Do not cross a pedestrian skybridge that is posted closed or restricted. From a safe public vantage point, pause if a railing is missing or detached, the walking surface is obviously hazardous, or you can see major damage. Choose another route when practical, and report the location and observation to the owner or local transport authority. A quick look can identify an apparent hazard, but it cannot certify the bridge’s structural safety.
Make a quick, safety-first decision

Obey a closure, detour, weight restriction, hours restriction, or other posted instruction. Never move a barricade or enter a signed restricted area.
- Look from a safe public area. Check the approach, entrance, and visible deck for an absent or detached pedestrian railing, a walking surface that could cause a trip or fall, or obvious serious damage.
- Stop if a hazard is apparent. Keep people away from the affected area if you can do so without entering danger, and use an alternate route if one is available and safe.
- Report what you saw. Tell the posted owner, facility manager, or local transport authority where the bridge is and what condition you observed. If someone faces immediate danger, call the appropriate emergency service.
These are public-safety observations, not an engineering inspection. Do not climb barriers, touch structural members, test the bridge by jumping or shaking it, or attempt a repair.
Check signs, closures, and access restrictions first
A posted closure is the clearest decision: do not cross. Signs may be temporary after a collision, flood, fire, construction activity, inspection finding, or another event. A detour sign can also direct pedestrians to a route designed for current traffic and accessibility conditions. Treat a partially closed entrance, locked gate, cones, fencing, or a guard directing people away as a restriction even if the deck appears intact.

There is no single sign format or closure system used for every pedestrian bridge. The owner may be a city, state or provincial transport agency, transit operator, campus, shopping complex, airport, hospital, or private property manager. Follow the instructions displayed at that location rather than assuming that a bridge is open because other people are using it.
Look for visible hazards without entering danger
Stand on the public approach or another stable area where you cannot fall into traffic or onto a lower level. Use ordinary vision only. A phone camera or flashlight does not turn a casual observation into a safety certification.
Missing or detached pedestrian railing
A railing that is absent, leaning away from the deck, pulled loose at its connections, or separated from the walkway can leave an opening through which a person could fall. South Carolina Department of Transportation inspector guidance lists this critical-finding example: “Pedestrian railing is missing or detached, potentially allowing a pedestrian to fall off the structure.” The wording describes a condition inspectors may classify as critical; it is not a public test that tells you how much force a railing can withstand. If you can see such a condition, do not use that portion of the bridge and report it.
Damaged or deteriorated walking surface
Stop when the deck or sidewalk has a hole, a displaced panel, a broken edge, a severe uneven area, loose material, or deterioration that creates an obvious trip or fall hazard. The same South Carolina guidance gives this example: “Sidewalk walking surface with damage or deterioration presenting a hazardous condition to pedestrians.” Do not step on a suspect panel to find out whether it moves, and do not cover a defect with a mat, board, or other object.
Obvious major damage or displacement
After an impact, fire, flood, earthquake, vehicle strike, or construction incident, you may see bent members, a collapsed enclosure, a large opening, or a section that has visibly shifted. Leave the area and alert the responsible authority. South Carolina’s document also gives trained inspectors examples involving critical damage to main structural members and drastic movement or displacement. Those examples are for professional inspection decisions, not a do-it-yourself checklist; a member of the public cannot determine the remaining capacity of a bridge from appearance alone.

Conditions that make a normal crossing unsafe
Ice, standing water, mud, poor lighting, smoke, crowding, and debris can make an otherwise sound bridge unsafe to use at that moment. Give priority to a stable, visible, unobstructed route. If you cannot see the walking surface or maintain a secure path, wait for conditions to improve or take a different route. Do not improvise by walking on parapets, outside the railing, or along a traffic lane.
Why a visual check cannot prove a bridge is safe
Important components may be inside concrete, behind cladding, below the deck, or at connections that are not visible from the walkway. The UK Environment Agency’s 24 February 2021 summary of its report on hidden bridge components says defects in critical hidden parts have endangered the public and have “even caused some bridges to collapse without warning.” That statement explains why the absence of a visible problem is not proof that a particular skybridge is sound.
Do not try to diagnose cracks, corrosion, bearing movement, foundation settlement, weld quality, cable condition, load capacity, or vibration. A crack may be superficial or significant; a quiet bridge may still have a concealed defect. Assessment requires the owner’s inspection procedures and qualified personnel with access to areas the public cannot see.
What to do when something looks unsafe
Leave the hazard without creating another one
If you are still on the approach, stop before the affected area and turn back. If you are already on the bridge and can retreat safely, do so calmly and keep clear of the defect. Do not run, push through a crowd, or climb over a barrier. If retreat is blocked, follow posted emergency instructions and contact emergency services rather than attempting an improvised descent.

