Eligibility is not decided by HUD from a national form: the PHA serving your area applies current geographic income limits, local preferences and verification procedures. Because limits and waitlists vary by location and change over time, use this guide to prepare, then confirm every requirement with your PHA.
The two main HUD programs are public housing, where the PHA manages the apartment, and the Housing Choice Voucher (HCV) program, commonly called Section 8, where assistance follows an eligible tenant to a qualifying private-market rental. You can ask to apply for both if your local agencies offer them.

Which affordable housing program are you applying for?
“Affordable housing” is not one national application. HUD funds several programs, while local PHAs accept applications, maintain waitlists and make household-specific decisions. Start by identifying the program and the PHA that administers it.

| Feature | Public housing | Housing Choice Voucher (HCV) |
|---|---|---|
| Where you live | A unit in a development managed by the PHA or its housing partner. | An eligible private-market rental selected by the voucher participant and approved by the PHA. |
| Who administers the application | The local PHA that owns or manages the development. | The local PHA operating the voucher program; some areas have more than one PHA. |
| Main eligibility factors | Annual income, household characteristics, citizenship or eligible immigration status, and local rules. | Annual income, family size, citizenship or eligible immigration status, and program-specific rules; generally aimed at extremely low- or very low-income households. |
| Waitlist and availability | Depends on the developments and lists operated by that PHA. | Depends on voucher funding, local preferences and whether the PHA’s list is open. |
| After selection | The PHA verifies eligibility and offers housing according to its procedures. | The PHA verifies documents, conducts orientation and issues a voucher with a PHA-set search period. |
HUD’s rental-assistance information explains that HUD does not maintain local vacancy information, waitlists or application forms. Those details come from the PHA, so a national search result cannot confirm whether a particular list is open.

How income eligibility is calculated
Use the current limit for your area and household size
HUD income limits are geographic and household-size-specific. The limit for a one-person household in one county may differ from the limit for a four-person household in another county, and the published figures are updated periodically. Do not rely on a national dollar cutoff or an old online chart. Ask the PHA which current HUD limit and income definition it uses for the program and application date.
The PHA looks at expected total annual household income, not only one paycheck. Depending on your circumstances, the calculation can involve wages, self-employment, benefits, pensions, child support, interest and other recurring income. The agency will tell you which amounts must be reported and how deductions or exclusions are handled. A rough gross-income estimate cannot establish eligibility without the local limit and the PHA’s calculation.
Understand the HCV targeting rule
The November 2019 HUD Housing Choice Voucher Program Guidebook states that at least 75% of a PHA’s HCV admissions in each PHA fiscal year generally must go to families at or below the extremely low-income limit. HUD can approve exceptions. This is a program-level targeting requirement, not a promise that an individual applicant below that threshold will receive a voucher, and it is not a universal dollar amount.
Report every household member and income source
Income eligibility is tied to the household that applies. List everyone who will live with you and disclose each person’s income as the PHA directs. Omitting a household member, failing to report a new job or submitting inconsistent figures can delay verification or lead to an adverse decision.

Household, citizenship and immigration-status rules
Household characteristics
For public housing, HUD describes eligibility in terms that can include a family, an older adult household or a person with a disability. The PHA applies its definitions and may request documentation supporting household composition, age or disability-related status. A household that does not fit one category should still ask the PHA whether another program or local definition applies.
Citizenship and eligible noncitizen status
Public housing and HCV generally require U.S. citizenship or an eligible immigration status under HUD rules. “Having an immigration document” does not automatically mean every category qualifies. The PHA will explain which documents it accepts and whether assistance is prorated or otherwise affected when household members have different statuses. Ask about your specific situation rather than relying on a general internet list.
Students and other fact-specific cases
Additional rules can apply to certain students at institutions of higher education who live apart from their parents. The HUD guidebook also describes special immigration-status and denial provisions. Because these rules depend on facts and the guidebook is dated November 2019, have the current PHA evaluate your circumstances or consult a HUD-approved housing counselor.

1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsFind the right PHA and confirm the local process
- Identify every PHA serving your area. A city, county or regional agency may administer public housing, HCV, or both. Ask which agency covers your address and whether neighboring agencies accept applications from people who do not currently live in their jurisdiction.
- Check whether each relevant waitlist is open. Lists may open for a short period, close when enough applications are received, or operate by development or bedroom size. An online notice is not a guarantee that the list remains open, so confirm by phone or through the agency’s official application channel.
- Ask about local preferences. PHAs may give selection preferences to groups such as veterans or people with disabilities. A preference can affect order on a waitlist; it does not guarantee admission or a voucher.
- Request the exact checklist and submission method. Requirements differ by PHA. Confirm whether the agency accepts an online form, paper application, in-person appointment, mail, fax or another method, and whether documents are uploaded now or only after you are selected.
- Apply to more than one appropriate list. HUD warns that high demand and long waits may require applicants to apply to multiple PHA waitlists. Submit only applications for which you meet the stated geographic and program rules, and keep a separate record for each agency.
HUD’s applicant guidance specifically notes that “Due to high demand and long waiting lists for housing vouchers, you may need to apply to multiple Public Housing Agency waitlists.” Applying in several jurisdictions can improve your chances of being reached, but each PHA still applies its own preferences, funding and verification rules.

