Before issuing a purchase order, establish the exact members, grades, dimensions, standards, testing, marking, traceability, quality records, delivery sequence and change terms your project requires.
The checklist below shows how to compare a quotation, verify mill documentation, qualify the supplying and fabricating parties, and prevent material that cannot be identified, accepted or returned from reaching the jobsite.

1. Establish the controlling purchase basis
The approved drawings, member schedules, project specifications and procurement documents are the controlling basis for the order. Create an item-by-item schedule before requesting prices. A supplier should price what the project requires, not what appears similar in a stock list.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsBuild a member schedule that can be audited
For every shape, plate, bar, HSS or pipe item, record:
#1 Best Overall
- Valued Carpenter Pencil Set: You will get 2 pcs solid carpenter pencils with 26 piece 2.8 mm refills, 1 replaceable sharpener, 1 plastic storage box.The complete carpenter pencils combination allows you to finish your work faster and more easily
- Deep Hole Marker Pencil: The deep-hole construction pencils adopts 45mm elongated tip design, which is more convenient to mark in the small hole or in other tight areas that other carpenter markers cannot reach
- Carpenter Pencils with Sharpener: The sharpener is screwed into the top of the work pencil, which won't get lost either. Built-in pencil sharpener that keep the lead with pointed and smooth to Improves line of sight in fine work
- Stronger Solid Lead: This work pencil is matched with a 2.8 mm thick lead , which is much thicker and stronger during the drawing process of construction work, it will not break or damage easily
- Marks on Various Surfaces: 3 colors solid construction pencil can marks on various surfaces,such as metal, plastic, wood, paper etc. Ideals for woodworkers, contractors, craftsmen, builders, merchants and masons
- the designation and product form (for example, a rolled shape, plate, HSS or pipe);
- the grade or grades named in the structural design and specifications;
- nominal thickness, depth, width, diameter and required length;
- quantity and, where relevant, piece marks or erection marks;
- the applicable product standard;
- required surface condition, coating, preparation or finish;
- special testing, inspection, origin or domestic-content requirements; and
- the documentation and traceability level required at delivery.
Have the estimator or procurement lead check each quote line against this schedule. A line that says only “steel beams” or “A992 material” is not sufficient if the project also controls lengths, marking, testing, coating or source.
Handle substitutions through the design process
Do not accept a substitution because a supplier calls it an equivalent size or because the alternative has a similar weight. A different designation, grade, thickness, connection geometry, availability or fabrication method can affect strength, stability, fire design, connection design and detailing. Send every proposed substitution to the responsible design professional for written review and approval under the project’s submittal or change procedure. Keep the approved response with the purchase records.
2. Compare the complete quote, not just the price per ton
Request a dated, project-specific quotation with an explicit validity period. No general market price or universal lead time can be applied reliably to every project; availability depends on section, grade, mill allocation, processing and location. Compare the total delivered scope using the same assumptions.

