What to Check When Buying Structural Steel for an Industrial Construction Project

Buy structural steel against the project’s controlling drawings, specifications and standards—not a supplier’s generic “equivalent” description. Before any material is ordered, confirm each member’s product form, exact size, grade, material specification and edition, delivery condition, special properties, records, markings, inspection requirements and delivery date. Then compare quotations on the same delivered scope and quarantine anything that does not match the approved documents.

1. Establish the governing basis before requesting prices

Start with the documents that legally and technically control the purchase. Identify the project location, authority having jurisdiction, adopted building and material standards, issued-for-construction drawings, structural notes, project specifications, approved submittals and the contract’s order of precedence. If documents conflict, obtain a written direction from the engineer of record or contract administrator before asking suppliers to price an interpretation.

For United States projects, AISC 360 is the generally applicable specification for design and construction of structural steel buildings and other structures, with both LRFD and ASD methods. The edition adopted by the project—not simply the newest edition shown on a website—controls. AISC guidance is US-oriented; an international project may instead adopt ISO, EN or national standards. Names that look similar are not automatic substitutes. A grade or product certified to one system must be accepted by the project’s engineer and contract documents before it replaces a specified designation.

Record the governing basis in the procurement package:

Do not let a quotation establish design requirements after the fact. A supplier may identify a potential availability problem, but the design team must approve any change in grade, section, thickness, tolerance, welding category or delivery condition.

2. Convert the design into an item-by-item material schedule

Issue a schedule that allows a buyer, supplier and receiving inspector to identify every item without interpretation. Check the schedule against the latest member list, framing plans, connection details and bill of material. AISC’s Code of Standard Practice (May 9, 2022 edition) contains examples of shop-standard grades for common shapes, but those examples do not grant blanket permission to change the grade specified for this project.

Field to state What to verify
Product form Wide-flange shape, channel, angle, tee, HSS, pipe, plate, bar, rod, deck support or another form shown in the design.
Designation and dimensions Exact section designation, nominal depth and weight, outside dimensions, wall or plate thickness, length, cut shape and permitted mill tolerances.
Grade and material specification Specified grade, governing ASTM/ISO/EN or other specification, edition and any supplementary requirements.
Quantity and mark Number of pieces, piece or member mark, required cut lengths and any camber, holes, coping or bevels included in the supply.
Delivery condition As-rolled, normalized, quenched and tempered, controlled-rolled, thermomechanically processed or another condition required by the design.
Surface and finish Mill finish, blast-cleaned condition, primer, galvanizing, fire-protection interface and permissible rust, pitting or scale.
Special properties Toughness or impact energy, chemistry limits, through-thickness properties, weldability controls, corrosion allowance or other project-specific limits.

Use the project’s designation exactly. A supplier’s “equivalent,” “commercial equivalent” or “available alternative” should be a separate substitution proposal identifying every difference and the approving authority. Check that the proposed section has the same geometric properties and connection compatibility; a similar nominal depth does not establish equivalent strength, stiffness, bolt access or weld access.

3. State special properties, inspection and acceptance criteria

Ordinary strength and chemistry requirements may be insufficient for an industrial facility. Service temperature, fatigue, seismic demand, fracture consequences, hydrogen exposure, pressure equipment interfaces, fire design and welding details can trigger additional requirements. Put each special property in the purchase specification rather than relying on a drawing note that a supplier may not see.

Toughness and impact testing

If low-temperature service, fracture-critical details or the design specification requires impact toughness, state the test temperature, absorbed-energy criterion, specimen orientation, test method, sampling frequency and acceptance rule. Identify whether the requirement applies to every heat, a lot or a particular thickness range. Require the result on the material test report or in a referenced test report that clearly identifies the heat and product.

Chemistry and mechanical limits

List carbon-equivalent, weldability, residual-element, yield-strength, tensile-strength, elongation and other limits that are tighter than the base material specification. State whether the limit is a heat analysis, product analysis or both. A certificate that shows only the standard’s minimum values may not demonstrate compliance with a project-specific maximum.

Additional examination

Where drawings or specifications require ultrasonic examination, through-thickness testing, magnetic-particle testing, radiography, dimensional checks or coating tests, name the method, extent, acceptance standard, inspector qualification and report format. Define witness, hold and review points before production starts. ISO 630-2:2021 addresses delivery conditions for products within its scope, including designation, chemical composition, mechanical properties, surface condition, internal soundness, dimensional tolerances, inspection, testing and marking; it is not a universal replacement for the project’s adopted code.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

Acceptance and disposition

Write what constitutes acceptance, conditional acceptance, repair, replacement or rejection. Include who may approve a deviation, what evidence is required and whether the owner or engineer must consent before fabrication. This prevents a damaged or misidentified piece from being used while a commercial discussion is still open.