Documents to prepare before submitting an application
Use the PHA’s checklist as the controlling list. HUD says typical HCV paperwork can include the following items, but the agency may request more, different versions or updated records.
| Document or information | What it helps the PHA verify | Preparation tip |
|---|---|---|
| Recent pay stubs and other income records | Current and expected employment income. | Collect the most recent period requested and include records for every working household member. |
| Bank and asset information | Accounts, balances and other assets relevant to the program’s calculation. | Ask whether statements must cover a particular number of months or be obtained directly from the institution. |
| Benefit records, such as SSI or SNAP, when applicable | Public-assistance income and household participation. | Provide current award or eligibility notices if the PHA lists them. |
| Proof of citizenship or eligible immigration status | Status requirements for each household member. | Use only the forms of evidence the PHA says it accepts; ask about mixed-status households. |
| Social Security cards or related documentation | Identity and program records. | Confirm whether the PHA requires the card itself, another official document or a verification authorization. |
| Household and family-composition details | Who will live in the unit, household size and any age or disability category. | Have legal names, dates of birth and contact information ready, and report planned additions or changes. |
If the PHA accepts electronic submissions, make clear scans or photographs and retain the originals. Keep copies of everything submitted, your confirmation page or application number, the date of submission and the name of any staff member who confirms receipt. A folder or digital organizer is optional; buying one is not an eligibility requirement.
Step-by-step application process
- Read the PHA’s current notice. Confirm the program, eligible geography, opening and closing dates, bedroom or development restrictions, preferences and required fields.
- Complete one accurate household application. Enter every requested member, income source, asset and contact detail. Use the same spelling and dates that appear on identity documents.
- Submit through the stated channel. Save the electronic receipt, stamped copy, mailing proof or other evidence that the PHA received it. If a portal shows an error, contact the PHA promptly rather than submitting duplicate applications without instructions.
- Respond to follow-up requests. The PHA may ask for missing information, clarifications or updated documents before deciding whether you can be placed on the list.
- Confirm your waitlist status. Ask how the agency communicates selection notices and whether you must check a portal, answer a verification call or complete periodic updates.
A complete application may be screened for eligibility and then placed on a waitlist. Placement means the PHA has recorded your application; it is not an offer of a unit or a guarantee that a voucher will be issued.

Verification and orientation
Selection triggers a more detailed review. The PHA verifies income, assets, household composition, identity and status, and may request current records even if you supplied documents with the original application. Respond by every deadline. HUD says the PHA conducts an orientation before issuing an HCV voucher.
The voucher search period
On its current applicant and tenant resources page, HUD describes a search period of 60 to 120 days, with the exact period determined by the PHA. Read the voucher for its expiration date, bedroom size, payment standard information and instructions for requesting an extension. Do not assume the full 120 days applies to every participant.

For HCV, you locate a rental that meets program rules and is willing to participate. You and the landlord submit the PHA’s Request for Tenancy Approval packet. The PHA reviews the proposed rent for reasonableness in the local market and inspects the unit against applicable health and safety standards. The tenancy cannot proceed under the voucher until the PHA completes its required approvals and paperwork.

Common mistakes and how to fix them
Using the wrong income number
Problem: You compare your wages with a national figure or an outdated chart. Fix: Ask for the current HUD limit for your county or metropolitan area and household size, then have the PHA explain which annual-income rules it applies.
Assuming HUD runs the local waitlist
Problem: You contact HUD expecting it to accept your application or report vacancies. Fix: Apply through the administering PHA and follow that agency’s notice, portal and contact instructions.
Submitting documents without a tracking record
Problem: You cannot prove what you sent or when. Fix: Keep a copy of each form, receipt, upload confirmation and message, organized by PHA.
Letting contact information go stale
Problem: The PHA sends a deadline to an old address or number. Fix: Update every agency immediately after a move or phone change and retain confirmation.
Treating a preference as guaranteed priority
Problem: You expect a veteran, disability or other preference to ensure admission. Fix: Ask how the preference is documented and weighted, while planning for the PHA’s ordinary waitlist and funding constraints.
When to get individualized help
Contact a HUD-approved housing counselor or a legal-aid or tenant-assistance service when your immigration status is complicated, a student rule may apply, a disability accommodation is needed, household members have different eligibility statuses, or the PHA proposes denial or removal. Bring the written notice, deadlines, application number and documents relevant to the issue. A counselor cannot guarantee a voucher, but can help you understand the current rule and the PHA’s review process.