Use a scope-comparison table
| Comparison item | Questions to answer in every quote |
|---|---|
| Material compliance | Are every grade, section, thickness, length and product standard exactly those in the purchase schedule? |
| Testing and certificates | Are mill test reports, certificates, supplementary tests and third-party inspection included, and when will each be supplied? |
| Identification and traceability | Will heat numbers, piece marks or other identifiers remain legible through fabrication, coating and delivery? |
| Fabrication scope | Does the price include cutting, drilling, coping, cambering, welding, straightening, shop primer, galvanizing or other specified work? |
| Lengths and yield | Are lengths stock, exact or multiple lengths? Who pays for splices, remnants, cutting loss and nonstandard mill orders? |
| Packaging and transport | How will members be bundled, protected and loaded? Is unloading, crane time, dunnage or site access included? |
| Delivery program | What dates, lot sizes and erection-sequence deliveries are committed, and what happens if a load is late or incomplete? |
| Nonconformance and damage | Who quarantines, replaces, repairs, tests or disposes of material that is damaged or outside specification? |
| Changes and cancellation | What costs apply when design changes occur after mill release, fabrication starts or material becomes job-specific? |
Ask bidders to identify exclusions rather than assuming that an omitted item is included. A low number can become the most expensive option if it excludes certificates, required testing, coatings, special lengths or the delivery sequence needed by the erector.
3. Verify the mill test report and certificate package
Ask the supplier which records will accompany the shipment and whether preliminary copies can be reviewed before fabrication. The report must correspond to the material actually ordered and delivered.
What a report for hot-rolled shapes and plates normally shows
AISC’s mill-ordering guidance says reports for hot-rolled shapes and plates include the heat number, grade, nominal sizes supplied, tension-test results and chemical-composition results. Use those fields to check the shipment, but do not assume every product specification uses the same certificate format or requires the same information.
- Heat number: compare it with the heat or batch marking on the member, bundle tag or plate.
- Grade: confirm that the designation and any supplementary requirements match the purchase order.
- Nominal size: verify the shape, thickness and other dimensions against the ordered item.
- Tension results: review the reported yield strength, tensile strength and elongation against the applicable product specification when those values are reported.
- Chemical composition: check the listed elements and limits required by the specification or project.
Do not treat every certificate as interchangeable
Requirements vary among product specifications. Some certificates or test reports depend on what was requested in the purchase order. State the exact documentation required for each product before the mill order is placed. If the project calls for Charpy impact testing, weldability controls, through-thickness testing, ultrasonic examination, weathering performance or another supplementary requirement, name it and define acceptance criteria; a standard mill report does not automatically include it.

Control the document trail
Maintain a controlled register showing the purchase-order line, heat number, certificate identifier, receiving date and disposition. Review certificates before material is released to fabrication where the schedule permits. If a report is missing, illegible or inconsistent with the member marking, quarantine the affected material and obtain clarification rather than silently substituting paperwork from another heat.
4. Decide how much identification and traceability you need
Identification and traceability are related but different controls. Identification lets the team determine the grade and size of material in use. Traceability links a particular piece in the structure back to its mill test report.
Select the traceability level in the contract
AISC states that traceability is not a general requirement of its Specification. If your project needs it, specify it in the contract documents before ordering. Common levels are:
- Lot-level traceability: a group of pieces is linked to one or more heats or certificates. This is simpler and less costly but gives less detail about an individual member.
- Piece-mark traceability: each fabricated member or marked piece is linked to its heat documentation through the fabrication records.
- Individual-piece traceability: each plate, shape or component has a unique linkage maintained through cutting, fabrication, coating and erection. This provides the strongest record and the greatest administrative effort.
Choose the level justified by the design, owner, authority having jurisdiction, inspection plan and consequences of a material recall. Increasing specificity adds marking, recordkeeping and handling cost. Put the selected level, marking method, record retention period and responsibility for maintaining the linkage in the purchase and fabrication documents.
AISC’s General Fabrication FAQ reproduces this Code of Standard Practice requirement: “The fabricator shall be able to demonstrate by written procedure and actual practice a method of material identification, visible up to the point of assembling members.” Require evidence of that procedure during qualification or a pre-fabrication meeting, not only after a problem occurs.
5. Check dimensions, markings and applicable tolerances
Nominal dimensions are design references, not a promise that every surface is geometrically perfect. Product standards establish allowable variation in dimensions, straightness, shape and other characteristics.
Identify the governing standard
For hot-rolled shapes and plates, AISC points to ASTM A6/A6M. HSS and pipe are governed by their applicable ASTM product standards. Confirm the exact standard and edition named by the project specification and purchase order; do not apply a tolerance from a different product form.

