What to Check Before Buying a Home in a Large-Scale New Housing Development

A practical due-diligence guide to checking the property, development plans, ongoing costs, services, site risks, construction, and warranty before you commit.

Before committing to a home in a large development, verify the exact property and contract, the approved plan for the whole project, the costs and rules that come with shared areas, and what will actually be finished and connected when you move in. Then check site risks, construction quality, defect remedies, and the way the surrounding area functions at different times of day. The documents, legal rights, fees, and warranty rules depend on where the home is located, so use this guide to prepare questions for the seller and instructions for local independent legal and building professionals—not as a substitute for their advice.

Start with the property you are actually buying

In a large development, a sales presentation may describe a home, a lot, and amenities across a wider master plan. Those are not necessarily the same thing as the property, rights, and obligations in the contract. Before paying a deposit or becoming committed, obtain the contract and the relevant title and plan documents, then have a local conveyancer or property lawyer explain them.

As an Amazon Associate I earn from qualifying purchases.

Match the contract to the lot and its boundaries

  • Confirm the lot number, address, boundaries, dimensions, access, and any parking or storage included. Compare the contract plan with the lot shown during the sales process.
  • Check what is included in the sale: fixtures, fittings, appliances, landscaping, fencing, and any other items described in the contract or specification.
  • Ask the lawyer to identify title restrictions, easements, encumbrances, rights of way, shared areas, and any limits on how the property can be used or altered.
  • Ask which conditions apply, what must happen before settlement or completion, and what dates or other deadlines require action.

In Victoria, Consumer Affairs Victoria identifies the contract of sale and section 32 statement as important sources of property information and recommends considering a lawyer or conveyancer before commitment. Those document names and rules are specific to that jurisdiction; elsewhere, ask the local professional which equivalent documents apply.

Understand the reservation and deposit terms

Get the deposit amount, payment process, who holds the money, refund conditions, and any reservation or cooling-off terms in writing. Do not assume you can withdraw without cost, or that a sales conversation changes the signed contract. Withdrawal rights and deadlines vary by jurisdiction. Ask your lawyer to explain the relevant terms before signing or paying.

Check the approved plan—not just the sales plan

A master plan can show an attractive future neighborhood while leaving open what is approved, funded, scheduled, or guaranteed. Compare marketing materials with the approved planning documents for both your lot and the wider development. Ask the seller to distinguish completed work and binding commitments from proposals, illustrations, or intentions.

Build a phase-by-phase status list

For each phase, road, park, school, shop, community space, or other facility that matters to you, ask:

  • Is it approved for this exact use and location? Request the relevant planning decision or consent reference.
  • Is it funded, under construction, complete, or only proposed? What evidence supports the stated status?
  • Who is responsible for delivering it, and what completion date or trigger is documented?
  • Who will own, operate, and maintain it once delivered? Will residents pay toward its upkeep?
  • Could later phases change access, privacy, views, construction activity, traffic, or the location of nearby uses?

Consumer Affairs Victoria advises buyers to consider local zoning, overlays, and nearby permits: these can affect what is allowed on a property or nearby land, as well as area character, noise, and traffic. Check current local planning records rather than relying only on a developer’s summary. A planning approval does not, by itself, establish that every element will be completed on a particular timetable or that no later changes will occur.

Ask what the planning references actually cover

Request detailed planning consent or approval references for the development and any known future phases or facilities, then ask a local planning professional or council to help interpret them if necessary. A search excerpt from the UK Consumer Code for New Homes refers to disclosure of detailed planning consent references and known future phases and facilities. The applicable code, disclosure obligations, and approved documents depend on the location; inspect the actual contract and locally applicable code rather than assuming a UK provision applies elsewhere.

Calculate the full cost of ownership

The purchase price is only one part of the cost of living in a planned development. Request a written schedule that separates one-off charges from recurring fees, explains what each pays for, and identifies how charges can change. This matters particularly where roads, open space, amenities, or other areas are shared or managed collectively.

Request an itemized written schedule

  • Estate, facility, service, owners-corporation, or other shared-property charges.
  • Maintenance of shared roads, landscaping, parks, facilities, and other common areas.
  • Utility connection or installation fees, including any work required inside or outside the home.
  • Infrastructure contributions or other one-off payments that may apply.
  • Any planned major works, reserve funds, or known shortfalls that could affect future charges.

For each amount, ask whether it is a current estimate or a fixed amount, how often it is charged, who sets it, how it may rise, what services it covers, and whether the buyer inherits any unpaid amount. Ask for the rules governing pets, parking, alterations, and shared spaces, and whether an owners’ body or another manager can change them. Also ask a local professional to identify applicable transaction taxes, levies, or other location-specific costs; do not assume the purchase price and estate charges are the full financial picture.

Victorian guidance notes that common-property fees and rules may apply and that infrastructure contributions can arise in growth areas. UK government guidance identifies estate facility charges as a possible cost of a new-build property. These are examples of issues raised in those jurisdictions, not a universal list of charges or legal requirements. Ask local professionals to identify the charges and powers that apply to the specific home.

