What to ask a builder about energy efficiency as England’s Future Homes Standard changes (2027–2028)

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask your builder to identify the exact standard, transition route and evidence that apply to your home—not just the development as a whole. You should also obtain the heating and renewable-electricity specification, heat-loss and controls information, commissioning records, and a usable Home User Guide.

England’s Future Homes and Buildings Standards generally apply from 24 March 2027. Higher-risk building provisions have a separate 24 September 2027 commencement date, and some non-higher-risk projects may use transitional protection if strict application and start-on-site dates are met. The questions below are designed to establish which rules govern your home and what you can expect at handover.

First establish which rules apply to your home

Do not accept a general statement that a development is “Future Homes Standard ready” or that it is being built under the old rules. Transitional protection is determined for a particular building by its approval route, classification and dates. Ask the builder to answer these questions in writing:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Which edition of the regulations and Approved Documents will be used for this dwelling?
  2. Is the building classed as higher-risk building work, or is it non-higher-risk work?
  3. Which building-control route applies: a building notice, initial notice or full-plans application?
  4. On what date was that notice or application submitted, and to which building-control authority or registered building-control approver?
  5. What date does the builder rely on as the start of work on this specific building?
  6. What document demonstrates that the relevant commencement deadline is met?

The general Future Homes and Buildings Standards regulations come into force in England on 24 March 2027. Regulations 3, 4, 6, 7, 8 and 9 apply to higher-risk building work and work to existing higher-risk buildings from 24 September 2027, subject to transitional provisions. These dates come from the Ministry of Housing, Communities and Local Government’s Building Circular 01/2026, dated 24 March 2026.

How non-higher-risk transitional protection works

For non-higher-risk work, a project may qualify for transitional protection when the qualifying building notice, initial notice or full-plans building-control application is submitted before 24 March 2027 and the relevant work starts on that building before 24 March 2028. Both conditions matter. A notice submitted in time does not, by itself, protect a building that does not commence by the applicable deadline.

Ask for dates and evidence relating to your plot or building, not merely an application covering a wider development. A phased site may have different submission or commencement positions. The builder should also identify any separate transitional rules relied on for higher-risk work.

Confirm the geography

The dates and circular described here apply to buildings and building work in England. Do not apply them automatically in Wales, Scotland or Northern Ireland. Those nations have their own building-regulation arrangements and implementation timetables. If your project is outside England, ask which national regulations, approved guidance and transition provisions govern it.

Ask how compliance will be calculated and evidenced

A compliant design is supported by calculations and site records, not a marketing label. Ask:

  • Which Approved Document and calculation methodology are being used for this home?
  • Will the builder provide the compliance calculation or a homeowner-facing summary before completion?
  • Which assumptions about floor area, insulation, glazing, airtightness, ventilation and heating have been entered?
  • Who is responsible for checking that the constructed home matches the assessed design?

The government has said that SAP 10.3 will initially be the sole approved methodology for demonstrating Future Homes Standard compliance. The Home Energy Model launch has been delayed and is expected to follow SAP 10.3 after at least three months. Ask the builder to name the methodology used for your application and to explain any change if the approved approach is updated before completion.

Request the final compliance evidence when it is available, including the documents required by building control. A design-stage result is not proof that insulation, windows, ventilation or controls were installed correctly. Ask what inspections, photographic records, air-pressure testing or other quality checks are carried out, and how defects are corrected when site work differs from the design.

Understand the heating system, heat loss and controls

The new standards address low-carbon heating, heat-loss limits, system efficiencies and controls. The right questions depend on the design of your particular home.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Heating specification

  • What low-carbon heating system is included—such as a heat pump or another permitted arrangement?
  • What heat-loss calculation determined its size and output?
  • Which emitters, hot-water cylinder, buffer components or electrical upgrades are required?
  • What alternatives were considered, and how would they change capital cost, running operation, space, noise or maintenance?

A system should be sized and controlled for the building’s calculated heat loss rather than selected as a generic package. Ask for the design flow temperature, control strategy and zoning in plain language. For a heat pump, ask how weather compensation, room sensors, hot-water scheduling and any backup heating are configured. The builder should explain which settings are intended for normal operation and which should only be used in exceptional circumstances.

Controls you can actually use

Request a demonstration before handover. Ask the installer to show how to set room temperatures, heating schedules, hot-water times, holiday settings and any app or internet connection. Find out what happens if the internet connection fails and whether essential functions remain available locally.

Ask who changes settings after handover if rooms are too cold, hot water is insufficient or the system cycles frequently. A clear fault-reporting route and a named warranty contact are more useful than a promise that the controls are “smart”.

Ventilation and indoor air quality

Energy efficiency depends on ventilation that works as designed. Ask whether the home uses continuous mechanical ventilation, mechanical ventilation with heat recovery, or another system; where the terminals and filters are located; and how noise and access for maintenance were addressed. Official guidance clarifies commissioning and the role of competent-person schemes for heat-pump and mechanical-ventilation installations, so ask which installer scheme or competence route applies and what certificate you will receive.

Ask what renewable electricity is included

The Future Homes Standard creates a new functional requirement for onsite renewable electricity in new dwellings. Ask the builder to specify:

  • The renewable technology included, such as photovoltaic panels, and its designed capacity.
  • Which roof area, orientation and shading assumptions affect the design.
  • Where the inverter, isolators and cables are located and how they can be accessed.
  • Whether a battery, export meter arrangement or electric-vehicle provision is included, optional or excluded.
  • What monitoring is supplied and how you can identify a fault or loss of generation.

