Before you pay a deposit or buy land for a prefabricated building, confirm four things in writing: the local authority allows the proposed building and use, the site can support and service it, the quoted price covers the complete scope, and every party’s responsibilities are assigned in a contract. “Prefabricated” or “modular” describes how components are made; it does not by itself make a project permit-free, code-compliant, or suitable for your property.
Use the checks below to turn a supplier’s concept and price into a buildable, approvable project. Requirements differ by jurisdiction, building classification, intended use and site, so verify current rules with the authority responsible for the actual property.

1. Confirm the building and its intended use are allowed
Ask the planning and building authority before committing
Contact the municipality or other planning and building authority before signing a purchase contract or relying on a site advertisement. Ask whether the proposed building, its size and its intended use are allowed on the property. A dwelling, office, workshop, classroom, short-term accommodation unit or storage building can trigger different planning, building, fire, access and servicing requirements.

Depending on the jurisdiction and project, these may include planning permission, a building permit, site or development approval, servicing approvals, septic or well approvals, and inspections. Western Australian consumer guidance warns that modular buildings are not automatically DIY or permit-free. Ontario’s modular-house guidance similarly asks buyers to consult their municipality about zoning, bylaws, permits and other requirements before deciding where a house can be built.

Give the authority complete information
Do not ask only whether a “prefab” is allowed. Provide the address, proposed use, floor area, height, setbacks, number of storeys, foundation concept, utility arrangements and any decks, porches or accessory structures. Ask whether the authority treats the proposal as a permanent building, a relocatable structure, an industrialized building or another classification. The classification can affect design review, permits, inspections and warranty eligibility.
- Which zoning, land-use and building rules apply to this address?
- What permits, plans, engineering documents and energy or fire documents are required?
- Must the factory-built modules be certified, registered or inspected?
- Which parts are inspected at the factory and which are inspected on the property?
- Are there special rules for flood, bushfire, heritage, environmental or rural sites?
- Are water, wastewater, well or septic approvals required before construction?
2. Establish how code compliance and inspections will work
Separate factory work from site work
A modular project has at least two compliance locations: the factory and the property. Ontario guidance specifically identifies both factory and property inspection locations. A product made in another province or imported from elsewhere does not automatically comply with Ontario’s Building Code; the same principle applies generally when a building crosses jurisdictional boundaries. Have the supplier identify the code edition, standards and approvals used for the design in your jurisdiction.
Request the compliance evidence before ordering. Depending on local rules, this may include certified plans, engineering calculations, product certificates, inspection reports, factory quality records and installation details. Ask who submits each document and who pays for revisions if the authority rejects or changes the proposal.

Assign inspection responsibility
Your contract should name the person or organization responsible for arranging each inspection, supplying access and correcting defects. Ask whether the authority, a private certifier, the manufacturer, the builder or the installer signs off each stage. Clarify whether factory approval covers only the modules or also the foundation, tie-downs, connections, stairs, decks, services and finishing completed on site.
Do not treat a supplier’s statement that a model is “code compliant” as approval for your project. Compliance depends on the adopted local code, the site, the foundation and the final installation.

3. Test whether the site can support and service the building
Obtain site-specific information
Ask what information the supplier and designer need before final pricing and engineering. Common requirements include a boundary and levels survey, soil or geotechnical report, drainage information, easements, flood or hazard information, and accurate dimensions for access and placement. Victoria’s guidance advises taking soil tests and foundation data into account; Ontario guidance calls out site preparation, foundations, servicing and possible well or septic approvals.
Have the foundation designer state the assumptions used for bearing capacity, ground movement, frost or other local conditions. A standard foundation shown in a brochure may not suit your soil, slope, groundwater or wind exposure. Confirm who designs, approves, supplies and constructs the foundation, and whether the quoted building price includes any foundation work.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesMap utilities and connections
List every service the building needs and trace each connection from the property boundary to the building: electricity, water, wastewater, stormwater, gas, communications and fire services where applicable. Establish whether a service is available at the site, who obtains approvals, who excavates and connects it, and how trenching, meters, pumps or treatment systems are priced.
For an unserviced or rural property, ask specifically about a private well, septic system, holding tank or other wastewater arrangement. Ontario guidance notes that well and septic approvals may be part of the project. Do not assume that a supplier’s internal plumbing price includes external service runs or authority fees.
Verify delivery and installation access
Measure the route from the public road to the installation position. Check road width, turning radius, bridge or culvert limits, overhead cables, trees, slopes, gates, soft ground and neighbouring boundaries. Texas guidance identifies truck access, foundations, installation and utilities as site-work issues. Ask the supplier and transport contractor to confirm, in writing, the maximum module dimensions and weight, required crane or unloading equipment, ground-bearing requirements and weather limits.

