Construction Planning

What to Ask Before Supporting a School Construction Bond

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before supporting a school construction bond, read the exact ballot language and official voter guide, then demand evidence for the project list, the borrowing and repayment estimate, the property-tax calculation, and the district’s accountability plan. Your decision should rest on documented need and a finance plan you can test—not on a campaign slogan.

Start with the documents that legally control the proposal

Obtain the current ballot text, the complete voter guide, the tax-rate statement, the district’s project list, its facilities master plan or needs assessment, and any public financial presentation. A summary flyer can describe a bond, but the ballot language defines the purposes for which proceeds may be used. California Department of Education guidance treats facilities planning, needs analysis, enrollment, cost estimates and priorities as core parts of bond preparation; other states use different rules, so apply the principle to your own jurisdiction rather than importing California law.

Mark the publication date on every document. A tax estimate or project cost can change when bonds are sold, interest rates move, assessed values change or a project is redesigned. Ask the district which document is controlling if figures conflict, and request the assumptions behind every estimate.

1. What exactly would the bond build, repair or replace?

Ask for a campus-by-campus inventory instead of accepting a single phrase such as “modernize schools.” For every proposed item, record the location, scope, estimated cost, priority and expected delivery window.

Item to record Question for the district Why it matters
Campus or system Which school, athletic area, utility system or shared service is included? A district-wide authorization can distribute work unevenly among campuses.
Work type Is this new construction, replacement, renovation, safety, accessibility, infrastructure, technology or grounds work? Different work types have different costs, useful lives and legal eligibility.
Scope What is the physical result—number of classrooms, square footage, systems replaced or hazards corrected? Specific scope lets voters test whether a cost estimate is plausible.
Priority and timing Is it urgent, a capacity project or an enhancement, and in which bond sale or construction phase would it occur? A long list may be staged or conditioned rather than delivered all at once.
Implementation condition What happens if bids exceed the estimate, enrollment changes or a site cannot proceed? Prioritization rules show which projects survive a shortfall.

Ask whether the authorization includes a facilities master plan, a formal needs assessment and a public process for changing priorities. Do not assume that every item in a broad list is guaranteed in its advertised form. Find out whether the district can substitute projects, defer them or combine scopes, and where those powers appear in the ballot language or governing resolution.

2. What evidence shows the work is needed, and why now?

Request the records that connect each project to a measurable problem. A persuasive case normally includes:

  • recent facility-condition assessments and a ranked backlog of maintenance;
  • fire, seismic, environmental, accessibility, security or other code findings;
  • maintenance and repair histories, including recurring failures and estimated life remaining;
  • enrollment projections by grade, attendance area and year;
  • capacity calculations showing current utilization, portable classrooms or projected shortages; and
  • alternatives considered, such as renovation, replacement, boundary changes, leasing or phased construction.

Separate an urgent repair or compliance requirement from an enhancement, appearance upgrade or program preference. Ask what risk, cost or educational reason favors renovation over replacement. A replacement may resolve hidden infrastructure problems but create relocation and demolition costs; a renovation may preserve a usable structure while requiring students to remain near active construction. The district should explain the trade-off rather than presenting one option as self-evident.

Enrollment projections deserve particular scrutiny. Ask who prepared them, which base year was used, how housing development or demographic changes were modeled and how sensitive the project is to lower-than-expected enrollment. A new school sized for optimistic growth can leave taxpayers paying for unused capacity; a plan based only on current enrollment can become inadequate before debt is retired.

3. What is the full borrowing and repayment cost?

Distinguish the amount voters authorize from the amount taxpayers may repay. The authorization is a ceiling on borrowing authority. Total debt service includes principal, interest and, depending on the jurisdiction and disclosure, issuance or related financing costs. Ask for the planned bond-sale schedule, maturity or term, assumed interest rates, estimated principal, estimated interest and total debt service if all authorized bonds are issued.

