Then confirm that any lower-GWP proposal still meets strength, durability, placement and schedule requirements. Your contract, owner requirements and applicable procurement rules—not a universal industry target—determine which document and emissions threshold are acceptable.
Start with the project requirements
Before contacting a producer, collect the information that determines whether a concrete option is usable. Give the supplier the specified compressive strength, exposure and durability requirements, placement method, finishing needs, quantity by mix and required delivery dates. Also provide the governing specification, owner sustainability requirements and any stated embodied-carbon target or benchmark.

There is no single North American emissions limit that applies to every project. A public owner, private developer, transportation agency or local procurement authority may require different EPD programs, declared units, life-cycle modules or reporting formats. Ask the design professional and owner to confirm the acceptance rules before you compare bids.
Eight questions to put to the ready-mix supplier
1. Can you provide an EPD for the exact mix and producing plant?
Request a product-specific EPD for every proposed mix, and ask that the document identify both the mix and the plant that will manufacture it. A declaration for a different facility can have different energy sources, aggregate sources, cement supply and transportation assumptions, so it is not automatically interchangeable.

The National Ready Mixed Concrete Association (NRMCA) states in its March 2026 Guide to Improving Specifications for Ready Mixed Concrete: “For each concrete mixture, supply a product specific EPD from a specific plant.” Treat that as a practical submittal question: which document covers this mixture, and does its plant identification match the proposed delivery location?
2. Who issued and verified the EPD, and will the project accept it?
Ask for the EPD program operator, independent verifier, publication date, validity period and any registration number. Confirm that the declared product and plant correspond to the supplier’s proposal, not merely to the supplier’s corporate name.
NRMCA’s Certified EPD Program describes independent verification as part of its process. A marketing statement such as “green concrete” or “low carbon” is not a substitute for the project’s required declaration. Have the supplier identify the exact EPD version in the submittal and ask the design professional or owner to confirm that its program and verification status satisfy the contract.
3. What is the GWP, what unit is it reported per, and what life-cycle scope does it cover?
Ask the supplier to state the EPD’s global warming potential and the declared unit alongside the value. Common concrete declarations may report results per cubic metre or cubic yard; those values cannot be compared directly unless you convert them to the same unit. Record the life-cycle modules or scope included in the declaration as well.
NRMCA’s specification guidance identifies EPD-reported GWP as the basis for calculating concrete’s embodied carbon in a building. Its Version 3.2 industry-wide EPD reports results per cubic metre and cubic yard for its modeled products. Use equivalent units and equivalent scope when comparing two proposals; otherwise a numerically lower figure may simply reflect a different boundary or denominator.

4. Which mix characteristics produce that number?
Request the proposed specified strength, cement type, cementitious-material quantities or percentages, supplementary cementitious material (SCM) types and any other performance criteria that affect the declaration. Ask whether the EPD value represents the exact proportions or a modeled class.
NRMCA’s Version 3.2 industry-wide EPD organizes 72 modeled ready-mix product classes by strength range and SCM range. Those are classifications in that declaration, not a count of every commercial mix. Matching a broad label such as “low carbon” is therefore insufficient: the strength range, SCM range and other assumptions must align with the concrete being offered.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteThe same EPD reports that more than 95% of plants in its surveyed NRMCA member data used SCMs in ready-mixed products. That statistic describes the survey population and source document; it does not establish the practice of every producer or market. Ask for the actual material quantities in your proposed mix rather than inferring them from an industry percentage.
5. Can you propose a lower-GWP mix that still meets our performance and construction requirements?
Give the supplier the complete performance brief and ask for compliant alternatives, not just a lower cement number. The response should address specified strength, durability and exposure classes, temperature or shrinkage limits, placement method, finishing, curing and the required schedule. Ask what evidence supports the alternative, such as an applicable EPD and the technical data needed for approval.
NRMCA cautions against using a maximum cement-content cap or a minimum SCM quantity as a stand-alone environmental specification. Its EPD guidance notes that such prescriptions can increase cost or fail performance objectives without quantifying the actual impact reduction. Ask the supplier and design professional to review any substitution, including changes to set time, early strength, pumping, finishing, cold-weather behavior or curing.

6. What is the GWP for our whole order or project?
A per-unit EPD value is not the project result. Ask the supplier or project team to multiply each mix’s GWP by the planned volume of that mix and sum the results. Keep the mix volumes separate when a project uses several strengths or exposure classes.