If a module cannot reach the prepared foundation, you may face redesign, special transport, temporary removal of obstacles or a different installation method. Make access approval and any required road permits conditions of the schedule and price.
4. Compare the complete scope and installed price
Demand an itemized inclusions and exclusions schedule
A low factory price is not a comparable project price. Request a written schedule that separates the building, site work, transport, installation and completion. The proposal should identify quantities, specifications, allowances, taxes or other charges, and assumptions about the site.
| Scope item | Questions to ask |
|---|---|
| Design and approvals | Are site surveys, engineering, permit drawings, application fees, authority charges and revisions included? Who submits them? |
| Foundation and ground work | Are excavation, grading, drainage, footings, slabs, piers, anchors and backfilling included? What soil assumptions and allowances apply? |
| Building and finishes | Which walls, roof, insulation, windows, doors, fixtures, fittings, appliances, finishes and painting are included? Identify model numbers or performance specifications. |
| Transport and unloading | Is delivery to the property included? Are escorts, road permits, ferry charges, crane hire, traffic control and waiting time included? |
| Assembly and connections | Who joins modules, seals the building, installs stairs or decks, connects services and completes weatherproofing? |
| External and site works | Are utility trenches, meters, wastewater systems, paths, steps, porches, decks, retaining walls and landscaping included or excluded? |
| Completion and cleanup | Who removes packaging, construction waste and temporary works, and who repairs damage caused during delivery? |
Separate fixed prices, allowances and owner-supplied work
Mark every amount as fixed, provisional, an allowance or excluded. Ask what event changes an allowance and how the change is approved. A price based on “easy access” or “normal soil” is not fixed until those assumptions are defined. Consumer Affairs Victoria advises that supply and delivery estimates should account for the nature and location of the site, including rural transport costs; that is a Victoria-specific consumer rule, so confirm the equivalent protection where you live.
Build a realistic schedule
Request dates or durations for design, approvals, factory production, site preparation, transport, installation, connections, inspections and handover. Ask which dates depend on permits, weather, your decisions, utility providers or subcontractors. The contract should explain notice requirements, extension-of-time rules, storage costs, remobilization charges and what happens if the site is not ready.
5. Make the contract describe the actual project
Attach detailed plans and specifications
The contract should incorporate drawings and specifications detailed enough to identify the building you are buying. Include dimensions, layout, structural system, finishes, colours, fixtures, fittings, appliances, insulation, windows, doors, accessibility features and external works. Identify the revision number and date of every document. A brochure, rendering or verbal promise should not be the only description of a feature.

Write a responsibility matrix
Texas guidance recommends putting the responsibilities of the purchaser, industrialized builder and certified manufacturer in writing. Use a similar allocation even if your local terminology differs. Name the party responsible for each task, the deliverable, the deadline, the cost and the evidence of completion.
| Task | Party to identify in the contract | Evidence to require |
|---|---|---|
| Planning and building applications | Owner, supplier, builder or consultant | Submitted applications, approvals and approved drawings |
| Factory manufacture and quality checks | Manufacturer or certified factory | Inspection or certification records |
| Site preparation and foundation | Owner, builder or specialist contractor | Survey, engineering approval and foundation inspection |
| Transport, crane and placement | Supplier, carrier or installer | Delivery plan, placement record and damage report |
| Assembly and service connections | Installer or licensed trades | Inspection certificates and commissioning records |
| Defects and warranty service | Manufacturer, builder or installer | Contact route, response times and warranty decision |
Check consumer protections in the correct jurisdiction
Before paying a deposit, check local rules on deposit limits, registration, insurance, cooling-off rights, mandatory contract wording, progress payments and dispute resolution. Victoria has jurisdiction-specific contract and monetary requirements; do not apply those thresholds to a project elsewhere. Ask an appropriately qualified local adviser to review the contract if the allocation of design, construction and installation risk is unclear.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.6. Understand warranty and after-sale service
Read the warranty documents, not just the headline period
Obtain the complete warranty terms before purchase. Determine whether separate warranties apply to factory-built components, installation, appliances, foundations, finishes and site services. Ask who is the warrantor for each item, when coverage starts, how a claim is submitted, and whether the warranty transfers to a future owner.
Ask about exclusions for movement, moisture, poor maintenance, owner alterations, incorrect site preparation and damage during transport. Ontario’s checklist includes warranty-plan eligibility among the questions a modular-home buyer should raise. Eligibility may depend on the building classification, provider, location and contract, so obtain confirmation for your specific project.
Get a workable service process
Record one service contact and an escalation route. Ask how urgent water-ingress, electrical or safety issues are handled, what response times apply, which travel costs are chargeable, and what maintenance records you must keep. Confirm who remains responsible when a defect appears at the junction between factory work and site installation.

