Before pricing a public road or public toilet project, identify the procuring entity and country, then work from the live tender documents and the rules that apply there. Requirements such as registration, bid security, evaluation criteria and submission procedures vary by procurement; do not assume a form or figure from another project applies.
Start with the live tender and its jurisdiction
Record the procuring entity, procurement ID, project location, lots, works description, procurement method, stated governing law or standard conditions, and official submission portal. Download the current tender package from the procuring entity’s official source. Check the notice, complete document set, clarification log and every addendum or corrigendum. An official Bangladesh e-GP notice, for example, records an amendment to a technical specification; it is an example of why the issued version matters, not an open opportunity, since its closing date was 23 July 2026. Read the tender as one connected set: invitation and bidder instructions, tender data, eligibility and evaluation criteria, forms, technical specifications, drawings, bill of quantities (BOQ), and contract terms. Kenya’s public procurement works manual identifies these as components of works procurement documents. Kenya PPRA works manual.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteBuild a compliance checklist from the tender
Turn each requirement into a trackable action. Kenya’s PPRA publishes different standard documents for works, roads, water and bridges, small works, and other categories, so a familiar form from another procurement may not be suitable. Kenya PPRA standard tender documents.

| Checklist field | What to record |
|---|---|
| Requirement and clause | Exact tender clause, including the form or schedule named. |
| Owner and evidence | Person responsible and document, declaration, signature or instrument needed. |
| Deadline and channel | Due date and time, time zone, portal or physical delivery instructions. |
| Status and review | Completion status and who has checked the evidence against the tender. |
Include every eligibility document, declaration, signature, security instrument and submission step. Mark whether the tender treats each item as mandatory, pass/fail or scored; do not infer its effect from customary practice.
Check eligibility and capacity
Use the tender’s stated criteria—not a generic checklist—to establish whether your business can qualify and deliver. Relevant checks may include:
- Required registration and statutory documents, and conflict-of-interest or debarment declarations.
- Joint-venture eligibility and documentation, if bidding as a JV.
- Similar-project experience, annual construction volume and references.
- Available equipment, key personnel, work programme and completion period.
- Access to credit or liquid assets, current workload and ability to fund the work.
These are possible evaluation topics, not universal requirements. Kenya’s works manual includes experience, equipment, personnel, programme, completion period, construction volume and financial capacity in its evaluation material. A Bangladesh mobile-toilet tender illustrates different evidence the live notice might request, including legal documents, bank solvency, technical capability or experience, and manufacturer authorization where applicable. Test the technical scope against the site
For road works
Check the issued alignment and drawings, pavement and drainage structures, specified materials and tests, traffic management, utilities, access and site constraints wherever the tender addresses them. Confirm that the method, programme and available plant can meet the stated requirements and working conditions.
For public toilets and sanitation works
Check stated capacity and layout, water and wastewater interfaces, accessibility, ventilation, finishes and services. Identify any operation or maintenance obligations and confirm how the site connects to required services if the documents specify them.
These are review prompts, not a universal design standard. Match each requirement to the tender’s scope clauses, specifications, schedules and drawings; flag conflicts or missing information rather than silently choosing an interpretation.
Rank #3
Reconcile the BOQ before pricing
Check each BOQ description, unit and quantity against the drawings, specifications and pricing instructions. Look for missing, duplicated or mismatched work items, and note provisional sums, allowances, taxes, currency, price adjustment provisions, arithmetic rules and required price breakdowns. The Kenya manual identifies BOQs as a tender component and describes BOQ or unit-rate works contracts. Kenya PPRA works manual.

Where a discrepancy or unclear obligation could change scope, quantity or price, use the tender’s formal clarification route before its stated cutoff. Keep the question and official response with the bid file, and check whether a later addendum changes the answer. Do not price an unresolved conflict as though your preferred interpretation were confirmed.
Understand evaluation and make a bid/no-bid decision
Trace the exact evaluation sequence in the tender: preliminary responsiveness, technical evaluation, qualification, price correction or evaluation, applicable preferences, and award method. Map every scored requirement to evidence and assign someone to verify it. The Kenya manual addresses responsiveness, post-qualification and evaluated prices; the cited Bangladesh tender describes lot-wise evaluation. These examples do not determine the rules for another procurement.
Compare the opportunity with your actual capacity and exposure: relevant experience, equipment and staff, current workload, access to finance, delivery period, site and pricing uncertainty, and contract risk allocation. A low initial price does not by itself establish that a bid will win; apply the method stated in the live tender and governing rules.
Check bid security, validity and contract obligations
For bid security, transcribe from the live tender the required instrument and wording, issuer requirements, amount, validity end date, delivery method and deadline. Kenya’s manual includes sample tender-security forms, while the Bangladesh notice illustrates security-specific fields. Neither establishes the requirements for your project: use the current tender’s terms.
Separately review any provisions for performance security, advance-payment guarantees, retention, insurance, defects obligations, delay damages, price adjustment, payment milestones, variations, suspension or termination, dispute procedure, and commencement and completion dates. These terms affect cash flow, delivery risk and the price you can responsibly offer.

Verify the final submission details
Before submitting, compare the assembled bid with the compliance checklist and the current official notice. Confirm:
- Portal, bidder account and required upload or delivery method.
- File formats, file-size limits and any separate-envelope requirements.
- Required signatures, originals or copies, and any meeting or site-visit record.
- Closing date and time, time zone, tender validity and receipt or acknowledgement.
- Latest clarifications, addenda or corrigenda on the official tender page.
Use the dates and instructions in the live notice rather than memory or an earlier download; publication, meeting, closing, opening, security and validity dates can all matter.
Use local guidance without treating it as universal
The Kenya PPRA page says updated standard documents became effective on 21 April 2021 under the Public Procurement and Asset Disposal Act 2015 and related regulations. It lists distinct document categories; check the live page for later updates before using a Kenya form. Kenya PPRA standard tender documents.
New Zealand Government Procurement says its construction procurement guidance applies, where appropriate, to agencies mandated to use the Government Procurement Rules for new construction works valued at NZ$9 million or more excluding GST, and encourages judgment for other projects. This is New Zealand-specific guidance scope, not a general threshold. The page states that the guidance supplements MBIE’s Guide to Procurement and must be read with that guide and the Government Procurement Rules. New Zealand construction procurement guidance.
Compare opportunities on the risks that matter
If deciding between two tenders, compare them across the same practical dimensions:
| Dimension | Question to answer |
|---|---|
| Eligibility and experience | Can you satisfy every stated qualification criterion with current evidence? |
| Site and technical uncertainty | Are access, interfaces and scope sufficiently clear to plan the work? |
| BOQ and pricing risk | Are quantities and obligations reconcilable, and can unresolved risk be priced? |
| Delivery capacity | Can your people, equipment and current workload support the completion period? |
| Finance and security | Can you carry the security and working-capital exposure on the stated terms? |
| Contract allocation | Are payment, variations and other risk provisions workable for your business? |
| Lot size | Can you deliver the lot or combination of lots you intend to bid for? |
This is a decision aid, not a prescribed scoring formula. The country and procuring entity determine which laws, mandatory forms, registration categories, security values and challenge routes apply. Establish those first, then let the live tender—not assumptions from another jurisdiction—govern the bid.
