.
- Leave enough access to inspect labels, lot identity and the condition of the lowest bags.
Approved bins and bulk storage
For bulk cement, use a weatherproof bin or silo that the supplier and project specification approve. The cited guidance supports weatherproof bins, but it does not establish one universal silo humidity-control design or inspection interval. Follow the equipment manufacturer’s loading, sealing, aeration and cleaning requirements rather than adapting bag-storage rules to a bulk system.
Raise bags above soil and damp floors
Never place sacks directly on soil, concrete that can wick moisture, or a damp basement floor. Put them on dry boards, a purpose-built platform or a sound pallet. Elevation provides a drainage and air gap, keeping ground moisture from reaching the bottom layer and making leaks easier to detect.
Check the platform before stacking
- Confirm that the platform is dry, level and strong enough for the full load.
- Make sure it cannot rock, collapse or tilt toward a drain or doorway.
- Keep the platform clear of standing water, mud, snow and debris.
- Position it where roof runoff, wash-down water and vehicle splash cannot reach it.
- Replace broken boards or pallets; a punctured sack resting on a sharp edge can admit moisture.
A pallet is a practical elevation method, not a substitute for a dry building or weatherproof cover. If the floor itself stays wet, move the stack or correct the drainage problem before delivery.

Can cement be stored outside?
Outdoor storage is a short-term contingency, not the preferred method for bagged cement. Official project guidance allows it only when bags are raised on a dry platform and protected by an adequate waterproof or weatherproof covering. A cover alone is insufficient: rain can blow underneath, water can pool on the sheet, and runoff can flow onto the platform.
Set up a temporary outdoor stack
- Choose high, well-drained ground. Avoid low spots, flood paths, roof valleys and locations where vehicles or hoses create splash.
- Install a stable raised base. Use a dry platform or pallet with no direct contact between sacks and soil.
- Apply a substantial weatherproof cover. A waterproof polyethylene tarp can provide temporary protection when it is large enough to shed water beyond the platform edges.
- Create runoff clearance. Drape the cover so water runs away from the stack; do not let it form a basin or touch the bags.
- Secure the cover without puncturing sacks. Tie or weight the cover to the platform or separate supports, leaving enough ventilation to limit condensation while keeping rain out.
- Inspect after every storm or move. Look underneath for wet patches, pooled water, wind displacement and damp boards.
One City of Portland, Texas, contract specification permits small quantities outdoors for no more than 48 hours only when the engineer permits it. That is a project-specific exception, not a general allowance for homeowners or every job. If your contract, local code or engineer sets a shorter period, use the stricter requirement.
Inspect the bags before they enter storage
Check each delivery as it arrives, then inspect again before use. Record the product name, manufacturer lot or batch identification and delivery date when project control requires traceability.

Inspect the powder for clumping or hydration
Before use, open representative bags according to the product and project procedure. Look for loose, free-flowing powder versus damp clumps, hard pellets, crusts or material that has begun to hydrate. The Federal Highway Administration’s Post-Tensioning Tendon Installation and Grouting Manual states: “Prior to use, all materials in storage should be checked to make sure they have not exceeded the manufacturer’s shelf life or have not absorbed moisture and begun to clump or hydrate.”
Clumps are a warning, not an automatic pass or fail for every application. Their meaning depends on how hard they are, how much of the bag is affected, the product instructions and the consequences of failure in the work.
For structural or specified work
Quarantine cement with hardening or significant clumping and ask the responsible engineer, testing laboratory or supplier for a disposition. Iowa Department of Transportation Materials IM 527 says cement with lumps must not be used until it has been reprocessed, retested and approved under its requirements. Follow the current project specification; do not rely on an informal hand test when the material will be used in structural concrete, post-tensioning grout or another specified application.
For minor household mixing
The historical Bureau of Standards household circular gives a narrower, context-specific observation: in fairly dry storage, cement may harden slightly, and lumps that break up easily under a hoe or shovel are “not usually an injury” in mixing. This old household guidance does not override current manufacturer instructions, building requirements or engineering specifications. If you cannot verify the product’s condition or intended use, replace it rather than guessing.

