A discount is not proof that a contractor is trustworthy—or that the project is a bargain. Before you sign, slow the transaction down, get the promotion and complete scope in writing, independently verify the contractor, compare equivalent estimates, and check your local rules on licenses, permits, deposits, and cancellation.
The clearest warning sign is a discount that disappears unless you sign immediately. Treat that condition as pressure to investigate, not as a reason to commit.

Is a contractor’s discount only good if I sign today?
It can be a serious warning sign. The Federal Trade Commission (FTC) states: “Scammers say you’ll get a discount, but only if you sign a contract right away.” That warning describes a tactic, not a finding that every time-limited promotion is fraudulent. A genuine seasonal promotion or supplier rebate can have a real end date. The problem is refusing to let you review the terms, compare bids, or ask questions before the discount expires.

Ask for enough time to read the proposal and obtain other written estimates. A contractor who will not explain the deadline, provide a written scope, or allow ordinary due diligence is asking you to trade judgment for urgency. Do not let a salesperson frame a same-day signature as the only way to preserve a price.

What a credible promotion should disclose
- The discount amount or percentage and the price to which it applies.
- Eligibility conditions, expiration date, and whether the offer is recurring, one-time, or tied to a particular material or service.
- Work included and excluded, including minimum project size or required add-ons.
- Fees, taxes, financing charges, and any price changes after the promotional period.
- Whether the contractor or a third party is providing the discount and who is responsible if the condition is not met.
Have those terms attached to the estimate or contract. A verbal promise made at the door or during a phone call is difficult to prove if the final invoice differs.
Pause and document the offer before discussing price
Do not begin by negotiating the headline number. First create a record of what was offered, by whom, and for what work. Save the advertisement, text messages, emails, photographs, and every version of the estimate. Write down the salesperson’s name, the business name used in the conversation, the date, and any claimed deadline.
- Request a written proposal. Ask for the complete price before and after the discount, the exact work, materials, exclusions, schedule, payment terms, and financing terms.
- Ask what causes the discount to expire. Is it a genuine supplier or scheduling deadline, or simply a demand for an immediate signature? Ask whether the same price can be held while you obtain other bids.
- Check arithmetic and conditions. Confirm that the percentage is calculated from the stated base price and that fees or required upgrades do not erase the savings.
- Separate promotion from scope. A low promotional price may omit demolition, disposal, permits, preparation, finishing, or repairs needed to complete the job.
- Keep the original wording. Do not rely on a revised summary that removes an earlier promise; retain all versions and ask that the final contract incorporate the agreed offer.
Refusal to provide a written estimate, references, or basic business information is a reason to stop and verify further. So is a price that is dramatically lower than comparable bids without a clear explanation of what differs.
How do I check a contractor’s license and insurance?
Use the agency that regulates construction where the project is located—not a link or certificate supplied only by the salesperson. Depending on the jurisdiction, the record may be held by a state contractor board, county, city, or another licensing authority. Rules differ for general contractors, specialty trades, and small jobs.

Confirm the legal identity and license
- Ask for the contractor’s legal business name, physical address, phone number, and license or registration number, if the jurisdiction requires one.
- Enter those details yourself in the official state, county, or local lookup. Do not assume an advertisement’s spelling or number is correct.
- Check that the status is active, the classification covers your work, and the named business matches the contracting entity on the proposal.
- Read any available disciplinary, complaint, or enforcement information. A listing confirms a regulatory record; it does not guarantee workmanship, honesty, or financial stability.
Some jurisdictions register businesses without licensing every type of work. If the official office says no license is required, ask what registration, trade credential, or permit requirement still applies. Keep a dated copy or screenshot of the result in your project file.
Verify insurance rather than accepting a claim
Request a current certificate or other proof of insurance and ask what it covers. Clarify whether liability coverage applies to damage to your property, whether workers are covered for injuries, and whether subcontractors carry their own policies. Coverage requirements and the effect of an uninsured worker vary by jurisdiction and circumstances. A document with an old expiration date, a different business name, or no understandable limits needs clarification with the insurer or issuing agent.
Check bonds when they are relevant
If a contractor says the business is bonded, ask what kind of bond it is, the amount, the issuer, and the expiration date. Confirm the bond directly with the issuer using independently obtained contact information. A contractor’s statement that a bond exists is not verification, and a bond does not replace insurance or make poor work acceptable.

