Before approving blended cement, confirm the governing code and contract, identify the exact cement type and constituents, and prove that the resulting concrete can meet the project’s placement, strength, heat, and durability requirements. “Blended cement” is not one uniform material: products with different proportions of slag, pozzolan, limestone, or combinations of these can set, gain strength, generate heat, and resist exposure differently.
Suitability is therefore a project decision, not a label decision. The checks below provide a defensible path from specification review through supplier approval, mix qualification, procurement, and change control.

1. Establish which standard and contract govern
Start with the documents that legally control the work: the adopted building or transportation code, owner specifications, structural notes, project quality plan, and any local cement-acceptance rules. Record the jurisdiction and the edition in force for the project. A cement designation accepted in one country, state, or agency may not be accepted automatically under another system.

ASTM describes C595 as prescribing ingredients and proportions with some performance requirements. By contrast, ASTM C1157/C1157M is a performance specification: performance criteria govern acceptance rather than a prescribed ingredient recipe. Your comparison and submittal requirements depend on which route the contract adopts.

Questions to answer in the specification review
- Which cement standard and edition are named in the contract?
- Does the owner require a C595 type, a C1157 performance category, or another local designation?
- Are there agency-approved producer lists, source restrictions, or mandatory certificates?
- What strength, setting, heat, air-entrainment, shrinkage, permeability, and durability criteria must the concrete meet?
- What notice and approval are required before changing a cement source or constituent combination?
Do not transfer an ASTM type directly into a project governed by another standard without checking the local equivalence and acceptance process. The full ASTM document is a paid standard; its public listing confirms the edition and scope but does not replace the contractually adopted text.
2. Identify the actual blended cement, not just the word “blended”
Obtain the complete product designation, producer, manufacturing source, constituent materials, and current compliance documents. ASTM C595 covers cement made with portland cement or clinker combined with slag, pozzolan, limestone, or combinations of those materials. Two cements marketed as blended can therefore have materially different behavior.
Common C595 families
ACI 225R-19’s preview, Table 3.1b, lists these C595 families and constituent ranges. The ranges are standard definitions, not predictions of a particular project’s strength or durability.
Do these 3 things before closing this tab:

| IS | Portland blast-furnace slag cement | 1–95% slag cement | Slag source and proportion, grinding or blending method, and lot consistency |
| IL | Portland-limestone cement | 5–15% limestone | Limestone content, quality documentation, and producer’s designation |

Ask for the product’s certificate of compliance, test reports, safety and handling information, and any technical data sheet that states setting time, compressive-strength results, water requirement, air behavior, heat of hydration, drying shrinkage, and sulfate-related performance. Confirm that the documents apply to the product and source being proposed, not merely to a corporate product family.

3. Define the exposure before selecting a durability strategy
List every exposure the concrete will face during construction and service. Include soil and groundwater chemistry, seawater or chloride exposure, freeze-thaw cycles, deicing chemicals, wetting and drying, abrasion, and any industrial chemicals. The exposure classification should be tied to the actual structural element: a buried foundation, bridge deck, pavement, tank, marine pile, and interior slab do not have the same risks.
Sulfate exposure
For sulfate-bearing soil or water, determine the sulfate concentration, source, moisture condition, and severity category required by the governing code. Then evaluate both the cement designation and the proposed water-cementitious materials ratio (w/cm). The American Cement Association cautions that even concrete made with a high-sulfate-resistant cement may fail in severe sulfate exposure when the w/cm is high. Cement choice cannot compensate for a porous, poorly cured mixture.
Review supplementary cementitious materials, total cementitious content, w/cm, curing, and detailing together. Require evidence that the selected combination meets the project’s acceptance criteria rather than assuming that an “SR” or similar label guarantees service life.

Strongly corrosive acids are a separate problem. Portland and blended portland cements are not generally resistant to severe acid attack. If the structure will contact acids, identify the chemical and concentration and obtain a materials-engineering assessment; a sulfate-resistant cement designation is not an acid-resistance specification.

Freeze-thaw, deicers, and chlorides
Check the required air-void system, permeability or transport limits, curing requirements, and surface protection. Blended cement can alter water demand, setting, and admixture response, so verify the air-entraining admixture dosage and retained air with the actual materials and production process. Chloride exposure also requires attention to the complete mixture and cracking control, not cement type alone.
4. Match cement properties to placement and schedule
Review fresh and hardened properties against the way the concrete will be produced, placed, finished, and cured. ASTM identifies setting time, air content, compressive strength, heat of hydration, water requirement, drying shrinkage, and sulfate resistance among the properties associated with C595 evaluation. FHWA’s blended-cement guidance for transportation infrastructure also discusses how these properties affect construction and service.
Strength development and setting
Ask for strength-age data relevant to the project’s acceptance ages and construction sequence. A mixture that reaches the specified later-age strength may still be unsuitable if form removal, post-tensioning, traffic opening, or cold-weather protection depends on earlier strength. Compare initial and final setting with haul time, placing rate, finishing window, and anticipated concrete temperature.