Verify markings before material is altered
Check that required heat, grade, size or manufacturer markings are present and legible on arrival. Marking requirements come from the applicable ASTM specification and project documents. If cutting or blasting could remove the original mark, define how the identifier will be transferred to the cut piece before processing.
Manage out-of-tolerance material formally
AISC’s 2022 Code of Standard Practice discusses corrective procedures for material that does not meet applicable tolerances, subject to the limitations of ANSI/AISC 360. Establish who may accept a deviation, what measurements and engineering review are required, and whether repair, replacement or a documented concession is permitted. Do not grind, heat-straighten, splice or otherwise alter questionable material without the responsible parties’ approval.
6. Qualify the supplier and fabricator’s quality capability
Clarify who supplies mill material, who fabricates it, who applies coatings, who performs inspection and who controls delivery. One contract may involve several organizations, so identify the handoff of records and responsibility for nonconforming work.
Request quality-process evidence
Ask for documentation relevant to the actual scope:
- material receiving and verification procedures;
- heat-number and piece-mark controls;
- inspection and test plans with hold or witness points;
- welding, cutting, drilling and dimensional-control procedures where applicable;
- coating preparation, thickness checks and repair procedures;
- nonconformance reporting, corrective action and concession approval;
- final release records, packing lists and certificate indexes; and
- records showing how identification remains visible through assembly.
Review a sample record set if the project is complex. A polished certificate alone does not demonstrate that the fabricator can keep the corresponding piece identified through cutting, fit-up, coating and shipment.
Understand what AISC certification does—and does not—prove
AISC certification evaluates quality management across fabrication and erection processes and provides a certified-company search. It can be a useful qualification signal, particularly when the project needs documented controls, but it is not automatically a requirement for every building. Confirm the owner’s specifications, contract, jurisdiction and building-official requirements before making certification a bid condition.
The current AISC certification page identifies AISC 207-25. An older AISC 2006 certification-program standard contains examples of receipt, in-process and final inspection controls; treat that document as historical context, not as the governing current certification criteria.

7. Confirm origin, testing and other project-specific conditions
Before release, check the contract, funding source, owner requirements, jurisdiction and project specification for conditions that could restrict procurement. Possible controls include:
- country-of-origin or domestic-content rules;
- sustainability, recycled-content or environmental-product documentation;
- special impact, toughness, weldability or nondestructive testing;
- approved-mill or approved-source lists;
- fire-resistance, weathering or corrosion-performance requirements;
- coating-system compatibility and surface-preparation requirements; and
- enhanced traceability or independent inspection.
AISC’s mill-ordering FAQ discusses domestic purchasing requirements, but applicability depends on the particular project and procurement rules. State the applicable condition in the contract documents and purchase order; never assume that a rule from one publicly funded project applies to every building.

Define the delivery sequence
Coordinate the steel release with approved shop drawings, foundations, anchor-bolt checks, erection access and the sequence required by the erector. Specify delivery lots, required packing lists, unloading assumptions, site hours, weather contingencies and notification before arrival. Require the supplier to identify shortages, substitutions or rolled-back quantities before shipping.
Address job-specific lengths and mill commitments
AISC’s 2022 Code commentary notes that stock-length, exact-length and multiple-length mill purchases can be job-specific. Material purchased for one design may not suit another project and may not be returnable for full credit after a design change. The purchase order should therefore state who bears mill cancellation charges, restocking costs, cutting loss, remanufacture, storage and freight when the design changes after release.
Write the response to damage and shortage
Set a notification period and evidence requirements for damaged, wet, contaminated, missing or misidentified material. Define whether the supplier must replace, repair, re-test or credit the item, and who pays for expedited transport or site handling. Keep photographs, packing-list discrepancies, inspection notes and quarantine tags with the nonconformance record.

