Before commenting on a planning application in England, verify that you have the live case, read the plans and supporting documents, note the authority’s stated deadline, and base your response on specific planning effects. The strongest comments explain how the proposal relates to the development plan and evidence, rather than relying on personal preference or the number of objections.
Start with the correct application
Planning portals can contain several applications for the same street, site or applicant. Open the current record held by the relevant local planning authority and check each identifying detail before forming an opinion.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- Application reference: copy the exact number used by the authority.
- Site address: confirm that the address and postcode identify the place you mean.
- Proposal description: read the full description, not only a shortened portal headline.
- Consultation status: check whether the case is open for comments, under re-consultation or already closed.
- Location plan and boundary: make sure the outlined site matches the land you are considering. A location plan should show the site in relation to its surrounding area.
If the boundary, description or plans do not appear to match, contact the authority using the details on the application page before submitting a detailed representation. Referring to the wrong case can make an otherwise careful comment irrelevant.
Read the proposal beyond its headline
The application record is the factual basis for your comment. National information requirements generally include plans and drawings, while the exact supporting material depends on the type and scale of development and the local authority’s information checklist.

Documents worth checking
| Document | What to examine | Questions to ask |
|---|---|---|
| Site or layout plan | Building position, access points, parking, landscaping, bin storage and boundary treatments | Does the layout fit the site and its surroundings? Are access and parking arrangements clear? |
| Existing and proposed elevations | Height, roof form, windows, materials, balconies and external equipment | How will the visible elevations differ from what is there now? |
| Sections | Ground levels, ridge and eaves heights, retaining structures and the relationship with neighbouring land | Does the proposal sit higher or lower than nearby properties? Are level changes explained? |
| Design and access statement | Design rationale, site context, accessibility and movement principles where provided | Does the explanation address the character of this location rather than make generic claims? |
| Transport or highway information | Trip estimates, visibility splays, turning, servicing, cycle parking and pedestrian routes | Can vehicles enter, leave and turn safely? Are walking and cycling movements accommodated? |
| Flood, drainage or utilities reports | Flood zones, surface-water routes, attenuation, discharge and proposed infrastructure | Where will water go during heavy rainfall, and is the proposed solution evidenced? |
| Heritage, ecology or tree surveys | Listed buildings, conservation areas, habitats, protected species and trees | Does the survey cover the relevant area and explain avoidance, mitigation or compensation? |
Not every application will contain every document. Treat an absent report as a question to clarify, not proof that an impact exists. Compare the proposed drawings with the existing plans or photographs where these are supplied, and record the sheet numbers or report titles that support your point.
Check the live consultation period and deadline
The publicity notice and application page control your deadline. In England, the formal consultation period will normally last 21 days. Government guidance identifies an 18-day period for specified public service infrastructure applications made on or after 1 August 2021. That exception applies only where the application falls within the relevant category and the current notice uses that arrangement.

Authorities may issue revised plans, start a further consultation or set case-specific arrangements. Submit promptly if you have a substantive point; waiting until the final evening risks technical problems and leaves no time to correct an omitted reference.
- Write down the displayed closing date and time, if one is given.
- Look for a separate notice about amended plans or re-consultation.
- Check whether the authority asks for comments on the whole proposal or only on the changes.
- If the date is unclear, ask the planning department which deadline applies to the live record.
Understand what counts as a material planning consideration
A planning decision must be made in accordance with the development plan unless material considerations indicate otherwise. The development plan normally includes the adopted local plan and any other documents that form part of the statutory plan for that area. National policy and other evidence can also be relevant, but the weight given to each point is for the decision-maker.
Government guidance states: “Where members take decisions on planning applications they must do so in accordance with the development plan unless material considerations indicate otherwise.” Your comment is most useful when it identifies a planning effect, links it to a policy or application document where possible, and explains the evidence for the effect.

Design, scale and character
Describe the specific relationship between the proposal and its context. Relevant observations can include excessive height, bulky massing, an unsuitable roof form, loss of a coherent building line, poor materials or an unrelieved frontage. Refer to the elevation, section or streetscape information rather than saying only that the design is unattractive.