Ask for recent references for work similar to yours, then contact those customers using independently confirmed details. Search the legal business name with terms such as “complaint,” “review,” or “scam.” Look for patterns rather than relying on a single testimonial, and remember that online reviews can be incomplete or manipulated. A local consumer-protection office, builders’ organization, or trusted referral can provide additional context, but none substitutes for checking the official license record.

Confirm permits and inspections before work begins
Ask the local building department which permits and inspections your project needs. Get the answer in writing if possible. The contract should state who will apply, pay for, and schedule each permit and inspection, and when those events are expected.
Do not assume that a contractor’s promise to “take care of permits” means permits will actually be obtained. Unpermitted work can create safety, resale, insurance, and enforcement problems. If the contractor tells you a permit is unnecessary, verify that statement with the authority that issues it. Keep permit applications, approvals, inspection reports, and correction notices with your other project records.
Compare written estimates on scope, not just the promotional total
Give each bidder the same job description, plans, measurements, product requirements, and known site conditions. Otherwise, a lower number may simply leave out work that another estimate includes. Ask each contractor to identify assumptions and exclusions in plain language.
| Comparison point | What to match in every bid | Why a difference matters |
|---|---|---|
| Scope | Every demolition, preparation, installation, repair, finishing, and cleanup task; plus explicit exclusions | Missing work can become an expensive change order after the project starts. |
| Materials | Manufacturer or product type, grade, dimensions, quantities, and who supplies them | Different quality or durability can make two apparently similar prices incomparable. |
| Price | Labor, materials, discount, taxes, fees, allowances, and financing charges | A headline discount may disappear once required items or finance costs are added. |
| Schedule | Estimated start, completion target, working hours, and delay provisions | A cheaper bid may have an impractical or open-ended schedule. |
| Permits | Required permits and inspections, with responsibility for obtaining and paying for them | Unclear responsibility can delay work or leave you with violations. |
| Payment | Deposit, stage payments, due dates, retainage if any, and acceptable payment methods | Large early payments increase your exposure before work is completed. |
| Warranty | Labor and product coverage, duration, exclusions, and the party responsible for claims | A product warranty may not cover installation defects, and vice versa. |
| Changes | Written change-order process, pricing method, and approval requirement | Verbal changes are a common source of disputed cost and scope. |
| People doing the work | Known subcontractors, trade licenses, and responsibility for their work | You need to know who will enter the property and who stands behind the result. |
Ask the contractor to explain any unusually low bid or large difference between bids. The explanation should identify a real scope, material, schedule, or method difference—not merely repeat that the promotion is expiring.

What should the estimate and contract include?
An estimate helps you compare proposals; the signed contract controls the work. Read the entire document before signing, complete every blank, and reject pages that contain undefined allowances or phrases such as “as discussed” without the discussion attached.
Minimum information to put in the signed agreement
- Legal names, addresses, phone numbers, and license or registration details of the parties.
- A precise description of the work, including what is excluded and how existing damage or hidden conditions will be handled.
- Materials and products by type, grade, model or equivalent standard, quantity, and supplier responsibility.
- Itemized or otherwise intelligible labor and material prices, the promotional discount, fees, taxes, allowances, and financing charges.
- Estimated start and completion dates, working-hour expectations, and how delays will be communicated.
- Permit and inspection duties, including who obtains each approval.
- A payment schedule tied to identifiable stages of completed work, with due dates and accepted methods.
- Labor and product warranties or guarantees, their duration, exclusions, and claim procedure.
- Whether subcontractors will be used and who is responsible for their insurance, supervision, and work.
- A requirement that all changes be written, priced, and approved before the changed work starts.
- Every representation made in the advertisement, sales presentation, email, or negotiation that you are relying on—including the promotional terms.
Never sign a blank, incomplete, or backdated contract. Obtain a copy signed by all parties before paying. If the contractor will not put a material promise in the agreement, treat that as a decision signal rather than an invitation to trust the promise.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should I handle deposits, progress payments, and financing?
Do not pay the full contract amount before work is performed. Agree on a reasonable schedule connected to completed stages, and make each payment traceable by a method that produces a receipt. Keep invoices, canceled checks, card records, and written confirmations together. Deposit limits and payment rules vary by state and locality, so check the rule that applies where the property is located.
Do not sign over an insurance check or allow a contractor to dictate what an insurer will cover. Discuss covered damage directly with the insurer and keep copies of estimates and correspondence. For financed work, review the lender’s documents separately from the construction contract. Confirm the annual percentage rate or other cost, payment start date, security interest, cancellation terms, and what happens if the project is delayed or incomplete. Do not sign financing paperwork you do not understand.