The following sequence prevents a truckload from being accepted merely because it arrived on time.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Prepare the receiving package. Issue the latest approved member schedule, purchase order, packing-list template, inspection plan and certificate register to the receiving team.
- Check the load on arrival. Compare bundles and individual marks with the packing list. Record visible damage, corrosion, distortion, contamination, missing pieces and unsafe unloading conditions.
- Verify identity. Read heat, grade, size and piece marks where required. Photograph marks that may be removed during processing.
- Segregate questionable material. Tag and quarantine anything with an unreadable mark, missing certificate, dimensional concern or mismatch to the order.
- Review documents. Match the mill report and any supplementary test record to the heat, product, grade and dimensions actually received.
- Measure representative items. Check dimensions and straightness against the governing product standard and project inspection plan; escalate unusual results rather than inventing an acceptance limit.
- Release or disposition. The authorized quality or engineering representative releases compliant material to fabrication or records a formal nonconformance and approved disposition.
- Preserve the link through fabrication. Transfer heat and piece identifiers as specified, update the traceability register and verify that final shipping records identify the members in each delivery lot.
10. Compare suppliers on five decision axes
Score each compliant bidder against the same evidence. AISC identifies cost, speed and quality as common selection drivers; add documentation and change control so a cheap but risky quote does not win by omission.

| Axis | Evidence to request | Why it matters |
|---|---|---|
| Technical compliance | Marked-up quote, product standards, grades, dimensions, testing and approved deviations | Prevents an apparently attractive price from covering the wrong material. |
| Total delivered cost | Line-item inclusions, freight, unloading, coatings, testing, packaging and change charges | Reveals costs hidden outside the tonnage rate. |
| Schedule reliability | Dated mill and fabrication commitments, lot dates and recovery plan | Connects steel arrival to erection and downstream trades. |
| Quality and records | Quality manual, inspection plan, sample certificates and traceability procedure | Shows whether the supplier can prove what was delivered. |
| Problem and change handling | Terms for substitutions, shortages, nonconformance, design changes and cancellation | Limits exposure when the design or site condition changes. |
11. Pre-order release checklist
Do not release the purchase order until the project team can answer each applicable question:
- Is every quote line tied to an approved drawing, schedule or specification requirement?
- Are designation, grade, dimensions, lengths, quantities and product standards explicit?
- Has the responsible design professional approved every proposed substitution in writing?
- Are certificate contents, supplementary tests and delivery timing stated?
- Is the required identification and traceability level documented?
- Are marking, dimensional tolerances and nonconformance procedures assigned to a responsible party?
- Are supplier, fabricator, coating and inspection responsibilities separated clearly?
- Has the team checked whether AISC certification is required, preferred or irrelevant to this contract?
- Are origin, domestic-content, sustainability and jurisdictional conditions recorded?
- Are delivery lots, sequence, unloading, packaging and site constraints agreed?
- Do the terms address job-specific lengths, cancellation, design changes, shortages, damage and returns?
- Is there a named person authorized to release, reject or disposition material?
12. Common purchasing failures and the preventive control
“Equivalent” steel is accepted without design review
Failure: a similar designation is ordered because it is available sooner. Control: require written engineering approval and a documented change before ordering.
The certificate arrives, but cannot be tied to the member
Failure: paperwork lists a heat, while shop pieces have lost their original marks. Control: specify the traceability level and require a visible marking-transfer procedure before cutting.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Nominal size is treated as an exact measurement
Failure: a member outside an assumed tolerance is altered in the shop without review. Control: identify the applicable ASTM standard, measure against its tolerances and follow the project’s approved disposition process.
The lowest quote excludes essential scope
Failure: freight, testing, coating, certificates or unloading appear as later extras. Control: use the scope-comparison table and require written exclusions.
A design change strands material
Failure: exact or multiple-length material has been released and cannot be returned for full credit. Control: agree cancellation, storage, remanufacture and credit terms before the mill commitment.
Certification is mistaken for universal compliance
Failure: a certification badge is treated as proof that every project requirement is met. Control: verify the actual project specification, current certification scope and the supplier’s procedures for this order.
Release the order only when the evidence is complete
The safest purchase is not necessarily the lowest tonnage rate. Release structural steel only when the quoted material matches the approved design, the certificate and marking plan can prove what arrives, the supplier’s process can preserve that proof, and delivery and change terms protect the project’s sequence and budget. Where a requirement is unclear—grade, substitution, testing, tolerance, origin or acceptance—stop the order and obtain a written decision from the responsible design or contract authority.
