What to Check Before Buying a Rebuilt Home in a Wildfire Area

Before buying a rebuilt home in a wildfire area, confirm its permit and final-approval records, inspect ember-entry points and defensible space, review applicable disclosures, and secure written insurance terms for the address.

Before you buy, verify the rebuild’s permits and final-approval records with the local building department, inspect the home and lot for wildfire vulnerabilities, review applicable seller disclosures, and get written insurance terms for that address. A “rebuilt” description alone does not show what work was approved or inspected, and no hardening feature can guarantee a home will survive a future wildfire. The legal and program details below are California-specific; elsewhere, check the rules with local authorities and insurers.

1. Find out which wildfire rules applied to the rebuild

Check the hazard map and local code

Ask the local building department which fire-hazard maps, Wildland-Urban Interface (WUI) standards, code edition, and local amendments applied when the home was rebuilt. California’s Office of the State Fire Marshal (OSFM) says the state WUI code applies to specified new buildings in mapped State Responsibility Areas and in high- or very-high-hazard zones identified by cities and local agencies. Jurisdictions may amend the code, so a statewide summary cannot establish which requirements applied to a particular address.

Ask the building official to explain the answer for this property, including whether the work was treated as new construction, an addition, or another type of repair. The applicable requirements can depend on the location, scope of work, and the rules in effect at the time.

2. Verify the rebuild in the permit file

Request records and match them to the house

Ask the seller for the rebuild building permit, approved plans and revisions, inspection history, and final approval or occupancy documentation where applicable. Then confirm the records with the local building department. Compare what the plans and permits describe with the work visible at the property, and ask the department about missing or unclear records before your inspection or purchase contingencies expire.

Pay particular attention to whether the file shows final approval and any required vegetation-management compliance. OSFM says vegetation-management compliance is required before final approval under the California WUI Code. The exact documents, inspection process, and terminology vary by jurisdiction.

A complete file is useful evidence of the approval process, not proof that every component is now in good condition or that the home is wildfire-proof. If the records do not clearly cover an addition, deck, roof, or other visible work, ask the building department what additional documentation is available.

3. Read the seller’s wildfire disclosures

Check whether California Civil Code §1102.6f applies

For covered California residential sales, Civil Code §1102.6f applies when a home is in a high- or very-high-fire-hazard-severity zone and was constructed before Jan. 1, 2010. Ask your California real-estate professional whether the law applies to this sale and which forms and records you should receive.

The statute’s notice includes this text: “This home is located in a high or very high fire hazard severity zone and this home was built before the implementation of the Wildfire Urban Interface building codes which help to fire harden a home. To better protect your home from wildfire, you might need to consider improvements.” This is disclosure language—not a guarantee, an individualized risk assessment, or a finding about the quality of this particular rebuild.

The disclosure identifies specified features the seller knows are present, including vulnerable vents, untreated wood roof coverings, combustible material within five feet, single-pane or nontempered glass, missing bird stopping or flashing, and gutters without noncombustible covers. From July 1, 2025, the notice also includes listed low-cost retrofits and indicates which were completed during the seller’s ownership. If the seller has the specified final inspection report, the seller must provide it or information about where to obtain it.

Read the completed form and any available inspection report; do not treat a checked box or a retrofit list as a substitute for inspecting the home. A disclosure describes specified known conditions and records, not every defect a specialist might find.

4. Arrange a wildfire-focused inspection of the whole exterior

Look beyond the roof

Have a qualified inspector assess likely ember-entry and ignition points across the structure and lot. CAL FIRE identifies vulnerabilities around roof coverings and attachments, vents, gutters, eaves, siding, windows, exterior doors, decks, fences, and combustible attachments or stored material. Ask the inspector to document the location and condition of deficiencies, rather than giving only a general impression of the property.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Roof and roof attachments: Check the covering, edges, joints, and places where debris can collect or embers can enter.
  • Vents, eaves, and gaps: Look for openings or vulnerable vent assemblies that could admit embers, and confirm whether installed products meet applicable listing and local-code requirements.
  • Gutters and roof debris: Check for accumulated combustible debris and whether any covers are suitable and accepted for the assembly.
  • Windows, doors, and siding: Note vulnerable glazing, damaged seals, gaps, and combustible exterior materials or attachments.
  • Decks, fences, and stored items: Look for combustible connections to the home, material beneath decks, and items positioned against the structure.

CAL FIRE recommends measures that can include Class A roofing, ember-resistant vents, noncombustible gutter covers, suitable window upgrades, closing gaps, and removing debris. Which repair is appropriate depends on the existing assembly, local requirements, and the product’s accepted use. For example, California Department of Insurance Form 943 (March 2025) describes noncombustible, corrosion-resistant metal mesh screens over exterior vents with openings from 1/16 to 1/8 inch. That specification is not, by itself, proof that generic mesh makes a vent assembly compliant; confirm product and installation requirements with the local official and a qualified professional.

5. Assess defensible space and the work it will take to maintain

Inspect the first five feet and the wider lot

Look for combustible mulch, vegetation, fencing, debris, and stored items close to walls, under decks, or against attachments. CAL FIRE identifies the first five feet around structures and decks as especially important for reducing the chance that embers ignite nearby combustibles. Check the entire lot as well: vegetation management and maintenance needs extend beyond the immediate perimeter.

Ask which distances and maintenance rules apply to the property under local requirements, and request any defensible-space inspection report or compliance documentation. California’s defensible-space requirements and programs can apply in high- and very-high-hazard areas; the applicable obligations depend on the location and authority involved. Consider whether the needed clearance can be maintained, including where vegetation or fencing is near a property line.

For a deficiency, have a qualified professional estimate the work and identify any access or property-line constraints. Defensible space is ongoing upkeep, not a one-time landscaping change.

6. Get insurance terms for this address before contingencies expire

Ask for written, property-specific answers

Contact insurers or a licensed insurance professional early enough to get terms before your purchase contingencies expire. Ask about availability, dwelling or rebuild limit, deductible, exclusions, and any mitigation conditions. A general estimate or a possible wildfire discount is not a promise that a policy will be offered or that it will cover the home’s likely rebuilding cost.

California’s Department of Insurance says permanent regulations require wildfire-safety discounts for specified mitigation efforts. The available information does not establish that a particular home qualifies for coverage or a particular discount. California’s FAIR Plan offers limited fire and smoke coverage; additional coverage may be needed for water damage, liability, and other risks. Confirm current policy terms directly, including what is excluded and whether separate coverage is necessary.

7. Price deficiencies before deciding

Compare the full repair picture

For each material deficiency, obtain a qualified estimate and confirm with the local building official that the proposed product and work are acceptable. Compare the cost, timing, and feasibility with the purchase terms. If the work depends on access, permits, property-line cooperation, or a particular product, establish that before relying on an assumed repair plan.

When comparing properties—or comparing a repair now with a purchase-price adjustment—consider the whole picture:

  • How complete and clear are the permits, inspection records, and final approvals?
  • Which vulnerabilities were observed, and how extensive are the deficiencies?
  • Does the proposed work meet local code and product-listing requirements?
  • What are the cost, schedule, and practical constraints for repairs?
  • How much ongoing defensible-space maintenance is needed, and are any areas constrained by property lines?
  • What insurance terms are actually available in writing, including limits, deductibles, exclusions, and mitigation conditions?

Do not rank homes on one visible feature, such as a metal roof. Wildfire exposure involves the structure, nearby combustibles, maintenance, local conditions, and insurance—not a single material choice.
