Then price defects, transport, and support needs before committing. This is a practical due-diligence framework—not model-specific service advice or a universal legal checklist. What to check before buying used mining construction equipment depends on the machine, its intended duty, and the rules at its destination.
What should you establish before inspecting a machine?
Confirm exactly what is for sale
Record the make, model, serial number or product identification number (PIN), configuration, attachments, displayed hours, and current location. Match the identification plate to the sale documents and request clear photos of both the plate and hour meter. Confirm that the offered attachments and configuration are included in the purchase.

Compare the machine’s configuration and capabilities with the job it must do and the destination site’s requirements. A machine can be in reasonable condition yet still be unsuitable for the required duty. The Caterpillar certified-used inspection process, for example, begins by reviewing configuration and additions; that is an example of an OEM process, not a substitute for checking your own application.

Request records before traveling or bidding
Ask for the operator and service manuals, OEM bulletins, maintenance and repair history, invoices, preventive-maintenance logs, prior inspection reports, fluid-analysis results if available, incident history, and electronic fault or service-code information. Ask the seller to identify known defects, warning lights, modifications, unusual repairs, and replaced components. Compare dates, hours, and machine identity across records rather than treating a folder of paperwork as proof of condition.

WorkSafeBC’s inspection-preparation guidance names OEM manuals and bulletins, equipment logbooks, preventive-maintenance records, post-incident inspection reports, and previous annual inspection reports among the useful documents to collect. Caterpillar also describes reviewing service and repair history, fluid-sample results, and electronic service codes in its inspection process.
How do you inspect the machine itself?
Check the structure and high-cost wear areas
Walk around the machine in a consistent sequence. Inspect the frame, boom or arm, articulation points, mounts, counterweight, bucket or blade, access points, and other load-bearing or working structures for cracks, distortion, impact damage, questionable welds, drilled areas, or signs of repair. Pay particular attention to areas likely to carry heavy loads or experience repeated movement.

- The maintenance book is 2-ply and carbonless.
- Driver inspection books measure 5.5" x 8.5".
Assess tires, wheels and rims, or tracks and undercarriage as appropriate to the machine. Inspect ground-engaging tools and other expensive wear components, and ask a competent inspector to measure wear rather than relying on a general description such as “good.” Caterpillar describes using track-measuring tools and an ultrasonic wear indicator. Its Cat Certified Used program uses a threshold of at least 50% life remaining for undercarriage or tires and ground-engaging tools; that is a Caterpillar program criterion, not an industry-wide standard or a universal buying threshold.
Look for leaks and visible component damage
Check for fuel, coolant, lubrication, hydraulic, and pneumatic leaks. Inspect accessible hoses and connections, cylinder rods, and visible components for damage. On cylinders, look for leaks, scratches, scoring, pitting, or chrome damage. A clean-looking machine or recently washed engine bay does not establish that it is leak-free in operation.

Inspect safety systems and the cab
Check rollover protective structures (ROPS) and falling-object protective structures (FOPS) for damage, drilling, welding, or other alteration; look for a certification tag where fitted. Check seat belts, guards, access points, glass, wipers, lights, alarms, gauges, fire extinguishers, and any installed fire-suppression equipment. Confirm that safety equipment is present and appears intact, then have any uncertain or damaged item assessed by a qualified person.
The Mine Safety and Health Administration (MSHA) surface-haulage guidance identifies structural and component damage, ROPS/FOPS integrity and certification tags, safety appliances, tires, leaks, gauges, brakes, retarder, and steering as inspection concerns. Its specific checklist is for surface haulage equipment, so adapt checks to the equipment class rather than assuming every item applies to every machine.

What should an operating inspection include?
A static walkaround cannot show how the machine starts, responds, or behaves under operation. Arrange to inspect it cold and then operate it, ideally under load or a representative duty cycle, only when it is safe to do so. Use a qualified operator, adequate space, and controlled conditions. Do not operate equipment with an unresolved safety concern just to complete a test.

- Observe starting behavior, warning indicators, smoke, unusual noises, pressures, and temperatures.
- Test steering, brakes, transmission, hydraulic functions, and attachments as appropriate to the machine.
- For haulage machines, include operational checks of the brakes, retarder, and steering, as described in MSHA’s surface-haulage guidance.
- Use an independent inspector who can access electronic diagnostics and take relevant measurements. Fluid samples can help assess components, but one sample is not a full-machine diagnosis.
Caterpillar describes starting and maneuvering machines, performing operational tests, accessing diagnostic information, reviewing fluid samples, and measuring wear as parts of its inspection process. These are examples of inspection methods; the specific tests and limits should come from the machine’s OEM information and a qualified inspector.

Which rules and approvals apply at the destination?
Do not assume that a rule for one country, machine class, or work setting applies to another. Confirm the destination jurisdiction, intended use, import status, emissions requirements, inspection obligations, and any mine- or site-specific conditions before purchase. The following are jurisdiction-limited examples, not a complete compliance checklist.
- United Kingdom: The Health and Safety Executive says suppliers of second-hand equipment intended for workplace use must ensure, so far as reasonably practicable, that it is safe and without health risks. Its guidance says “sold as seen” does not remove those responsibilities and discusses manuals, examination records, and considerations for some imports. This is UK guidance, not a worldwide legal rule. See the HSE guidance on second-hand products.
- United States construction cranes and derricks: OSHA’s construction standard, 29 CFR 1926.1412, requires a competent person to begin a visual inspection before each shift and requires inspection by a qualified person after specified safety-related repairs or modifications before initial use. This provision concerns construction cranes and derricks, not all mining or construction machinery. See OSHA 29 CFR 1926.1412.
- British Columbia: WorkSafeBC requires annual professional-engineer safety certification for certain listed equipment, including mobile cranes and specified elevating platforms and concrete-pumping equipment. This is not a blanket requirement for every excavator, haul truck, or mine machine. Check the WorkSafeBC equipment categories and requirements.
- Underground mines: MSHA’s Approval and Certification Center covers certain products intended for underground coal mines and gassy underground metal and nonmetal mines. Whether approval applies depends on the product and mine conditions; verify the exact machine and intended use rather than assuming approval is required or already in place. See the MSHA Approval and Certification Center.
How should an inspection affect the purchase decision?
Get findings tied to this exact machine
Use a competent independent heavy-equipment inspector, ideally one able to review records, access diagnostics, measure major wear areas, take appropriate fluid samples, and test operating functions. Ask for a written report with photos and measurements tied to the serial number or PIN. Have the inspector separate safety-critical defects, repairs needed before use, near-term wear costs, and cosmetic issues.
Calculate the likely near-term cost
Obtain repair estimates and check local availability of parts, dealer support, and independent service. Add likely repairs and transport to the purchase price, and account for downtime risk. Confirm what manuals, records, attachments, warranties (if any), and agreed repairs will be included in the sale documents. Do not treat a seller’s certification label, a clean start-up, or a low displayed hour count as a substitute for evidence about condition.
Compare candidates on evidence, not hours alone
There is no useful hours-only ranking across different machine types. When choosing among candidates, compare:
Quick Recap
- How complete and consistent the maintenance, repair, and incident records are.
- Measured remaining life of expensive wear parts.
- Condition of safety systems and any outstanding defects.
- Fit of configuration and productivity to the actual job.
- Inspection and compliance evidence for the destination.
- Availability of OEM, dealer, and independent service and parts.
- Total landed cost, including repairs, transport, and likely downtime.