Water demand, workability, and air
Do not assume that a lower-clinker or higher-slag blend will require the same water and admixture dosages as the cement it replaces. Confirm slump or slump-flow retention, pumpability, finishability, segregation resistance, and air stability through trial batches. Record admixture brand and chemistry, aggregate moisture, mixing energy, and delivery time because each can change observed behavior.
Shrinkage and cracking risk
Review drying-shrinkage results alongside aggregate properties, paste volume, restraint, curing, and joint layout. If the element is crack-sensitive, define the crack-control approach in the mixture and structural details rather than treating cement selection as the sole remedy.
5. Evaluate the proposed cement in the actual concrete mixture
Material tests are useful for screening, but they do not automatically establish the performance of the specified concrete. FHWA’s sulfate guidance distinguishes tests on cementitious materials from performance of the final mixture. When exposure, member size, schedule, or unfamiliar combinations create significant risk, qualify the cement with the actual aggregates, water, admixtures, proportions, and curing regime.
Build a trial-batch plan
- Freeze the variables. Use the proposed cement source, aggregate sources and gradations, mixing water, admixtures, target air, and batching sequence.
- Replicate field conditions. Produce batches at temperatures and delivery times representative of the placement, including anticipated hot- or cold-weather conditions.
- Measure fresh concrete. Record temperature, slump or slump flow, air content, unit weight, setting behavior, water additions, and admixture adjustments.
- Measure hardened performance. Test compressive strength at the contract ages and any specified durability, permeability, shrinkage, or thermal properties.
- Document variability. Repeat enough batches to identify sensitivity to aggregate moisture, production timing, and normal dosage changes.
- Set acceptance limits. Obtain engineer or owner agreement on test methods, specimen curing, frequency, and pass/fail criteria before production.
Use the results to confirm the mixture, not to create an unsupported universal claim about the cement. A successful trial applies to the tested combination and conditions; a source change or major proportion change may require requalification.

6. Compare alternatives on the same decision axes
When more than one cement is available, compare them using a common record. This prevents a familiar label or a low purchase price from overshadowing a schedule, durability, or supply risk.
| Decision axis | Evidence to compare | Project question |
|---|---|---|
| Specification basis | C595 type, C1157 category, or local designation and edition | Will the contract accept this product and evidence? |
| Constituents | Documented slag, pozzolan, limestone, clinker, and proportions | What combination was actually tested? |
| Early and later strength | Age-specific results from the proposed mixture | Can the placement, stripping, stressing, or opening schedule be met? |
| Setting and workability | Setting times, slump retention, water demand, admixture response, and air stability | Can crews place and finish the concrete reliably? |
| Thermal behavior | Heat data and, where needed, project thermal modeling | Are peak temperature and gradients controlled? |
| Durability | Sulfate, permeability, freeze-thaw, chloride, shrinkage, or other required tests | Does the complete mixture satisfy the exposure criteria? |
| Supply continuity | Approved producer, source, lead time, and backup arrangements | Can the same or an approved equivalent cement be delivered throughout the work? |
| Verification burden | Certificates, trial batches, testing, and inspection requirements | Are the time and cost of qualification included in the schedule? |
7. Confirm local supply and consistency before procurement
The American Cement Association notes that availability of particular cement types varies by location. Contact the producer and distributor before writing the material into a purchase order. Confirm anticipated quantities, shipping route, storage capacity, lot identification, and continuity for the full placement sequence.
Ask how the producer handles formulation or source changes. A change in slag, pozzolan, limestone, clinker, grinding, or blending can alter setting, strength development, air demand, and heat. Define which changes require advance notice, new certificates, a new trial batch, or engineer approval.
8. Assemble a complete approval submittal
A practical submittal should let the reviewer identify the product, judge compliance, and connect the evidence to the project mixture.
- Product name, complete designation, producer, plant or source, and proposed delivery location.
- Applicable standard and edition, including whether acceptance is ingredient-based or performance-based.
- Constituent identities and documented proportions for the proposed product.
- Current certificates of compliance and representative test data.
- Strength, setting, heat, water-demand, air, shrinkage, and durability information relevant to the specification.
- Concrete mixture proportions, aggregate and admixture sources, target w/cm, air, slump, and curing method.
- Trial-batch results and the laboratory procedures used.
- Supply plan, storage controls, lot traceability, and notification procedure for changes.
- Requested deviations, substitutions, or unresolved limitations, clearly identified for the engineer or owner.
Approval should be written and tied to the stated source and mixture. Do not substitute a different cement because it has the same broad family name without following the project’s change-control process.
9. Use historical guidance in context
FHWA’s blended-cement TechBrief was published in 2011, and its sulfate discussion includes technical material dating to 2002. Those documents remain useful for understanding mechanisms and test limitations, but they are transportation guidance rather than current project-specific code requirements. Apply the latest adopted specification, current local practice, and engineering judgment when setting acceptance criteria.
10. A field-ready go/no-go checklist
- Governing documents: Jurisdiction, owner requirements, cement standard, edition, and acceptance criteria are recorded.
- Identity: Exact designation, constituents, proportions, producer, source, and certificates are verified.
- Exposure: Soil, groundwater, seawater, chloride, freeze-thaw, deicer, sulfate, acid, and other chemical conditions are classified.
- Performance: Strength ages, setting, heat, air, water demand, workability, shrinkage, and durability requirements are matched to the placement.
- Mixture evidence: Trial batches or performance tests use the actual aggregates, admixtures, water, proportions, and curing when risk warrants.
- Supply: Local availability, continuity, storage, lot traceability, and backup arrangements are confirmed.
- Approval: Submittals, testing responsibilities, acceptance limits, and change-control triggers are agreed before procurement.
If any item is unresolved, hold approval and obtain the missing information. The correct outcome may be a different blended-cement type, a revised concrete mixture, additional testing, or a conventional cement that better fits the documented constraints.