Investigate environmental and ground risks

Check official, property-specific hazard information and ask about the site’s history and physical conditions. A broad map or a sales-office statement is not a substitute for searches and advice that relate to the lot and the proposed home.

Review hazards, drainage, and prior land use

  • Check official flood and fire or bushfire information for the property and surrounding area. Ask how the identified exposure could affect insurance, maintenance, access, and future use.
  • Ask how surface water and stormwater are managed, where runoff goes, and whether retaining structures or drainage systems serve your lot or shared land.
  • Ask about previous land uses and any known soil or groundwater contamination, remediation work, or environmental conditions.
  • Ask whether mining, quarrying, other earth-resource activity, or nearby industrial or agricultural activity could affect ground stability, noise, odors, dust, or traffic.
  • Request relevant property-specific searches, reports, approvals, and maintenance information. Have a local building or environmental professional interpret concerns that may affect the home.

Consumer Affairs Victoria specifically recommends investigating flood and fire risk and considering possible insurance-premium implications; its guidance also raises soil and groundwater contamination and earth-resource activity. The questions are useful elsewhere, but the maps, risk categories, and legal implications must be checked for the property’s location.

Confirm roads, utilities, and connectivity at move-in

Ask what will be physically installed and operational when you take possession, rather than treating a planned service as an available one. In a project delivered in stages, the lot may be ready before all roads, transport links, or communications infrastructure are complete.

Verify each service and its timing

  • Road access: which routes will be open and usable, and whether access will be affected by ongoing construction.
  • Public transport: which services operate now, where the nearest stops are, and whether any future service is merely planned.
  • Water, sewerage, electricity, and gas where applicable: identify the serving providers, connection status, expected availability, and any extra connection work or cost.
  • Fixed broadband and mobile coverage: ask which provider serves the development, what infrastructure is installed, when service can be ordered, and whether extra cabling or equipment is needed.

Ask for provider information and dates in writing. If the answer is “available soon,” request the specific status and expected date, and clarify what happens if it slips. Australian federal buyer guidance recommends checking telecommunications infrastructure and mobile coverage before signing, identifying the provider and service timing, and warns that missing infrastructure can cause delay and additional cost. The Australian Government’s TIND policy took effect on 17 February 2024; the government describes its expectations as applying to residential developments with more than 50 lots, including staged projects. That is an Australian policy scope, not a universal threshold or rule for other countries. The government’s practical advice is: “If you are planning to buy or build a property in a new development, you should check that your developer has arranged for telecommunications infrastructure to be installed before signing a contract.”

Assess the home’s construction and completion status

The right inspection depends on whether the home is completed, nearly complete, or still being built. Use an independent building professional rather than relying only on the seller’s inspection or assurances. Agree on what can be accessed and inspected, and obtain findings in writing.

For a completed or nearly complete home

Ask an independent building professional to inspect accessible areas and flag concerns about safety, workmanship, drainage, boundaries, and consistency with approvals or the agreed specification. Clarify the inspection’s scope: a visual inspection of accessible areas may not establish the condition of concealed or inaccessible work. Ask what additional documents, access, or specialist assessment would be needed to investigate a specific concern.

For a home still under construction

Before signing, pin down the specification, the completion date or method for setting it, what counts as completion, and how delays are handled under the contract. Ask how you will be told about changes to materials or finishes, what needs to be finished before handover, and what happens to incomplete work. Make sure the written specification is specific enough to check against the home rather than depending on showroom displays or illustrative images.

Plan the handover and defect process

Ask who arranges the handover inspection, how defects or unfinished work are recorded, how to submit a claim or report, who responds, and whether the contract or warranty sets deadlines. Consider an independent snagging inspection before completion. UK government guidance describes snagging as identifying defects or unfinished work and recommends considering a snagging survey before completion. The term and process may differ elsewhere, so establish the local procedure and its effect on your rights.

Read the warranty and completion documents

Request the actual warranty or structural insurance documents, not just a brochure’s description of coverage. Also request building-control or completion certificates, inspection records where available, appliance and finish guarantees, and written after-sales or defect procedures. Have a local professional check that documents relate to the exact home and identify any actions required from you.

Check the scope, exclusions, and deadlines

  • Who provides the warranty or insurance, and who handles a claim?
  • Which structure, work, components, or risks are covered—and what is excluded?
  • What claim deadlines, notification steps, inspections, or other buyer obligations apply?
  • Can coverage transfer to a later owner, and are there conditions or fees?
  • Do the documents cover the home only, or particular attached elements or land as well?

Do not infer that a marketing phrase such as “structural warranty” guarantees every part of the home or attached land. UK government guidance advises checking what a new-build warranty includes and excludes. Its described warranty periods are not universal; use the actual policy and local rules to establish the coverage that applies.

Visit the site and test the everyday experience

Visit the development and surrounding area at different times, including likely commute periods. Several visits can reveal conditions that a single daytime viewing misses. UK government guidance notes that traffic can differ by time of day; Consumer Affairs Victoria warns that high-density activity can bring traffic, noise, and odors.