Figure What to ask Qualification to keep with the number
Authorization What maximum principal may the district issue? It is a legal ceiling, not necessarily the amount issued or repaid.
Issuance schedule When would each series be sold, and under what conditions? Debt service depends on timing and market rates.
Interest assumption What rate range and bond term were modeled? Actual rates can differ when bonds are sold.
Total debt service How much principal plus interest is projected if all authority is used? This is an estimate under stated assumptions, not a guaranteed invoice.

A California example illustrates the scale of the distinction without establishing a general rule: Marin County’s 2026 Measure O materials describe authorization of up to $115,000,000 and estimated total debt service of $213,000,000 if all bonds are issued and sold. Treat both figures as Measure O estimates, not as a formula for another district. For your measure, require the corresponding local statement and its estimate date.

Ask whether the district expects to issue the full authorization, whether it can leave authority unused, and what debt limits or coverage requirements apply. The California Department of Education summarizes the decision this way: “Selecting the appropriate funding option requires careful evaluation of project needs, allowable uses, debt capacity, repayment obligations, and long-term financial impacts.”

4. What could happen to your property-tax bill?

Read the tax-rate statement line by line. Ask for the estimated annual or average rate, the years it would apply, the valuation base and the assumptions for assessed-value growth, bond-sale timing and interest rates. Confirm whether the figure is expressed per $100,000 or $100,000 of assessed value, and whether it covers this bond alone or combines it with existing debt.

Do not silently convert assessed value into market value. In the cited California county materials, the estimate is based on assessed value, not market value, and the bond tax is additional to taxes for other bond authorizations or overlapping agencies. Elsewhere, the tax base and calculation may differ. Your local voter guide and tax-rate statement control.

Ask the district to show a year-by-year schedule, including when existing obligations end. A claim such as “no tax-rate increase” can mean that a new series is modeled to replace retiring debt at a similar rate; it does not mean the bond is free or that every homeowner’s bill is unchanged. Test the estimate under lower assessed-value growth and higher interest rates, and ask whether the stated rate is a one-year estimate, an average over the term or a maximum.

5. Which costs beyond visible construction are included?

A credible budget includes more than concrete, steel and classroom finishes. Ask for the line-item budget and identify which costs are eligible under the local law and ballot language.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Cost category Examples to look for Question to ask
Preconstruction Planning, surveys, environmental or condition assessments, architecture and engineering Are these costs allocated to each project or held centrally?
Site and utilities Demolition, grading, permitting, utility relocation and connections Are unusual site conditions priced or merely assumed away?
Temporary operations Portable or interim facilities, relocation, moving and added transportation Which campus bears the disruption cost, and for how long?
Delivery and oversight Construction management, inspection, testing, legal services and public reporting Who approves these expenditures and publishes them?
Risk and finance Contingency, escalation, insurance, bond issuance and related administrative costs What percentage is contingency, and when may it be reallocated?

Sacramento County election materials illustrate why voters should ask about incidental and administrative costs, including interim facilities and oversight. The exact allowable categories depend on state law and the measure. Require the district to identify any cost that is not part of a listed project and explain its legal authority.

6. What safeguards and public reporting will apply?

Ask who will be accountable after the election, not only who is campaigning before it. Get written answers to these questions:

  • Will an independent citizens’ oversight committee review expenditures and progress?
  • Which financial and performance audits are required, and will the complete reports be posted publicly?
  • How often will the board publish budget-to-actual, schedule and change-order information?
  • What threshold triggers board approval, a revised forecast or a public explanation?
  • How will the district report projects that are delayed, redesigned, canceled or completed under budget?
  • How will it demonstrate that proceeds stayed within the purposes described in the ballot?

Compare the proposed reporting calendar with the construction schedule. A promise to post a final audit years after completion does not answer how residents will detect an overrun during design or construction. Look for named responsible offices, meeting dates, document formats and a public archive, rather than a general promise of transparency. Oversight requirements are jurisdiction- and measure-specific.

7. How will construction affect students and school operations?

Ask for a phasing and operations plan before voting. It should identify where students and staff will be housed when a school is replaced, whether temporary classrooms are needed, how transportation routes and arrival areas will change, and how the district will control noise, dust, traffic and site access. Request the expected duration of each disruptive phase and the funding source for mitigation.