4. Define the documents that must accompany the steel

Make documentation a deliverable with a due date, not an informal promise. Require a document register and identify whether records are submitted for approval before shipment, with the shipment, or in a closeout package.

Mill and inspection records

Specify the required material test reports (MTRs), inspection certificates or certificates of conformity. Each report should identify the product form, grade, dimensions or thickness range, heat or lot number, applicable specification and edition, chemical results, mechanical results, tests performed and the material covered by the report. If a report covers multiple pieces, require the supplier to explain the lot relationship.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

AISC’s Code of Standard Practice provides for representative MTRs when requested under the specified contract conditions. “Representative” does not necessarily mean piece-by-piece. State whether a heat-level report is sufficient or whether the project requires lot, bundle or individual-piece linkage.

Marking and identity

Require durable markings, tags or a controlled identification system that survives unloading, storage, cutting and fabrication. At minimum, the receiving team should be able to match a piece or bundle to the purchase-order line, grade, size, heat or lot and MTR. Define acceptable paint marks, stamped marks, barcode labels and replacement procedures when a tag is lost.

AISC describes traceability as “the ability to identify a specific piece of steel in a structure, throughout the life of the structure, and its specific mill test report (MTR).” It also states that a fabricator should demonstrate, through written procedure and actual practice, a method of material identification visible up to the point of assembling members. Full piece-to-MTR traceability is more expensive and is not automatically required for every project; AISC identifies it as necessary for critical applications such as nuclear construction when the contract requires it. Set the minimum level explicitly:

  • Standard industrial work: retain heat or lot identity and maintain a documented link from delivery bundle through fabrication records.
  • Higher-risk work: require piece-level linkage, controlled transfers, independent verification and permanent records where the owner, regulator, safety case or specification demands it.
  • All projects: prohibit unmarked loose pieces from entering fabrication until identity is restored and documented.

Submittal timing and retention

Set dates for preliminary certificates, final MTRs, inspection reports, nonconformance records and as-built traceability files. State the file format, naming convention, language, authentication requirements and retention period. A document delivered after erection may be impossible to reconcile with members already cut or installed.

5. Qualify the supplier and fabricator for this scope

Evaluate the organization that will actually produce, process, store and deliver the steel. A trading company may quote material while a service center, mill or fabricator performs the work. Identify each party and the handoffs between them.

Capability and experience

  • Relevant industrial, heavy-section, seismic, fatigue or high-temperature project experience.
  • Capacity for the required section sizes, plate thicknesses, lengths, cutting, drilling, forming and coating.
  • Qualified welding procedures, welders and inspection personnel for the specified materials and details.
  • Ability to segregate grades and maintain identity through nesting, cutting, remnant storage and shipment.
  • Subcontractors used for testing, coating, heat treatment, transport or fabrication, with responsibilities clearly assigned.

Quality system and nonconformance control

Review written procedures for purchasing, receiving, identification, inspection, calibration, document control, corrective action and nonconforming material. Ask for an anonymized example of a material discrepancy and how it was contained, investigated and closed. A certificate is a capability signal, not proof that every delivered piece is correct.

If the contract calls for AISC certification, verify the current certificate, applicable category and validity directly with AISC’s certification information. AISC describes its certification program as covering quality systems across fabrication and erection. Confirm that the certificate’s scope matches the work; do not treat a different category or an expired certificate as equivalent.

Capacity and delivery realism

Ask for a production and logistics schedule showing mill booking, testing, fabrication, coating, packaging, transport, unloading and contingency. Confirm which dates are commitments and which depend on mill availability or approval of substitutions. Require prompt notice of a threatened delay and define the remedy, resequencing process or expedited-shipping responsibility.

6. Compare quotations on a like-for-like basis

Price comparisons are misleading when one bid excludes freight, inspection, coating or documentation. Issue a bid form that forces every supplier to price the same scope and list exclusions separately.

Comparison axis Questions to answer
Technical conformance Does the offer match every specified form, size, grade, specification edition, delivery condition and special property? Are substitutions separately identified and approved?
Delivered total cost Does the total include material, cutting, drilling, fabrication, coating, testing, packaging, freight, unloading, taxes and required records at the stated delivery point?
Schedule certainty What are the confirmed mill, fabrication and delivery dates? Which assumptions could move them?
Quality capability Who performs inspection and testing? What quality system, certification, calibrated equipment and qualified personnel support the work?
Records and traceability Are MTRs, inspection reports, markings, document registers and as-built links included, with the required timing and retention?
Logistics and condition How are bundles protected, segregated, identified and unloaded? What limits apply to transport damage, moisture and storage?
Remedies What happens when material is late, damaged, short, misidentified or nonconforming? Who pays for testing, replacement, rework and schedule impact?

AISC identifies cost, speed and quality as central structural-steel selection drivers in surveys of owners, designers and contractors. Apply those drivers to the project’s actual risk: a lower mill price can be uneconomic if it creates re-testing, redesign, replacement or a missed erection sequence. Obtain current quotations for actual prices and availability; neither is fixed by a general standard.