Do not assume that “solar-ready” means a generating system is installed. Ask for the equipment schedule and commissioning record, and check whether any planning, lease, roof-rights or management-company conditions affect operation. If the builder offers alternatives, ask how each option changes the compliance calculation, usable roof space, maintenance and expected operation for your home. The available evidence does not establish a universal household saving or a standard system cost, so require a project-specific explanation rather than a headline estimate.

Check installer competence and commissioning records

Fixed building services only perform as intended when they are installed, balanced, configured and tested correctly. Ask:

  1. Which company and named competent person will install the heating, ventilation and renewable-electricity systems?
  2. Will installation follow the manufacturer’s instructions, and who verifies that it did?
  3. What commissioning tests are performed, including flow rates, temperatures, controls and ventilation air volumes where relevant?
  4. Will you receive signed commissioning sheets, certificates and the equipment manuals?
  5. What defects are covered, for how long, and how do you report a fault?

For ventilation, ask for measured air-flow results and confirmation that the system was balanced after final filters and grilles were fitted. For a heat pump, ask for the commissioning data, operating settings and explanation of the normal defrost and hot-water cycles. For solar equipment, request the generation-system test result, isolator locations and monitoring-login instructions.

Commissioning should occur after the building services are complete, not only as a desk exercise. Ask whether the builder carries out a post-occupancy check or offers an adjustment visit after you have used the home through a heating period.

Demand a complete handover pack

Regulations require information for homeowners of new dwellings, and government decisions have strengthened Home User Guide requirements and guidance. Ask for the guide in a durable, usable format—digital, printed or both—and check that it is specific to your home rather than a generic brochure.

Contents to request

  • Simple operating instructions for heating, hot water, ventilation and renewable-electricity equipment.
  • Normal temperature, schedule and ventilation settings, including what not to switch off.
  • Filter types, access points, replacement intervals and cleaning instructions.
  • Maintenance schedules, servicing responsibilities and recommended competent contractors.
  • Isolation switches, consumer-unit circuits, water shut-offs and emergency procedures.
  • Manufacturer manuals, warranties, certificates and commissioning records.
  • Contact details for the builder, installer and warranty provider, with the process for reporting defects.

Walk through the systems with the site team before completion and record any missing document or unresolved defect on the handover list. Ask who supplies updated information if equipment is replaced during the warranty period.

Separate regulatory compliance from likely energy bills

Meeting a standard does not guarantee a particular bill, comfort level or measured energy use. Government has acknowledged an expected-versus-measured performance gap: studies indicate that occupied new homes can perform worse than design-stage expectations. The consultation response says further evidence will be considered, but it does not establish a single percentage that can be applied to every home.

Ask the builder what quality-control checks are used to reduce that gap:

  • How is airtightness tested, and are leaks repaired before finishes are closed?
  • Who verifies that installed equipment matches the assessed model and design settings?
  • How can you report comfort, condensation, noise or energy-performance problems after moving in?
  • What investigation and remedy process applies if measured operation differs materially from the design?

The government decided not to create a Future Homes Standard brand. Treat any badge, brochure phrase or “future-proof” claim as secondary to the underlying calculations, certificates, inspection records and support arrangements.

Use a consistent framework when comparing builder options

If you are offered different specifications, compare them against the same evidence rather than choosing on equipment names alone.

Comparison area Questions to put to each builder Evidence to request
Applicable rules Which standard, building classification and transition dates apply to this dwelling? Notice or application details, commencement evidence and building-control route.
Energy calculation Which Approved Document and SAP 10.3-based method is used, and what assumptions drive the result? Compliance calculation or homeowner summary and final building-control evidence.
Heat loss and heating What heat-loss figure, system size, emitters and control strategy were designed? Design information, commissioning data and operating instructions.
Renewable electricity What onsite generation is installed, at what capacity, and what is optional? Equipment schedule, test certificate, monitoring details and warranty.
Installation quality Who installs and commissions the systems, and which competence scheme applies? Installer details, certificates, test sheets and defect process.
Handover and maintenance What will I receive and what will it cost or require to maintain? Home User Guide, manuals, filter schedule, warranties and service contacts.

Ask each builder to state trade-offs in capital cost, space, noise, controls, expected operation and maintenance for your specific design. The available government material does not provide household-specific cost estimates, so a builder should not present a generic saving or payback figure as a guaranteed outcome.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical meeting checklist

Take this sequence to your appointment and ask for written answers:

  1. Confirm the building’s location, classification and applicable commencement date.
  2. Record the building-control application type, submission date and claimed transition deadline.
  3. Identify the compliance methodology and request the calculation evidence.
  4. Review heat-loss assumptions, heating equipment, emitters and controls.
  5. List every onsite renewable-electricity component and any exclusions.
  6. Identify installers, competence evidence, commissioning tests and certificates.
  7. Inspect the Home User Guide and agree how missing documents will be supplied.
  8. Agree the post-handover contact, defect process and any adjustment visit.

Keep the answers with your contract and handover records. If the builder cannot identify the approval route, dates or evidence for your particular building, ask the building-control body or your conveyancer to clarify the position before you rely on a claim about transitional protection or future compliance.

What a credible answer sounds like

A credible builder will distinguish legal compliance from performance expectations, name the methodology and building-control route, and provide dates and documents tied to your home. They will explain how heat loss informed system sizing, show where controls are configured, identify renewable-electricity equipment, and commit to commissioning records and a usable Home User Guide. Vague assurances about a whole site, a “green” specification or an unnamed future standard do not answer those questions.

For an English home bought during the 2027–2028 changeover, the safest approach is evidence first: establish the applicable rules, verify the design and installation records, and make sure you know how to operate and maintain every fixed service before completion.