Neighbouring amenity
Consider daylight and outlook, privacy, overlooking, noise, light, odour, vibration and the effect of construction or servicing where those matters are supported by the proposal. Identify which windows, gardens, rooms, routes or hours would be affected. A statement such as “the upper-floor side window shown on elevation E-03 would face the rear bedrooms of the adjoining house” is more useful than a general assertion of loss of privacy.
Access, movement and highway safety
Check the proposed access width, visibility, gradients, turning space, parking, loading and refuse collection. Explain a foreseeable conflict, such as vehicles reversing across a footway or inadequate visibility at a bend, and point to the transport drawing or a measured site condition. Traffic inconvenience alone is not automatically a planning reason; connect it to safety, access, capacity or the design of the highway arrangement.
Flood risk and drainage
Where relevant, examine the site’s flood context, finished floor levels, drainage strategy, impermeable surfaces and proposed attenuation or discharge. A credible comment identifies the route by which water could affect the site or neighbouring land and asks for clarification or mitigation grounded in the submitted documents. Do not infer a flood risk solely from a heavy-rainfall incident unless you can relate it to the application and available evidence.
Heritage
For listed buildings, conservation areas or other heritage assets, explain the effect on significance, setting, views or historic fabric. Quote the part of the heritage statement or drawing that appears incomplete or inconsistent, and distinguish a change to a heritage asset from a general objection to modern development.

Trees, landscape and ecology
Check tree surveys, root-protection areas, removal proposals, planting plans, habitats and protected-species information where supplied. Identify a particular tree, hedge, habitat or ecological feature and explain how construction, access or lighting could affect it. If the survey date, coverage or mitigation is unclear, request clarification rather than asserting an unverified species or status.
Separate planning grounds from issues that do not decide the application
Authorities consider the planning merits of the proposal, not a popularity contest. Local support or opposition matters only to the extent that it is founded on valid planning grounds.
| Usually not a material planning reason by itself | How to reframe a potentially relevant point |
|---|---|
| “I dislike the look of it.” | Explain the identifiable design, scale, materials or character conflict and relate it to the local policy context. |
| Loss of property value | Describe a planning effect such as overlooking, noise, traffic safety or unacceptable massing if evidence supports it. |
| A private boundary, access or covenant dispute | Raise any separate legal issue with the appropriate adviser; mention only planning effects that the authority can assess. |
| Personal conflict with the applicant or a neighbour | Remove the history and focus on measurable effects of the proposed development. |
| “Many people oppose it.” | List distinct, evidence-based planning concerns instead of repeating signatures or identical statements. |
Personal circumstances can explain why an impact matters to you, but they do not replace the planning analysis. Keep the representation respectful and avoid allegations about an applicant’s motives.
Compare revisions and alternatives by their effects
If the authority has published amended plans or you are comparing options, use the same tests for each version. Check location and layout, scale and design, neighbouring amenity, access and highway safety, heritage, flood risk, and ecology or trees where relevant.

- Explain whether the change increases, reduces or leaves an identified effect unchanged.
- Distinguish a genuine mitigation measure from a description that has changed without altering the physical proposal.

- Identify the case: give the application reference, site address and proposal.
- State your position: support, object or comment neutrally on a defined issue.
- Name the planning matter: for example, overlooking, highway visibility, drainage or heritage setting.
- Describe the effect: identify the affected property, route, view, tree, habitat or public space and explain the likely consequence.
- Point to evidence: cite the relevant plan, section, report, policy or observable site condition.
- Request an outcome where appropriate: clarification, a revised drawing, a condition, additional mitigation or refusal on the stated ground.
For example:
“I object to application [reference] at [site] on highway-safety grounds. The proposed access shown on drawing A-102 appears close to the bend on [road], and the visibility area is not demonstrated on the submitted plan. Vehicles leaving the site would conflict with pedestrians using the footway. Please require a visibility assessment and a revised access arrangement before the application is determined.”
Replace every bracketed item with the application’s actual details, remove any point you cannot support, and avoid presenting the example as evidence about a particular site.
Submit through the authority’s specified channel
Use the online comment form, email address or postal route named on the application page. Include the reference and site address exactly as displayed. The authority’s local procedure determines whether late comments are accepted, how attachments are handled and where representations are published.
- Paste or upload the final text only after checking that it refers to the current revision.
- Keep a copy of the submitted comment and any drawings or photographs you relied on.
- Save the confirmation screen, email receipt or other submission evidence.
- If you submit more than once because of a technical problem, explain that the later version replaces the earlier one.
Submitting a representation does not guarantee that a particular officer or councillor will contact you, nor does it guarantee a particular decision. The authority must assess relevant planning matters as part of its decision-making process.
Protect your privacy before pressing submit
Planning comments may be available to the public. Read the authority’s privacy notice and remove information that is unnecessary to your planning point, such as telephone numbers, email addresses, signatures, medical details or details about children. If a photograph is useful, check that it does not expose private personal information. Write on the assumption that the representation and your name may be placed on the public file, subject to the authority’s stated publication and redaction practice.