Cancellation rights are not universal
Some door-to-door or other off-premises sales may be covered by federal or state cancellation rules. The FTC explains that certain transactions signed at home or away from the seller’s permanent place of business may require a written cancellation notice. Whether that right applies depends on the contract and the circumstances. Read the notices delivered with your paperwork and ask your state or local consumer agency how to exercise any applicable right. Do not assume every contractor agreement has a universal three-day cancellation period.
Warning signs and the safest response
| Warning sign | Why it matters | What to do |
|---|---|---|
| Discount available only for an immediate signature | It prevents comparison and considered review; the FTC identifies this pressure tactic in scam guidance. | Ask for written terms and time to compare bids. Walk away if ordinary review is refused. |
| Very low price with no clear scope explanation | Necessary work or proper materials may be omitted. | Compare line by line with equivalent estimates and ask what is excluded. |
| Refusal to provide a written estimate, references, or business details | You cannot verify the deal or hold the contractor to it. | Do not sign or pay until the information is supplied and independently checked. |
| Large upfront payment or cash-only demand | You carry most of the risk before measurable work is complete. | Check local deposit rules, use traceable payments, and propose stage-based payments. |
| Pressure to sign blank paperwork or financing documents | Important terms can be inserted or changed after you commit. | Stop, complete every field, and obtain separate explanations for financing. |
| Claimed license, insurance, or bond cannot be independently confirmed | The credential may be expired, misidentified, or nonexistent. | Use the official lookup or issuing company and choose another contractor if verification fails. |
| Contractor says permits are unnecessary without authority confirmation | Unpermitted work can create safety and legal problems. | Ask the building department and record who will obtain required permits. |
Keep a project file from the first conversation
Maintain one physical or digital job file containing the promotion, every estimate and revision, license and insurance checks, the signed contract, change orders, permits, inspection results, invoices, receipts, messages, and progress photographs. Date photographs and keep them at milestones such as demolition, concealed work, waterproofing, and completion. A home renovation project planner or another organizer can help keep these records together; it does not replace official verification, a compliant contract, or legal advice.
When a dispute arises, a dated record can show what was promised, what was approved, what was paid, and when the work changed. Send important questions and approvals in writing, even if they were first discussed by phone or in person.

Check the rules for your location
This guidance is primarily U.S.-oriented. Licensing, registration, insurance, bonding, permits, deposit limits, lien notices, contract disclosures, and cancellation rights can change by state, county, city, project type, and sales setting. Montana and Virginia, for example, publish contractor-consumer guidance that includes jurisdiction-specific registration or license checks; Iowa guidance addresses detailed scope, materials, permits, inspections, financing, and payment records. Use those materials only for projects governed by those jurisdictions, and obtain the current requirements from the authority where your property is located.
Alberta’s government guidance gives a separate example: it warns consumers to put terms in writing and addresses a discount offered for allowing advertising at the home. That is Alberta-specific information, not a rule that applies automatically in the United States.
Make the decision only after the checks agree
Proceed when the contractor’s legal identity and credentials are independently verifiable, the insurance and any relevant bond are documented, permits and inspections have a named owner, at least two bids are genuinely comparable, and the signed contract captures the complete scope, promotion, schedule, payment plan, warranties, and change-order process. If any of those pieces remains unclear—or if the discount exists only to force an immediate signature—the sensible choice is to pause or decline, regardless of how attractive the headline price appears.