Photographs can help only when taken from a lawful, stable public location without entering a restricted area. Do not approach the edge, lean through a gap, or delay leaving to obtain a better image.
Use the channel the owner provides
Look for a phone number, QR code, website, transit-station help point, or facilities desk on the sign near the bridge. If ownership is unclear, contact the local transport or public-works authority and describe the location; it can redirect the report. Connecticut’s Department of Transportation, for example, describes a bridge safety unit that coordinates inspection of pedestrian bridges and provides access to certain bridge reports on its Bridge Safety and Evaluation page. That is an example of one state’s process, not a nationwide reporting rule.
Inspection responsibility depends on the jurisdiction
Do not infer an inspection history from a federal program’s name. The Federal Highway Administration’s Questions and Answers on the National Bridge Inspection Standards says the NBIS applies to highway bridges and that “Railroad and pedestrian structures that do not carry highways are not covered by the NBIS regulations.” The FAQ, listed as a 2005 applicability answer, describes the U.S. highway-bridge program; it does not establish that a particular pedestrian skybridge is uninspected.
Other owners and jurisdictions can apply their own requirements. Michigan’s Department of Transportation publishes a Michigan Structure Inspection Manual that expressly includes guidance for pedestrian structures. Connecticut’s bridge-safety program provides another example of a state agency coordinating pedestrian-bridge inspections. A campus, airport, transit operator, or private facility may maintain a separate inspection and closure system. Ask the owner or authority responsible for that bridge if you need its inspection or closure status.

| Question | Cross the skybridge | Use another route |
|---|---|---|
| Posted status | Signs show it is open with no restriction affecting you. | Any closure, detour, barrier, or restriction is present. |
| Visible railing | Railing appears continuous and attached from the public approach. | Any section is missing, detached, or leaves a fall opening. |
| Walking surface | Path is visible, stable, and free of an obvious hazardous defect. | Surface has a hole, displaced panel, severe deterioration, debris, ice, or another immediate trip hazard. |
| Alternate route | No alternate route is needed when the bridge is open and no apparent hazard is present. | Choose an alternate only if it is itself open, stable, accessible, and safer for your conditions. |
| Reporting | Report a defect you observed even if you ultimately cross by another entrance. | Report the exact bridge location and keep away until the owner provides direction. |
This comparison is a decision aid, not a scoring system. The sources do not establish a universal risk score for pedestrian skybridges.
Situations requiring extra caution
Low light or poor visibility
At night, in fog, smoke, heavy rain, or a power outage, you may not be able to see a missing railing or surface defect. Do not use a phone light as a substitute for safe illumination where the route remains unclear. Wait for better visibility or follow an official detour.
Mobility, balance, and sensory needs
A narrow, wet, uneven, or crowded walkway can be unsafe even when another person can cross it. If you use a mobility aid, need a handrail, or cannot see a surface defect clearly, choose an accessible alternative or ask the facility for assistance. Never place a mobility aid on a suspect panel to test it.

Children and groups
Keep children and companions behind you while you inspect from the approach, and do not allow anyone to gather near a damaged edge. If a crowd is moving toward a hazard, alert people verbally from a safe position and notify staff or emergency services.
Actions to avoid
- Do not cross a bridge marked closed or restricted, even if other people ignore the sign.
- Do not climb, duck under, or move fencing, cones, gates, or barricades.
- Do not shake a railing, jump on the deck, stamp on a panel, or use equipment to test strength.
- Do not enter the underside, roof, service area, roadway, rail corridor, or construction zone to investigate.
- Do not attempt welding, bolting, patching, cleaning, or other repairs.
- Do not describe a bridge as certified or safe solely because you saw no visible defect.
The safest public role is limited but important: obey the owner’s instructions, avoid an apparent hazard, give a precise report, and let qualified personnel decide whether the bridge can reopen.