Project GWP = (EPD GWP for mix A × volume of mix A) + (EPD GWP for mix B × volume of mix B) + …
Use matching units throughout and document the quantities, EPD versions and rounding method. NRMCA identifies its Concrete Carbon Calculator as a tool that can calculate and report this result for a submittal. Compare the total with the target or benchmark actually specified for your project, rather than with an invented universal limit.
7. If a plant-specific EPD is unavailable, what alternative documentation can you provide?
Ask whether the applicable NRMCA industry-average EPD may be used and whether the supplier meets its conditions. NRMCA describes this as a possible alternative when the proposed mix is similar to a listed product and the producer participated in the underlying life-cycle assessment. Similarity should be demonstrated through strength range, SCM range and other relevant assumptions; it should not be asserted solely because both products are called ready-mix concrete.
The NRMCA guide also suggests considering an industry-average EPD for a small, remote project when the cost of a product-specific declaration is not justified. That is guidance, not automatic permission. Obtain written confirmation from the owner or contract administrator that the alternative is accepted before basing a bid or submittal on it.

8. What will the option mean for cost, supply, delivery and placement?
Request a written quote for each compliant mix, including availability, lead time, minimum order conditions, delivery assumptions and any placement or finishing considerations. Ask whether the proposed cement or SCM supply is seasonal or constrained and whether the plant can maintain the declared proportions for the required volume.
There is no universal price premium or availability figure for lower-GWP concrete. These factors are local and mix-specific, so rely on the supplier’s quote and schedule rather than assuming that a lower reported GWP will cost more or less. Have the construction team confirm that delivery timing and placement logistics are compatible with the mix’s setting and strength-development characteristics.

Put every proposal into the same comparison framework. The four technical axes below follow NRMCA’s distinction between product disclosure, project calculation and performance requirements.
| Comparison axis | What to record | Acceptance check |
|---|---|---|
| GWP and scope | GWP value, declared unit, life-cycle modules and EPD version | Convert to equivalent units and confirm equivalent scope before ranking |
| Mix and plant match | Specified strength, cement and SCM details, plant identification and EPD status | Declaration must describe the proposed mix and producing plant, or an approved alternative must be documented |
| Performance and schedule | Durability, exposure, placement, finishing, curing and required strength-development timing | Design professional and supplier confirm the mix meets the project specification |
| Project-level GWP | Volume of each mix multiplied by its applicable EPD GWP | Total complies with the project’s stated target or benchmark |
| Procurement | Quoted price, availability, lead time and delivery conditions | Use written, project-specific supplier information; do not infer a market-wide premium |
Keep the source EPD with the comparison worksheet. If a supplier replaces a mix, plant or declaration during procurement, recalculate the project total and obtain a new acceptance decision.

Common mistakes and how to correct them
Accepting a generic sustainability claim
“Low carbon” is not a quantified, verified result. Replace it with an EPD that states the GWP, unit, scope, product and plant, then verify that the project accepts the document.
Comparing unlike EPDs
A value per cubic metre cannot be ranked directly against one per cubic yard, and different life-cycle scopes can produce different totals. Normalize the unit and scope before comparison.
Using cement or SCM limits as the carbon calculation
Material caps and minimums describe a recipe constraint, not an emissions result. Request the EPD GWP and check that the resulting concrete still satisfies performance requirements.

Applying one EPD to every mix
Strength ranges, SCM ranges and other assumptions differ. Obtain a declaration for each proposed mixture, or document why an approved industry-average declaration applies.
Stopping at kilograms per unit
The building or infrastructure team needs the impact for the actual order. Multiply each applicable EPD value by the planned volume and compare the sum with the contract target.
Assuming the alternative is automatically permitted
An industry-average EPD may be reasonable in the circumstances described by NRMCA, but acceptance remains a project decision. Secure written approval before procurement.
A practical supplier-call checklist
- Send the supplier the project’s performance, quantity and schedule requirements.
- Request a product-specific EPD for every mix and the plant that will produce it.
- Record the program operator, verifier, validity information, GWP, declared unit and life-cycle scope.
- Request the strength, cement, SCM and other mix characteristics behind each value.
- Ask for lower-GWP alternatives that meet the full technical brief and supporting evidence for each.
- Calculate total project GWP by multiplying each EPD result by its planned volume.
- If a plant-specific EPD is unavailable, obtain the proposed industry-average declaration and written project acceptance.
- Collect written quotes for price, availability, lead time, delivery and placement implications.
- Have the design professional and owner approve the selected documentation and any mix substitution.
This process gives the project team an auditable answer to the emissions question: what concrete is being supplied, what verified impact is disclosed for it, and does the complete order satisfy the project’s technical and contractual requirements?