Use visits to check practical conditions

  • Drive or walk the current route to the home and note congestion, road access, construction diversions, and likely travel time.
  • Listen and look for construction noise, nearby traffic, lighting, privacy concerns, and odors from surrounding activity.
  • Check walkability and the actual route to any shops, schools, parks, transit stops, or other services important to you.
  • Separate facilities that are already open and usable from those that appear only in future plans.
  • Consider whether ongoing phases could change the experience after you move in, and ask about their location and expected timing.

Compare developments using the same evidence

When comparing two or more projects, use the same questions and documents for each. Do not compare one development’s completed facilities with another’s artist impressions, or one property’s purchase price with another’s price before shared charges and connection costs.

Comparison area What to compare
Legal certainty Contract and title information, lot boundaries, restrictions, easements, approval status, and documented commitments for future phases.
Move-in readiness Which roads, utilities, amenities, and services will actually be complete and operational at handover; distinguish those from proposals or future stages.
Total cost Purchase price alongside recurring estate or shared-property charges, one-off contributions, maintenance costs, and service-connection costs.
Access and services Current travel routes and public transport, plus the availability and provider of utilities, broadband, and mobile coverage.
Site exposure Property-specific environmental and ground risks and their practical implications for insurance, maintenance, access, or use.
Build and remedies Specification, inspection findings, completion arrangements, defect-reporting process, and actual warranty scope.
Ownership and control Tenure, shared-property arrangements, management responsibilities, rules, and how future costs are set or changed.

For each comparison, record the supporting document, the date you received it, and whether the point is confirmed, estimated, or only proposed. If an answer is verbal, ask for written confirmation before treating it as a commitment.

Organize your due diligence before you commit

  1. Collect the documents. Request the draft contract, title and sale plan, property specification, approved planning references, phase plan, charge schedule, service-provider details, inspection records, and warranty documents relevant to the home.
  2. Engage local professionals early. Ask a conveyancer or property lawyer to review the transaction and a qualified independent building professional to assess the home or advise on an inspection. Confirm each professional’s qualifications, scope, fees, local availability, and any referral relationship.
  3. Turn unknowns into written questions. For each facility, service, fee, risk, or promised finish, ask what is established, who is responsible, when it will happen, and where the answer appears in the documents.
  4. Check independent records. Use the relevant local authority and official sources for planning, hazard, and service information. A seller’s information may help identify what to check, but should not replace property-specific verification.
  5. Compare the evidence and resolve gaps. Keep confirmed facts separate from estimates and proposals. Ask your lawyer what a missing commitment means for the contract before you sign or pay.

A home-buyer inspection checklist or notebook can help keep viewing notes, questions, documents, and follow-ups together, especially when comparing several phases or developments. Treat it as an organizing aid, not as due diligence itself: it cannot interpret title, assess concealed building work, confirm planning status, or establish legal rights. If you hire a conveyancer, building surveyor, or snagging inspector, independently verify qualifications, scope, fees, local availability, and any referral relationship.

Consumer Affairs Victoria cautions: “The questions are a starting point only and you may need to seek professional advice to answer some of them.” That is especially relevant when the project spans multiple phases or when a promise depends on approvals, another provider, or future management arrangements.

Frequently Asked Questions

What documents should I request before buying in a large housing development?

Start with the draft contract, title and sale plan, property specification, relevant planning approvals and phase information, written schedule of recurring and one-off charges, service-provider details, inspection records where available, and the actual warranty documents. A local conveyancer or property lawyer can identify the equivalent documents and rights in the jurisdiction where the home is located.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How can I tell whether amenities shown in the master plan will actually be built?

Ask whether each facility is approved, funded, under construction, complete, or only proposed. Request the planning references and written details of who will deliver, own, operate, and maintain it, and what timing is documented. Check local planning records and separate confirmed commitments from illustrations or future plans.

What costs beyond the purchase price should I check?

Ask for written details of estate or facility charges, owners-corporation or service fees, shared-road and amenity maintenance, utility connections, infrastructure contributions, planned major works, and reserves or shortfalls. Check how often charges apply, who sets them, how they can rise, and ask a local professional about applicable taxes or levies.

Should I arrange an independent inspection on a new-build home?

An independent building professional can inspect accessible areas for safety, workmanship, drainage, boundary, or approval concerns. For a home nearing completion, consider an independent snagging inspection to identify defects or unfinished work before completion. Confirm the scope and limits of any inspection, particularly for concealed or inaccessible areas.

Are telecommunications services guaranteed when I move in?

Not necessarily. Confirm which provider serves the development, what infrastructure is physically installed, when service can be ordered, whether extra cabling or equipment is needed, and whether connections cost extra. Australian federal guidance recommends checking before signing and warns that missing infrastructure can cause delay and additional cost; local rules and service arrangements vary.

The Bottom Line

Before committing, verify the exact lot and contract with a local property professional; distinguish approved and documented project commitments from proposals; calculate shared, connection, and other ongoing costs; check site and service conditions independently; and obtain a clear inspection, defect, and warranty process. Compare what will be usable at move-in—not just what the master plan promises—and keep written evidence of every important answer.
