Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsDo not automatically walk away—and do not rely on a standard local search to make the decision. A nearby scheme can mean years of construction traffic and noise, or a lasting change to roads, views, drainage and local services. Whether it is tolerable depends on the approved plans, the construction programme, the site’s access and your home’s exact position and routine.
Before you exchange contracts, establish the scheme’s real planning status, inspect its documents, commission any specialist searches your conveyancer recommends, check flood and hazard information, and inspect the new-build contract, warranty and handover arrangements. There is no reliable general percentage discount or universal distance at which a development becomes unacceptable.

Start with the exact address and the correct UK rules
Planning and property law differ between England, Wales, Scotland and Northern Ireland. Identify the property’s nation, local planning authority and full address before interpreting any result. The flood-planning points below are principally England-specific; use the equivalent national guidance and local records elsewhere.
“Major development” may describe a large housing allocation, a road or rail project, a commercial or industrial site, an energy installation, or several schemes around the same neighbourhood. The type of project determines the likely nuisance, permanent changes and searches you need. A site shown in a local plan may still be years from an application; an approved scheme may be amended; and construction may already be under way in one phase while later phases remain uncertain.

Find out what is actually permitted
Use the local authority’s online planning register and its adopted or emerging local plan. Search by the development address, parcel names, applicant, planning reference and nearby roads. Record the status of every relevant entry rather than treating a single search result as the answer.
Check the scheme’s status
- Allocation or proposal only: An allocation or consultation document indicates policy intent, not an approved layout, timetable or funded project.
- Application pending: Drawings, transport evidence and environmental information may change before a decision. Treat impacts as provisional.
- Permission granted: Read the decision notice and every approved plan, not just the marketing summary.
- Reserved matters or amendments: A broad outline permission can be followed by detailed applications that alter building positions, roads, landscaping, density and phasing.
- Construction underway: Establish which phase is active, what has been completed and what permissions or conditions remain outstanding.
- Permission varied or discharged: Later variation applications and discharge-of-condition documents can change controls on access, drainage, landscaping, working arrangements or mitigation.
Read the documents that determine daily conditions
For each relevant application, download the decision notice, approved site and building plans, conditions, reserved-matters approvals, discharge documents, construction or logistics plans, transport assessments and later variations. Look for:
- the exact site boundary and the position, height and orientation of buildings;
- construction entrances, haul routes, lorry restrictions, parking and temporary compounds;
- working hours and controls for noise, dust, vibration, lighting and vehicle movements where these are conditioned;
- landscaping, boundary treatments, attenuation features, drainage and flood-storage areas;
- the sequence and size of phases, and which roads, footpaths, open spaces or community facilities are tied to particular stages;
- any legal obligations or financial contributions attached to the permission.
Illustrative masterplans, estate-agent descriptions and promises about a future school, shop, bus route or park are not automatically binding delivery commitments. Check the permission and associated legal obligations, then ask the planning authority or developer for the current funded and programmed position in writing.
Understand what a normal search will not reveal
GOV.UK’s home-buying guide says a local authority search discloses certain restrictions and external factors, including some new road or rail schemes, but it does not report development on neighbouring land. Tell your conveyancer about the identified site and ask a specific written question about it. The conveyancer can order or interpret a specialist development search and advise whether flood, mining, contaminated-land or other searches are appropriate for the address.
Do not treat a clear standard search as evidence that the neighbouring project is absent. Give your conveyancer the planning references and the documents you found, and ask which facts will be reported in the legal report, which require a separate search and which need a direct enquiry to the seller or developer.

Visit the home when the neighbourhood is operating
Visit at different times and, where practical, on both a weekday and a weekend. A single quiet viewing can miss the conditions that determine comfort.
- Stand in each bedroom, the principal living room and the garden or balcony. Note the direction of sightlines to the site, intervening buildings, vegetation and terrain.
- Observe the proposed or existing construction entrance, turning space, school-run queues, parking pressure, pedestrian crossings and bus routes.
- Listen with windows open and closed. Identify existing road, rail, commercial, plant or recreational noise that will combine with construction.
- Check whether dust, mud, lighting or vibration could reach the home, and whether boundary walls, fences or planting provide meaningful screening.
- Ask neighbours what has happened so far, but corroborate anecdotes against the planning file and written responses; public comments are not a quality-controlled forecast.
Ask the seller, developer and local authority which phases are active, what remains unfunded or unbuilt, and whether a revised timetable exists. Compare those answers with the approved construction and logistics documents.