Ask how the district will protect students during active construction, including separation of work zones, emergency access, hazardous-material procedures and communication with families. If a project depends on a temporary campus, verify that the cost, permits, utilities and schedule appear in the budget. Yakima School District 7’s 2026 bond FAQ, for example, asks where students would attend during a replacement and what the long-term tax impact would be—practical questions any district should answer even when its legal rules differ.

8. How to compare two bond proposals or competing plans

When the ballot presents alternatives, score them on the same evidence rather than comparing slogans. Put the district’s documents beside this matrix and note any “not stated” item as a question for a public meeting.

Comparison axis Evidence to place side by side
Scope and distribution Projects, campuses, square footage, safety work and who benefits.
Need and enrollment Condition scores, code findings, enrollment assumptions and capacity gaps.
Financing Authorization, issuance schedule, interest assumptions, estimated principal, interest and total repayment.
Tax effect Annual rate, duration, valuation base, sensitivity to assumptions and overlapping debt.
Delivery and disruption Phases, temporary facilities, student placement, transportation and contingency.
Accountability Audits, oversight body, reporting frequency, change-order controls and treatment of unfinished projects.

A cheaper authorization is not automatically the better value if it leaves a documented safety problem unresolved. Conversely, a larger plan should show why its additional capacity or features justify the additional repayment and disruption.

9. A practical voter process

  1. Download the controlling records. Save the ballot, voter guide, tax statement, project list, facilities plan, debt presentation and recent board resolutions from the district or election office.
  2. Build a project worksheet. For each item, enter scope, cost, priority, timing, evidence of need and the rule that permits bond funding.
  3. Reconcile the money. Match the authorization to the issuance schedule, total debt-service estimate, tax-rate model and line-item project budget. Flag any unexplained gap.
  4. Stress-test assumptions. Ask what changes if interest rates rise, assessed values grow slowly, bids exceed estimates or enrollment falls.
  5. Attend a public meeting or submit written questions. Request answers in the record, especially for student relocation, substitutions, cost overruns and reporting.
  6. Check the accountability mechanism. Confirm who audits spending, when reports appear and what happens to delayed or canceled projects.
  7. Make a scope-based decision. Support, oppose or remain undecided based on documented need, affordable repayment and enforceable implementation—not on unrelated operating-budget promises.

10. Warning signs that call for more information

  • A slogan or rendering is available, but the complete project list and cost estimates are not.
  • The district quotes only the authorization and omits projected interest or total debt service.
  • A tax rate is shown without its valuation base, duration or assumptions.
  • Enrollment growth is asserted without projections, capacity calculations or sensitivity analysis.
  • “No tax-rate increase” is presented without a schedule of retiring debt and new issuance.
  • Temporary classrooms, relocation, design, contingency or issuance costs are absent from the budget.
  • Projects can be substituted, but the public cannot find the prioritization or approval rules.
  • Oversight is promised without a named auditor, committee, reporting timetable or public archive.
  • The proposal mixes capital facilities with teacher pay, routine operations or other expenses that belong to an operating budget under the applicable rules.

These signs do not prove a bond is unsound. They identify missing information that the district should provide before voters are asked to authorize long-term debt.

What the bond can—and cannot—answer

A construction bond is a financing mechanism for specified capital work. Whether it may pay for a particular item, administrative expense or temporary facility depends on the ballot language and local law. It is not automatically a source for recurring salaries, routine supplies or annual program operations. Howard-Suamico School District referendum materials demonstrate why voters should separate facilities funding from operating-fund proposals; apply that distinction using your own jurisdiction’s rules.

For an actual election, use the current official materials for the relevant district. California Department of Education guidance, Marin and Sacramento County election pages, and district examples from Scottsdale Unified and Yakima are useful illustrations of questions to ask, but none substitutes for your local ballot, tax statement, facilities evidence and financial disclosures.
