Before bidding, verify that you can submit a compliant offer, deliver the full classroom scope shown across the tender documents, price it on the stated basis, and accept the proposed contract and programme. The live tender, its addenda and applicable local law control; examples from other jurisdictions are illustrations, not a universal list of forms or rules.
Start with the complete, current tender pack
A construction tender is a linked set of documents, not just an invitation and a bill of quantities (BOQ). A requirement may be stated in the instructions, drawn on a plan, priced in a schedule and enforced through the contract. Review the set together and use the tender’s own document precedence clause to resolve conflicts.
Collect and control the documents
- Invitation, instructions to bidders and bid data sheet.
- Eligibility, qualification, evaluation and award criteria.
- Scope, technical specifications, drawings, room or space schedules and BOQ or pricing forms.
- Site information, proposed contract and conditions, and all addenda or formal clarifications.
Record each document’s version and date. Confirm the live closing date and time, time zone, clarification deadline, portal registration, submission channel, file requirements and any separation of technical and financial offers. Do not assume that a sample form or a previous tender’s process applies. For example, a NUST Pakistan notice for a two-classroom project, published 16 April 2026, specified its own EPADS registration, electronic channel and bid-security alternatives; its 5 May 2026 deadline has passed and is not an open opportunity.
Check responsiveness and bidder eligibility before estimating
A technically sound price can still fail if a mandatory submission requirement is missed. Build a compliance matrix and assign a person and deadline to every requirement. Record the tender clause, required evidence or form, responsible owner and verified status; keep unresolved items visible rather than treating them as complete.

Confirm every pass/fail submission requirement
- Legal bidder identity, registrations, licenses and tax evidence, where required.
- Financial capacity, relevant experience, key personnel, equipment or other resources, as specified.
- Conflict-of-interest and integrity declarations, JV documents and member-level evidence where applicable.
- Authorized signatory evidence, completed forms, signatures, required schedules and attachments.
- Bid validity and any bid security or bid-securing declaration, including amount, form and validity period exactly as stated.
- Required submission method, file naming or format, number of copies, lot-by-lot requirements and deadline.
Separate eligibility from award scoring. Eligibility asks whether the bidder may participate and has the required capacity; award criteria determine how compliant bids are assessed. The Kenya Ministry of Education’s April 2025 G02 tender directs bidders to read the Instructions to Bidders, Bid Data Sheet, Qualification and Evaluation Criteria, Schedule of Requirements and Contract Conditions. Its requested forms and indexing are specific to that tender, not a form list for other procurements.
Reconcile the classroom scope across specifications, drawings and BOQ
Before fixing a price, trace each room, building element, service and external work across the specification, drawing, schedule, BOQ item and required acceptance evidence. A gap or mismatch can become an omission, an unpriced obligation or a delivery dispute.

Trace the scope systematically
- Check that classroom count, capacity, dimensions and room schedules agree across documents.
- Compare foundations and ground assumptions, structure, roofing and weatherproofing, finishes, doors and windows against the drawings and specifications.
- Check which accessible routes and facilities, electrical and lighting work, ventilation, water and sanitation, fire and life-safety systems, drainage, ICT, external works and utility connections are actually included.
- Identify temporary works, protection, access, interfaces with existing buildings or other contractors, and any work shown on drawings but not clearly priced in the BOQ.
- For each specified product or system, note required performance, referenced standards, conformity evidence, samples or mock-ups, inspections, testing, commissioning, warranties and handover records.
This is a set of questions to test against the project documents, not a claim that every classroom tender includes every item. The UK Cabinet Office’s Guidance: Technical Specifications, updated 13 July 2026, describes specifications as requirements for procured works and identifies quality, performance, safety, dimensions, recognized standards and conformity evidence as relevant considerations. The Department for Education’s employer’s requirements for school design and construction, published 11 February 2026, apply to England; neither source replaces the project’s own specifications or applicable local codes.
Validate quantities, pricing rules and delivery assumptions
Review the pricing form line by line, then independently check extensions and totals. Confirm whether the tender expects remeasurement or a fixed price, which currency and tax treatment apply, and whether every item, alternate or lot must be priced. Do not invent allowances where the documents are silent.

Review the commercial basis
- Check BOQ units, quantities and arithmetic; flag missing, duplicated or inconsistent items.
- Identify provisional sums, allowances, alternates, exclusions, duties and taxes, and any stated escalation or fixed-price treatment.
- Confirm what preliminaries cover, including establishment, site access, protection, temporary works, testing, commissioning and handover.
- Compare measurement and payment rules with the pricing structure and the scope shown in drawings and specifications.
Test whether the programme is buildable
Check stated access dates, completion milestones and dependencies against the proposed sequence and resources. Where relevant to the actual site and tender, assess school-term dates, occupied-site restrictions, working hours, safeguarding arrangements, deliveries, utilities, long-lead items, weather and interfaces with other contractors. These are project-specific cost and programme considerations; no universal allowance follows from their appearance on this checklist.
Read the proposed contract before committing the price
Price and programme have to work under the contract’s actual allocation of risk. Review the proposed terms alongside your BOQ and programme, and distinguish a bid-compliance issue from a delivery risk that could affect cost or margin.

Check payment, change and risk provisions
- Payment milestones, certification, measurement, retention and any advance payment.
- Required securities and insurance, including who provides them and when.
- Variation approval, extensions of time, suspension and termination rights.
- Completion obligations, delay remedies, defects period, testing and acceptance.
- Dispute process, price adjustment provisions and governing law.
Check that the proposed programme is achievable under the contract’s access and completion requirements. Do not assume the lowest price automatically wins. As different examples, US Federal Acquisition Regulation Part 14 (shown as FAC 2026-01, effective 13 March 2026) addresses sealed bidding through responsiveness, responsibility and the invitation’s price and price-related factors; the cited Pakistan classroom notice stated its own least-cost-based method. The governing law and live solicitation determine the applicable test.

For each disclosed criterion, record the requested response, supporting proof, threshold and scoring method. Check the weightings, technical pass mark, price formula, quality or social-value elements, and any interview or staged evaluation. Make sure the people preparing the bid know which evidence addresses which criterion rather than relying on general company credentials.

England’s Department for Education school procurement guidance tells authorities to set and publish award criteria before invitation, including score ranges and weightings. That guidance describes an England process; it does not establish criteria or weightings for an unnamed project elsewhere.
Resolve ambiguities through the formal clarification process
Keep a question log keyed to the relevant clause, drawing, schedule or BOQ item. For each issue, describe the conflict or missing information, its pricing or delivery consequence, and the clarification needed. Submit questions through the stated channel before the cutoff, and base the bid on formal answers or addenda that form part of the procurement record—not on an informal conversation or assumption.
For example, England’s school procurement guidance addresses equal treatment where pre-market information supplied by a supplier is shared with later bidders. The practical rule for your bid is to follow the live tender’s published clarification process and check that any answer affecting scope or price is formally recorded.
Run a final submission check
- Reconcile the document register against every addendum and formal clarification.
- Have a second reviewer check the compliance matrix, mandatory forms, schedules, signatures and signatory authority.
- Recalculate the bid and confirm the required security details and validity dates against the tender.
- Check the technical and financial files, electronic signatures, file names and upload requirements.
- Submit through the stated channel before the deadline, verify completion, retain proof of submission and archive the exact submitted version.
If a tender checklist conflicts with a controlling clause, escalate the issue against the tender’s stated precedence rules rather than silently choosing one. The Kenya G02 tender, for example, says its referenced clauses take precedence over its index table.