Manage age, lots and rotation
Moisture protection does not stop the need to control age. Keep delivery records and use the oldest acceptable stock first. Store bags so labels and lot information remain visible, and avoid burying older material behind new deliveries.
There is no universal number of safe storage days for every cement product. The manufacturer’s stated shelf life governs ordinary use. Project documents may impose tighter limits or require testing after a period in storage.
Project-specific time guidance
- The FHWA post-tensioning manual recommends that cementitious materials and pre-bagged grouts not remain on site for more than one month before use in that project context. It also gives retesting, recertification or rejection guidance when total time from manufacture to use exceeds six months. These are not universal consumer expiry rules.
- Caltrans’s Concrete Technology Manual (June 2013) specifies no more than 14 layers for storage under 60 days and seven layers for longer storage, with the oldest cement used first.
- Washington State Department of Labor & Industries rule WAC 296-155-325 limits cement and lime bags to 10 bags high except in purpose-built bins or enclosures.
When requirements conflict, apply the contract, manufacturer and local occupational-safety rules that govern your job, and obtain the engineer’s written direction where required.

Use the applicable height limit rather than treating one jurisdiction’s number as universal. The Caltrans 14-layer and seven-layer limits and Washington’s 10-bag rule address particular project or safety contexts. A manufacturer, engineer or local regulation may require fewer layers, especially on a temporary platform or where bags are large and heavy.
Indoor versus temporary outdoor storage
| Factor | Weatherproof building or approved bin | Temporary outdoor setup |
|---|---|---|
| Moisture protection | Best general protection when the roof, walls and floor remain dry. | Requires both elevation and a substantial waterproof/weatherproof cover; exposed edges and runoff remain risks. |
| Duration | Suitable for normal storage subject to shelf-life and project limits. | Short-term contingency only. One Portland, Texas, specification allows small quantities for up to 48 hours only with engineer permission. |
| Airflow | Use a well-ventilated building where the governing specification requires it. | Leave a way for air to move without allowing rain under the cover. |
| Inspection | Access to lower bags and walls makes routine checks easier. | Inspect after rain, wind or relocation; covers can shift and platforms can become wet. |
A practical receiving-and-use checklist
- Confirm the product, lot and manufacturer shelf-life information against the work order.
- Inspect every sack for tears, damp marks, stiff areas and compromised seams.
- Reject the proposed location if the roof leaks, the floor is damp or runoff can reach the stack.
- Install and test a dry, level raised platform before unloading.
- Place bags in a stable stack within the applicable height limit, preserving label visibility and access.
- If outdoor storage is unavoidable, add the waterproof cover, secure it and direct runoff away from the platform.
- Record the storage date and rotate the oldest acceptable stock first.
- Before mixing, open and examine representative bags for clumps, hardening or hydration.
- Quarantine questionable material and obtain the manufacturer’s, laboratory’s or engineer’s decision when the work is specified or structural.
- Document any retesting, reprocessing, approval or rejection required by the project.
What to do when you find moisture damage
Wet or torn bags
Move them away from sound stock, prevent further exposure and notify the person responsible for material acceptance. Do not hide wet sacks under a new cover or return them to the bottom of the pile.
Soft clumps that break apart
Identify the application first. For noncritical household work, consult the current product instructions; for specified work, follow the project’s testing and approval process. The historical household statement about easily broken lumps is not permission to use material in structural work.
Recommended Free Tools
Hard lumps or a partly hardened bag
Treat the bag as suspect. Iowa DOT’s cited procedure requires reprocessing, retesting and approval before use, while other projects may require rejection. Obtain a documented decision rather than screening out a few lumps and assuming the remainder is unchanged.
Quick Recap
Key checks before every use
- Is the building, bin or temporary cover still weatherproof?
- Is the platform dry, stable and clear of runoff?
- Are the bags within the manufacturer’s shelf life and the project’s storage period?
- Has any sack absorbed moisture or begun to clump or hydrate?
- Are stack height, ventilation and outdoor-duration limits being met for this jurisdiction and project?
- Has questionable material been isolated and formally accepted before use?