7. Inspect the shipment before releasing it to fabrication

Plan receiving inspection with the same discipline used for design review. The receiver should have the purchase order, approved submittals, member schedule, packing list, marking plan and expected MTR register.

  1. Control the delivery area. Record truck, bundle and seal information where applicable. Photograph visible damage before unloading and segregate suspect bundles.
  2. Check quantity and identity. Match bundle tags, piece marks, heat or lot numbers and product descriptions to the packing list and purchase-order lines.
  3. Verify dimensions. Check section designation, plate or wall thickness, length, straightness and other specified tolerances using calibrated equipment and the project’s acceptance criteria.
  4. Inspect condition. Look for dents, laminations, cracks, excessive pitting, gouges, distortion, coating damage, contamination and transport-induced deformation.
  5. Reconcile paperwork. Confirm that each required MTR, inspection certificate, test report and certificate of conformity is present, legible and tied to the material received.
  6. Record disposition. Release compliant material, mark and quarantine discrepancies, and open a documented nonconformance before any cutting, welding or erection.

Do not silently use a near-size member, relabel an unidentified piece or accept a missing certificate on the assumption that paperwork will arrive later. The exact acceptance and disposition process must follow the project specification and approval authority. If material is damaged or misidentified, preserve evidence, notify the responsible parties and obtain written direction before repair, substitution or use.

8. Put the requirements into the purchase specification

A concise purchase specification can prevent most disputes if it is complete enough for a supplier to price and a receiver to verify. Include these clauses, adapted to the project’s contract:

  1. Scope: identify structures, member marks, product forms, quantities, processing and delivery point.
  2. Governing documents: list drawing and specification revisions, adopted standards and order of precedence.
  3. Material requirements: state grade, specification and edition, dimensions, tolerances, delivery condition and surface condition.
  4. Supplementary properties: state toughness, chemistry, internal-soundness, through-thickness, weldability and other additional limits.
  5. Inspection and testing: define methods, extent, laboratories, qualifications, witness points, acceptance criteria and reports.
  6. Identification: define markings, bundle control, heat or lot linkage, transfer records and what happens when a mark is lost.
  7. Documentation: list MTRs, certificates, inspection records, packing lists, nonconformance reports, format, submission dates and retention.
  8. Fabrication and subcontracting: identify permitted processors, approval requirements, welding qualifications and responsibility for records.
  9. Packaging and logistics: state bundle limits, separators, protection, lifting points, delivery sequence, unloading responsibilities and storage requirements.
  10. Changes and remedies: require written approval for substitutions and define replacement, re-testing, rework, delay and cost responsibility.

9. Common buying failures and how to prevent them

“Equivalent” material is accepted without engineering review

Cause: the quotation uses a familiar grade or nearby section while the buyer checks only nominal size. Prevention: require a marked-up substitution request showing chemistry, strength, toughness, dimensions, tolerances, connection effects and schedule impact; obtain engineer approval before order.

MTRs arrive, but cannot be tied to the steel

Cause: bundles were split, tags fell off or remnants were mixed. Prevention: define the identification method, photograph incoming marks, log transfers and keep remnant controls through fabrication.

The bid is low because important scope is excluded

Cause: freight, coating, testing, unloading or documentation appears in another bidder’s price but not this one. Prevention: use a common bid form and compare delivered totals, exclusions and assumptions line by line.

What’s actually slowing this PC down?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A certificate is mistaken for project compliance

Cause: a supplier holds a quality certification, so the buyer stops checking actual material. Prevention: verify certificate scope and validity, then inspect the delivered steel and its records independently.

Late discrepancies disrupt erection

Cause: receiving inspection is deferred until members are needed on site. Prevention: inspect at arrival, quarantine exceptions and require a documented release before fabrication or installation.

10. Final release checklist

  • Governing jurisdiction, code editions, drawings and order of precedence are recorded.
  • Every line item has an exact form, designation, dimension, grade, specification, quantity and delivery condition.
  • Special toughness, chemistry, testing, tolerance, surface and inspection requirements are explicit.
  • MTR, certificate, marking, traceability, submittal timing and record-retention requirements are contractual.
  • Supplier, mill, fabricator, subcontractors, capacity, quality system and certification scope are identified.
  • Quotations are compared on identical delivered scope, confirmed schedule, quality and remedies.
  • Receiving personnel have the approved schedule, purchase order, packing list and inspection procedure.
  • Nonconforming or unidentified material is quarantined and cannot enter fabrication without written disposition.

AISC 207-25 became effective February 1, 2026, according to AISC certification updates. If the project references AISC certification, confirm whether that edition and the applicable program requirements are incorporated into the contract. For any project, verify the adopted standards, supplier status, prices and schedule at the time of procurement rather than relying on a historical quotation or an undated certificate.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