7. Plan inspections, payment and handover
Set inspection hold points
Ask for an inspection plan covering factory production, foundation, delivery, module joining, weatherproofing, services, fire or safety systems and final completion. Clarify whether you may inspect or appoint an independent professional, what notice is required, and whether payment is withheld until specified approvals or corrections are complete.
Use a written completion list
At handover, compare the building and installation with the signed plans, specifications and change orders. Test doors, windows, plumbing fixtures, electrical outlets, heating or cooling equipment, appliances and safety systems that are part of the contract. Record incomplete, damaged or defective work with photographs, locations and dates. Agree in writing who will correct each item and by when.
Collect the handover file
Before final payment, request the documents your authority and contract require. A useful file may include:
Quick wins for a faster PC:

- Building, planning, factory and site inspection records.
- Foundation, structural and service certificates.
- Equipment manuals, maintenance schedules and commissioning information.
- Warranty documents, eligibility confirmation and service contacts.
- As-built information and records of concealed services where available.
- Written evidence that agreed defects and clean-up are complete or have an accepted rectification schedule.
8. Compare competing proposals on the same basis
Send every supplier the same site information and ask each to state assumptions in writing. Compare proposals using the following decision table rather than headline floor-area price:
| Comparison axis | What a complete answer contains |
|---|---|
| Approval and code fit | Applicable classification, code pathway, required approvals and named inspection parties. |
| Building and site scope | Detailed inclusions for the modules, foundation, services, assembly, finishing and external works. |
| Site assumptions | Survey, soil, levels, drainage, access, utility and hazard assumptions, with allowances identified. |
| Total installed price | Itemized fixed prices, allowances, exclusions, taxes or charges and change-order rules. |
| Delivery and sequence | Transport route, unloading method, crane requirements, site-readiness date and installation stages. |
| Schedule certainty | Approval, production, delivery and completion milestones, dependencies and delay provisions. |
| Inspection and handover | Factory and site inspection arrangements and the documents supplied at completion. |
| Warranty and service | Coverage by component, claim process, exclusions, response route and eligibility conditions. |
When a cell cannot be answered, record it as “not stated” and obtain clarification before treating the proposals as comparable. A proposal that is less expensive only because it omits foundation, utility, transport or approval work is not a lower-cost equivalent.
9. Warning signs that require clarification
- The seller says the building is permit-free solely because it is prefabricated or movable.
- The quote gives one price but no inclusions, exclusions, allowances or site assumptions.
- The supplier cannot identify the applicable local code or inspection pathway.
- Responsibility for foundations, utilities, transport, crane work or connections is described as “by others” without naming who those others are.
- The design is offered without a survey, soil information or access review.
- Factory certification is presented as proof that the completed site installation is approved.
- Warranty language omits installation, foundations, appliances or the process for reporting defects.
- The contract relies on drawings or renderings that are not attached and dated.
- Payment is required before permits, site readiness or agreed inspection evidence, with no remedy if approval is refused.
10. A practical buying sequence
- Define the intended use, occupancy, approximate size and performance requirements.
- Ask the local authority what zoning, planning, building, servicing and inspection requirements apply to the address.
- Commission or obtain the survey, soil, levels, drainage and access information needed for design and pricing.
- Give identical site information and a written brief to multiple suppliers.
- Require each supplier to identify the code pathway, certification, factory and site inspection arrangements.
- Compare itemized installed prices, allowances, exclusions, transport assumptions and schedules.
- Confirm who will obtain permits, build the foundation, connect services, install the modules and correct defects.
- Have the contract attach final plans, specifications, warranty terms, payment stages and delay provisions.
- Do not release final payment until the agreed inspections, approvals, handover documents and defect process are complete.
Official guidance from Texas, Ontario, Western Australia and Victoria provides useful due-diligence questions, but it does not create one universal prefab-building rule. Confirm the current requirements for the actual property, intended use and building classification with the responsible authority and qualified local professionals.