Assess construction disruption against your routine
There is no universal distance or fixed duration that predicts whether building work will be “unbearable” or merely inconvenient. The relevant question is how the approved arrangements intersect with your exposure.
| Factor | Questions to answer | Evidence to use |
|---|---|---|
| Distance and line of sight | How close is the boundary, and do bedrooms, work rooms or the garden face it? | Scaled approved plans, site visit and photographs |
| Access and traffic | Where will lorries, workers and deliveries enter, turn and park? Will routes pass the home or a school? | Construction-management and transport documents; observed traffic |
| Phasing | How many phases are there, and which one is beside the property? What must be built before later phases? | Phasing plans, conditions and the authority’s current programme |
| Work periods | Are hours, weekend work, deliveries or noisy operations restricted by condition? | Decision notice, construction plan and written authority response |
| Controls | What measures address dust, noise, vibration, mud, lighting and road cleaning, and who enforces them? | Conditions, logistics plan and complaint procedure |
| Your exposure | Do you work from home, sleep during daytime, have young children, or depend on outdoor space? | Your weekly routine matched to the likely work periods |
Separate temporary effects from permanent ones. Construction noise and vehicle movements end, although the programme may span several phases. New roads, lighting, traffic patterns, building massing, overlooking, drainage features and the eventual use of shops or facilities remain after completion.
Check flood, drainage and climate exposure
A new development can alter runoff even when the existing home is outside a river or coastal flood zone. For an England address, inspect the Environment Agency’s Flood Map for Planning and surface-water information, the local authority’s Strategic Flood Risk Assessment, main-river consultation information and any available groundwater or reservoir data. Ask for the approved drainage strategy and verify which body will maintain the relevant system.

What the planning guidance means
Environment Agency planning guidance requires a flood-risk assessment in specified circumstances, including development in Flood Zones 2 or 3, certain Flood Zone 1 sites, areas with critical drainage problems, sites exposed to future river or sea risk and sites with surface-water risk. A sustainable-drainage strategy may also be required. These are requirements on the planning application; they are not a substitute for an address-specific assessment of the home you are buying.

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →England’s flood and coastal-change guidance generally assumes a residential development lifetime of at least 100 years unless another period is justified. The National Planning Policy Framework’s approach is to steer development away from risk, keep people safe for the development’s lifetime, account for climate change and avoid increasing risk elsewhere. Ask how those principles were applied to both the new scheme and the existing streets around it.
Questions for the developer and conveyancer
- Where are attenuation ponds, swales, outfalls and overland-flow routes relative to the home?
- Are drainage works complete, adopted or still dependent on a future phase?
- Who maintains private drainage, and is there an estate charge for it?
- Does the scheme’s surface-water design discharge toward existing roads or gardens?
- Do the searches identify groundwater, reservoir, sewer or historic flooding concerns?
Screen for major-hazard consultation zones
If the nearby land contains, or may contain, an industrial installation, hazardous-substances site or pipeline, inspect the planning record for Health and Safety Executive (HSE) consultation and advice. HSE explains that where an authority considers granting permission against its advice, its recommendation to refuse development near a major-hazard site should not be overridden without the most careful consideration.
This is a trigger for address-specific due diligence, not proof that an unidentified site is unsafe. Ask the planning authority whether the property or proposed development lies within a consultation zone, what use and occupancy assumptions were assessed, and whether later applications changed the hazard profile.

GOV.UK advises checking the reservation-fee refund terms, the deadline for exchange, additional estate-facility charges, snagging arrangements and the precise scope of the warranty before committing.
Reservation and exchange
Read when the reservation expires, which events permit a refund, and what happens if the developer changes the layout, completion date or estate facilities. Have your conveyancer identify obligations that could continue after completion, including service or estate charges and responsibility for unfinished communal areas.
Warranty and defects
Many new-build homes are marketed with a 10-year warranty for major structural problems and a two-year period for general defects. Those are general consumer-guidance periods, not a guarantee for this home. Read the actual policy, provider, exclusions, insured parties and treatment of attached land, roads, drainage and communal spaces.

Make handover and incomplete works explicit
The Consumer Code for New Homes, Version 5 (January 2024), applies to developers covered by the code. It says the developer should provide reliable information about scheduled and legal completion. At handover, its requirements include a final quality-assurance inspection, a schedule and timescale for outstanding defects, structural-warranty documents, an opportunity for a pre-completion inspection, a complaints procedure, information about incomplete works serving the home, and details of warranties and appliances.
Ask specifically whether utilities, roads, footpaths, open spaces, landscaping, boundary treatments and lighting are complete, temporary or dependent on a later phase. Confirm the safety arrangements if people will occupy homes while building continues, and the route for after-sales service, which the code addresses for at least two years. Verify that the developer is bound by the code and compare it with the signed contract; the code does not replace contractual rights.
For a Northern Ireland purchase, nidirect separately advises checking warranty and building-control documents, visiting and inspecting the site and home, waiting until the property is fully completed before moving in, and reporting defects in writing while retaining a copy. Follow the guidance and protections applicable to your nation’s transaction.

Use a written decision rule
Proceed only when you can explain both the temporary and permanent effects in terms of your own use of the home, and when unresolved facts have a clear owner and deadline. Pause or renegotiate if:
- the access route, phasing or working arrangements are not disclosed or conflict with the planning file;
- key roads, drainage, landscaping or community facilities are promised but not secured by permission, legal obligation or funding;
- flood, surface-water, contamination or major-hazard questions remain unanswered;
- the contract leaves reservation money, estate charges, completion dates or defect remedies unclear;
- you cannot inspect the home and its surroundings at representative times; or
- the likely permanent outlook, traffic or noise is unacceptable even if construction ends.
There is no evidence-based standard discount for a home beside a major development. Make any offer adjustment from the specific, documented effect on this address, the cost or inconvenience you can demonstrate, and the risk that remains after legal and technical checks—not from a general percentage.
